SUMMARY

Maximum average electricity retail price is 2,444.09 VND/kWh

On February 03, 2023, the Prime Minister issues Decision No. 02/2023/QD-TTg on the average electricity retail price bracket.

Specifically, the average electricity retail price bracket (excluding value-added tax) is as follows: The minimum average electricity retail price is 1,826.22 VND/kWh; The maximum average electricity retail price is 2,444.09 VND/kWh.

Besides, when there is a big change in the parameters for calculating the price bracket, the cost of electricity generation and business, and the requirement to allocate costs that have not been included in the average electricity retail price, the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with the Ministry of Finance in, calculating and adjusting the average electricity retail price bracket, and submitting it to the Prime Minister for consideration and decision.

When there is a big change in the parameters for calculating the price bracket, the cost of electricity generation and business, and the requirement to allocate costs that have not been included in the average electricity retail price, Vietnam Electricity Group shall be responsible for monitoring and reporting to the Ministry of Industry and Trade and the Ministry of Finance.

This Decision takes effect on February 03, 2023.

DECISION

On the average electricity retail price bracket

Pursuant to the Law on Organization of the Government dated June 19, 2015; the Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration dated November 22, 2019;

Pursuant to the Electricity Law dated December 03, 2004; the Law Amending and Supplementing a Number of Articles of the Electricity Law dated November 20, 2017;

At the proposal of the Minister of Industry and Trade;

The Prime Minister promulgates the Decision on the average electricity retail price bracket.

 

Article 1. Scope of regulation and subjects of application

1. This Decision prescribes the maximum and minimum prices of the average electricity retail price.

2. This Decision applies to organizations and individuals engaged in electricity activities and using electricity.

Article 2. The average electricity retail price bracket

The average electricity retail price bracket (excluding value-added tax) is as follows:

1. The minimum average electricity retail price is 1,826.22 VND/kWh;

2. The maximum average electricity retail price is 2,444.09 VND/kWh;

Article 3. Organization of implementation

1. When there is a big change in the parameters for calculating the price bracket, the cost of electricity generation and business, and the requirement to allocate costs that have not been included in the average electricity retail price, the Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with the Ministry of Finance in, calculating and adjusting the average electricity retail price bracket, and submitting it to the Prime Minister for consideration and decision.

2. When there is a big change in the parameters for calculating the price bracket, the cost of electricity generation and business, and the requirement to allocate costs that have not been included in the average electricity retail price, Vietnam Electricity Group shall be responsible for monitoring and reporting to the Ministry of Industry and Trade and the Ministry of Finance.

Article 4. Effect

1. This Decision takes effect on February 03, 2023. The Government’s Decision No. 34/2017/QD-TTg dated July 25, 2017, on the bracket of average electricity retail price in the 2016-2020 period, cease to be effective on the date this Decision takes effect.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, Chairpersons of People’s Committees of provinces and centrally-run cities, heads of electricity units and other related organizations and individuals shall implement this Decision.
