Circular 03/2025/TT-BNNMT amending 25/2024/TT-BNNPTNT on the list of pesticides permitted for use in Vietnam

CIRCULAR

Amending and supplementing the Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of the Minister of Agriculture and Rural Development, on promulgating the list of pesticides permitted for use in Vietnam and the list of pesticides banned from use in Vietnam

Pursuant to the Government’s Decree No. 35/2025/ND-CP dated February 25, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Agriculture and Environment;

Pursuant to the Law on Plant Protection and Quarantine dated November 25, 2013;

At the proposal of the Director of the Plant Production and Protection Department;

The Minister of Agriculture and Environment issues the Circular amending and supplementing the Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of the Minister of Agriculture and Rural Development, on promulgating the list of pesticides permitted for use in Vietnam and the list of pesticides banned from use in Vietnam.

Article 1. Amending and supplementing a number of regulations of the Circular No. 25/2024/TT-BNNPTNT dated December 16, 2024 of the Minister of Agriculture and Rural Development, on promulgating the list of pesticides permitted for use in Vietnam and the list of pesticides banned from use in Vietnam, including:

1. List of products with changed information related to trade names, information related to registering organizations and individuals, Appendix I issued together with this Circular:

a) List of products with changed information related to registering organizations and individuals: 39 active ingredients, 44 trade names;

b) List of products with changed information related to trade names: 01 active ingredients, 01 trade names.

2. The list of pesticides that are additionally registered in the list of pesticides permitted for use in Vietnam, Appendix II issued together with this Circular, including:

a) Insecticides: 132 active ingredients with 189 trade names;

b) Fungicides: 112 active ingredients with 136 trade names;

c) Herbicides: 32 active ingredients with 60 trade names;

d) Growth regulators: 05 active ingredients with 07 trade names;

dd) Rat killers: 05 active ingredients with 07 trade names;

e) Snail killers: 01 active ingredients with 02 trade names;

g) Termiticides: 03 active ingredients with 03 trade names;

h) Warehouse disinfectants: 01 active ingredients with 01 trade names;

i) Post-harvest preservatives for agricultural products: 01 active ingredients with 01 trade names.

3. The lists of HS codes for pesticides defined in Clause 1, Clause 2 of this Article shall comply with Section 23, Section 24 of Appendix I issued together with Circular No. 01/2024/TT-BNNPTNT dated February 02, 2024, of the Minister of Agriculture and Rural Development on promulgating the Lists of HS codes for goods under the state management by the Ministry of Agriculture and Rural Development and lists of exported and imported goods subject to specialized inspection in the field of agriculture and rural development.

Article 2. Effect

This Circular takes effect on July 02, 2025.

Article 3. Responsibility of implementation

1. The Director of the Plant Production and Protection Department, heads of units under the Ministry, Directors of Departments of Natural Resources and Environment of provinces and centrally-run cities and related organizations and individuals shall take responsibility for the implementation of this Circular.

2. Any problems arising in the course of implementation of this Circular should be promptly reported to the Ministry of Agriculture and Environment for timely consideration and handling./.
