RESOLUTION
On the 2019 socio-economic development plan
THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam;
After considering reports of the Government, Supreme People’s Court, Supreme People’s Procuracy, agencies of the National Assembly and concerned agencies, and opinions of National Assembly deputies;
RESOLVES:
Article 1.Overall objectives
To further stabilize the macro-economy, control inflation, and increase productivity, quality, efficiency, autonomy and competitiveness of the economy. To concentrate on improving the investment and business environment and boosting the economic growth; to create a more practical progress in the realization of strategic breakthroughs and economic restructuring associated with the renewal of the growth model; to step up innovative reform and application of scientific and technological advances and effectively take advantage of the fourth industrial revolution. To attach importance to the development of health care, education, training, culture, social affairs, assurance of social security, improvement of material and spiritual living standards of the people. To enhance the management of natural resources, environmental protection, prevention and control of natural disasters and response to climate change. To step up the administrative reform, judicial reform, streamlining of state apparatus and payrolls; to restructure the pool of civil servants and public employees, improve the effectiveness and efficiency of the directive and administrative work and law enforcement; to resolutely prevent and combat corruption; to practice thrift and combat wastefulness. To consolidate national defense and security; to ensure social order and safety. To raise the effectiveness of external relations and international integration.
Article 2.Major targets
- Gross domestic product growth rate: 6.6-6.8%;
- Consumer price index: around 4%;
- Total export turnover growth rate: 7-8%;
- Ratio of trade deficit to total export turnover: Under 3%;
- Total investment capital of the entire society: 33-34% of GDP;
- Reduction rate of the poor household percentage (according to the multi-dimensional poverty index): 1-1.5%. Particularly for poor districts: 4%.
- Unemployment rate in urban areas: Under 4%;
- Percentage of trained employees: 60-62%, of whom those possessing a diploma or certificate: 24-24.5%;
- Number of patient beds per 10,000 people (excluding beds in commune health stations): 27;
- Percentage of population covered by health insurance: 88.1%;
- Percentage of operating industrial parks and export processing zones having facilities for concentrated treatment of wastewater up to the environmental standards: 89%;
- Forest coverage rate: 41.85%.
Article 3.Major tasks and solutions
The National Assembly basically agrees with the tasks and solutions proposed by the Government, Supreme People’s Court and Supreme People’s Procuracy and recommended by its agencies in the verification reports and specialized oversight reports. The National Assembly requests state agencies to properly fulfill requirements and tasks and implement the solutions put forward in Conclusion No. 37-KL/TW dated October 17, 2018, of the 8thplenum of the Communist Party of Vietnam Central Committee (the 12thCongress) on the 2018 socio-economic situation and state budget; and 2019 socio-economic development plan and state budget estimates and, at the same time, requests them to concentrate efforts on performing the following major tasks and implementing the following major solutions:
1. Building the capacity, taking the initiative in analyzing, forecasting and closely monitoring unfavorable international and domestic developments in order to adopt appropriate and timely counter-tactics; executing the monetary policies in a proactive, flexible and prudential manner and in combination with other macroeconomic policies in order to continue stabilizing the macroeconomy and control inflation; managing interest rates and exchange rates in a flexible manner to suit market developments and management requirements; adjusting public service charge rates according to an appropriate schedule while avoiding adverse impacts on the consumer price index; strictly controlling the quality of imported goods and equipment with appropriate technical barriers; striving for a sustainable trade balance; strongly improving the investment and business environment and raising the competitiveness of the economy.
2. Realizing strategic breakthroughs in a comprehensive and willful manner; staying steadfast in considering the objective of institutional reform as an important breakthrough, focusing on the review and improvement of mechanisms and policies aimed at creating a more radical progress in all sectors and fields, particularly those applying high technologies; synchronously developing the system of infrastructure facilities, particularly traffic and information technology infrastructure; accelerating the implementation of the eastern North-South expressway project, Long Thanh international airport and other strategic transport and industrial infrastructure projects with great spillover effects so as to create grounds for the subsequent development periods; paying attention to the development of human resources, particularly high-quality human resources to meet the development requirements.
3. Implementing the National Assembly’s Resolution on economic restructuring and growth model renewal in a resolute and effective manner; concentrating on developing services applying modern and high technologies to create high added value; raising the quality of tourist activities, diversifying tourist products, stepping up the tourism promotion, building tourist brands and strongly developing sea and island tourism; extending the application of e-visas and granting unilateral visa exemption for some strategic regions; adopting policies to attract international tourists; managing and strictly controlling the quality of tourist and accommodation services and travel activities for foreigners.
Further renewing, improving and implementing mechanisms and policies to promote the development of science and technology and innovation and startups; promulgating a national strategy for the fourth industrial revolution and mobilization of social resources for building the system of innovative centers to provide support for development research; improving the legal framework for new services and business models and the application of advanced technologies in the banking sector; intensifying the mobilization and utilization of investment resources from the society for the technology research, application, innovation and transfer.
Strongly promoting the development of enterprises, thereby forming large-sized, effective and competitive enterprises; attracting foreign investment in a selective manner, prioritizing the use of high and environment-friendly technologies in association with the development of support industries of local enterprises; effectively implementing policies to support small- and medium-sized enterprises and business households; promoting the development of new-type agricultural cooperatives; promulgating policies to attract investment in agriculture and rural areas; strongly attracting enterprises’ investment in processing, manufacturing, support, high-technology and farm produce-processing industries; consolidating the value chain linkage, ensuring stable outlets for agricultural products and increasing income for farmers; effectively and sustainably developing forest and sea economy; putting an end to the illegal, unreported and unregulated fishing.
4. Further restructuring state budget revenues and expenditures; enhancing the management of state budget revenues and resolutely implementing measures to combat revenue loss, transfer pricing and tax evasion; handling tax arrears and applying e-invoices; thoroughly reducing regular expenses from the state budget and reserving resources for development investment.
Continuing to restructure public investments and raise the efficiency of capital use; controlling public debts, government debts and foreign debts of the country within the limits set by the National Assembly’s Resolution No. 25/2016/QH14 on the national financial plan for the 2016-2020 period.
Stepping up the divestment from and equitization of state enterprises, ensuring publicity and transparency of their operations and raising quality of investment and efficiency of production and business activities of enterprises; promoting the role, responsibilities and operation efficiency of the Committee for Management of State Capital at Enterprises; seeking solutions to handle loss-making projects.
Further developing the capital market, monetary market and real estate market in a transparent and healthy manner; forming as soon as possible financial centers in major cities; continuing and closely supervising the restructuring of credit institutions in association with resolution of non-performing loans; further enhancing the supervision of the handling of cross-ownership and cross-investment between commercial banks and enterprises in order to stop the situation that major shareholders or groups of major shareholders of commercial banks manipulate or control credit-granting activities of these banks for their own benefits.
5. Managing and efficiently utilizing natural resources, intensifying environmental protection; proactively preventing and controlling natural disasters and responding to climate change; increasing the people’s access to land and efficiency of the use of land resources and addressing the overlapping and inconsistency among the land regulations; correcting and strictly handling wrongdoings and violations in the land management and use, especially in major cities and localities where many local people file land-related complaints or initiate land-related lawsuits; strictly controlling the permission for change of land use purposes in accordance with the land law, particularly for land under paddy fields, protective and special-use forests; reviewing and converting planned inefficient paddy fields into land areas for growing crops and raising animals with higher efficiency; resolutely handling violations encroaching upon protective and special-use forest land areas; strictly organizing the allocation and lease of land areas for the implementation of socio-economic development projects through the auction of land use rights and bidding for projects involving land use; further enhancing the management and raising of efficiency of land use at agricultural and forestry companies, especially the collection of land use levies; strictly implementing the regulations on auction of the mineral mining right; preventing and thoroughly addressing the situation of illegal mineral mining, prevention and control of corrosion along river and stream banks, coast and river and stream embankments at weak areas along the border; concentrating efforts on implementing the national master plan on water resources nationwide and in big river basins; coordinating, supervising and solving interregional and interdisciplinary issues in the management, exploitation, use and protection of water resources, both surface and ground water; closely cooperating with foreign countries in sharing transnational water sources; intensifying the baseline survey of marine sources and environment, strictly controlling and preventing the marine environmental pollution, particularly that caused by plastic wastes; updating and step by step improving the database on natural resources and environment; enhancing the management of import of discarded materials and environmental protection in industrial parks and clusters and export processing zones; thoroughly handling establishments causing serious environmental pollution.
6. Ensuring social security, raising material and spiritual living standards; protecting, caring for and improving the people’s health; continuing to review and effectively implement policies to support people with meritorious contributions to the revolution in a public, transparent and equal manner, and promptly correcting and strictly handling violations and negative practices; attaching importance to the development of houses for lease, houses for workers and low-income earners; quickly increasing the coverage of social insurance, health insurance and unemployment insurance; resolutely handling violations of the regulations on social insurance, health insurance and unemployment insurance.
Improving the policies on poverty alleviation, shifting to the provision of conditional support to specific eligible subjects and localities within specified periods in order to encourage and create favorable conditions for poor people and households and households living just above poverty line to actively participate in the provision of, and get convenient access to, basic social services and have opportunities to develop their production and business activities; properly implementing the national target program on sustainable poverty alleviation and the national target program on building of a new countryside, thereby speeding up the sustainable poverty alleviation; concentrating efforts on directing and allocating resources for the implementation of the promulgated policies on provision of support for socio-economic development in ethnic minority and mountainous areas; reviewing, studying and integrating the system of current policies toward ethnic minority and mountainous areas in order to concentrate resources for these areas, avoiding thinned-out, overlapping and inefficient use of resources; enhancing the coordination, direction and administration among related agencies and reducing management focal points; promulgating objective, scientific and reasonable criteria for demarcation of ethnic minority and mountainous areas to serve as a basis for the formulation of nationality policies.
Further improving the legal system and stepping up the prevention and combat of social evils; devising radical measures to prevent and combat domestic violence and violence against women and children.
7. Accelerating the application of information technology in the management of medical examination and treatment and effective management of the health insurance fund; further improving the policies on medical examination and treatment, preventive medicine and raising of the people’s health; formulating a health financial mechanism in the direction of continuing to implement the scheduled correct and full calculation of medical care service prices, gradually reducing the insured’s medical care spending level together with implementing the roadmap of all-people health insurance coverage, raising the operation quality and efficiency of the grassroots health network; promoting the mobilization of all social resources and public-private partnership in the health sector, thereby facilitating the development of private medical care and eventually extending health insurance-covered medical care to all people; intensifying and prioritizing preventive medicine and grassroots medical care, thereby preventing overload for central health establishments; stepping up the provision of services of monitoring and early detecting cancers, cardiovascular diseases, genetic diseases and infectious diseases; ensuring food hygiene and safety; intensifying measures to ensure security and safety at health establishments; intensifying the inspection of the production and trading of pharmaceuticals and functional foods; managing private clinics and medicines; preventing and controlling fake medicines and strictly handling violations; broadening the scope and list of medicines and medical supplies subject to concentrated bidding in accordance with the bidding law.
Implementing within the prescribed time limit the National Assembly’s Resolutions No. 88/2014/QH13 and No. 51/2017/QH14 on the renovation of general education curricula and textbooks; promptly addressing limitations and shortcomings in the printing, distribution and use of textbooks in order to fight monopoly and prevent wastefulness; organizing examinations in a serious, safe and quality manner; continuing to address the situation of teacher redundancy or deficiency in localities; reviewing and reorganizing the network of education, training and vocation education institutions in a neat, effective and quality manner; attaching importance to the management of graduation quality and close coordination between vocational education institutions and enterprises; stepping up the channeling of pupils graduating from lower secondary schools into vocational training schools, ensuring the quality, quantity and level structure of vocational trainees to meet requirements of the labor market; attaching importance to retraining of workers and training combined with paid employment for rural and ethnic minority laborers; strongly developing the labor market and improving the labor-connection information system; enhancing school security and safety, attaching importance to building school culture and improving life skills for pupils, ensuring a healthy, democratic and disciplined education environment; giving greater autonomy to, and requesting higher accountability of, tertiary and vocational education institutions for graduation quality.
8. Enhancing the conservation, embellishment and promotion of tangible and intangible cultural values; conserving and preserving cultural values of ethnic minority groups; adopting policies to mobilize all social resources for investing in embellishing special national relics and world heritages; concentrating efforts on building a healthy cultural environment, step by step raising social ethical values and quality of the movement “all people unite to build a cultured life”; properly carrying out the campaign “all people unite to build a new countryside and civilized urban centers”; managing belief and religious activities and ensuring national solidarity; well managing traditional festivals, cultural and sport activities to ensure they are organized in a thrift and civilized manner as well as social security and order; stepping up the mass movement of people’s willing participation in founding grassroots physical training and sport clubs; maintaining achievements and striving for higher rankings of Vietnamese athletes in the region and Asia.
9. Seriously renovating and reorganizing the state apparatus, reducing state payrolls, restructuring the contingent of civil servants and public employees; expeditiously issuing guiding documents for synchronous and effective implementation; expeditiously separating the function of state management from the management by non-business units in order to raise quality and effectiveness of their operations, and encouraging them to apply the autonomous mechanism in all fields; transferring to the private sector public services in the fields where the society and market have resources to perform such services; tightening the administrative order and discipline and enhancing official-duty inspection; raising the quality of the elaboration, promulgation and enforcement of regulations; stepping up the delegation and decentralization of rights associated with control of powers and accountability; resolutely reviewing, simplifying and substantially reducing administrative procedures and business conditions, considering these activities as a breakthrough to boost growth; quickly organizing the grant of personal identification numbers and building of interconnected national databases in all fields; applying advanced technologies to raise the urban management capacity, state management effectiveness and public service quality.
Continuing to perform the judicial reform tasks; improving the operation efficiency of judicial and legal aid agencies; synchronously applying measures to prevent and fight crimes and violations, with a view to solving problems and issues right from the early stage; speeding up the investigation, prosecution and trial of economic and corruption cases and effective recovery of lost assets; effectively preventing “black” credit activities and closely managing debt collection services; focusing on directing and coordinating the execution of important civil judgments and cases related to the recovery of debts owed to credit institutions; devising specific solutions to address problems in the course of implementation of the National Assembly’s Resolution No. 42/2017/QH14 on pilot resolution of non-performing loans of credit institutions; urging People’s Committees at all levels to strictly implement the law on administrative procedure; enhancing inspection, examination and audit in the domains where negative practices may easily occur, such as management and use of land and public assets, equitization, taxation and customs; strictly implementing the law on citizen reception, upholding the responsibility of heads for promptly settling complaints and denunciations, not letting complicated and prolonged cases and matters occur, causing insecurity and public disturbance.
10. Increasing the national defense and security potential to defend the country; firmly maintain the political security and social order and safety; firmly grasping the situation and proactively deterring, preventing and defeating sabotage plots and activities of hostile and reactionary forces, firmly maintaining national security, and defending the national independence, territorial sovereignty, interests and security in all circumstances; firmly protecting internal politics, economic and theoretical, cultural and communications security, political events, major public holidays, conferences and other strategic national security targets; ensuring cyber information and space security; intensifying public communication about traffic safety, fire and explosion prevention and fighting, thereby ensuring safety for people’s life.
Raising the efficiency of external relations and international integration; accelerating negotiations for the complete drafting of the Code of Conduct (COC) in the East Sea; intensifying lobbying activities to obtain practical results of the resolution of existing sea and land border issues with neighbor countries; completing necessary conditions and building and revising the regulations for the implementation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP); intensifying lobbying activities for early conclusion and ratification of the EU-Vietnam Free Trade Agreement (EVFTA); proactively preventing and raising the capacity to settle international trade and investment disputes; raising the effectiveness of diplomatic work to serve the national development and pay attention to overseas Vietnamese affairs and citizen protection; continuing to expand and develop relationships with neighboring partners, bordering countries, big countries and important parties in a deep, stable and effective manner; taking the initiative in actively contributing to, building and forming multilateral mechanisms and continuing to lobby foreign countries to support Vietnam’s candidacy for a non-permanent seat at United Nations Security Council for the 2020-2021 term; and well preparing for the country to take the chairmanship of the Association of Southeast Asian Nations (ASEAN) by 2020.
Strictly implementing the regulation on announcement and increasing press discipline; raising the timeliness and effectiveness of information and communication work; requesting state agencies to take the initiative in providing information, particularly information about socio-economic situation, new mechanisms and policies, to the news and press agencies for propaganda and public opinion unanimity; and diversifying the forms of law dissemination and education, thereby creating a progressive change in public awareness and sense of law observance.
Article 4.Organization of implementation
The Government, local administrations at all levels, the Supreme People’s Court, Supreme People’s Procuracy and State Audit shall, within the ambit of their functions and assigned tasks, organize the implementation of this Resolution.
The Standing Committee, Ethnic Minorities Council, Committees, deputy delegations and deputies of the National Assembly shall supervise the implementation of this Resolution.
The Vietnam Fatherland Front’s Central Committee and its member organizations shall supervise and mobilize people of all strata to implement this Resolution.
The National Assembly calls upon all Vietnamese people at home and abroad to uphold the spirit of patriotic emulation and solidarity so as to bring into fully play every internal resource and take every opportunity to overcome difficulties and challenges and successfully realize the 2019 socio-economic development plan, thus creating a firm basis for the implementation of the 2016-2020 socio-economic development plan.
