Approving the 2018- 2025 Scheme on care for the all-sided development of children in the early years of their family and community life

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the April 5, 2016 Law on Children;

Pursuant to the Government’s Resolution No.63/NQ-CP of July 22, 2016, promulgating its program of actions for implementation of the National Assembly’s Resolution on the five-year 2016-2020 socio-economic development plan;

At the proposal of the Minister of Labor, War Invalids and Social Affairs,

DECIDES:

Article 1. To approve the 2018-2025 Scheme on care for the all-sided development of children in the early years of their family and community life (here below referred to as the Scheme) with the principal contents as follows:

I. OBJECTIVES OF THE SCHEME

1. General objectives:

To ensure that children of up to 8 years old will be all-sidedly developed physically, intellectually and mentally; be equal in access to the services in support of the care for all-sided development according to age-groups in order to realize the children’s rights, contributing to the development of national human resources.

2. Specific objectives towards 2020:

a/ To strive for the target that 70% of the up-to-8 year-old children have access to services in support of all-sided development according to demands and suitable to age-groups for health care, education, nutrition, nurture care, child protection, social welfare.

b/ To strive for the target that 70% of the cadres involved in child- related activities at medical examination and treatment establishments, educational institutions, child-nurturing establishments, child protection service- providing establishments, community-based cadres, parents and child tenders are provided with the knowledge and skills to support and take care of child all-sided development.

c/ To strive for the target that 50% of the provinces and centrally run cities build the networks for connection and transfer of service level of care for all-sided development of children; monitor and assess demands of up-to-8-year-old children and experiment the model of care for child all-sided development at families and communities.

3. Objectives for the 2021- 2025 period

a/ To strive for the target that 90% of the up-to-8- year- old children have access to services in support of all-sided development according to demands and suitable to age-groups for health care, education, nutrition, nurture care, child protection and social welfares.

b/ To strive for the target that 90% of the cadres involved in child-related activities at medical examination and treatment establishments, educational institutions, child-nurturing establishments, child protection service- providing establishments, community-based cadres, parents and child tenders are provided with relevant knowledge and skills to support and care for the child all-sided development.

c/ To strive for the target that 90% of the provinces and centrally run cities build and maintain the networks for connection and level transfer of child all-sided development caring services; monitor and assess demands of up-to-8-year- old children and experiment the model of child all-sided development care at families and communities.
