Decision No. 1443/QD-TTg dated October 31, 2018 of the Prime Minister on approving the adjusted master plan on socio-economic development of Tra Vinh province through 2020, with a vision toward 2030[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of socio-economic development master plans; and the Government’s Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of the Government’s Decree No. 92/2006/ND-CP of September 7, 2006;

At the proposal of the People’s Committee of Tra Vinh province,

DECIDES:

Article 1. To approve the adjusted master plan on socio-economic development of Tra Vinh province through 2020, with a vision toward 2030, with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. The adjusted master plan on socio-economic development of Tra Vinh province through 2020, with a vision toward 2030, must be in line with the national socio-economic development strategy, marine strategy and overall strategy for international integration, and ensure uniformity and consistency with master plans of key sectors and fields of the country and the Mekong delta region toward openness and international integration.

2. Tra Vinh must take advantage of support for climate change adaptation and sea-based strengths to become a province with high resilience to climate change; continue with fast and sustainable economic development toward green growth; synchronously build a system of technical and social infrastructure facilities, and a network of modern and environment-friendly urban centers and residential areas; and develop urban centers into development dynamic cores for other sub-regions in the province.

To promote the province’s linkages with other Mekong delta provinces and cities to make full use of each locality’s potential and opportunities in the context of comparative advantages of the entire Mekong delta region on the principles of harmonizing interests and responsibilities and ensuring justice for related localities, helping assert the region’s role and position in the whole country.

3. To closely combine economic development and the development of the social affairs, education and training, healthcare, culture, and physical training and sports sectors; to realize social progress and justice to gradually improve the quality of people’s life; to reduce poverty and ensure social security and welfare; to increase training of high-quality human resources to meet market demands, and combine human resources development with science and technology application.

II. DEVELOPMENT OBJECTIVES

1. Overall objectives

To mobilize and effectively use resources, exploit potential and strengths, proactively respond to climate change and sea level rise, develop marine economy and tourism, and improve the investment and business environment, turning Tra Vinh into a relatively developed province in the Mekong river delta region with synchronous socio-economic infrastructure linking with other localities in the region and the country, while ensuring political security and social order and safety in the development process.

2. Specific objectives

a/ Economically: The gross regional domestic product (GRDP) will increase by 11%-12% per year; the state budget revenue will grow at an annual average of 17%; the per-capita income will reach VND 69.76 million per year; and the total social investment capital will be VND 180-200 trillion (with an annual average investment capital of VND 36-40 trillion). By 2030, the per-capita income will reach VND 190-200 million per year; the state budget revenue will grow at an annual average of 10%-12%;

b/ Socially: The urbanization rate will be 30%; the rate of trained laborers will reach 65%; 86.5%-90% of the province’s population will be covered by health insurance and this rate is expected to reach 95%-98% by 2030 ; the household poverty rate (according to the multidimensional poverty index) will drop by 1.5%-2% on average each year during 2021-2025 and 1%-1.5% on average each year during 2026-2030, and this rate will be 2% in the Khmer people-inhabited areas.
