DECISION

Approving the adjusted master plan on socio-economic development of Tra Vinh province through 2020, with a vision toward 2030[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of socio-economic development master plans; and the Government’s Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of the Government’s Decree No. 92/2006/ND-CP of September 7, 2006;

At the proposal of the People’s Committee of Tra Vinh province,

 

DECIDES:

Article 1.To approve the adjusted master plan on socio-economic development of Tra Vinh province through 2020, with a vision toward 2030, with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. The adjusted master plan on socio-economic development of Tra Vinh province through 2020, with a vision toward 2030, must be in line with the national socio-economic development strategy, marine strategy and overall strategy for international integration, and ensure uniformity and consistency with master plans of key sectors and fields of the country and the Mekong delta region toward openness and international integration.

2. Tra Vinh must take advantage of support for climate change adaptation and sea-based strengths to become a province with high resilience to climate change; continue with fast and sustainable economic development toward green growth; synchronously build a system of technical and social infrastructure facilities, and a network of modern and environment-friendly urban centers and residential areas; and develop urban centers into development dynamic cores for other sub-regions in the province.

To promote the province’s linkages with other Mekong delta provinces and cities to make full use of each locality’s potential and opportunities in the context of comparative advantages of the entire Mekong delta region on the principles of harmonizing interests and responsibilities and ensuring justice for related localities, helping assert the region’s role and position in the whole country.

3. To closely combine economic development and the development of the social affairs, education and training, healthcare, culture, and physical training and sports sectors; to realize social progress and justice to gradually improve the quality of people’s life; to reduce poverty and ensure social security and welfare; to increase training of high-quality human resources to meet market demands, and combine human resources development with science and technology application.

II. DEVELOPMENT OBJECTIVES

1. Overall objectives

To mobilize and effectively use resources, exploit potential and strengths, proactively respond to climate change and sea level rise, develop marine economy and tourism, and improve the investment and business environment, turning Tra Vinh into a relatively developed province in the Mekong river delta region with synchronous socio-economic infrastructure linking with other localities in the region and the country, while ensuring political security and social order and safety in the development process.

2. Specific objectives

a/ Economically: The gross regional domestic product (GRDP) will increase by 11%-12% per year; the state budget revenue will grow at an annual average of 17%; the per-capita income will reach VND 69.76 million per year; and the total social investment capital will be VND 180-200 trillion (with an annual average investment capital of VND 36-40 trillion). By 2030, the per-capita income will reach VND 190-200 million per year; the state budget revenue will grow at an annual average of 10%-12%;

b/ Socially: The urbanization rate will be 30%; the rate of trained laborers will reach 65%; 86.5%-90% of the province’s population will be covered by health insurance and this rate is expected to reach 95%-98% by 2030 ; the household poverty rate (according to the multidimensional poverty index) will drop by 1.5%-2% on average each year during 2021-2025 and 1%-1.5% on average each year during 2026-2030, and this rate will be 2% in the Khmer people-inhabited areas. By 2030, all communes and districts will satisfy new-countryside criteria and all towns and cities of the province will complete the building of new countryside.

c/ Environmentally: By 2030, 99.5%-100% of hazardous waste and 10% of medical solid waste will be disposed of; all polluting establishments will be handled.

3. Key sectors

a/ To invest in synchronous road transport infrastructure and urban infrastructure facilities such as water supply and drainage system, and development of a clean energy industry. To focus resources on synchronously developing deep-water ports, logistics and urban areas in Dinh An Economic Zone;

b/ To promote investment in industrial parks, selectively develop industries, protect the environment and quickly fill up industrial parks;

c/ To support investment enterprises and startups, and encourage innovations in startup activities, startup ideas and startup initiation;

d/ To encourage and help farmers form cooperative groups capable of operating in product chains with close links, promote agricultural development toward modernity with large-scale, specialized and stable rice fields to ensure sustainable development.

III. DEVELOPMENT ORIENTATIONS OF SECTORS AND FIELDS

1. Agriculture, forestry and fisheries: To shift from agricultural production to agricultural economy. To concentrate on hi-tech agriculture development, and renovate the organization method toward value chain-based commodity production. By 2030, the average growth rate of the agriculture, forestry and fisheries sector will be 2.5%, specifically as follows:

a/ Crop production: To develop crop production adaptable to climate change. To determine rice as a key plant in the next 10-15 years, focusing on intensive farming to raise commodity rice quality, shifting to use low-yield rice fields for rotational crop farming, aquaculture and fruit tree growing;

b/ Livestock production: To develop epidemic-free animal raising and ensure food hygiene and safety; to restructure the livestock production industry toward increasing its added value; to encourage the development of centralized animal raising (farms, household farms, industrial-scale animal raising); to strive for the industry’s average growth rate of 5.5%-6% per year;

c/ Fisheries: To regard fisheries as a breakthough in agricultural restructuring. To build the province’s fisheries sector into a modern commodity production one; 80%-90% of intensive and semi-intensive shrimp and fish farming areas will apply Vietnam’s Good Agricultural Practices (VietGAP) by 2030;

d/ Forestry: To set up, manage, protect, develop and effectively use land areas planned for protection forests, and protect ecological environment; to socialize the forestry sector. To encourage the contractual lease of forests for forest protection and afforestation associated with aquaculture. To raise the forest coverage to around 8% by 2030;

dd/ Salt industry: Salt production will be combined with ecological environment protection. By 2030, the area of salt production will be around 190 hectares.

2. Industry-construction development

a/ Industries

- To develop the industrial sector toward diversifying products; to encourage enterprises to apply modern and environment-friendly production. To develop a number of prioritized industrial sectors such as pharmaceutical industry, agro-fisheries and food processing, support industries, electronics, mechanical engineering, ship building and repair, construction materials and footwear, etc.

- To develop support industries for large works and projects in the locality such as the Coastal Power Center, the system of harbors and fairways for large-tonnage ships to cross the Hau River; to build waste treatment plants in industrial parks.

By 2030, the province will have 3 industrial parks covering a total area of 549.98 hectares. To focus on development of industrial complexes and craft villages.

b/ Construction: To focus on building key breakthrough works. To develop the construction sector by mobilizing all economic sectors to basically complete the construction of infrastructure facilities, especially transport systems and hydraulic works.

3. Trade, service and tourism development and budget revenues and expenditures

a/ Trade and services: To socialize and encourage investment in the network of markets; to combine the development of the market system and the system of supermarkets and trade and logistics centers in Dinh An Economic Zone. The average growth of total retail sales and service revenues will reach 18.71% per year in the 2016-2020 period and 12.4% per year in the 2021-2030 period;

b/ Tourism: To focus investment on and mobilize all resources for tourism development, striving to turn the tourism industry into the province’s important economic sector. To concentrate on investment and operation of tourist sites in the heart of Tra Vinh city and adjacent areas, the Duyen Hai-Ba Dong tourist site, the Tra Cu-Cau Ke-Tieu Can tourist site and the Cau Ngang-Chau Thanh tourist site;

c/ Transport: To develop diversified forms of goods and passenger transport, and combine the development of regional waterway transportation services with the construction of the system of warehouses, storing yards and ports. To effectively exploit the potential of fairways for large-tonnage ships to cross the Hau River;

d/ Finance-banking: To diversify finance-banking services, and raise the quality and competitiveness of credit institutions. To increase dialogues between credit institutions, people and enterprises, and help people and enterprises access the State’s concessional credit packages;

dd/ Budget revenues and expenditures:

- To increase domestic revenues and soon gain budget autonomy in order to satisfy the province’s demand for current expenditures before 2030. The local budget revenues will rise by 17% per year on average during 2016-2020. The local budget revenues are expected to make up around 7%-5% of GRDP by 2020, 2025 and 2030;

- To ensure state budget funds for spending tasks under the assigned budget estimates, and stabilize spending sources for social security, national security and defense, and education and training. The total state budget expenditures will account for 30%-31% of GRDP by 2030.

4. Social domains

a/ Population, labor and employment:

- To keep the population growth rate at 1‰; to combine the restructuring of the economy and labor force; to increase job placement and counseling activities to ensure the connection between labor supply and demand in the province; to develop high-quality labor sources;

- To create 22,000 new jobs each year. The urban unemployment rate will drop to below 3%. The rate of trained laborers holding degrees or certificates will be around 45% by 2030;

b/ Education-training and human resources development: the rate of schools satisfying national standards will be 20% for preschools, 35% for primary schools, 25% for lower secondary schools; and 15% for upper secondary schools by 2020, and these rates will be 50%, 56%, 50% and 30%, respectively, by 2030. From 2020 onward, education and training development indices will reach the Mekong delta region’s average level. The rate of trained laborers will reach 70%-75% by 2030;

c/ Health and community health care: By 2030, the malnutrition rate among under-5 children will drop to below 8%. There will be 12 doctors and 30 hospital beds per 10,000 people and all communes will meet national health criteria;

d/ Culture and sports: To build an advanced cultural lifestyle; to invest in infrastructural facilities to serve cultural and arts activities and embellish historical and intangible cultural relics; to further improve the quality of communication, press, and radio and television broadcasting work;

dd/ Science and technology: To study the application of advanced technologies, high technologies and inter-sectoral technologies to industrial and agricultural development;

e/ Social issues: To effectively generate jobs, reduce poverty and ensure social security; to combine vocational training, especially for rural workers, and job placement; to provide care for policy beneficiaries, people with meritorious services to the revolution and social welfare beneficiaries. To complete basic social targets in the 2016-2020 period and consolidate and bring into play the results recorded in the previous period;

g/ Nation defense and security and external affairs: By 2030, 98% of communes, wards and townships will be strong in national defense and security; to ensure security and order in all agencies and units; to combine the synchronous performance of socio-economic development tasks and solutions and the assurance of national defense and security. To promote external affairs and international cooperation and integration;

h/ Information and communication work:  To build and develop telecommunications infrastructure facilities with modern technology, large coverage, and high speed and quality. By 2020, all hamlets will have national standard broadband Internet transmission lines, to install cables in 40%-50% of the province’s areas; to put underground 20%-25% of the existing telecommunications network and the whole telecommunications network in new urban residential areas.

5. Infrastructure development

a/ Transport:

To coordinate with the Ministry of Transport and ministries and sectors:

- To upgrade national highways 53, 53B, 54, and 60 and coastal corridors, and invest in Dai Ngai bridge; provincial roads will reach at least grade-IV standards and will be upgraded and expanded to reach grade-III standards after 2020. To upgrade provincial roads 911, 912, 913, 914, 915 and 915B, district and inter-commune roads, and rural roads coupled with increasing bridges’ loading capacity to comply with the approved master plan;

- To bring into play waterway transport capacity by fully tapping natural conditions, upgrading and dredging existing waterway routes to ensure uninterrupted operation; to effectively exploit fairways for large-tonnage ships to cross the Hau River;

- To complete the deep-water port system and inland waterway wharves with focused investment in Tra Cu and Dinh An complex ports, and Coastal Power Center and Long Duc ports in the first phase in line with the Prime Minister-approved master plan on the system of seaports.

b/ Hydraulic work:

- To develop the system of hydraulic works for multi-purposes: agricultural production, water drainage, building new countryside, and climate change adaptation. To improve resilience to natural disasters and environmental protection in association with ensuring people’s life and building residential areas for people in flood-prone areas;

- To modernize the system of hydraulic works, build and repair and upgrade embankments and dikes and roads based on the province’s resources.

c/ Power supply: To invest in developing the province’s power system based on the approved electricity development master plan to meet production and daily-life demands; to encourage economic sectors to invest in power supply sources with priority to developing renewable energy;

d/ Water supply and drainage and environmental sanitation:

- To complete the water supply infrastructure facilities, including water plants, booster stations, water supply stations, and water pipelines; to effectively implement the rural clean water and environmental sanitation program; by 2030, all urban people will have access to clean water and 99.5% of rural people will have access to hygienic water.

- To complete water drainage and wastewater treatment systems, especially in industrial clusters and parks, residential areas and urban centers.

- To collect and dispose of residential, medical and industrial wastes according to regulations.

6. Marine and coastal economy

a/ Marine economic development is the province’s socio-economic development strategy, focusing on aquaculture, fishing and aquatic products and seafood processing, marine tourism, coastal economic zones and urban centers and energy industry associated with maritime economy; to turn Tra Vinh into one of the key provinces for marine economic development in the Mekong delta region.

b/ To build and develop an active marine economic region together with the exploitation of fairways for large-tonnage ships to cross the Hau River, attracting domestic and foreign investment in Dinh An Eocnomic Zone.

7. Orientations for development space organization

a/ Urban development:

- By 2030, Tra Vinh will develop 20 urban centers, including Tra Vinh city of grade I standards, Duyen Hai city of grade II standards, Tieu Can of grade III standards, Cang Long, Tra Cu and Cau Ngang urban centers of grade IV standards and 14 other urban centers of grade V standards. The number of townships in the province will be 17 with 6new ones to be formed in the 2020-2030 period.

- To develop urban centers into three clusters:

+ The northern cluster encompasses Tra Vinh, Chau Thanh and Cang Long urban centers with Tra Vinh being a core urban center. By 2030, to build Tan An and Nhi Long urban centers in Cang Long district.

+ The southeastern cluster consists of Duyen Hai, Tra Cu, My Long, Dinh An, Cau Ngang and Long Thanh urban centers. By 2020, to build Ngu Lac urban center in Duyen Hai district, and Ba Dong urban center in Duyen Hai town. By 2030, to build Dan Thanh and Truong Long Hoa urban centers (Duyen Hai town).

+ The western cluster covers Tieu Cau urban center of grade IV standards by 2020 and build and develop Tieu Cau district into a provincial town after 2020; to continue completing Cau Quan and Cau Ke townships to meet the criteria of grade-V urban centers in which Tieu Can will be a core urban center. By 2030, to build Ninh Thoi urban center in Cau Ke district.

b/ Rural development: By 2020, half of the communes will meet the new countryside criteria with one commune reaching an average of 16.6 criteria and no commune meeting less than 14 criteria. In the 2021-2025 period, 80% of communes and 4 district-level units will reach the new-countryside criteria. In the 2026-2030 period, to basically complete the national target program on building a new countryside according to the current set of criteria.

IV. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT

V. SOLUTIONS FOR IMPLEMENTING THE MASTER PLAN

1. Raising investment funds

a/ To take advantage of central budget funds to help the province build key projects with spillover effects; to economically and efficiently use the local budget funds and increase the local budget accumulation rate. To incorporate resources of national target programs and other support projects;

b/ To speed up the socialization in raising investment funds; to work out, promulgate and publicize the list of projects calling for investment, especially investment in socio-economic infrastructure facilities in the public-private partnership (PPP) form.

2. Investment in key programs and works

To concentrate investment on developing key programs and works; to effectively apply mechanisms and policies promulgated by central agencies to investment attraction; to intensify the community-based supervision of construction investment.

3. Investment promotion and attraction of foreign direct investment

To renew mechanisms to attract foreign direct investment; to increase foreign investment promotion; to organize conferences and seminars to introduce the province’s potential and strengths as well as investment opportunities; to increase meetings and dialogues between local authorities and domestic and foreign enterprises.

4. Reform of administrative formalities and enterprise development

To implement administrative reform, and facilitate the development of various forms of enterprises. To effectively implement policies to support the development of cooperative economy and cooperatives, encourage and create conditions for cooperation between cooperatives and enterprises in production, processing and sale of agricultural products.

5. Science and technology

To apply technologies to major production sectors to reach the fairly average level compared with other Mekong delta provinces; to earn national brands for 2-3 local products.

6. Training, improvement of human resources quality, attraction of talents

To improve the training quality to satisfy the demand for training human resources for different economic sectors as well as socio-economic development and international integration requirements. To adjust the training structure, ensure balance between training and employment of human resources at different levels and in different careers. To cooperate and link with domestic and foreign universities to raise the training quality of the Tra Vinh University’s advantageous disciplines.

To effectively implement current policies for cadres working in areas with socio-economic difficulties or extreme difficulties and Khmer ethnic people-inhabited areas. To adopt policies to attract scientists with high qualifications to teaching, research and technology transfer.

7. Other solutions

a/ Environmental protection and climate change adaptation: To reasonably and efficiently exploit and use natural resources on the principle of combining economic development and environmental protection. To build hydraulic works, protect and develop protection forests and special-use forests, maintain biodiversity and bring into play aquaculture and prevent coastal erosion. To continue implementing the plan on response to climate change;

b/ Enhancement of inter-provincial and inter-regional cooperation: To link socio-economic development in the Mekong delta region under the Prime Minister’s Decision No. 593/QD-TTg of April 6, 2016, and sustainably develop the Mekong delta region under the Government’s Resolution No. 120/NQ-CP of November 17, 2017; to implement the scheme on sustainable development of the eastern coastal sub-region.

To jointly invest in key projects with inter-provincial and inter-regional spillover effects; to coordinate with the Ministry of Transport and ministries and central sectors in investing in Dai Ngai bridge, and upgrading national highways 53, 53B, 54 and 60;

c/ Market expansion: To encourage enterprises to export; to create conditions for enterprises to take part in domestic and international fairs and exhibitions; to consolidate and expand the ASEAN, the EU, Russian and the Commonwealth of Independent States markets to continue expanding the US, Japanese, Chinese, Cambodian and Thai markets.

8. Security and national defense in association with economic development: To mobilize the political system’s strength in performing national defense and security tasks, and take the initiative in all circumstances; to ensure political security and social order and security for socio-economic development.

To invest in physical facilities to ensure the building of regular, elite and modern armed forces.

9. Management and organization of the master plan implementation

To enhance the state management of planning work. To implement schemes on development of sectors, fields and the province’s territorial sub-regions based on the approved master plan to ensure the rationality and sustainability during the development process.

After the master plan is approved, to publicize it in order to attract the attention of the entire people, and the participation of enterprises and investors in the master plan implementation. To take the initiative in studying and timely adjusting and supplementing the master plan to suit reality.

Article 2.Organization of the master plan implementation

1. The People’s Committee of Tra Vinh province shall base itself on the this master plan to:

- Publicize the master plan to party’s committees and administrations of all levels, sectors, mass organizations, enterprises and people in the province.

- Formulate 5-year and annual socio-economic development plans as suitable to the province’s conditions and in association with the construction of specific works and projects appropriate for the province’s resources, and assess the implementation results.

- Step up investment promotion, and advertise Tra Vinh province’s image and investment opportunities.

- Study, elaborate, promulgate or submit to competent authorities for promulgation (if such promulgation falls beyond its competence) mechanisms and development policies for investment attraction in line with the province’s reality.

2. Related ministries and sectors shall:

- Monitor, guide and assist the People’s Committee of Tra Vinh province in implementing the master plan.

- Coordinate with the People’s Committee of Tra Vinh province in reviewing and incorporating regional master plans to ensure the synchronicity and consistency of the province’s master plan with the master plan on the entire Mekong river delta region; consider and provide support for Tra Vinh province in mobilizing domestic and foreign investment resources for implementing the master plan.

Article 3.This Decision takes effect on the date of its signing and replaces the Prime Minister’s Decision No. 438/QD-TTg of March 24, 2011, approving the master plan on socio-economic development of Tra Vinh province through 2020.

Article 4.The Chairperson of the People’s Committee of Tra Vinh province, ministers, heads of ministerial-level agencies and heads of government-attached agencies shall implement this Decision.-
