SUMMARY

By 2030, Tuyen Quang’s per-capita GRDP will exceed VND 130 million per year

On March 30, 2023, the Prime Minister issues the Decision No. 325/QD-TTg approving the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050.

Accordingly, a number of specific targets of Tuyen Quang province through 2030 shall be as follows: The average GRDP growth rate in the 2021-2030 period will surpass 9.5%; Per-capita GRDP will exceed VND 130 million per year (calculated at current prices); To strive for the Human Development Index (HDI) higher than 0.7; The rate of trained workers will reach 80%, in which the rate of trained workers possessing degrees or certificates will reach 40%; etc.

Regarding to vision toward 2050, Tuyen Quang will be a developed and high-income province of the northern midland and mountainous region, with a civilized, modern, creative and democratic social environment; and with industrial parks, cottage industry zones practicing green development, and ecological and smart industries; etc.

For development orientations for important sectors, to carry out development of exploitation, processing and manufacturing industries after the model of circular economy, green growth, application of high technologies and environmentally friendly technologies. To sustainably develop tourism; to improve the quality of tourist routes and develop key tourism products.

Besides, to develop agriculture toward commodity agriculture oriented toward safe, organic and specialty production; to form specialized farming zones of an appropriate scale; to intensify the application of high technologies to agricultural and forestry production. To develop the industries of mineral mining, electricity generation, water and gas production in potential areas toward sustainability in association with the circular economy model along with environmental protection; etc.

This Decision takes effect on the date of its signing.

DECISION

Approving the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of 11 Laws concerning Planning;

Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of 37 Laws concerning Planning;

Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improvement of effectiveness and efficiency of the implementation of planning policies and laws and a number of solutions to remove difficulties and obstacles in, and accelerate the formulation and improve the quality of, master plans for the 2021-2030 period;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the Government’s Resolution No. 11/NQ-CP of February 5, 2018, on organization of the implementation of the Planning Law;

Pursuant to the Government’s Resolution No. 119/NQ-CP of September 27, 2021, on tasks and solutions to improve the quality and accelerate the formulation of master plans for the 2021-2030 period;

Pursuant to the Prime Minister’s Decision No. 373/QD-TTg of March 12, 2020, approving the task of formulating the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050;

At the request of the People’s Committee of Tuyen Quang province in Report No. 156/TTr-UBND of December 21, 2022, requesting approval of the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050; Documents No. 545/UBND-THVX of February 20, 2023, and No. 1106/UBND-THVX of March 23, 2023, on explanation and clarification of a number of contents related to the dossier of the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050; Appraisal Report No. 1513/BC-HDTD of March 11, 2022, and results of the review of the dossier of the Master Plan of Tuyen Quang province in Document No. 9333/CV-HDTD of December 21, 2022, of the Council for Appraisal of Provincial Master Plans for the 2021-2030 period, with a vision toward 2050; opinions of the Ministry of Planning and Investment in Document No. 391/BKHDT-QLQH of January 16, 2023, and Document No. 2036/BKHDT-QLQH of March 21, 2023, on overall review of the dossier of the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050; and opinions of the Ministry of Natural Resources and Environment in Document No. 1404/BTNMT-MT of March 8, 2023, on approval of the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050,

 

DECIDES:

Article 1. To approve the Master Plan of Tuyen Quang province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following principal contents:

I. SCOPE AND BOUNDARIES OF PLANNING

The scope of planning covers the entire administrative boundaries of Tuyen Quang province with a natural area of 5,867.9 km2 within the geographical coordinates from 20°29’ to 22°42’ north latitude and from 104°50’ to 105°36’ east longitude in the northern midland and mountainous region. The province borders Ha Giang province to the north, Cao Bang province to the northwest, Phu Tho and Vinh Phuc provinces to the south, Bac Kan and Thai Nguyen provinces to the east, and Yen Bai province to the west.

II. VIEWPOINTS, OBJECTIVES AND MAJOR ORIENTATIONS TO CREATE DEVELOPMENT BREAKTHROUGHS

1. Development viewpoints

a/ The Master Plan must comply with the national development orientations and vision, the spirit of the Resolution of the XIIIth National Party Congress, the national socio-economic development strategy, the Political Bureau’s Resolution No. 11-NQ/TW of February 10, 2022, on orientations for socio-economic development and assurance of national defense and security in the northern midland and mountainous region through 2030, with a vision toward 2045, and national and regional master plans.

b/ To bring into full play the potential and advantages of Tuyen Quang province for rapid, sustainable and comprehensive development; to focus on developing the processing, manufacturing and energy industries oriented toward circular economy and green growth; to develop tourism into an important economic sector of the province; to practice hi-tech, organic and specialty agriculture and sustainable forestry economy; to build a new-style countryside.

c/ To take the initiative in seizing and making the best use of opportunities brought about by the Fourth Industrial Revolution in association with the international integration for economic restructuring; to drastically improve the investment and business environment in order to attract and efficiently use resources of all economic sectors; to apply science, technology, innovation and digital transformation for improving the growth quality, labor productivity and competitiveness in economic development.

d/ To develop, and improve the quality of, human resources; to attach importance to training, attracting and using qualified and high-quality human resources to ensure sustainable development; to combine economic development with the preservation and promotion of the cultural identity of ethnic groups; assurance of progress and social justice; poverty reduction and improvement of the material and spiritual lives of the people; environmental protection, exploitation and efficient use of natural resources, firm maintenance of ecological balance; and proactive adaptation to climate change.

dd/ To invest in complete, reasonable and modern strategic infrastructure facilities; to mobilize and efficiently use all resources of different economic sectors in appropriate investment forms in order to develop soft infrastructure, infrastructure for digital transformation, and management technology; to step up administrative reform based on information technology for reducing troubles and serving the people and businesses.

e/ To closely combine socio-economic development with assurance of national defense and security, build the all-people national defense posture in association with the people’s security posture, ensure social order and safety on the basis of consolidating physical foundations and forces, and build solid defense zones; to expand external relations and international integration in association with regional connectivity.

2. Development objectives through 2030

a/ General objectives

Tuyen Quang will be a province with fair, comprehensive, inclusive and sustainable development in the northern midland and mountainous region, with green and dynamic, fast and sustainable economic development on the basis of promoting the application of science, technology and innovation to improve productivity, quality, efficiency and competitiveness; the socio-economic space will be organized and developed harmoniously and reasonably in association with accelerated economic restructuring and satisfaction of environmental and ecological requirements; to form complete, integrated and modern socio-economic infrastructure and digital infrastructure systems; to improve the quality of human resources; to conserve and promote the value of cultural identities of ethnic groups; to develop culture, health and education, ensuring social security, and improving the quality of the people’s lives; to firmly maintain national defense and security; to carry out intensive and extensive international cooperation and integration; to build Tuyen Quang into a typical province in terms of sustainable forestry economic development and hi-tech application and a wood production and processing center of the northern midland and mountainous region.

b/ Specific targets

- Economically:

+ The average GRDP growth rate in the 2021-2030 period will surpass 9.5%.

+ Economic structure: The industry-construction sector will account for 42.8%; service sector, 40.8%; agro-forestry-fisheries sector, 13.2%; and taxes less subsidies on products, 3.2%.

+ Per-capita GRDP will exceed VND 130 million per year (calculated at current prices).

+ Total investment capital mobilized from the entire society will reach VND 361 trillion.

+ State budget revenues in the province will reach VND 10 trillion.

+ The total number of tourists will reach 5.5 million.

+ The digital economy growth rate will reach around 30% of the province’s GRDP.

+ The average growth rate of social labor productivity will reach 7.5% per year.

- Socially:

+ To strive for the Human Development Index (HDI) higher than 0.7.

+ The rate of national-standard schools will surpass 65%, for early childhood schools; 83%, for primary schools and lower secondary schools; and 60%, for upper secondary schools; the rate of young people in the law-prescribed age graduating from upper secondary education schools or equivalent will reach 90%.

+ There will be 40 patient beds and 11 medical doctors per 10,000 people.

+ The rate of poor households classified according to the national poverty line will drop by an average of 2-2.5% per year; the poverty rate among ethnic minority households will fall to below 10%.

+ The rate of trained workers will reach 80%, in which the rate of trained workers possessing degrees or certificates will reach 40%. The rate of ethnic minority people of working age who receive vocational training suitable to their needs and conditions will reach 50%.

- Environmental protection:

+ The forest coverage rate will surpass 65%.

+ The rate of population having access to clean water or hygienic water will reach 98%.

+ All domestic wastes in urban areas will be collected and treated; 96% of domestic solid wastes in concentrated rural residential areas will be collected; 96% of households will have hygienic toilets; all hazardous solid wastes generated in residential, industrial and medical activities will be collected and treated up to environmental technical standards; to strive for the target that at least 25% of collected domestic solid wastes will be treated by the recycling technology; 75% of municipal wastewater will be treated before being discharged into the environment.

+ All wastewater volumes from industrial parks, cottage industry zones and hospitals will be treated up to environmental technical standards.

- Infrastructure facilities:

+ The urbanization rate will reach 35%.

+ To complete the Program on building of a new-style countryside (for all communes).

+ Transport infrastructure facilities will be uninterruptedly connected while the transport capacity and operation speed will be increased; hydraulic-work and water supply infrastructure facilities will meet the demand for production and residential water; power supply infrastructure facilities will ensure adequate and stable supply of power for production and residential purposes; telecommunications networks and terminal equipment will be modernized; and social infrastructure facilities will meet all development needs.

- Assurance of national defense and security:

+ To build the province’s solid defense zones; to maintain and consolidate the people’s “heart” posture and firmly maintain the political security.

+ To build the province’s comprehensively strong armed forces with concerted strength and high qualifications and combat readiness.

+ To build an orderly, disciplined and safe society, ensuring a peaceful and happy life for the people.

3. Major orientations aimed at creating development breakthroughs

a/ To focus on developing three economic pillars: To develop processing, manufacturing and energy industries oriented toward circular economy and green growth; to develop tourism into an important economic sector of the province; to practice hi-tech, organic and specialty agriculture and sustainable forestry economy, and build a new-style countryside.

b/ To form four growth poles including: the industrial, service, tourism and urban growth pole in Tuyen Quang city and the southern area of Yen Son district; the industrial, urban and tourism growth pole in Son Duong district; the growth pole of tourism and agriculture with specialty and high-quality commodities in Na Hang and Lam Binh districts; and the industrial growth and agro-forestry growth pole in Ham Yen and Chiem Hoa districts.

c/ To actively participate in the development of economic corridors, namely: Hanoi-Tuyen Quang-Ha Giang, and Hanoi-Phu Tho-Tuyen Quang-Bac Kan-Cao Bang, to be linked with other inter-provincial and inter-regional economic corridors.

d/ To develop complete, modern and inter-connected socio-economic infrastructure facilities, focusing on transport infrastructure and digital infrastructure facilities.

dd/ To further improve the investment and business environment, step up administrative reform, and efficiently achieve digital transformation goals, focusing on the building of a digital government and development of digital economy and digital society.

e/ To bring into fully play human resources; to continue to comprehensively renovate education and training; to concentrate investment in resources for training activities to increase the proportion of high-quality workers in the labor structure.

4. Key tasks

a/ To raise the capacity and efficiency of administrative apparatuses at all levels; to promote creativity in giving advices and promulgating mechanisms and policies to improve the quality of mechanisms and policies to be adequate, complete, modern, stable, specific and transparent, thus meeting international integration requirements.

b/ To intensify digital transformation and digital technology application.

c/ To accelerate the restructuring of the economy and sectors and fields in association with the reform of the growth model, application of science and technology and innovation, and development of green economy and circular economy.

d/ To stabilize production and life for inhabitants in rural and mountainous areas, and build a new-style countryside.

dd/ To rationally and efficiently manage, exploit and use natural resources, protect the environment, realize green growth, proactively respond to climate change, and prevent and mitigate disasters.

5. Vision toward 2050

Tuyen Quang will be a developed and high-income province of the northern midland and mountainous region, with a civilized, modern, creative and democratic social environment; and with industrial parks, cottage industry zones practicing green development, and ecological and smart industries; services will be developed in a diverse and modern manner; agricultural production will apply high technology in adaptation to climate change; infrastructure facilities will be complete, modern and inter-connected; the urban system will be smart, green and sustainable; cultural and historical relics and heritages will be conserved and promoted; the people will enjoy a happy life with high living standards; national defense, political security and social order and safety will be guaranteed.

III. DEVELOPMENT ORIENTATIONS FOR IMPORTANT SECTORS AND PLANS ON ORGANIZATION OF SOCIO-ECONOMIC ACTIVITIES

1. Development orientations for important sectors

a/ Development of exploitation, processing and manufacturing industries:

To carry out industrial development after the model of circular economy, green growth, application of high technologies and environmentally friendly technologies, turning out high-value and high-quality products, focusing on developing Tuyen Quang into the region’s satellite in terms of electronic production chain, supporting industries, and automobile manufacturing and assembly industries; to develop hi-tech manufacturing industry in Tuyen Quang city and Yen Son district; to develop deep processing of minerals, textile and garment, leather footwear, agricultural product processing, and allied industries in Son Duong district; and processing of agricultural products, food, medicinal herbs, wood and forest products in Ham Yen and Chiem Hoa districts; to develop hydropower generation and renewable energy areas with potential in such energies in the province; to focus on developing industrial parks and cottage industry zones, mainly on attracting investment in processing and manufacturing industry projects.

b/ Tourism development:

To sustainably develop tourism, helping it truly become an important economic sector of the province, in association with promoting the value of heritages, historical-cultural relics and the cultural identity of ethnic groups of the province; to improve the quality of tourist routes and develop key tourism products; to attract investment in the construction of infrastructure facilities of national tourist sites, tourist zones and attractions and tourism-serving infrastructure facilities in the province; to take the initiative in organizing the promotion and advertising of Tuyen Quang province’s tourism to domestic and international markets; to promote cooperation and linkage of tourism activities in the province with those of other localities in the region and the country; to formulate and complete criteria and submit them to competent authorities for consideration and recognition of Tan Trao tourist site as a national tourist site; to build My Lam mineral spring resort as a high-class eco-resort area up to international standards; to develop Na Hang-Lam Binh eco-tourism site into a national eco-tourism site; to upgrade Thanh Tuyen Festival into an international festival.

c/ Development of agriculture and forestry:

To develop agriculture toward commodity agriculture oriented toward safe, organic and specialty production; to form specialized farming zones of an appropriate scale; to intensify the application of high technologies to agricultural and forestry production; to develop value chains of key agricultural products of the province; to allocate land and forest areas for development of forestry economy, focusing on developing land areas for large timber production and logging in potential areas, proceeding to build and develop hi-tech forestry zones and wood production and processing centers of the northern midland and mountainous region that will be located in industrial parks and cottage industry zones in the province; to prioritize attraction of investment in Tuyen Quang city and Son Duong, Yen Son, Ham Yen and Chiem Hoa districts; to turn Tuyen Quang a province which is typical in sustainably developing forestry economy and proactive in the disaster prevention and control and climate change adaptation.

2. Plans on organization of socio-economic activities

a/ Other industries:

To develop the industries of mineral mining, electricity generation, water and gas production in potential areas toward sustainability in association with the circular economy model along with environmental protection.

b/ Trade and other service sectors:

- To develop complete, modern and diverse trade and service infrastructure facilities, harmoniously combining traditional trade and service modes and modern ones as suitable to the development conditions of different areas.

- To focus on attracting investment in the development of modern commercial infrastructure facilities such as trade centers, department stores and convenience stores in urban areas; to renovate and upgrade infrastructure facilities and build some new marketplaces; to improve the service quality of rural marketplaces toward civilization and modernity; to prioritize investment in the development of marketplaces in city and district centers in association with traditional culture, and marketplaces in mountainous, deep-lying, remote and ethnic minority areas; to transform the model of management of, and mobilization of social resources for, investment in building, managing and operating a number of marketplaces for which it is possible to attract investment from the non-public sector.

- To develop digital economy, e-commerce and all types of commerce on digitalized platforms; to promote the development of banking services, particularly digital banking services and cashless payment services; to attract investment in the development of green distribution systems; to intensify trade promotion and goods supply-demand connection activities; to assist parties in joining vertical and horizontal linkage chains between manufacturers, distributors and service providers; to stay proactive and active in carrying out trade promotion activities and building and advertising brands of products, goods and services of Tuyen Quang province; to develop establishments engaged in the provision of accommodation, catering and entertainment services and other services to meet the market demand.

- To develop logistics zones; to attract investment in building general warehouses, special-use warehouses and cold stores in association with supply chains in urban areas, industrial parks and rural areas; to attract investment in the development of petroleum and gas trading systems and electric vehicle-charging stations, etc., and build a network of petroleum retail outlets in the province to meet the consumption demand in districts and the city; to attract investment in the construction of industrial-scale liquefied petroleum gas (LPG) filling facilities; to intensify the application of science and technology and promote the digital transformation in trade and services.

c/ Development of fisheries:

To develop fish farming areas on hydropower reservoirs, rivers and streams with appropriate and favorable conditions in association with the application of modern and environmentally friendly technologies to turn out high-quality, high-value and sustainable products.

d/ Culture and sports:

To build a healthy cultural environment in all spheres of the social life; to develop culture in parallel with narrowing the rich-poor gap, the gap in cultural enjoyment and regional disparities; to combine cultural development and cultural heritage conservation with tourism development; to pay greater attention to conserving, embellishing and promoting the value of historical and revolutionary relics and cultural heritages of ethnic groups; to prepare scientific dossiers of Ba Be-Na Hang Natural Heritage (Ba Be is in Bac Kan province and Na Hang is in Tuyen Quang province) and submit them to a competent authority for the latter to request the UNESCO to recognize this area as a world natural heritage; to vigorously develop the mass sports movement; to invest in developing the province’s sports with strengths.

dd/ Education, training and vocational education:

- To raise the quality of the province’s education and training to meet requirements of the socio-economic development toward intensive and extensive international integration and digital transformation; to further improve the quality of education universalization at all education levels and the quality of mass education; to attach greater importance to elite-oriented education, striving for the target that the province will have students taking exams for selection of national teams of excellent students and participation in international Olympiads; to develop vocational education in a synchronous, centralized and streamlined manner with a reasonable structure in both qualifications and training occupations, meeting  high-quality human resource training requirements.

- To continue expanding the network of non-public schools and the network of boarding and semi-boarding general education schools for ethnic minority students; to improve the quality of education and care for ethnic minority students, thus contributing to creating high-quality human resources for ethnic minority and mountainous areas; to improve the training quality of Tan Trao University in order to turn it into a high-quality human resource training center.

- To form and develop a system of centers to support and develop inclusive education so as to create favorable conditions for people with disabilities to develop themselves, and integrate into, and contribute to, the community, guaranteeing their right to equal and quality learning and ensuring suitability to the characteristics and ability of people with disabilities.

e/ Health and people’s healthcare:

To improve the people’s physical and mental health, stature, life expectancy and quality of life; to reduce the rate of child stunting (low height-for-age) among children under 5 years of age to below 16%; all communes, wards and townships will meet the national criteria for commune health; to maintain the goal of health insurance coverage for all the people; 95% of the population will have information about their health condition managed and monitored by electronic medical records; to build and develop a network of modern and complete medical facilities to meet the demand for higher quality of medical examination and treatment and preventive medicine; to promote the development of non-public health facilities.

g/ Social security and social assistance:

To ensure universal social security and provide basic social services; to attach importance to job creation, ensuring that workers receive income at least equal to the law-specified minimum level and benefits from policies on education, health, housing, clean water, and information and communications, thus step by step increasing their income and guaranteeing their safe, equal and happy lives; to improve the material and spiritual living standards of social protection beneficiaries; to manage and properly, adequately, promptly and fairly implement preferential regimes for people with meritorious services to the nation and support policies for people in need of assistance under regulations.

h/ Information and communications:

To develop post, telecommunications and information technology with wide coverage, higher quality, and reasonable service charge rates; to make focused and targeted investment in, and complete, the information infrastructure system under an appropriate roadmap; to build a professional, humanistic and modern journalism; to attract investment in the development of post and delivery services, thereby reducing the radius of access to these services; to increase the percentage of people using mobile phones and percentage of households provided with Internet services.

i/ Science, technology and innovation:

- To promote research, application and transfer of new and advanced models of scientific and technical advances and application of achievements of the Fourth Industrial Revolution in order to efficiently exploit and bring into full play local potential and advantages; to propose and implement science and technology tasks to meet the province’s socio-economic development requirements under national-level key programs, focusing on such contents as economic development, production, life, climate change adaptation, renewable energies, increase of the value of goods with the province’s strengths, and innovative startups, etc.

- To promote the development of the science and technology market; to develop platforms and consolidate linkages in the innovation networks; to absorb, master, transfer and apply advanced technologies for improving labor productivity, product and service quality and competitiveness of enterprises.

k/ Implementation of national target programs:

To efficiently implement the National Target Program on building of a new-style countryside, the national target program on sustainable poverty reduction and the national target program on socio-economic development of ethnic minority and mountainous areas in the 2021-2030 period, striving to best achieve the set objectives and targets.

l/ National defense and security:

- To build the province’s defense zone in association with a solid people’s security posture; to closely combine the socio-economic development with strengthened national defense and security potential and posture; to consolidate the all-people national defense to meet task requirements in the new situation; to invest in, and complete the construction of, military works in combat bases.

- To build the people’s security posture in close combination with the all-people’s defense posture; to maintain political security and social order and safety; to enhance the internal political protection; to drastically implement measures to fight, prevent and mitigate crimes and violations of law; to ensure traffic order and safety.

IV. PLANS ON URBAN SYSTEMS AND FUNCTIONAL ZONES

1. Plan on urban systems

- To build Tuyen Quang city into a provincial grade-I urban center, the province’s political, economic, cultural and social center, and a grade-I urban center by 2030 and the city will serve as a development center of the northern midland and mountainous region; a trade, service, education, training, logistics and tourism center of the province; and a processing industry and hi-tech production area.

- To build 4 urban centers, namely: Son Duong urban center (Son Duong district), Vinh Loc urban center (Chiem Hoa district), Tan Yen urban center (Ham Yen district), and Na Hang urban center (Na Hang district) as grade-IV urban centers; and 19 urban centers of Lang Can, Thuong Lam and Phuc Son (Lam Binh district), Da Vi and Yen Hoa (Na Hang district), Hoa Phu, Kim Binh, Trung Ha and Ngoc Hoi (Chiem Hoa district), Phu Luu and Thai Son (Ham Yen district), Yen Son, My Bang, Trung Mon, Xuan Van and Trung Son (Yen Son district), and Hong Lac, Son Nam and Tan Trao (Son Duong district) as grade-V urban centers.

- To invest in urban centers in synchrony with commercial, service and residential areas as well as social infrastructure facilities and other functional facilities; to study and propose investment in the construction of a new administrative center of the province.

(Details are provided in Appendix I to this Decision).

2. Plan on development of functional zones

a/ Industrial parks and cottage industry zones:

- To invest in completing technical and social infrastructure facilities of industrial parks and cottage industry zones satisfying the law-specified conditions and standards to attract investment and increase the occupancy rate of established industrial parks and cottage industry zones.

- To attract investment in Long Binh An industrial park, Tuyen Quang city; to build Nhu Khe-Doi Can industrial park (along the Tuyen Quang-Phu Tho expressway) in Yen Son district and Tuyen Quang city; and Tam Da industrial park, Son Duong district; to exclude Son Nam industrial park from the industrial park development plan in the provincial master plan and establish Son Nam cottage industry zone when legal grounds and conditions specified in current regulations are satisfied and such establishment is approved by a competent authority; to establish a number of new industrial parks and cottage industry zones.

- To develop and expand established industrial parks and attract investment in and build more industrial parks when adjustments to land-use master plans and plans are approved for the province.

(Details are provided in Appendices II and III to this Decision).

b/ Tourist attractions:

To build and develop national tourist attractions under approved master plans; to attract investment in the construction and development of new tourist attractions in potential areas in the province’s districts and city; tourist attractions will be developed in 4 zones:

- Zone 1, covering Tuyen Quang city and its vicinities: To develop such tourism products as cultural tourism, festivals, wellness tourism, high-end entertainment tourism, shopping, art performance, conferences, seminars, etc.

- Zone 2, covering Son Duong district and the eastern area of Yen Son and Chiem Hoa districts: To develop historical, cultural and ecological tourism products in Tan Trao Special National Historical Site as well as historical and cultural relic sites of the zone, etc.

- Zone 3, covering Na Hang and Lam Binh districts: To develop such types of tourism as ecotourism, sightseeing, tourism combined with culture and sports activities, wellness tourism, experience tourism and community-based tourism, etc.

- Zone 4, covering Ham Yen district and the western area of Yen Son and Chiem Hoa districts: To develop such tourism products as ecotourism, sightseeing, tourism combined with cultural and historical activities, spiritual tourism and community-based tourism, etc.

(Details are provided in Appendix IV to this Decision).

c/ Research and training zones:

To build training zones in Tuyen Quang city and districts in the province to meet the demand for human resources for socio-economic development in the province; to build institutions to be engaged in scientific and technological research and activities in Tuyen Quang city and districts.

d/ Physical training and sports zones:

- To build, repair and upgrade physical training and sports facilities and physical training and sports zones in districts and city in conformity with land-use master plans and other relevant master plans and in accordance with law; to build the province’s sports complex, consisting of a multi-purpose gymnasium, the province’s stadium, a water sports zone, a sports training and competition center, and other auxiliary items.

- To build resort, commercial, entertainment and sports zones, high-class ecological urban areas and golf courses in districts and Tuyen Quang city; to attract investment for development of service, resort, entertainment and sports zones and golf courses in districts and Tuyen Quang city when adjustments to land-use master plans and plans for the 2021-2030 period are approved.

dd/ Protected areas and areas in need of preservation, embellishment and restoration of historical-cultural relics and scenic spots:

- To continue building Tan Trao Special National Relic Zone into a center for revolutionary history education in association with tourism development of the whole country; to renovate, restore, and promote the value of, the special national relic site - the venue where the 2nd National Party Congress was organized, focusing on conservation of the terrain and natural landscapes together with relics and relic sites, etc.

- To protect the nature, conserve biodiversity and promote the value of protected areas: Na Hang Nature Reserve, Cham Chu Nature Reserve; and landscape protection areas of Tan Trao, Kim Binh and Da Ban; to establish biodiversity corridors.

(Details are provided in Appendix V to this Decision).

e/ Spatial organization plan for rural areas and development of concentrated agricultural production areas; plan on distribution of residential areas:

- To invest in the construction and development of rural residential areas, ensuring saving of land areas and infrastructure investment costs, improvement of material conditions for the people in association with agricultural production areas, and proactive disaster prevention and control; to relocate residents from disadvantaged areas or areas frequently hit by disasters or at high risk of landslides and flashfloods to newly planned areas; to mobilize all social resources for building rural residential areas and commune centers; to develop rural residential areas suitable to conditions, cultural identities and customary practices of each area.

- To develop communal cluster centers into service centers in combination with agricultural production, small and medium industries and cottage industry in rural areas; to develop rural residential areas to be civilized and modern meeting new-style countryside criteria.

- To combine local traditional cultural spaces with cultural and social institutions and build a civilized life; to conserve and develop rural cultural spaces and craft villages in parallel with tourism development and trade services.

- Plan on organization of spaces for development of concentrated agro-forestry-fisheries production areas:

+ Concentrated rice production areas: To develop intensive rice-cultivation areas with high productivity and quality in Son Duong, Yen Son, Chiem Hoa and Ham Yen districts.

+ Corn production areas: To be developed in Chiem Hoa, Son Duong, Yen Son and Ham Yen districts.

+ Tea growing areas: To be developed in Son Duong, Ham Yen, Yen Son and Na Hang districts. Fruit tree-growing areas: To be developed in Ham Yen, Yen Son and Chiem Hoa districts and intensive sugarcane growing areas in some districts, etc.

+ Medicinal plant-growing areas: To be developed in Na Hang, Lam Binh, Son Duong and Ham Yen districts.

+ Spatial distribution of livestock production areas: To develop farm-scale and household-based pig raising with high-yield breeds mainly in Yen Son and Son Duong districts and some communes in Ham Yen and Chiem Hoa districts; to develop the raising of indigenous pig and poultry breeds and goat breeds with high economic value in Na Hang and Lam Binh districts and some communes of Ham Yen, Chiem Hoa and Son Duong districts; to develop farm-scale and household-based poultry flocks in Chiem Hoa, Ham Yen, Yen Son and Son Duong districts; to attract investment to form hi-tech milch-cow and pig breeding areas.

+ Spatial distribution of aquaculture areas: To focus on developing hi-tech fish farming areas on hydropower reservoirs.

+ Plan on development of forestry areas: To maintain the total area of production forests at around 260 thousand hectares in local districts, of which the large-timber forest area will surpass 89 thousand hectares.

+ To develop other valuable crops and livestock as suitable to local conditions.

g/ Military and security zones:

- To build the province’s solid defense zone, arrange areas ready to serve national defense tasks and military activities, and properly perform the work of mobilization of resources for national defense purposes; to study and propose investment in building the province’s military command post in a new location.

- To allocate land areas for national defense and security purposes and develop fire prevention and fighting infrastructure facilities in conformity with the province’s socio-economic development strategy; to build national defense and security works ready to serve national defense and security tasks, meeting requirements of building a national defense posture in the province’s solid defense zone.

h/ Plan on development of difficulty-hit areas, extreme difficulty-hit areas and areas with the driving-force role:

- Plan on development of difficulty-hit areas and extreme difficulty-hit areas:

+ Difficulty-hit areas and extreme difficulty-hit areas are defined under the Government’s regulations on difficulty-hit areas and extreme difficulty-hit areas.

+ Infrastructure development: To invest in building, solidifying and upgrading the rural transport network to be linked with provincial roads and national highways; to build and solidify hydraulic structures; to invest in and attract capital sources for the construction and expansion of clean water supply systems; to renovate, and improve the reliability of, the power system.

+ Policy implementation and economic development: To efficiently implement national target programs and other policies toward people in difficulty-hit areas and extreme difficulty-hit areas; to properly implement policies on agricultural extension, forestry extension, production promotion, dissemination of business and technical knowledge, thereby forming chains of sustainable economic development links with dynamic areas of the province and markets outside the province; to properly implement preferential credit policies applicable to subjects in difficulty-hit areas and extreme difficulty-hit areas.

+ Socio-cultural development: To build or upgrade the health network’s infrastructure facilities and raise its medical examination and treatment capacity; to upgrade or build infrastructure facilities of education institutions at all levels; to properly implement social security policies on insurance, health and education and other preferential and support policies for subjects in difficulty-hit areas and extreme difficulty-hit areas; to properly implement vocational support and training policies so as to improve the quality of human resources; to conserve and promote the value of national identities.

- Plan on development of areas with the driving-force role:

+ To attract investment in industrial, service and urban development on the national economic corridor of Hanoi-Phu Tho-Tuyen Quang-Ha Giang-Bac Kan-Cao Bang.

+ In the area of Tuyen Quang city and southern Yen Son district: To facilitate urban, industrial, service and tourism development.

+ In the Son Duong district area: To facilitate industrial, urban and tourism development.

+ In the area of Na Hang, Lam Binh and Chiem Hoa districts: To develop tourism and high-quality commodity agriculture, and accelerate the process of urbanization.

+ In the key economic area in the southern area of Ham Yen district: To develop industries and agriculture-forestry.

V. PLANS ON INFRASTRUCTURE DEVELOPMENT

1. Plans on development of the transport network

a/ Plan on development of national transport infrastructure facilities:

To develop national transport infrastructure facilities in the province toward completeness and modernity in order to bring into full play the province’s advantages in geographical location as an important hub connecting the northeastern provinces with the northwestern provinces, the Red River delta and the whole country; to invest in building national transport infrastructure facilities in the province in conformity with master plans under regulations.

b/ Plan on development of provincial-level transport infrastructure facilities:

- To promote the development of transport infrastructure facilities to form a fairly complete and modern transport network of high connectivity which will become an intelligent urban transportation system, focusing on development of the external transport system and main urban axes for connection with other provinces and large economic centers, thereby creating a driving force for socio-economic development.

- To renovate and upgrade the road and waterway networks to meet the transport demand; to concentrate efforts on increasing the operation speed on main road routes, optimizing the transport infrastructure network in order to further shorten the travel time to urban centers and functional zones in the province, neighboring provinces and to the network of expressways and airports in the region; to promote investment in building inland waterway ports, landing stages and passenger piers in order to bring into the fullest play the economic potential on hydropower reservoirs and river sections.

- To coordinate with the Ministry of National Defense and Ministry of Transport in studying, and investing in construction of aerodromes for special-use aircraft and seaplanes in Na Hang district. After 2030, to study and propose investment in an airport in Ham Yen district.

(Details are provided in Appendices VI and VII to this Decision).

2. Plan on development of the power supply network

a/ Power sources: To develop energy projects based on the local potential; to attract investment in hydropower, biomass power and renewable energy projects suitable to the province’s practical conditions and needs and conformable to the National Power Development Plan.

b/ Investment in building the provincial power supply network:

- To build new national-level 500 kV and 220 kV power stations, transmission lines and works and renovate and upgrade existing ones in the province.

- To invest in building, upgrading, renovating, and improving the reliability of, the power network to be complete and capable of supplying power to meet the power use demand of the province’s electric loads, including the 220 kV and 110 kV power grids, and medium- and low-voltage power transmission and distribution grids.

(Details are provided in Appendix VIII to this Decision).

3. Plan on development of the telecommunications network    

a/ To maintain the operation of the existing points for public telecommunications service provision; to develop more points for public telecommunications service provision in the province’s districts and city to meet the society’s demand for manned public telecommunications services.

b/ To develop new 4G and 5G base transceiver stations (BTSs) to meet the demand and ensure the provision of services to every person; to concentrate on and prioritize the development of 5G BTSs in urban centers, concentrated residential areas, industrial parks and tourist spots; to develop infrastructure facilities of the telecommunications cable network to serve socio-economic development and lay underground the urban telecommunications cable network throughout the province; to build telecommunications cable poles suitable to conditions of different areas.

4. Plans on development of the hydraulic-work and water supply network     

a/ Plan on development of the hydraulic-work network:

- To maintain and improve the operational efficiency of existing hydraulic structures; to invest in building new hydraulic structures and renovate, upgrade and repair existing ones in a systematic manner, thus ensuring their inclusive completeness and multi-purpose service, and proactively supply and drain water under impacts of climate change in Lo, Gam and Pho Day river basins.

- To invest in, repair and upgrade the province’s important dike sections and hydropower reservoirs.

(Details are provided in Appendix IX to this Decision).

b/ Plan on development of water supply:

- Water supply in urban centers and concentrated residential areas: To invest in renovating and upgrading the existing water plants and building new ones in order to ensure all urban residents will have access to clean water.

- Rural water supply system: To invest in building new domestic water supply facilities and renovating and upgrading the existing ones in rural areas, thereby increasing the proportion of local people having access to clean and hygienic water to 98%.

- Water supply system for industrial production: To invest in building water supply facilities to ensure sufficient supply of water to industrial parks, cottage industry zones and industrial production establishments in the province.

(Details are provided in Appendix X to this Decision).

5. Plan on development of waste treatment facilities, cemeteries and crematoriums

a/ Waste treatment facilities:

To build new provincial-level waste treatment facilities and waste treatment facilities and landfills in the province’s districts and city and renovate, expand, or increase the receiving and treating capacity of, the existing ones; to invest in appropriate and modern waste treatment technologies; to attract the non-public sector’s investment and participation in waste collection and treatment.

b/ Cemeteries and crematoriums:

To build, expand, upgrade and renovate cemeteries, crematoriums and funeral homes to meet the people’s needs; to study relocation of irremediably polluting cemeteries from existing urban development areas.

(Details are provided in Appendix XI to this Decision).

6. Plans on development of social infrastructure facilities

a/ Plan on development of cultural, sports and tourist infrastructure facilities:

- To build and upgrade cultural facilities to meet the province’s requirements for cultural development, organization of cultural and tourist events and activities; to invest in infrastructure and promote the value of cultural heritages of ethnic groups; to conserve and promote the value of historical and cultural relics for the province to become a culture, revolutionary history and education study and research center of the province, the region and the whole country.

- To build provincial-level physical training and sports infrastructure facilities and modern equipment to meet training and competition requirements; to continue investing in completing physical training and sports infrastructure facilities in the province’s districts and city.

- To build and develop tourist zones, areas with tourist potential, and general service, trade, entertainment, recreation and sports complexes with golf courses.

(Details are provided in Appendices XI, XIII and XIV to this Decision).

b/ Plan on development of education and training infrastructure facilities

- Regarding early childhood education, general education and specialized education: To continue reorganizing schools, school branches and classes for early childhood education and general education; to build, repair and upgrade upper secondary schools in districts and Tuyen Quang city; to develop boarding and semi-boarding general education schools for ethnic minority people; to attract investment in building and developing non-public early childhood schools and general education schools; to concentrate resources on building physical foundations and supplying equipment for schools up to national school standards; to form a specialized education system and inclusive education support and development centers.

- Regarding vocational education and continuing education: To build and develop public and non-public vocational education institutions to meet the demand for higher job training quality, scale and capacity; to expand and build vocational education-continuing education centers and vocational education institutions in the province’s districts and city with sufficient physical foundations, teaching aids and teachers meeting requirements for building a learning society and regular and life-long needs of people from all strata of society.

- Regarding higher education: To build and develop infrastructure facilities of higher education institutions in the province into high-quality human resource training centers and scientific research and technology transfer centers of the province and the northern mountainous region.

(Details are provided in Appendix XV to this Decision).

c/ Plan on development of medical infrastructure facilities:

- To build new provincial- and district-level medical establishments and non-business medical units, and renovate and upgrade the existing ones to meet the people’s healthcare needs.

- To promote the development of the non-public medical system, thus contributing to diversifying medical services and meeting the people’s healthcare and protection needs.

(Details are provided in Appendix XVI to this Decision).

d/ Plan on development of social security and social assistance infrastructure facilities

To build and upgrade the system of public social assistance and social security establishments that are capable and of an appropriate size to meet requirements of the care for and nurturing of people who need assistance; to provide medical treatment and rehabilitation for people with disabilities; to raise the quality and efficiency of drug addiction treatment; to meet the people’s needs to access and benefit from social assistance and social security services; to attract investment in the development of non-public social assistance and social security establishments in the province.

(Details are provided in Appendix XVII to this Decision).    

dd/ Plan on development of commercial, petrol, oil and gas infrastructure facilities

- To upgrade, renovate and expand the existing marketplaces, and build new ones and put them into stable operation; to improve infrastructure and environmental sanitation conditions of marketplaces and ensure food safety and hygiene therein; to mobilize social resources for investment in marketplaces in the province.

- To attract investment in building the system of trade centers, supermarkets and convenience stores to meet the people’s consumption needs in districts and city of the province.

- To build oil terminals and gas extraction and filling stations of an industrial scale to meet the consumption market’s demand.

(Details are provided in Appendix XVIII to this Decision).

e/ Plan on development of scientific and technological infrastructure facilities

To invest in upgrading infrastructure facilities and equipment of science and technology organizations and scientific and technological advance application centers to ensure the performance of their functions of researching, transferring and applying science and technology; to build infrastructure facilities of technology incubation and innovation centers; to develop scientific and technological research and development establishments to serve digital transformation; to invest in developing hi-tech agricultural zones and improve quality and efficiency of production and business activities in such zones.

VI. LAND ALLOCATION AND ZONING BASED ON FUNCTIONAL ZONES AND LAND CATEGORIES TO DISTRICT-LEVEL ADMINISTRATIVE UNITS

1. Plan on land allocation and zoning

To ensure rational land allocation and use on the basis of balancing the land use demand of sectors and fields in association with sustainable development toward adaptability to and control of climate change.

By 2030, the province’s total natural land area will be 586,795 ha, in which:

- Agricultural land: 532,720 ha.

- Non-agricultural land: 51,830 ha.

- Vacant land: 2,245 ha.

(Details are provided in Appendix XIX to this Decision).

2. Plan on land recovery and repurposing and use of vacant land areas in the 2021-2030 period

To recover agricultural and non-agricultural land areas for implementation of socio-economic development projects in the province; to repurpose agricultural land into non-agricultural land; to restructure the use of agricultural land areas; to use vacant land areas for agricultural and non-agricultural purposes.

VII. PLANS ON CONSTRUCTION OF INTER-DISTRICT AREAS AND DISTRICT AREAS

1. Plan on construction of inter-district areas

a/ The inter-district area in the south of the province embraces Yen Son and Son Duong districts. Its development will focus on urban economy, industry, trade, services and tourism.

b/ The inter-district area in the north of the province embraces Chiem Hoa, Ham Yen, Na Hang and Lam Binh districts. Its development will focus on high-quality agriculture, forestry, services, tourism and agro-forestry product processing industry.

2. Plan on construction of district areas

a/ Lam Binh district area: To invest in building Lang Can administrative unit into a grade-V urban center; administrative units of Thuong Lam and Phuc Son into grade-V urban centers; and Khuon Ha administrative unit into a grade-V urban center. Major development orientations: The area will become an ecological, cultural, sports, community-based and experience tourism center of the province. To invest in building technical and social infrastructure facilities and other infrastructure facilities to meet local development requirements.

b/ Na Hang district area: To invest in building Na Hang urban center into a grade-IV one; administrative units of Da Vi and Yen Hoa into grade-V urban centers; and Hong Thai administrative unit into a grade-V urban center. Major development orientations: To develop ecological, cultural, experience, community-based and organic-agriculture tourism. To invest in building technical and social infrastructure facilities and other infrastructure facilities to meet local development requirements.

c/ Chiem Hoa district area: To invest in building Vinh Loc urban center into a grade-IV one; and administrative units of Hoa Phu, Kim Binh, Trung Ha and Ngoc Hoi into grade-V urban centers. Major development orientations: To develop large-scale concentrated forestry, organic agriculture, hi-tech agriculture, industry and cottage industries. To invest in building technical and social infrastructure facilities and other infrastructure facilities to meet local development requirements.

d/ Ham Yen district area: To invest in building Tan Yen urban center into a grade-IV one; and administrative units of Thai Son and Phu Luu into grade-V urban centers. Major development orientations: To develop agro-forestry economy, tourism, services and industry, and build a new-style countryside; to protect the eco-environment and water sources and ensure social security and national defense and security. To invest in building technical and social infrastructure facilities and other infrastructure facilities to meet local development requirements.

dd/ Yen Son district area: To invest in building Yen Son administrative unit into a grade-V urban center; and administrative units of My Hang, Trung Mon, Xuan Van and Trung Son into grade-V urban centers. Major development orientations: To ensure economic development in communes in the vicinity of urban centers linked to Tuyen Quang city; to develop industry and build industrial parks and cottage industry zones, prioritizing the attraction of investment in industrial production in the processing and manufacturing industry; to form concentrated agricultural and forestry zones associated with processing industry, value chains and outlets. To invest in building technical and social infrastructure facilities and other infrastructure facilities to meet local development requirements.

e/ Son Duong district area: To invest in building Son Duong urban center into a grade-IV one; and administrative units of Son Nam, Hong Lac and Tan Trao into grade-V urban centers. Major development orientations: To ensure industrial development toward large-scale production; to build industrial parks and cottage industry zones; to prioritize the attraction of investment in industrial production in the processing and manufacturing industry; to develop high-quality historical, cultural, ecological and experience tourism; to form concentrated agricultural and forestry zones associated with processing industry and value chains. To invest in building technical and social infrastructure facilities and other infrastructure facilities to meet local development requirements.

VIII. PLANS ON ENVIRONMENTAL PROTECTION, CONSERVATION OF BIODIVERSITY; EXPLOITATION, USE AND PROTECTION OF NATURAL RESOURCES; DISASTER PREVENTION AND CONTROL AND CLIMATE CHANGE RESPONSE

1. Plan on environmental protection zones

Environmental protection zones in Tuyen Quang province include strictly protected areas, low-emission zones and other zones based on orientations set in the national environmental protection master plan, specifically as follows:

- Strictly protected zones include strictly protected sub-zones and ecological restoration sub-zones of the Tam Dao national park in the province, Na Hang and Cham Chu nature reserves; landscape protection zones of Tan Trao, Kim Binh and Da Ban; protection zones I of national and provincial relics; sanitary protection zones of intakes of water plants and clean water facilities in the province; and concentrated residential areas in the inner Tuyen Quang city.

- Low-emission zones include administrative-service sub-zones and buffer zone of the Tam Dao national park in the province, Na Hang and Cham Chu nature reserves; corridors for protection of surface water sources for domestic water supply; and concentrated residential areas in grade-V and grade-IV urban centers.

- Other zones include the remaining space areas of the province other than strictly protected zones and low-emission zones.

(Details are provided in Appendices XX to this Decision).

2. Conservation of nature and biodiversity

To focus on protecting nature and conserving bio-diversity in combination with sustainable use and promotion of the value of Na Hang and Cham Chu nature reserves and landscape protection zones of Tan Trao, Kim Binh and Da Ban; to establish biodiversity corridors; to conserve and regenerate endangered wild species, particularly endangered, precious and rare animal species prioritized for protection and migratory species; to strengthen the conservation of genetic resources, management of access to genetic resources, sharing of benefits, and protection of traditional knowledge about genetic resources; to evaluate, and utilize benefits of, biodiversity to serve sustainable development; to properly control activities exerting adverse impacts on biodiversity.

3. Monitoring of natural resources and the environment

To step by step build, improve and modernize the local environmental monitoring network; to invest resources in upgrading physical foundations, equipment, technology and human resources in order to raise the quality of the natural resource and environmental monitoring work for ensuring the provision of sufficient databases to meet requirements of the management, exploitation and sustainable use of natural resources and monitoring of environmental quality in the province.

4. Plan on management, protection and sustainable development of the three types of forests

a/ Special-use forests: To protect and strictly manage the existing special-use forest areas under plans on sustainable forest management in association with conservation of biodiversity; to harmoniously combine the protection and raising of quality of special-use forests with the promotion of the value of forest landscape and resources and development of eco-tourism.

b/ Protection forests: To strictly protect all protection forests being natural forests; to protect and sustainably develop headwater protection forests of big rivers and hydropower and hydraulic-work reservoirs, and ensure other functions of protection forests.

c/ Production forests:

- To improve the productivity, quality and efficiency of planted forests toward optimization of the production system and forest product value chain through intensifying scientific and technological application; to study and develop the planting of medicinal plants under the canopy according to regulations; to increase the forest area for which sustainable forest management certification is granted.

- To properly implement the policy on payment of the forest environment service charge in order to create a revenue source for sustainable forest development and the policy on assignment of forest areas to households and communities for protection.

5. Plan on exploration, exploitation, use and protection of mineral resources

- Areas for exploration, exploitation, use and protection of mineral resources: To continue zoning off 330 mines for mineral exploration, exploitation, use and protection, including 26 metal, fuel mineral, coal and barite ore mines, 42 sand and gravel mines, 54 mines of minerals for use as construction materials, and 208 mines of earth for use for filling purposes; to continue intensifying the exploration and approval of mineral reserves; to maintain production activities of mines for which mining licenses remain valid; to intensify investment in in-depth processing, and increase the recovery rate, quality and value of products; to use advanced, modern and environmentally friendly technologies. Regarding the demand for use of land from mine auxiliary works, licenses shall be granted or modified according to the mining scale and current regulations; to grant licenses for and manage the exploitation of minerals for use as construction materials to meet the local demand in accordance with current regulations.

- To identify mines and areas where minerals exist but remain unexploited, are banned from exploitation or in need of protection depending on each type of minerals in the planning period.

(Details are provided in Appendix XXI to this Decision).

6. Plans on exploitation, use and protection of water resources, and prevention, control and remediation of water-caused harms

a/ Zoning of water resource areas:

Water resources of Tuyen Quang province are zoned into three main areas, including:

- Lo river basin, which covers a total area of 193,980 ha, embracing Tuyen Quang city, Ham Yen district and the basin sections in Son Duong, Yen Son and Chiem Hoa districts.

- Gam river basin, which covers a total area of 310,650 ha, embracing Na Hang and Lam Binh districts and the basin sections in Chiem Hoa and Yen Son districts.

- Pho Day river basin, which covers a total area of 82,102 ha, embracing the land areas in Yen Son and Son Duong districts.

b/ Allocation of water resources:

Water sources shall be allocated to entities for exploitation and use in the following order of priority: (1) supply of quantitatively and qualitatively sufficient water for domestic use; (2) supply of water for industries; (3) supply of water for aquaculture; (4) supply of water for tourism-service development; and (5) supply of water for hydropower generation and industrial development, with priority given to industrial parks and cottage industry zones.

c/ Protection of water resources:  

To rationally exploit and use surface water and groundwater resources; to intensify the planting and protection of headwater forests, ensuring the minimum flow on rivers; to restore polluted water sources, build stations for monitoring and supervision of water resource exploitation and use; to strictly control groundwater exploitation and use, ensuring that the exploited water volume does not exceed the potential water reserve threshold.

d/ Prevention, control and remediation of water-caused harms:

To formulate plans on integrated flood management in river basins in the province; to monitor, forecast and promptly notify rains and floods within the province; to ensure safety for works and prevent and control flood and inundation for downstream areas in line with plans on flood and inundation prevention and control in river basins; to review degraded reservoirs and spillways in order to work out plans on reinforcement and upgrading thereof; to consolidate dike and embankment sections, and protect and develop protection forests.

7. Plan on disaster prevention and control and climate change response

a/ To zone off areas prone to disaster risks for each type of disasters in the province and determine zones prioritized for disaster prevention and control:

- Zoning of areas prone to riverbank erosion: Lo riverbank erosion areas in Ham Yen, Son Duong and Yen Son districts and Tuyen Quang city, Gam riverbank erosion areas in Chiem Hoa district and Pho Day riverbank erosion areas in Yen Son and Son Duong districts.

- Zoning of areas prone to land and rock slides in districts and city in the province.

(Details are provided in Appendix XXII to this Decision).

b/ Plan on management of disaster risks and adaptation to clime change:

- To consolidate, repair and embellish existing works for disaster and climate change preparedness and build new ones; to consider prevention as the prime task under the motto “four on-the-spot tasks” (on-the-spot command, on-the-spot forces, on-the-spot supplies and on-the-spot logistics).

- To use plant varieties and livestock breeds that are highly resilient to harsh weather and epidemics; to develop and apply bio-technology and apply advanced production processes toward a modern agriculture adaptable to climate change.

- To implement projects on relocation of population out of disaster-hit areas and special-use forest areas, particularly areas highly prone to landslide, erosion and flashflood, and build resettlement areas for relocated people to stabilize their lives and develop production.

- To build and update databases on disaster prevention and control in the province.

c/ Plan on flood prevention and control for diked river sections and plan on development of dike systems and disaster preparedness infrastructure facilities:

- To formulate plans on flood prevention and control for diked river sections in the province, including Lo, Gam and Pho Day river basins under current regulations.

- To renovate dike sections on the both banks of Lo river, and build river and stream embankment systems to protect agricultural land areas, administrative quarters and residential areas, thus creating beautiful environmental landscapes.

- To solidify dike and embankment surface areas to meet requirements of flood prevention and control, which will concurrently be used as roads; to remedy Lo, Gam and Pho Day riverbank erosion.

IX. LIST OF PROJECTS AND WORKS PRIORITIZED FOR INVESTMENT

(Details are provided in Appendix XXIII to this Decision).

X. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF THE MASTER PLAN

1. Solutions to mobilize investment capital

To focus on mobilizing resources for development investment; to efficiently use public investment funds, make selective and focused investment in key sectors and fields and projects expected to create spillover effects and promote socio-economic development; to diversify investment forms and promote the form of public-private partnership (PPP) investment and other investment forms and, at the same time, intensify investment promotion at home and abroad to mobilize investment capital sources for infrastructure development and production and business projects in the province.

2. Solutions to develop human resources

a/ To efficiently implement human resource development and training programs, schemes, plans and projects: the Program on raising of higher, collegial and vocational education quality; and the Scheme on employment in the context of the Fourth Industrial Revolution; training and further training of cadres, civil servants and public employees.

b/ To consolidate linkages between vocational education institutions and enterprises in job training; to organize job training in the form of order placement; to support the training of entrepreneurs; to focus on developing high-quality human resources and closely associate human resource development with scientific and technological development and application.

3. Environmental, scientific and technological solutions                

a/ To clearly assign functions and tasks and delegate powers for environmental protection to authorities, sectors and local administrations at all levels; to invest and attract investment in the construction of waste treatment infrastructure facilities; to establish and efficiently operate waste-collecting units; to formulate mechanisms and policies to attract investment in environmental protection; to invest in raising the environmental monitoring capacity and building the environmental monitoring system; to collect, connect, analyze and efficiently use environmental information; to study and step by step relocate polluting plants and production and processing establishments from Tuyen Quang city; to build and consolidate, and improve the capacity of, agencies and units in charge of forest protection and nature and biodiversity conservation.

b/ To intensify digital transformation for development of digital administration, digital economy and digital society; to properly implement policies to promote and support the research and development of the province’s products with potential and advantages; to support the establishment and development of industrial property rights and geographical indications.

4. Development connection mechanism and policy solutions

To actively connect with enterprises and enterprise associations inside and outside the province and at home and abroad for investment and trade promotion; to continue efficiently implementing signed programs on cooperation with other localities; to strengthen cooperation relationships with Vietnam-based international organizations, international cooperation agencies and foreign trade promotion agencies, embassies and foreign representative offices and non-governmental organizations.

5. Solutions to manage and control urban and rural development

To strictly control forest land areas, forest resources and environment and the forest coverage rate, balance and convert part of the existing agricultural land areas in urban areas into construction land areas in order to meet urban development requirements and socio-economic growth demand; to invest in building and improving the system of land information and cadastral documents toward digital transformation; to direct in a public and transparent manner the land allocation and lease for project implementation through auction of land use rights and bidding of land-using projects.

6. Organization and supervision of implementation of the Master Plan

a/ To organize the public notification of the Master Plan in diverse forms, including conferences and mass media channels, thereby creating a consensus in organizing the implementation of the Master Plan.

b/ To formulate plans on implementation of the Master Plan under Article 45 of the Planning Law; to allocate resources for implementation of the Master Plan.

c/ To formulate 5-year and annual plans, key development programs, and specific projects on implementation of the Master Plan.

d/ To review, modify and supplement existing general master plans, master plans on construction of district areas, district-level land-use master plans and other master plans, and formulate new ones under regulations.

XI. MAPS OF THE MASTER PLAN

The detailed list of maps of the Master Plan is provided in Appendix XXIV to this Decision.

Article 2

1. The Master Plan serves as a basis for the formulation of urban and rural master plans as well as technical and specialized master plans in Tuyen Quang province in accordance with relevant regulations.

2. The approval of or decision on the investment policy and implementation of investment projects in the province, including also projects not yet included in plans on development of sectors and fields, plans on development of functional zones, technical and social infrastructure facilities and the list of projects and works prioritized for investment promulgated together with this Decision, must comply with Article 1 of this Decision and ensure conformity with other relevant master plans (if any), ensuring compliance with the law-specified order, procedures and competence and proper implementation of relevant current regulations; at the same time, investment policy deciders shall take full responsibility before law for their decisions.

In the course of implementation of specific projects, agencies competent to approve or decide on investment policy for such projects shall take full responsibility before law for the determination of project locations, areas, scale, capacity and investment phases in conformity with the province’s practical conditions and development requirements in each period and in accordance with relevant current regulations.

3. For projects planned for investment after 2030, if there is the demand for investment to serve socio-economic development and it is impossible to mobilize and allocate sufficient resources for their implementation, agencies assigned to take charge of implementing such projects shall report the investment policy to competent authorities for consideration and earlier approval.

Article 3

1. Responsibilities of the People’s Committee of Tuyen Quang province:

a/ To announce and publicly notify the Master Plan after it is approved by the Prime Minister in accordance with the planning law.

b/ To formulate and submit for promulgation plans on implementation of the Master Plan; to organize the implementation of the Master Plan in association with the performance of socio-economic development tasks in the province; to evaluate the implementation of the Master Plan in accordance with the 2017 Planning Law.

c/ To study, formulate and promulgate or submit to competent authorities for promulgation mechanisms and policies for mobilization of resources to implement the Master Plan in conformity with development requirements and in accordance with law.

d/ To continue implementing environmental protection requirements and contents upon the implementation of projects for enforcement of the Master Plan, ensuring the harmony between socio-economic development and environmental protection, thus contributing to the province’s sustainable development; to organize environmental monitoring, supervision and management; to store databases and share environmental information and databases to serve digital transformation in the course of implementation of the Master Plan.

dd/ After national-level and regional master plans are decided or approved by competent authorities, to review the Master Plan and immediately revise its contents that are contrary to those of higher-level master plans in order to guarantee lawful rights and interests of related organizations and individuals; to promptly report to the Prime Minister for consideration and approval adjustments to the Master Plan under Point c, Article 1, and Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022.

2. The Chairperson of the People’s Committee of Tuyen Quang province shall take full responsibility before law and inspection and examination agencies for (i) the accuracy of contents, information, figures, documents, maps and databases in the Master Plan’s dossier; appendices on plans on development of sectors and fields, plans on development of functional zones and technical and social infrastructure facilities, and list of projects prioritized for investment in the planning period promulgated together with this Decision; (ii) replies and explanations about replies to the Ministry of Planning and Investment’s opinions concerning the exclusion of Son Nam industrial park from the plan on development of industrial parks in the Master Plan and establishment of Son Nam cottage industrial zone, ensuring the consensus, and guaranteeing lawful rights and interests of investors and avoiding disputes, complaints and lawsuits in the course of implementation.

Article 4. Related ministries and sectors shall, within the ambit of their assigned functions and tasks, guide the People’s Committee of Tuyen Quang province in implementing the Master Plan and, in case of necessity, coordinate with the province in studying and formulating, or propose competent authorities to promulgate, appropriate mechanisms and policies to mobilize and efficiently use resources for implementation of the Master Plan.

Article 5. This Decision takes effect on the date of its signing.

Article 6. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and the Chairperson of the People’s Committee of Tuyen Quang province shall implement this Decision.-
