SUMMARY

By 2030, Khanh Hoa’s per-capita GRDP will reach VND 189 million

On March 29, 2023, the Prime Minister issues the Decision No. 318/QD-TTg approving the Master Plan of Khanh Hoa province for the 2021-2030 period, with a vision toward 2050.

Accordingly, by 2030, the urbanization rate will be 70%,  per-capita GRDP will reach VND 189 million. Total tourist arrivals will reach 13.8 million, including 7 million foreign tourist arrivals and 6.8 million domestic tourist arrivals.

By 2050, Khanh Hoa province will become a major marine economic center of the country; a smart and environment-friendly city imbued with identity on a par with that in Asia; and one of the top coastal cities attracting tourists with a worth-living environment in Asia and a complete and modern infrastructure system.

Specifically, to develop high-quality service sectors, including tourism, finance, trade, logistics, education and urban development. To develop diversified types and products of tourism in association with environmental protection and development of auxiliary industries, including sea-island tourism, mountain-forest tourism, community-based ecotourism, wellness tourism, and cultural heritage and spiritual tourism.

Besides, to develop centralized and large-scale agriculture, and intensify the application of high technology and digital technology in association with value chain-based product processing and sale. To develop a sustainable, high-value fisheries industry in synchrony with supporting industries and fields; etc.

This Decision takes effect on the date of signing.

DECISION

Approving the Master Plan of Khanh Hoa province for the 2021-2030 period, with a vision toward 2050[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning;

Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;

Pursuant to the Political Bureau’s Resolution 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045;

Pursuant to the Political Bureau’s Resolution No. 26-NQ/TW of November 3, 2022, on socio-economic development and assurance of national defense and security in the North and South Central Coast region through 2030, with a vision toward 2045;

Pursuant to the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022, on further improving the efficiency and effectiveness of the implementation of planning policies and laws and a number of solutions to remove difficulties and problems so as to speed up the formulation and improve the quality of master plans for the 2021-2030 period;

Pursuant to the National Assembly’s Resolution No. 81/2023/QH15 of January 9, 2023, on the National Overall Master Plan for the 2021-2030 period, with a vision toward 2050;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing the implementation of a number of articles of the Planning Law;

Pursuant to the Government’s Resolution No. 11/NQ-CP of February 5, 2018, on organization of the implementation of the Planning Law;

Pursuant to the Government’s Resolution No. 119/NQ-CP of September 27, 2021, on tasks and solutions to improve the quality and speed up the formulation of master plans for the 2021-2030 period;

Pursuant to the Government’s Resolution No. 42/NQ-CP of March 21, 2022, promulgating the Government’s Program of Action to implement the Political Bureau’s Resolution No. 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045;

Pursuant to the Prime Minister’s Decision No. 1208/QD-TTg of August 7, 2020, approving the task of formulating the Master Plan of Khanh Hoa province for the 2021-2030 period, with a vision toward 2050;

Pursuant to Appraisal Report No. 419/BC-HDTD of January 17, 2023, of the Council for Appraisal of Provincial Master Plans for the 2021-2030 period, with a vision toward 2050, concerning the Master Plan of Khanh Hoa province for the 2021-2030 period, with a vision toward 2050, and the strategic environmental assessment report of the Master Plan;

At the proposal of the People’s Committee of Khanh Hoa province in Report No. 2311/TTr-UBND of March 14, 2023, and Report No. 2828/TTr-UBND of March 27, 2023, on request for the approval of the Master Plan of Khanh Hoa province for the 2021-2030 period, with a vision toward 2050; opinions of the Council for Appraisal of Provincial Master Plans in Document No. 1575/CV-HDTD of March 7, 2023; and the Ministry of Planning and Investment’s opinions in Document No. 2137/BKHDT-QLQH of March 24, 2023, on results of the overall review of the dossier of the Master Plan of Khanh Hoa province for the 2021-2030 period, with a vision toward 2050,

 

DECIDES:

Article 1. To approve the Master Plan of Khanh Hoa province for the 2021-2030 period, with a vision toward 2050 (below referred to as the Master Plan), with the following principal contents:

I. SCOPE AND BOUNDARIES OF THE MASTER PLAN   

The scope and boundaries of the Master Plan embrace the whole land territory of Khanh Hoa province and the marine space identified in accordance with the 2012 Law of the Sea of Vietnam, and the Government’s Decree No. 40/2016/ND-CP of May 15, 2016, detailing the implementation of a number of articles of the Law on Marine and Island Resources and Environment.

II. DEVELOPMENT VIEWPOINTS, OBJECTIVES AND BREAKTHROUGHS

1. Development viewpoints

a/ The Master Plan must conform to the development guidelines and line of the Party and the State; be consistent with objectives and orientations of the country’s socio-economic development strategy, the national environmental protection strategy through 2030, with a vision toward 2050, the national green growth strategy, the Political Bureau’s Resolution No. 26-NQ/TW of November 3, 2022, on socio-economic development and assurance of national defense and security in the North and South Central Coast region through 2030, with a vision toward 2045, and the Political Bureau’s Resolution No. 09-NQ/TW of January 28, 2022, on construction and development of Khanh Hoa province through 2030, with a vision toward 2045; and ensure democracy, compliance, continuity, succession, stability, and conformity with the National Overall Master Plan, national sectoral master plans and regional master plans.

b/ To build and develop Khanh Hoa province into a centrally run city in conformity with its strategic location of great significance in terms of socio-economic affairs, national defense, security and safeguarding of national sovereignty over sea and islands, a regional connection center and a major gateway-to-the-East-Sea of the Central Highlands and Central Coast.

c/ To build and develop Khanh Hoa province after a new growth model in association with economic restructuring based on intensified application of science, technology and innovation; to exploit and bring into full play the province’s potential and advantages for its development with marine economy serving as the foundation, the processing and hi-tech manufacturing industry, logistics services, energy industry and digital economy serving as breakthroughs, and tourism serving as a spearhead economic sector; to create breakthroughs in development of coastal areas; to quickly and sustainably develop delta and mountainous areas; to accelerate urbanization along with harmonious development and assurance of linkages of urban areas and rural areas; to effectively use marine spaces along with land areas; to form economic corridors connecting development spaces, increasing spillover effects and participating in important national economic corridors.

d/ To efficiently and sustainably use natural resources, particularly marine resources; to protect the environment and proactively adapt to climate change; to develop green economy and circular economy; to preserve and promote cultural values, heritages, fine traditions and historical values; to ensure economic development in parallel with assurance of social progress and justice; to implement sustainable poverty reduction; to improve the people’s material and spiritual life; to strive toward satisfaction of new standards of a worth-living locality.

dd/ To create breakthroughs in development of infrastructure facilities and improvement of institutions in order to mobilize and efficiently use all resources, regarding internal resources as the foundation and external resources as breakthroughs; to harmoniously structure driving forces for development; to bring into full play the human factor, revolutionary traditions, proactivity, creativity, self-reliance and aspiration to make advancements of the people of Khanh Hoa province.

e/ To build and develop Khanh Hoa province on the basis of closely combining socio-economic development with firm assurance of national defense and security, considering firm assurance of national defense and security as strategic and important task and economic development as a key task; to promote the construction and development of Truong Sa island district into the country’s economic, cultural and social center at sea, and a solid stronghold to defend the country’s sovereignty; to expand external relations and take the initiative in international integration in order to facilitate cooperation for socio-economic development.

2. Development objectives and targets through 2030

a/ General objectives

By 2030, Khanh Hoa province will become a centrally run city; an international service and sea tourism center; and a growth pole and the hub of marine economy, hi-tech industries, science and technology, innovation, human resource training and high-quality healthcare services in the Central Coast, Central Highlands and the country. The per-capita gross regional domestic product (GRDP) will be among top 15 provinces and cities of the country. Investment will be made in complete and modern infrastructure facilities. The urban system will be developed to be modern, smart, sustainable and imbued with identity with a number of international-class cities. People will enjoy high living standards and lead a friendly and happy life. Ecosystems and natural landscapes will be protected and capable of adapting to climate change. National defense, security and sovereignty over sea and islands will be firmly maintained.

​b/ Specific targets

- Economically:

+ The average GRDP growth rate in the 2021-2030 period will be 8.3% per year, in which the agro-forestry-fisheries sector will grow at the rate of 2.4% per year; industry-construction sector, 10% per year; and service sector, 8.7% per year. Economic structure by 2030: the agro-forestry-fisheries sector will account for 7.3%; industry-construction sector, 36.2%; service sector, 48%, and taxes less subsidies on products, 8.5.%.

+ Per-capita GRDP will reach VND 189 million.

+ The average labor productivity growth rate in the 2021-2030 period will reach 7% per year.

+ The urbanization rate will be 70%.

+ Total tourist arrivals will reach 13.8 million, including 7 million foreign tourist arrivals and 6.8 million domestic tourist arrivals.

+ Digital economy will account for about 30% of GRDP.

- Socially:

+ The multidimensional poverty rate will drop by 1-1.5% per year.

+ The percentage of trained workers will reach 90%, in which the rate of workers possessing diplomas or certificates will reach 40%.

+ Labor structure: Labor in the agro-forestry-fisheries sector will account for 18-19%; industry-construction sector, 30-31%; and service sector, 50-51%.

+ The average life expectancy will be 75 years; the healthy life expectancy will be 68 years.

+ The rate of population covered by health insurance will reach 98%; there will be 40 patient beds (including 34 patient beds of public hospitals and 6 patient beds of private hospitals), and 14 medical doctors (including 11 or more medical doctors of public hospitals) per 10,000 people.

- Environmentally:

+ The forest coverage rate will be maintained at 46.5%.

+ All rural residents will have access to hygienic water, of whom 85% will have access to clean water; all urban residents will have access to clean water through centralized water supply systems; water supply will be ensured for industrial parks and cottage industry zones.

+ All hazardous wastes will be collected, transported and treated under regulations; all domestic solid wastes will be collected, of which 90% will be treated under regulations; the ratio of municipal solid wastes treated by land-filling method to the total amount of collected wastes will be reduced to below 10%.

+ Urban centers will have wastewater collection and treatment systems. The rate of urban wastewater collected and treated up to relevant standards or technical regulations will surpass 60% (for grade-I urban centers) and 50% (for urban centers of other grades).

​- Regarding infrastructure facilities:

+ To promote the development of the province’s transport infrastructure facilities meeting the criteria for centrally-run grade-I urban centers; to upgrade and improve the network of connected national highways to meet the criteria for highways of grade III or higher grade; particularly some highway sections running through mountainous areas will meet the criteria for highways of grade IV or higher grade; to upgrade and expand the network of provincial roads meeting the criteria for roads of grade IV or higher grade for existing sections, and the criteria for roads of grade V or higher grade for newly built sections; all provincial roads will have their surface covered with asphalt concrete, asphalt or cement concrete.

+ To develop Khanh Hoa seaport system into a national multi-purpose port as a grade-I key regional port, creating a premise for developing the Van Phong bay area into an international transshipment port, which will have multi-purpose wharves, container ports and international passenger wharves.

+ The rate of communes meeting new-style countryside standards will surpass 90%; the rate of communes meeting model new-style countryside standards will account for about 30%.

+ Khanh Hoa province’s information and communication technology infrastructure facilities will basically meet requirements of digital transformation, providing online public services for the people and enterprises; to improve 4G infrastructure facilities and build 5G infrastructure facilities in urban centers and industrial parks to support smart production.

- Regarding national defense and security assurance: To properly perform the task of ensuring national defense and security; to build Truong Sa island district into the country’s economic, cultural and social center at sea, and a solid defense zone, making important contributions to defending the country’s sovereignty over sea and islands.

3. Development breakthroughs

a/ To create breakthroughs in administrative reform, improve the business investment environment, and properly implement specific mechanisms and policies promulgated by the National Assembly in order to mobilize and efficiently use all internal and external resources of the province for socio-economic development, especially for creating breakthroughs in the province’s 3 key zones - driving forces for development, namely Van Phong bay area, Nha Trang city and Cam Ranh bay area.

b/ To create breakthroughs in development of human resources, particularly high-quality human resources for important industries such as tourism, processing and manufacturing industry, logistics services, seaports, fisheries and fishing logistics services, and information technology.

c/ To intensify research and application of sciences and technologies, especially in the fields serving marine economy development such as oceanography, ocean technology, aquatic breed production technology, aquaculture and aquatic product processing technology, vaccines and biologicals, and application of technologies in tourism services, etc; to strongly promote innovation and startup activities, particularly innovative startups.

d/ To intensify investment, mobilize and efficiently use all social resources to create breakthroughs in building complete and modern socio-economic infrastructure facilities, focusing on key projects with spillover effects, particularly transport infrastructure facilities, infrastructure facilities of economic zones and industrial parks, urban, seaport and airport infrastructure facilities, ensuring effective adaption to climate change; to attach importance to the development of information and telecommunications infrastructure facilities, and build and develop the province’s databases in sync with the national data infrastructure, creating a foundation for digital transformation, step by step proceeding to the development of digital economy and digital society in the province.

4. Vision toward 2050

Khanh Hoa province will become a major marine economic center of the country; a smart and environment-friendly city imbued with identity on a par with that in Asia; and one of the top coastal cities attracting tourists with a worth-living environment in Asia and a complete and modern infrastructure system. The economic, social and governance activities of the provincial administration will operate mainly after the model of digital economy and digital society. Production and service sectors will develop in a smart way with models of green economy and circular economy. Social fields will be developed harmoniously. The environment and natural landscapes will be preserved, especially the marine and coastal environment. The province will take the lead in striving to realize Vietnam’s net-zero emissions goal by 2050. National defense, security and sovereignty over sea and islands will be firmly maintained while social order and safety and a peaceful life for the people will be ensured. The province will be a model of combination between socio-economic development and assurance of national defense and security.

III. DEVELOPMENT ORIENTATIONS FOR SECTORS AND FIELDS AND PLANS ON ORGANIZATION OF SOCIO-ECONOMIC ACTIVITIES

1. Development orientations for important sectors and fields of the province

a/ To develop high-quality service sectors, including tourism, finance, trade, logistics, education and urban development. Khanh Hoa province will become a diversified and professional service center with sustainable sea tourism, high-class tourism products, transportation-logistics services and smart city development.

- To develop diversified types and products of tourism in association with environmental protection and development of auxiliary industries, including sea-island tourism, mountain-forest tourism, community-based ecotourism, wellness tourism, and cultural heritage and spiritual tourism; to focus on the development of coastal tourist sites, and efficient operation of cultural, sports and entertainment services in order to create high-quality tourist products with well-known brands and high competitiveness on the domestic and global markets; to build intra-provincial, inter-provincial and international tourist routes connected with tourist sites and attractions in the province.

- To develop logistics services into an important economic sector of the province; to attach importance to development of multi-purpose and specialized ports for large-tonnage vessels in Van Phong and Cam Ranh, creating a driving force to promote economic growth in the South Central Coast and Central Highlands region; to focus on high-quality logistics services capable of being connected with logistics centers at home and abroad; to develop service sectors that provide inputs and use outputs of transport and logistics services (distribution services; tourism services; human resource training services for transport service sub-sectors; and telecommunications services), giving priority to developing services for ocean shipping and other services such as e-logistics, e-commerce, and finance-banking services; to prioritize service development in combination with trade in goods, import and export and associated services.

- To implement digital applications on the basis of effectively bringing into full play scientific and technological achievements and achievements of the Fourth Industrial Revolution in order to improve the quality of, and diversify, smart social products and services, such as health, education and finance-banking toward renovated processes and procedures and intensified application of information technology; to diversify forms of medical examination and treatment; to raise the quality of services in support of enterprises and production and business activities.

b/ To develop the processing and manufacturing industry; energy industry; information and telecommunications technology; and supporting industries; to attract industries applying high and eco-friendly technologies and intensifying digital transformation which effectively participate in sectors and fields of digital economy.

In the 2021-2030 period, to focus on a number of industries in the following order of priority: (1) Processing of high-quality agro-forestry-fisheries and food products; (2) Hi-tech mechanical and manufacturing engineering (mainly shipbuilding); (3) Clean energy, renewable energy and oil and gas processing; (4) Electronics, telecommunications and semiconductor industries; (5) Supporting industries for mechanical and manufacturing engineering, electronics, telecommunications, semiconductor, textile-garment and leather-footwear; (6) Biotechnology, vaccine production, and marine pharmacognosy; and (7) Production of new construction materials.

c/ To develop centralized and large-scale agriculture, and intensify the application of high technology and digital technology in association with value chain-based product processing and sale, thereby improving the quality, efficiency and competitiveness and taking the initiative in international integration; to restructure agriculture, forestry, fishing and aquaculture in association with processing industry, ensuring sustainability and high efficiency; to develop key zones specialized in production of crops, fruit trees and aquaculture; to develop value chain-based goods production; to intensify the application of science and high technology, and clean agriculture and organic agriculture production; to properly carry out forest management and protection and sustainable use and development of forest and land areas according to relevant master plans.

To develop a sustainable, high-value fisheries industry in synchrony with supporting industries and fields such as provision of aquatic breeds, science and technology, and human resource training; to promote the province’s role of a large fisheries center for developing the South Central Coast and Truong Sa fishing grounds into a spearhead area in offshore fishing and fisheries logistics of the region. In addition, to develop high-value aquaculture, especially hi-tech marine farming in association with product processing and brand building and promotion.

2. Development orientations for other sectors and fields

a/ Education and training

To make changes in substantial and comprehensive renovation of education and training; to renovate education and training programs, approaches and methods toward modernity and international integration; to reorganize the network of early childhood education, general education, continuing education and vocational education institutions as suitable to the province’s socio-economic development conditions and meeting the people’s learning demand; to build standardized, advanced and modern physical foundations of schools; to properly carry out the streaming in education, carrier orientation, and skills education; to rationally arrange, and improve quality of, education administrators and teachers; to intensify cooperation activities and mobilization of social resources in training and diversify joint training activities, and efficiently implement policies on training and attraction of human resources.

b/ Health and public health care

To build a fair, modern, quality, effective and sustainable health system of Khanh Hoa province toward universal healthcare coverage; to turn Khanh Hoa into a healthcare center of the Central Coast and Central Highlands region; to ensure synchronous development from the provincial level to the grassroots level in the direction of balanced and harmonious development between medical examination and treatment and preventive medicine; to build a contingent of medical workers who have higher and specialized professional qualifications to meet the people’s needs for medical examination and treatment and health protection, care and improvement; to reduce disparities in access to healthcare services among regions and population groups, and sustainably improve basic health indicators; to promote the development of non-public healthcare to meet the people’s needs.

c/ Social security

To properly implement regimes and policies on, and mobilize all social resources for, taking care of people with meritorious services to the nation and social protection beneficiaries; to fully and promptly implement policies, programs, schemes and projects on poverty reduction, child protection and care, gender equality, social evil prevention and combat and social security assurance.

d/ Science, technology and innovation

To intensify research and application of new scientific and technological advances, thereby improving labor productivity and quality and value of products, particularly the province’s key products with advantages; to support the development of intellectual assets and develop science and technology enterprises and the science and technology market, and apply technical regulations and standards to local products and goods. By 2030, Khanh Hoa will become a science, technology and innovation center of the Central Coast and Central Highlands region and the country, being among the country’s top localities in terms of oceanography, ocean technology, aquatic breed production technology, aquaculture and aquatic product processing technology, vaccines and biologicals, and application of technologies to tourism services. To integrate science, technology and innovation activities into projects calling for investment in order to build Nha Trang city and its vicinity into a destination for technology firms.

​d/ Culture and sports

To build a healthy and safe cultural environment, thus creating conditions for the people to benefit from and create cultural values; to improve the quality of the movement “all people unite to build a cultured life” in parallel with the movement of building a new-style countryside and civilized urban centers; to conserve and promote to the utmost the traditional cultural values, particularly values of typical cultural heritages up to national and international standards; to develop the mass physical training and sports movement and high-achievement sports in which the province has advantages; to pay attention to building cultural-sports institutions to serve the people’s life and develop cultural and sports services in association with tourism development; to intensify the mobilization of social resources for investment in cultural and sports infrastructure facilities.

e/ Security and national defense

To build the province’s comprehensively firm and strong armed forces that have a concerted strength and high combat capacity and readiness, and promptly and effectively address various circumstances, thereby ensuring the firm maintenance of political security and social order and safety and firmly safeguarding national sovereignty over sea and islands.

3. Plan on organization of socio-economic activities

a/ Development dynamic zones

- Van Phong bay area:

To develop Van Phong bay area (Van Phong economic zone) into a modern marine economic center, a development dynamic zone of Khanh Hoa province in particular and of the South Central Coast in general; to develop the northern Van Phong area into a world-class tourist and resort city, and in the long term, to develop a non-tariff zone and an international transshipment port when the law-specified conditions are fully satisfied; to develop the South Van Phong area into an industrial center associated with seaports where it is planned to develop industrial parks, renewable energy industry, oil and gas processing, shipbuilding, logistics services, ocean shipping services, and supporting industries, etc., together with projects on coastal urban areas and tourism services.

- Nha Trang city:

To develop Nha Trang city into an economic, political, cultural, social, scientific, technological and human resource training center; to further promote the province’s role of an important growth pole and a gateway for international integration.

- Cam Ranh bay area:

To develop the Cam Ranh bay area into a key socio-economic area in combination with national defense and security assurance, in which Cam Ranh city will be developed into a tourism-logistics city and Cam Lam district will be developed into a modern, ecological and world-class airport city.

b/ Economic corridors

- North-South economic corridor, which will be part of the country’s North-South
economic corridor. This is the main economic corridor of Khanh Hoa province, which will be associated with the North-South traffic axis, connecting 3 development dynamic zones, the chain of coastal urban centers and gateway infrastructure facilities such as seaports, airports, etc.

- East-West economic corridor (based on national highway 26, national highway 26B and Khanh Hoa-Buon Ma Thuot expressway), which will connect urban development areas, centers for coastal service, tourism and industrial production with inland areas of the province and connect the Nha Trang-Van Phong area with Dak Lak province.

- Nha Trang-Dien Khanh-Khanh Vinh corridor (based on national highway 27C and Nha Trang (Khanh Hoa)-Lien Khuong (Lam Dong) expressway), which will help enhance spillover effects from Nha Trang city, connect urban areas, services, tourism, industry and agriculture, and connect Nha Trang, Dien Khanh, Khanh Vinh areas with Lam Dong province.

- Cam Ranh-Cam Lam-Khanh Son corridor (based on provincial road 656), which will connect with spillover effects from coastal and delta areas, focusing on Cam Ranh city and Cam Lam new urban center, with the mountainous area of Khanh Son; connect sea-island tourism with mountain, forest and cultural eco-tourism; and connect agriculture with processing industry.

IV. PLANS ON THE SYSTEM OF URBAN CENTERS AND RURAL AREAS AND DEVELOPMENT OF FUNCTIONAL ZONES

1. Plans on the system of urban centers and territorial organization of rural areas

a/ Plan on the system of urban centers

By 2030, Khanh Hoa will have 2 grade-I urban centers (Nha Trang city and Cam Lam new urban center), 1 grade-II urban center (Cam Ranh city), 1 grade-III urban center, 2 grade-IV urban centers, and grade-V urban centers in which Nha Trang city will be the core urban center, Cam Ranh city will be a tourism-logistics urban center, Cam Lam district will become a modern, ecological and world-class modern and ecological airport urban center, Van Ninh district will become a high-class sea tourism urban center, Ninh Hoa town will be an industrial urban center, Dien Khanh district will be an eco-cultural urban center; and Khanh Son and Khanh Vinh districts will be mountain and forest ecological sub-urban centers.

(Details are provided in Appendix I to this Decision).

b/ Plan on territorial organization of rural areas

To develop rural residential areas on the basis of making full use of existing residential areas, saving and minimizing the use of arable land areas, renovating and embellishing existing rural areas and building new ones, and sustainably protecting the environment; to develop rural residential areas in association with production areas, in conformity with customs and habits and natural characteristics of each area in the province; to protect landscapes, historical, cultural, religious and belief relics and valuable spaces in rural areas.

2. Plan on development of economic zones, industrial parks, cottage industry zones

a/ Economic zones

To develop Van Phong economic zone into a modern marine economic center; to organize the space of this economic zone into two areas: northern Van Phong and southern Van Phong.

- To develop the northern Van Phong area into a world-class wellness tourism urban center; to develop high-class sea tourism to fully exploit its advantages in its location and landscape; to call for investment in resorts, targeting high-end customers, designed in harmony with natural landscapes and operated according to international standards on tourism sustainability; to build a harbor to welcome cruise ships and luxury yachts; to develop seaports and port logistics services; to set orientations for long-term development of international transshipment ports when the law-specified conditions are fully satisfied; to properly conserve biodiversity and sustainably protect tourism resources.

- To develop the southern Van Phong area into an industrial center in association with seaports and projects on urban centers and coastal tourism services; to focus on attracting projects on building and commercial operation of industrial park infrastructure facilities, projects on key industries with such major industries as hi-tech industries, energy, oil and gas processing, shipbuilding, processing and manufacturing industry, and supporting industries; to develop cargo ports in association with the logistics center in the southern Van Phong area to serve both the Central Highlands and Central Coast.

b/ Industrial parks and cottage industry zones

To rationally plan a system of industrial parks and cottage industry zones in terms of territorial space, aiming to exploit potential and advantages of the province and ensuring sustainable development; to synchronously develop technical infrastructure facilities of industrial parks and cottage industry zones together with social infrastructure systems and services for workers; to renovate and improve the efficiency of the attraction of investment, especially from big and branded investors; to prioritize attracting investment in industries that have high technology contents, are eco-friendly and capable of bringing about high added value, rapidly increasing occupancy rate, and improving economic efficiency of established industrial parks and cottage industry zones.

(Details are provided in Appendices II and III to this Decision).

3. Plan on development of concentrated agricultural production areas

- To develop production areas of rice seeds and high-quality rice in Dien Khanh and Ninh Hoa; fruit tree production areas in Cam Ranh, Cam Lam, Khanh Son and Khanh Vinh; a sugarcane growing area in Ninh Hoa; cashew growing areas in the western districts; and livestock production areas in Dien Khanh, Khanh Vinh and Van Ninh districts and Ninh Hoa town.

- To gradually reduce areas of near-shore mariculture, particularly areas for tourism development, and rapidly increase areas of offshore mariculture; to build and replicate VietGAP certified and organic aquaculture areas.

- To set orientations for development of hi-tech agricultural production areas, concentrated livestock production areas, cultivation farms, aquaculture areas, specialized cultivation areas, etc., on a large scale and applying advanced and modern technologies.

4. Military areas, security areas and areas for building fire prevention and fighting and salvage and rescue facilities

- To complete the building of military facilities in combat bases in accordance with zoning plans and detailed construction plans approved by competent authorities; to work out plans and step by step invest in building command posts in the rear bases of districts and city; to renovate and upgrade auxiliary structures in combat bases; to work out plans on budget investment in building a number of command post facilities in the province’s combat bases.

- The building of security structures in the province must comply with zoning plans and detailed construction plans approved by competent authorities. Based on practical demands and socio-economic development of the province, each district, town or city must have at least 1 professional fire-fighting and rescue police team (of the public security force) that will receive investment to fully meet personnel, physical foundation, vehicle, equipment and barrack requirements.

5. Plan on development of difficult and extremely difficult areas

a/ To identify and select a production model suitable to the capacity and awareness of ethnic minority people and strengths of the province; to provide more skill training and further training courses for agricultural extension workers and collaborators who have experience in production of crops and rearing of livestock breeds of high economic value.

b/ To form cooperatives of farmers, diversify forms of loan provision, provide technical instructions for production, support the connection of farmers with enterprises in order to stabilize product outlets; to build linkages with enterprises for organizing job creation and vocational training for local workers depending on labor demands of enterprises inside and outside the province.

c/ To concentrate resources on investment in building infrastructure and traffic facilities in association with production areas of ethnic minority people, thereby facilitating development of production, goods circulation and product sale; to efficiently integrate with the program on building of a new-style countryside, the human resource development program, the national target program on sustainable poverty reduction and the central and provincial schemes and policies to support ethnic minority-inhabited and mountainous areas.

d/ To attract, encourage and give priority to enterprises to invest in building production and service establishments, specialized cultivation areas, raw material areas, etc., in ethnic minority-inhabited and mountainous areas so that enterprises can consume products for ethnic minority people and create conditions for production development, improve economic efficiency and sustainably reduce poverty.

V. PLANS ON DEVELOPMENT OF TECHNICAL AND SOCIAL INFRASTRUCTURE FACILITIES

1. Plans on development of the traffic network

a/ Plan on development of national transport infrastructure facilities

- Expressways, national highways, railways, national inland waterways, maritime fairways, inland container depots, and airway routes must comply with approved national sectoral master plans.

- In the area of Cam Lam district and Cam Ranh city, to set orientations for planning the bypass section of national highway 1 in the area of Suoi Tan commune, Cam Lam district, to national highway 1’s section in the area of Cam Thinh Dong commune, Cam Ranh city, in parallel with the Hanoi-Ho Chi Minh City railway which will be invested by the province to replace the existing national highway 1’s section passing through the area of Cam Lam district, Cam Ranh city, meeting the province’s demand and creating grounds for development of new urban centers in the process of formulating and approving the master plan on Cam Lam new urban center.

- To study orientations for building of the airport area in association with the development of Van Phong economic zone and socio-economic development (with non-budget investment funds).

b/ Plan on development of provincial-level transport infrastructure facilities

- Roads: There will be 35 provincial roads (including coastal roads). Provincial roads, urban roads, district roads and commune roads must comply with master plans on urban centers and rural areas, and master plans on construction of district and inter-district areas.

- Inland waterways: To plan 4 inland waterway landing stages in Van Phong bay, Nha Phu lagoon, Nha Trang bay and Cam Ranh bay, meeting the cargo and passenger transportation demand to serve the province’s socio-economic development.

- Marinas: To study berths and mooring buoys to accommodate cruise ships and use cruise services in Nha Trang, Cam Ranh and Van Phong bays.

- To study and build airports for seaplanes serving tourism in association with tourist ports in Van Phong, Nha Trang and Cam Ranh bays.

(Details are provided in Appendices IV and V to this Decision).

2. Plan on development of power sources and the power supply network

To develop power sources in association with the province’s orientations for socio-economic development in accordance with the national electricity master plan; to continue to build, upgrade and renovate 500 kV, 220 kV and 110 kV transformer stations and transmission lines, and medium- and low-voltage lines connected to new power sources to meet the load demand, especially in economic zones, industrial parks and new urban centers; to gradually lay underground the existing overhead medium- and low-voltage power grids.

(Details are provided in Appendix VI to this Decision).

3. Plan on development of information and communications infrastructure facilities

- To develop and improve the quality of the 4G broadband mobile network and the 5th generation (5G) broadband mobile network; to invest in and upgrade underground infrastructure facilities and lay underground the province’s overhead peripheral infrastructure facilities; to expand the installation of wireless access points and develop passive telecommunications technical infrastructure facilities to serve as a basis for building a digital government and developing smart cities, digital economy and digital society.

- To build the provincial data center based on cloud computing technology and develop a shared database and centralized information systems in line with the national digital transformation roadmap and meeting the province’s demand; to develop Khanh Hoa province into a data center of the South Central Coast.

- To synchronously integrate Internet of Things (IoT) infrastructure facilities with such essential infrastructures facilities as traffic, electricity and water supply, urban centers, etc., to serve the provision of social services and development of smart cities in which priority will be given to Nha Trang city, Cam Ranh city, Cam Lam new urban center, Ninh Hoa town, Van Phong economic zone and district centers.

- To build and upgrade inter-provincial transmission lines (including backup transmission lines) of the Khanh Hoa-Phu Yen, Khanh Hoa-Ninh Thuan, and Khanh Hoa-Dak Lak lines.

4. Plan on development of commercial and service infrastructure facilities

- In urban centers, to focus on developing various types of trade centers and supermarkets; specialized stores, general stores; trade fair and exhibition centers; to develop commercial streets that have both modern and traditional business cultures. In rural areas, to upgrade and expand the network of retail markets in communes; to form commercial axes along inter-village and inter-commune traffic axes.

- To build new trade fair and exhibition centers to serve trade promotion in the Central Coast and Central Highlands markets.

- To develop logistics centers, especially in Van Phong economic zone and Cam Ranh city, in order to provide all types of logistics and distribution services in locations with convenient traffic, important transport hubs, trade centers and large-scale industrial processing facilities.

- To invest in petroleum and gas storage facilities in the province based on the master plan on infrastructure facilities for storage and provision of petrol and oil, and relevant master plans approved by competent authorities.

- To develop sea tourism attractions along coastal roads and marinas; to develop sports facilities in association with wellness tourism facilities and urban centers in appropriate locations under current regulations.

5. Plans on development of hydraulic work and water supply networks

a/ Plan on development of hydraulic work

- To ensure the sufficient supply of irrigation water for all double-crop paddy land areas and 80% of arable land areas; to ensure water supply for daily life and industrial use.

- To improve the drainage capacity to rivers and canals, ensuring water drainage for plains and low-lying areas with a design frequency of 5-10%; to take the initiative in carrying out flood regulation, tidal control, saltwater intrusion prevention, freshwater retention and waterlogging drainage, and limiting impacts of climate change and sea level rise.

- To build the system of hydraulic structures toward serving multi-purposes and comprehensiveness and completeness; to upgrade and modernize key structures and channels, control and operate systems to promote the design capacity and improve the service capacity; to study investment in water storage projects, spillways, dams for saltwater intrusion prevention and freshwater retention, and water conveyance and transfer systems to meet the water supply demand for each area; to solidify canals and repair degraded canals in order to ensure active water irrigation and drainage and reduce water loss; to strive for the target that about 80% of canals of all kinds in the province will be solidified by 2030.

(Details are provided in Appendix VII to this Decision).

b/ Plan on water supply

- To plan water supply into 5 main water supply areas in the province, including: (i) Van Ninh area embracing the communes of Van Ninh district, except Van Hung commune; (ii) Ninh Hoa’s Cai river basin embracing the entire Ninh Hoa town and Van Hung commune of Van Ninh district; (iii) Nha Trang’s Cai river basin embracing the communes of Khanh Vinh and Dien Khanh districts, Nha Trang city and the 3 communes of Suoi Cat, Suoi Tan and Cam Hoa of Cam Lam district;
(iv) Cam Lam-Cam Ranh area embracing the remaining communes of Cam Lam district and Cam Ranh city; and (v) To Hap area embracing the entire Khanh Son district.

- To maintain the current urban water supply system, prioritizing the attraction of investment to raise the capacity of existing facilities s in order to ensure the sufficient water supply for new urban centers and adjacent rural residential areas; to build new water plants to take water from Song Cho, Da Ban, Dong Dien, Tien Du and Cam Ranh Thuong lakes/reservoirs.

- To renovate and upgrade concentrated water supply facilities and build new ones in rural areas; to invest in facilities connected to the inter-commune water supply network.

c/ Plan on water drainage

- Zoning of surface water drainage areas:

+ Van Phong bay basin: embracing all communes in Van Ninh district and Van Phong economic zone in which water will be drained to the nearest open drainage axes of Dong Dien, Hien Luong and Binh Son rivers, etc., into Van Phong bay.

+ Ninh Hoa’s Cai river basin: embracing the entire Ninh Hoa town, in which water will be drained into the main stream of Ninh Hoa’s Cai river (the headwater section is called Cai river, the downstream section is called Dinh river), and other tributaries such as Da Ban, Tan Lam and Cay Sao rivers, Trau stream, Cau Lam river, Tien Du stream, etc., and then into Nha Phu bay.

+ Nha Trang’s Cai river basin: embracing the entire districts of Khanh Vinh and Dien Khanh and Nha Trang city, in which water will be drained into the main stream of Cai river, Nha Trang (upstream and midstream areas with many small tributaries, such as Khe, Giang, Cau, Cho rivers, Dau and Be streams, etc.) then into Nha Trang bay.

+ Cam Ranh bay basin: embracing the entire Cam Lam district and Cam Ranh city, in which water will be drained into Can and Ta Ruc rivers, Hanh and Cat streams, etc., then into Cam Ranh bay.

+ To Hap river basin: including the entire Khanh Son district, in which water will be drained into To Hap river (the only river that does not flow into the East Sea but flows back to Ninh Thuan province).

- Drainage systems in urban centers and rural areas:

To continue upgrading, expanding, and improving the efficiency of, large-scale centralized wastewater collection and treatment systems in urban centers, economic zones, industrial parks and cottage industry zones; to pay attention to building urban and rural wastewater drainage systems. For areas where agro-forestry-fisheries production is developed, to drain water through the system of irrigation canals and key facilities.

6. Plan on development of waste treatment facilities

a/ Solid waste treatment

- Domestic solid waste treatment: To prioritize the upgrading, renovation and expansion of existing solid waste treatment facilities; to build new facilities only to replace old treatment facilities that are operated at their highest capacity where there are no more land areas for expansion and satisfaction of urgent requirements of the solid waste treatment in the future. By 2030, up to 85% of solid wastes will be treated by other technologies (recycling, reuse, organic fertilizer processing, etc.).

- Industrial solid waste treatment: Normal industrial solid wastes will be centrally collected and treated together with domestic solid wastes. Hazardous solid wastes will be collected and treated at facilities having the function of treating hazardous solid wastes. To study investment in building of new inter-regional hazardous solid waste treatment facilities.

(Details are provided in Appendix VIII to this Decision).

b/ Medical waste treatment

To invest in the completion of waste treatment infrastructure facilities for medical establishments and medical centers in the province, including the construction of wastewater treatment systems and additional installation of hazardous medical waste treatment equipment with new eco-friendly technologies (microwave equipment, low pressure autoclave, etc.).

c/ Wastewater treatment plants

- Urban domestic wastewater: To build separate wastewater drainage systems in urban centers (the old inner city area of Nha Trang city will use a semi-separate drainage system). To build and upgrade wastewater treatment plants in urban centers.

- Industrial wastewater: To build and operate centralized wastewater treatment plants in industrial parks, cottage industry zones and craft villages to ensure that wastewater is treated up to environmental technical standards before discharge; wastewater generated from production, business and service establishments operating in industrial parks, cottage industry zones and craft villages must be preliminarily treated before being conveyed to centralized wastewater collection and treatment systems in accordance with law.

- Rural areas: To comply with approved new-style countryside plans; to promote the construction of networks of centralized wastewater collection and treatment stations.

7. Plan on development of infrastructure facilities of fishing ports and storm shelters for fishing vessels

To comply with the national master plan on development of fishing ports and storm shelters for fishing vessels; to ensure satisfaction of set standards and technical regulations and capability to adapt to climate change and sea level rise; to complete infrastructure facilities for 2 regional storm shelters and 2 provincial storm shelters.

8. Plans on development of social infrastructure facilities

a/ Plan on development of education and training infrastructure facilities

- To review, adjust, invest in and upgrade the network and scale of education institutions at all levels in a modern and appropriate fashion; to build, renovate and upgrade physical foundations of schools at all levels; to renovate and improve the teaching and learning quality to meet practical requirements and ensure students’ accessibility to education; to reserve land areas for building or expanding educational infrastructure facilities at all levels.

- Based on actual needs and socio-economic development of each district, town or city, to establish at least one specialized education institution for people with disabilities and one inclusive education support and development center.

- To develop a network of vocational training and education institutions in the direction of mobilizing all social resources and diverse investment sources for building a number of training institutions up to international standards; to build, renovate and upgrade vocational secondary schools.

- To attract domestic and foreign universities to set up their divisions and training institutions in Khanh Hoa province.

b/ Plan on development of cultural and sports infrastructure facilities

- To reserve land areas and spaces for construction or expansion of cultural and sports infrastructure facilities; to prioritize the building of new infrastructure facilities in inner city locations with modern architecture suitable to regional and national cultural characteristics.

- To invest in key cultural and sports facilities; to focus on restoration and embellishment of relics; to develop religious and belief areas with local characteristics for tourist attraction.

- To develop modern sports centers and gymnasiums in order to meet the people’s diverse demands for cultural exchange and enjoyment, physical training and sports; at the same time, to develop Khanh Hoa province into an important sports center of the North and South Central Coast.

- To promote the mobilization of all social resources for the culture and sports field, create favorable conditions for organizations and individuals to invest in and develop infrastructure facilities for comprehensive development of culture and sports, thus contributing to promoting economic, cultural and social development of the province.

c/ Plan on development of health infrastructure facilities

- To build complete and modern health infrastructure facilities in Khanh Hoa province; to focus on building or expanding public and non-public health facilities; to renovate and upgrade medical facilities that have been in operation for many years and degraded in order to improve the medical examination and treatment quality from the provincial level to grassroots level.

- To prioritize building and expansion of medical examination and treatment wards in new urban centers with high growth rates, thus contributing to the development of the national-standard medical examination and treatment network in the province; to modernize medical equipment to make them capable of performing and developing a number of techniques to fight epidemics and diseases likely to arise in the coming period.

- To develop the Khanh Hoa General Hospital into a “final-line” hospital of the Central Coast.

- To build a complete preventive medicine and disease control system capable of forecasting and controlling communicable and non-communicable diseases and diseases related to the living environment.

d/ Plan on development of social security infrastructure facilities

To mobilize diverse resources for building social security infrastructure facilities in the province; to intensify the mobilization of social resources for social relief work; to continue to review, arrange, invest in and upgrade material foundations and equipment for existing social assistance establishments; to prioritize and upgrade a number of public and non-public social assistance establishments in order to fully satisfy conditions for taking care of and supporting the elderly, persons with disabilities and children in difficult circumstances, persons with mental illness, drug addicts and persons who need urgent protection.

dd/ Plan on development of science and technology infrastructure facilities

- To build complete and modern science and technology infrastructure facilities in Khanh Hoa province, thereby creating a foundation and contributing to strengthening internal resources for Khanh Hoa province to develop quickly and sustainably, in line with the province’s orientations for socio-economic development and make the most of achievements of the Fourth Industrial Revolution; to increase investment in and develop the Center for Information and Application of Scientific and Technological Advances.

- To establish the National Research Center on Ocean Technology; to raise the research capacity of Nha Trang Institute of Oceanography in order to develop ocean technology applications to serve socio-economic development and national defense and security assurance.

- To focus on investing and upgrading physical foundations for the Technical Center of Standards, Metrology and Quality.

- To create conditions for the development of innovative startup incubators in the form of mobilization of social resources.

- To call for investment in establishing a Center for Research and Application of Internet of Things (IoT) Technologies; to promote investment and attract large domestic and foreign technology companies to invest in research and working centers in the province.

VI. PLANS ON LAND ALLOCATION AND ZONING

To ensure efficient and economical land use for sustainable development in the future; to comply with national land use master plans and plans; to meet socio-economic development requirements; to ensure national defense and security; to develop education, culture and sports; to protect the environment and adapt to climate change; to create a driving force for the province’s development; and to ensure rational land allocation and use in conformity with land use targets assigned to Khanh Hoa province.

(Details are provided in Appendix IX to this Decision).

VII. PLANS ON CONSTRUCTION OF INTER-DISTRICT AND DISTRICT AREAS

1. Plans on construction of inter-district areas:

To plan on zoning of the province’s inter-district spaces into 4 areas, including:

a/ The northern area, embracing Van Ninh district, and Ninh Hoa town’s areas adjacent to Van Phong economic zone.

b/ The central area, embracing Nha Trang city, the southern area of Ninh Hoa town, and Dien Khanh district.

c/ The southern area, embracing Cam Ranh city and Cam Lam urban area.

d/ The western area, including Khanh Vinh district, Khanh Son district, and the western area of Ninh Hoa town.

2. Plan on construction of district areas: To include in the plan 8 district areas in conformity with the province’s overall development targets and orientations, including 2 cities (Nha Trang and Cam Ranh), 5 districts (Van Ninh, Dien Khanh, Khanh Son, Khanh Vinh and Cam Lam), and 1 town (Ninh Hoa).

VIII. PLANS ON ENVIRONMENTAL PROTECTION, NATURE AND BIODIVERSITY CONSERVATION; PROTECTION, EXPLOITATION AND USE OF RESOURCES; DISASTER PREVENTION AND CONTROL AND RESPONSE TO CLIMATE CHANGE

1. Plans on environmental protection and nature and biodiversity conservation

a/ Plan on zoning of environmental protection areas

The province will be divided into strictly protected areas, low-emission areas and other areas to serve as a basis for implementation of environmental protection solutions, specifically as follows:

- Strictly protected areas, including densely populated urban areas (covering inlying areas of grade-I, grade-II and grade-III urban centers); surface water sources for domestic water supply in accordance with the law on water resources; nature reserves; class-1 national historical-cultural relics; and core areas of natural heritages.

- Low-emission areas, including buffer zones of strictly protected areas; important wetlands; surface water protection corridors for domestic water supply; densely populated areas being inlying areas of grade-IV and grade-V urban centers; underwater entertainment centers under decisions of the provincial People’s Committee; and other areas with environmental sensitivity and environmental pollution vulnerability requiring protection.

- Other environmental areas: The remaining areas.

(Details are provided in Appendix X to this Decision).

b/ Environmental monitoring stations and points

To study and build stations and points for monitoring of the ambient air environment and noises; points for periodical monitoring of the surface water environment; stations and points for monitoring of the coastal seawater environment; points for monitoring of the groundwater environment; points for periodical monitoring of the sediment environment; coral reef monitoring stations; and seagrass monitoring stations in conformity with approved sectoral master plans.

c/ Nature and biodiversity conservation

To include in plans the following areas: high biodiversity areas, important wetlands, important ecological landscape areas, biodiversity corridors, nature reserves, and biodiversity conservation establishments.

d/ Forest protection and development orientations

To effectively protect and rehabilitate to the utmost the natural forest area; to maintain and consolidate existing special-use forests; to establish new special-use forests, and restore and regenerate existing ones; to review for turning protection forests into special-use forests and increasing the areas of headwater protection forests; to formulate investment projects on protection and restoration of headwater protection forests and coastal protection forests; to focus on forming large timber material areas and forestry production chains, to grant forest certificates, etc.; to take silvicultural measures to embellish and restore forests.

2. Plans on protection, exploitation and use of resources

a/ Areas where mining activities are banned or temporarily banned in the province must comply with approved decisions and law.

b/ Plans on mineral exploration, exploitation and processing in mining areas and spots must comply with viewpoints on sustainable development and green growth approved by the competent authority and law; to improve effectiveness and efficiency of the state management of natural resources and minerals in the province in accordance with the Party’s guidelines and the State’s laws; to optimize the use of scrap earth and rocks from mines as ground-leveling materials for urban infrastructure development projects and lessening burdens on mine landfills.

(Details are provided in Appendix XI to this Decision).

3. Plans on exploitation, use and protection of water resources; prevention, control and remediation of water-caused harms

a/ Zoning of water resources

The province’s water resources will be divided into 5 major areas:

- Van Ninh area, embracing 12 communes and a township of Van Ninh district.

- Cai river basin area, embracing the entire Ninh Hoa town and a commune of Van Ninh district.

- Nha Trang city’s Cai river basin area, embracing the entire Nha Trang city, Khanh Vinh district, Dien Khanh district, and 3 communes of Cam Lam district.

- Cam Lam - Cam Ranh area, embracing the entire Cam Ranh city and 12 communes and townships of Cam Lam district.

- To Hap area, embracing the entire Khanh Son district.

b/ Allocation of water resources

To prioritize the allocation of water sources in the following order: (1) water for domestic use; (2) water for industrial production; (3) water for agricultural activities; and (4) water for tourism and services. In case of drought or water shortage, water sources shall be sufficiently allocated for domestic use, and the remaining water volume shall be allocated to the other sectors in appropriate proportions depending on water supply zoning.

c/ Protection of water resources

The management and allocation of water sources must ensure the harmony and rationality among sectors, organizations and persons exploiting and using water, and supply of sufficient water to all economic sectors, prioritizing water supply for domestic use and high-value industrial production; to protect water resources from pollution, degradation and exhaustion, and their functions; to prevent, control and remediate water-caused harms in the province in order to ensure long-term security of water resources, thus contributing to fulfilling the province’s socio-economic development targets.

d/ Prevention, control and remediation of water-caused harms

To build and upgrade the system of water source quality monitoring and supervision networks; to intensify the plantation and protection of headwater forests; to build dikes and walls to combat flash floods and reservoirs to prevent, control and mitigate flood consequences in upstream and downstream areas of rivers; to upgrade and improve the construction of the system of dams to prevent saltwater intrusion and water exploitation and use facilities to ensure their capacities; to increase forest plantation areas, attaching special importance to the protection of headwater forests and protection forests and the improvement of forest quality to prevent and control drought and saltwater intrusion; to attach importance to building plants and stations for wastewater treatment and systems for collection and treatment of domestic and industrial wastewater.

4. Plans on disaster prevention and control and response to climate change

a/ Zoning of risks of different types of disasters in the locality

- Van Ninh district is an area with the high risk of typhoons and tropical depression, heatwave, drought and heavy rain.

- Ninh Hoa town, Nha Trang city, Cam Ranh city and Cam Lam district are areas with the high risk of typhoons, tropical depression, heatwave, drought, rain, floods, sea level rise and saltwater intrusion.

- Khanh Vinh and Khanh Son districts are areas with the high risk of typhoons, tropical depression, heatwave and drought.

b/ Plan on management of disaster risks and response to climate change

- To build the network of hydro-meteorological stations to serve hydro-meteorological monitoring, warning and forecasting, disaster prevention and control, and response to climate change.

- To build and gradually improve systems for warning and forecasting of disasters and supervision of climate change.

- To build and update the database on disaster prevention and control in the province (riverbank landslide, flood level, and areas hit by flash flood or drought or prone to typhoons).

- To shift to plant varieties and animal breeds suitable to climate change conditions in order to proactively prevent epidemics; to develop and apply biotechnology and apply advanced production processes to build modern agriculture adaptable to climate change, and consolidate the agriculture risk insurance and sharing system.

- To regularly consolidate, repair and upgrade existing natural disaster prevention and control facilities and build new ones; to ensure reservoir and dam safety.

- To formulate plans on organization of response to disasters in case of occurrence of typhoons, floods, reservoir or dam incidents, flash floods, landslides or drought.

c/ Plan on development of infrastructure facilities to serve the natural disaster prevention and control

- To invest in and upgrade headwater reservoirs in association with formulation of their operation processes in order to increase the capacity for mitigating floods for downstream areas; to increase the capacity for supervision, forecasting and warning of floods on reservoirs and rivers.

- To dredge and expand flood drainage and inundation reduction channels; to consolidate and improve the system of embankments for prevention of riverbank and coastal landslides, meeting requirements of the flood prevention and control, in order to protect local residents, agricultural production areas and along-road embankments in Cai Ninh Hoa and Cai Nha Trang rivers.

IX. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT

Based on development orientations for key sectors and fields, to determine massive and important projects that can create a driving force for promoting socio-economic growth and development for making and attracting investment, depending on the demand and capacity for balancing and mobilization of investment capital in each period.

(Details are provided in Appendix XII to this Decision).

X. SOLUTIONS AND RESOURCES FOR IMPLEMENTATION OF THE MASTER PLAN

1. Solutions on mobilization and use of investment capital

- To increase the quality of the formulation and implementation of the province’s medium-term and annual public investment plans; to gradually formulate appropriate procedures and mechanisms for solicitation of opinions of residential communities and business circle on public investment programs and projects so as to create conditions for coordination of resources between the state sector and private sector.

- To ensure financial discipline and order; to practice thrift and combat wastefulness; to manage state budget expenditures in a practical and effective manner; to increase development investment expenditures; to increase the proportion of expenditures for fields aimed toward breakthrough development, exerting long-term impacts and being in line with current development trends of infrastructure facilities, human resources, science and technology, innovation and digital transformation.

- To promote production and trade development so as to ensure budget revenues and expand revenue sources; to rationally exploit land resources based on the public and transparent auctioning of land use rights.

- To improve investment and business environment; to accelerate administrative reform; to improve the province’s ranking in the provincial competitive index (PCI), and the provincial administrative reform index (PAR INDEX), etc.

- To attract social resources for investment in the development of infrastructure facilities in a synchronous manner; to attach importance to attracting investment in the form of public-private partnership (PPP); to intensify the mobilization of social resources for such non-business activities as healthcare, education and vocational training, thereby mobilizing more and more resources for investment in different fields.

2. Development linkage mechanism and policy solutions

- To properly implement mechanisms and preferential and particular policies on socio-economic development promulgated by the Party Central Committee, National Assembly and Government; to organize the review, amendment, supplementation and promulgation of a number of mechanisms and policies so as to promote the development of the province’s all fields in an open manner to attract investors and promote socio-economic development.

- Regional and national cooperation: To join and implement coordination mechanisms and sign cooperation documents between the province and localities in the northern Central Vietnam and Central Coast, the Central Highlands and other localities in order to tap their potential and strengths and support one another for development, thereby bringing into full play the regional scale economy and intensifying experience learning and sharing.

- International cooperation: To get the best of opportunities and advantages brought about by free trade agreements (FTAs) to which Vietnam is a contracting party with foreign countries and territories, particularly new-generation FTAs to promote the export of the province’s specialties; to proactively establish strategic and long-term cooperation relationships to raise the province’s stature in its relationship with other localities, economic groups and international financial organizations.

3. Human resource development solutions

- To formulate preferential mechanisms and policies to attract human resources, particularly high-quality human resources, into the province.

- To attach importance to improving the vocational training and education quality; to regularly review and add sectors and trades in which training is provided to meet the province’s socio-economic development requirements in each period; to improve qualifications of the contingent of education and training administrators, lecturers and teachers; to renew teaching and learning methods by approaching to and updating practical knowledge; to adjust and improve training contents and textbooks, closely combining training and teaching contents with  science and technology development trends and achievements; to flexibly combine theories and practice toward gradually increasing the practice volume; to consolidate linkages and intensify cooperation among education and training institutions, vocational education institutions, enterprises and employing organizations.

- To intensify the mobilization of social resources for  the training and further training of human resources; to mobilize all social resources to create an integrated strength for human resources development; to formulate policies to support the labor-training work in enterprises and production and trade establishments.

4. Environmental and science and technology solutions

- To raise the awareness about environmental protection and sustainable development, improve the effectiveness and efficiency of the state management, increase resources for investment in environmental protection, intensify research and survey serving environmental and biodiversity protection; to promote the role of local residents in the environmental protection.

- To increase investment funds for science and technology and innovation activities, striving for the target that funds for science and technology research activities will account for 2% of total budget expenditures; to diversify off-budget investment sources for science and technology development and innovation; to restructure the province’s science and technology programs and tasks centering on enterprises for achieving the target of participating in global value chains and moving to the stages of creation of higher added value.

- To consolidate linkages and intensify cooperation between research institutions, universities and enterprises from the stage of identifying research ideas and demands to the stage of implementation, application and commercialization of research results. 

5. Urban and rural development management and control solutions

- To apply urban development models in order to improve the efficiency of the province’s urban development following such models as smart urban areas, green urban areas, ecological urban areas, etc.; to intensify the application of transit-oriented development (TOD) in urban development master plans; to conserve cultural identities, architecture styles and landscapes of urban and rural areas.

- To promptly announce and publicly notify master plans, formulate plans on implementation of such master plans; to regularly review, examine and urge the implementation of master plans; to promptly identify difficulties for summarization and appropriate adjustment; to strictly manage construction master plans and architectures based on project dossiers, appraisal of basic designs and construction designs, and grant work construction permits. For big and important construction works, contests shall be organized for selection of appropriate architectural plans, thereby ensuring aesthetics and efficiency of such works.

- To properly organize the management of local residents and tourists to maintain both sustainable economic development driving force and social order and security; to formulate an appropriate roadmap for expanding boundaries of urban areas, upgrading urban areas after the building and improvement of quality of urban infrastructure facilities in rural residential areas which are adjacent to urban areas.

- To manage and promptly update multi-sectoral databases of provincial departments and sectors by means of digital transformation and use of geographic information systems (GIS) so as to create favorable conditions for the effective coordination among provincial departments and sectors in the management, renovation, embellishment and development of urban infrastructure facilities as well as the planning work.

6. Master plan implementation and supervision solutions

- To organize the announcement and public notification of the Master Plan under regulations; to intensify investment promotion activities, organize the introduction and advertising about the province’s potential and advantages to domestic and foreign investors; to focus on calling for investment in key projects.

- To review, adjust and supplement existing general master plans, district-level land use master plans and other master plans, and formulate new ones in accordance with law.

- To formulate plans of action, and regularly update, adjust and supplement such plans of action for concretizing the Master Plan’s contents into 5-year and annual plans for ensuring the uniform implementation among local administrations; to regularly evaluate and supervise the implementation of the Master Plan under regulations.

XI. MAPS OF THE MASTER PLAN

A detailed list of maps of the Master Plan is provided in Appendix XIII to this Decision.

Article 2

1. The Master Plan serves as a basis for the formulation of urban and rural master plans, and technical and specialized master plans of Khanh Hoa province in accordance with relevant laws.

2. The approval of, or decision on, investment policy and implementation of investment projects in the province, including also projects not yet identified in sector development plans, plans on development of functional zones, technical and social infrastructure facilities, and the list of projects and their order of priority for investment promulgated together with this Decision, must comply with  Article 1 of this Decision and other relevant master plans (if any), thereby ensuring the adequate implementation thereof in accordance with the law-specified order, procedures, competence and relevant current regulations; at the same time, investment policy deciders shall take full responsibility before law for their decisions.

In the course of implementation of specific projects, agencies competent to approve or decide on investment policy shall take full responsibility before law for determining project locations, areas, scales and capacity and investment phases, ensuring the conformity with their implementation schedules and the province’s practical conditions and development requirements in each period and in accordance with relevant current regulations.

3. For projects planned for investment after 2030 that need to be invested to serve the socio-economic development and are capable of mobilizing and allocating sufficient resources for implementation, agencies assigned to assume the prime responsibility for implementing such projects shall report them to competent authorities for consideration and approval of investment therein as soon as possible.

Article 3

1. Responsibilities of the People’s Committee of Khanh Hoa province

a/ To organize the announcement and public notification of the Master Plan after it is approved by the Prime Minister in accordance with the planning law.

b/ To formulate and submit to the competent agency for promulgation the Plan on implementation of the Master Plan; to organize the implementation of the Master Plan in association while directing the implementation of the province’s socio-economic development tasks; to evaluate the implementation of the Master Plan in accordance with Planning Law No. 21/2017/QH14.

c/ To study, formulate and promulgate, or submit to competent authorities for promulgation, mechanisms and policies to meet development requirements in accordance with law and to mobilize all possible resources for implementation of the Master Plan.

d/ To continue ensuring the satisfaction of environmental protection requirements upon organizing the implementation of projects on implementation of the Master Plan, ensuring the harmony between socio-economic development and environmental protection, thus contributing to the province’s sustainable development; to organize environmental monitoring, supervision and management; to store environmental databases and share environmental information and databases to serve the digital transformation in the course of implementation of the Master Plan.

dd/ To review the Master Plan after national and regional master plans are decided or approved by competent authorities. If detecting any inconsistency with higher-level master plans, to urgently take measures to ensure their consistency in order to ensure lawful rights and interests of related organizations and individuals; to promptly report to the Prime Minister for consideration and approval adjustments to the Master Plan under Point c, Clause 1, Article 2 of the National Assembly’s Resolution No. 61/2022/QH15 of June 16, 2022.

2. The Chairperson of the People’s Committee of Khanh Hoa province shall take full responsibility before law and inspection and examination agencies for the accuracy of contents, information, data, documents, maps and databases in the Master Plan’s dossier; appendices to sector development plans, plans on development of functional zones, technical and social infrastructure facilities and the list of projects prioritized for investment in the planning period promulgated together with this Decision.

Article 4. Related ministries and sectors shall, within the ambit of their assigned functions and tasks, guide the People’s Committee of Khanh Hoa province in implementing the Master Plan; and when necessary, coordinate with the provincial authorities in studying, formulating or submitting to competent authorities for promulgation appropriate mechanisms and policies in order to mobilize and efficiently use resources for the implementation of the Master Plan.

Article 5. This Decision takes effect on the date of signing.

Article 6. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, and the Chairperson of the People’s Committee of Khanh Hoa province shall implement this Decision.-
