DECISION
Approving a roadmap for application of building information modeling (BIM) in construction activities[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the June 18, 2014 Construction Law; and the June 17, 2020 Law Amending and Supplementing a Number of Articles of the Construction Law;
Pursuant to the Government’s Decree No. 15/2021/ND-CP of March 3, 2021, providing in detail a number of provisions on management of construction investment projects;
At the proposal of the Minister of Construction in the Ministry of Construction’s Report No. 51/TTr-BXD of December 5, 2022, and Official Letter No. 647/BXD-VP of February 28, 2023,
DECIDES:
Article 1. To approve a roadmap for application of building information modeling (BIM) in construction activities with the following principal contents:
1. Scope of regulation and subjects of application
a/ The roadmap for BIM application in construction activities applies to projects using public investment funds; projects using state capital other than public investment funds; projects to be implemented in the form of public-private partnership; and projects using other capital.
b/ Organizations and individuals involved in BIM application in construction activities according to the roadmap.
2. Purposes of and requirements for BIM application
a/ The application of BIM in the design process aims to improve design products’ quality; increase information exchange among state management agencies in charge of construction, project owners, consultancy organizations and construction contractors; in the construction process aims to support the formulation of plans for construction organization, organization and management of resources, control of construction quality; and in the process of pre-acceptance test, handover and commissioning of works aims to support the pre-acceptance test and serve the management and operation of construction works.
b/ For state management agencies, the application of BIM is considered a tool to support the process of performing state management tasks (appraisal of feasibility study reports, construction designs to be implemented after basic designs; grant of construction permits; construction management; inspection of pre-acceptance tests, etc.).
c/ Depending on the requirements of basic designs, construction designs to be implemented after basic design and as-built documents, when BIM is applied, the BIM file must at least show the architecture and major dimensions of works; three-dimensional shapes of major structures of the works; the system of air conditioning and ventilation pipes, and water supply and drainage systems. A number of detailed two-dimensional drawings of parts attached to the BIM file for supplementation of information (if any) must be in digital format. Drawings and data on the main volumes of work parts must be extractable from the BIM file.
d/ For construction investment projects which are regulated by this Article, their owners should adopt solutions to encourage capable and experienced contractors to apply BIM upon the selection of contractors.
3. Roadmap for BIM application
a/ Phase 1: From 2023, to apply BIM on a mandatory basis to grade-I and special-grade works of construction investment projects using public investment funds or state capital other than public investment funds, or to be implemented in the form of public-private partnership for which the project preparation is going to start.
b/ Phase 2: Fom 2025, to apply BIM on a mandatory basis to grade-II and higher grade works of construction investment projects using public investment funds or state capital other than public investment funds, or to be implemented in the form of public-private partnership for which the project preparation is going to start.
c/ For construction projects and works for which BIM application is mandatory, the BIM file is a component of the construction design dossier and as-built documents. Project owners or investment preparation units shall provide the BIM file together with dossiers of other types under regulations upon appraisal of feasibility study reports and construction designs to be implemented after basic designs, application for construction permits and pre-acceptance testing of works.
d/ For works of new construction investment projects using other capital sources, their owners shall provide the BIM file upon appraisal of feasibility study reports and construction designs to be implemented after basic designs, application for construction permits and pre-acceptance testing of works according to the following roadmap: from 2024, for grade-I and special-grade works, and from 2026, for grade-II works in addition to grade-I and special-grade works.
dd/ The contents and level of application of BIM shall be decided by project owners.
e/ From 2023, for works applying BIM, state management agencies will use BIM to support the appraisal of feasibility study reports and construction designs to be implemented after basic designs, grant of construction permits, and the inspection of pre-acceptance tests.
g/ Owners of projects applying BIM according to the prescribed roadmap shall update BIM to serve the management, operation and maintenance of their works.
h/ Enterprises shall be encouraged to apply BIM in construction activities earlier than the time stated in the roadmap.
Article 2. Organization of implementation
1. The Ministry of Construction shall:
a/ Assume the prime responsibility for, and coordinate with ministries, sectors and localities in, monitoring, reviewing and evaluating the process of applying BIM in construction activities and report thereon to the Prime Minister for updating and adjustment of the roadmap for BIM application to meet development requirements in each period.
b/ Assume the prime responsibility for, and coordinate with related ministries and sectors in, further reviewing, studying, modifying and supplementing mechanisms and policies on construction investment, quality management, and maintenance of construction works, standards and technical regulations, and economic-technical norms of BIM application; promulgate, and organize the implementation of, legal documents concerning guidance on BIM application in construction activities and management of works’ operation according to its competence.
c/ Organize and mobilize resources to study and test the application of BIM platform-based technologies so as to develop and complete guidance and the system of standards and technical regulations and raise the effectiveness of BIM application.
d/ Assume the prime responsibility for building and uniformly managing the digital database on BIM to ensure synchronicity and connectivity from central to local levels; provide ministries managing specialized works, provincial-level specialized construction agencies and project owners with guidance on contents pertaining to requirements of BIM, provision and management of data on BIM. The database on BIM is part of the national information system and database on construction activities under the Construction Law.
dd/ Organize information and communications to raise the awareness of BIM in the society.
2. Ministries and provincial-level People’s Committees shall:
a/ Closely coordinate with the Ministry of Construction in implementing the roadmap for BIM application in the sectors, fields and localities under their management; promulgate mechanisms and policies according to their competence to encourage BIM application in construction investment under their management; and develop guidance on BIM in specialized construction fields.
b/ Direct project owners, project management units and related attached units to prepare necessary resources for BIM application according to the prescribed roadmap.
c/ Direct specialized construction agencies to receive and manage data on BIM provided by owners of projects applying BIM and integrate them into the national database on construction activities.
Article 3. This Decision takes effect on the date of its signing.
Article 4. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related organizations and individuals shall implement this Decision.-
