RESOLUTION

On the 2020 socio-economic development plan^[1]

THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam;

After considering reports of the Government, Supreme People’s Court, Supreme People’s Procuracy, agencies of the National Assembly and concerned agencies, and opinions of National Assembly deputies;

RESOLVES:

Article 1.General objectives

To concentrate efforts on stabilizing the macro-economy; to control inflation; to raise productivity, quality, efficiency, autonomy and competitiveness of the economy. To improve the institutions, unclogging resources; to create an equitable, open and favorable environment for investment and business. To step up the economic restructuring in association with the renewal of growth model; to speed up the implementation of national important projects and key works; to promote the role of key economic regions and big urban centers. To develop, train and further train high-quality human resources in association with scientific and technological development and innovation; to sustainably develop economy in association with cultural and social development, environmental protection, national defense and security consolidation, raising the quality of the people’s material and spiritual life. To enhance the management of land, natural resources, environmental protection, prevention and control of natural disasters and epidemics, and response to climate change. To strictly further the reorganization of apparatuses, staff streamlining, administrative reform, and judicial reform; to raise the lawmaking quality in combination with higher effect and efficiency of administration and law enforcement. To enhance discipline and prevent and fight corruption, waste and negative phenomena. To actively carry out the information and communication activities, creating the social consensus. To consolidate national defense and security, and raise the efficiency of external activities and international integration; to firmly maintain national independence, sovereignty, territorial integrity, seas and islands and a peaceful and stable environment for development; to heighten national prestige and position in the international arena. To implement and organize the implementation of free trade agreements to which Vietnam is a contracting party; to properly perform Vietnam’s roles as Chairman of the Association of Southeast Asian Nations (ASEAN) in 2020, Chairman of the 41^stGeneral Assembly of the ASEAN Inter-Parliamentary Assembly and non-permanent member of the United Nations Security Council of the 2020-2021 tenure.

Article 2.Key targets

1. The gross domestic product (GDP) will increase by around 6.8%.

2. The average consumer price index (CPI) will be under 4%.

3. The total export turnover will rise about 7%.

4. The trade deficit to the total export turnover will be below 3%.

5. The total development investment capital of the entire society will represent 33-34% GDP.

6. The poverty rate (according to the multidimensional approach criteria) will drop by 1-1.5%, and particularly 4% for poor districts.

7. The urban unemployment rate will be under 4%.

8. The rate of trained laborers will reach about 65%, of whom around 25% have diplomas or certificates.

9. The number of hospital beds per 10,000 people (excluding those of commune health stations) will be 28.

10. The rate of population covered by health insurance will reach 90.7%.

11. The rate of operating industrial parks and export processing zones with concentrated wastewater treatment systems up to environmental standards will be 90%.

12. The forest canopy will reach 42%.

Article 3.Major tasks and solutions

The National Assembly basically agrees with the tasks and solutions submitted by the Government, Supreme People’s Court and Supreme People’s Procuracy and proposed by National Assembly agencies in specialized verification or oversight reports. On the basis of assimilating the opinions of National Assembly deputies and the Vietnam Fatherland Front’s Central Committee, the National Assembly proposes the Government and related agencies to properly implement the requirements, tasks and solutions stated in Conclusion No. 63-KL/TW of October 18, 2019, of the 11^thplenum of the Party Central Committee (the XII^thCongress), on the 2019 socio-economic situation and state budget and orientations and tasks for 2020, while focusing on implementation of the following major tasks and solutions:

1. To further build and complete the legal system to be synchronous and modern and satisfy integration requirements. To raise the quality, synchronicity, consistency and feasibility of legal documents; to organize the strict enforcement of laws; to concentrate efforts on removing obstacles and problems, vigorously improving the investment and business environment, heightening the competitiveness and international rankings. To promptly scrutinize, adjust and supplement legal provisions and relevant institutions and mechanisms to meet the requirement of implementation of international commitments.

To renew the mechanism of mobilizing, distributing and using more efficiently resources; to synchronously develop markets of various types; to further unclog and create new growth motives; to focus on solutions to vigorously attract domestic resources and strongly develop the private economy. To encourage startups and innovations; to complete institutions, mechanisms and policies to boost the development of new business forms  and application of high technologies; to encourage the development of strong private economic groups and the participation of the private sector in investment in and construction of big projects.

To efficiently implement the Planning Law and planning-related laws, ordinances and resolutions; to expeditiously establish and approve the system of master plans. To assess the implementation of the Statistics Law; to study and build appropriate socio-economic norms for the 2021-2025 period.

2. To continue maintaining the macro-economic stability, control inflation and ensure major balances, laying a foundation for fast and sustainable development. To monitor the development of the real estate market and securities market, etc., in order to apply prompt remedies, avoiding negative impacts on the economy.

To actively, flexibly and prudently administer monetary policies in synchronous and efficient coordination with fiscal policies, striving to control inflation according to the target set by the National Assembly in the 5-year (2016-2020) socio-economic development plan. To raise the credit quality, focusing on the priority fields of the economy. To strive to increase the state foreign exchange reserves. To heighten the financial-state budget discipline; to ensure publicity and transparency and intensify thrift practice, prevent and combat corruption and waste, and heighten the responsibility of heads. To ensure the ratio of state budget investment in education and training and science and technology, attaching importance to culture. To focus on handling and recovering tax arrears; to ensure the schedules of implementation and capital disbursement and raise the use efficiency of public investment funds; to thoroughly save regular expenditures; to step up the renewal of public non-business units. To strictly control the state budget deficit; to closely manage off-state budget state financial funds. To resolutely adjust capital of projects which cannot be implemented or are delayed to reserve funds for other projects with high capital disbursement capacity; to resolutely complete delayed projects or works. To continue strictly managing public debts and efficiently using public property. To boost the development of the securities market. To realize the roadmap of appropriate market prices for electricity prices and prices of essential public services such as education and healthcare, etc.

To raise the efficiency of trade promotion and branding of Vietnamese commodities. To expand and diversify, and restrict dependence on, certain markets. To effectively apply trade remedies and technical barriers suitable to international commitments and practical conditions of the country. To resolutely handle transfer pricing, smuggling, trade frauds and origin frauds. To intensify official export, especially of agricultural commodities; to ward off risks due to export-import imbalance in a number of areas. To actively and harmoniously settle trade ties with big partners. To strongly promote the role of the domestic market and boost e-commerce. To efficiently carry out the campaign “Vietnamese prioritize the use of Vietnamese goods”.

3. To restructure the economy more substantively and accelerate the process of changing the growth model based on scientific and technological application, innovation, increase of the quality of human resources, labor productivity and the efficiency of management, exploitation, use and promotion of resources of the economy.

To expeditiously enforce the 2019 Law on Public Investment, further restructuring public investment and raising the efficiency of capital use. To step up the application of information technology, computerizing the process of investment monitoring and evaluation, and integrating information systems and databases on investment management.

To further restructure credit institutions, resolutely handling poor-performance banks; to enhance the coordination of concerned agencies in handling non-performing loans. To enhance the efficiency and effect of activities of inspecting and supervising credit institutions. To develop modern banking technology and e-payment.

To continue restructuring state enterprises according to the set roadmap, concentrating efforts on removing obstacles in equitization of and divestment at state enterprises, ensuring publicity, transparency and higher efficiency of operation of the equitized enterprises, and maximizing the State’s interests. To resolutely and definitely handle loss-suffering and inefficient projects and enterprises. To promote the role, enhance the coordination and clearly define the responsibilities of the Committee for Management of State Capital at Enterprises and line ministries. To work out effective support solutions, unchoking the potential of the collective economy, cooperatives, and small- and medium-sized enterprises.

To step up the restructuring of various industries and sub-industries based on comparative edges and accelerated application of sciences and technologies. To focus on developing spearhead industries with high potential, advantages and added value, and increase the ratio of processing and manufacturing industries. To continue developing a number of platform industries meeting the demands for basic means of production of the economy. To vigorously develop supporting industries, enhancing connection with foreign-invested enterprises and more extensive and intensive engagement in regional and global value chains.

To promote the development of hi-tech agriculture and commodity production toward modernization and high efficiency with an appropriate scale for each commodity, product and market. To accelerate the building of a new-style countryside, with at least 58% of communes satisfying new-style countryside standards. To resolutely apply solutions to prevent and control cattle and poultry epidemics and stabilize production. To flexibly and efficiently use land areas for rice cultivation, and shift to growing annual plants or to rice growing in combination with aquaculture to bring higher efficiency and income.

To strongly develop the marine economy, bringing into play the models of coastal economic zones and ecological industrial parks in association with the formation and development of strong marine economic centers. To study and apply solutions to quickly remove “yellow card” imposed by the European Commission on the country’s fisheries sector. To clarify responsibilities of various authorities in inspection and supervision at fish ports and fishing ship surveillance systems, severely handling violations. To efficiently tap the potential and advantages, and attach importance to raising the quality of services, particularly tourist services. To lower expenses and raise the efficiency of logistics services. To further review and complete breakthrough mechanisms and policies, raising the planning quality in order to strongly boost key economic regions and regional connection and promote the motive role of major urban centers. To study and establish mechanisms for regional development alignment and coordination based on considering the re-classification of master plans and rational regional planning.

4. To mobilize and efficiently use resources, stepping up infrastructure construction and urban development; to speed up the North-South expressway project, clear ground for Long Thanh international airport project and implement urgent important transport projects promoting regional connection and development. To further carry out the management, repair and regular maintenance of road systems. To boost and facilitate the implementation of projects on development of electricity sources and electricity transmission networks. To complete the legal framework on electricity prices, promptly exploiting and developing renewable energy sources in association with environmental protection, particularly for solar energy. To develop digital infrastructure on the foundation of synchronous and modern information technology. To strongly develop the Vietnamese digital eco-system with shared platforms, services and new business models; to step by step proceed to master platform technologies, creating breakthroughs for conversion to a digital economy. To remove obstacles, attracting resources for development of smart and modern urban centers. To continue solving effectively traffic jams and flooding in Hanoi capital, Ho Chi Minh City and some other cities. To diversify forms of mobilizing and efficiently use social resources, boosting the attraction of private investment, and improving the law on investment in the form of public-private partnership. To selectively attract and raise the quality and efficiency of foreign investment cooperation.

5. To focus on raising the quality of human resources in association with innovation and development and application of modern sciences and technologies, meeting the market demands with rational quantity and business line structure; to adopt appropriate mechanisms for attracting talents and putting them in important positions. To prepare and efficiently implement the new general education program; to implement the Education Law (revised) and the Law Amending and Supplementing a Number of Articles of the Law on Higher Education, stepping up autonomy at higher education institutions. To focus on overcoming limitations and shortcomings, creating a substantive change in education, training and vocational training. To heighten the quality of higher education and college education; to properly carry out the enrollment work; to ensure security, safety and hygiene at schools. To strongly develop the scientific and technological market, regarding enterprises the center of innovation; to enhance the association of domestic and overseas innovation networks; to adopt outstanding mechanisms and policies for science, technology and innovation to really become key motives of growth, raising productivity, quality, efficiency and competitiveness of the economy, and developing the National Innovation Center. To actively participate in the Fourth Industrial Revolution; to adopt breakthrough policies on development of new products, services and business models with application of high technologies. To complete the institutions on valuation of intellectual assets, enhancing the intellectual property protection and severely handling violations. To early apply solutions to raise the national labor productivity. To strictly control the import of technologies, encouraging the import of high technologies. To evaluate energy consumption per GDP in order to materialize the targets set in Resolution No. 142/2016/QH13 of the National Assembly.

6. To attach importance to the conservation and development of culture, promoting the values of cultural heritages of the nation, achieving social progress and justice and raising the quality of people’s life. To develop socio-cultural life, stepping up the cultural industry and properly handling the relationship between economy and culture. To ensure social security, job creation and sustainable poverty reduction. To properly implement policies toward people with meritorious services to the revolution and their families, raising their living standards. To strive for the target that by the end of 2020 there will be no more poor households with members being people with meritorious services to the revolution. To further expand the social insurance, health insurance and unemployment insurance coverage; to work out solutions to prevent the owing of social insurance premiums in order to protect the legitimate rights and interests of laborers. To properly carry out activities of social protection, care for the elderly, and child education and protection, activities for the advancement of women, and youth development. To step up the development of social houses, houses for industrial park workers, and houses for rent, ensuring housing safety for inhabitants in areas frequented by natural disasters. To attach importance to the implementation of ethnic and religious policies. To properly implement the national target program on sustainable poverty reduction. To prioritize the allocation of state budget funds and mobilize social resources for mountainous and ethnic minority areas, creating conditions for people to approach and efficiently use fundamental social services, building livelihood, poverty reduction and sustainable development models.

To properly carry out the movement “The entire people unite to build a cultured life” and the campaign “ The entire people unite to build new-style countryside and civilized urban centers”. To bring into play good national values, and accept cultural quintessence of the mankind. To pay attention to family affairs, gender equality, and child abuse prevention and combat. To effectively enforce the Law on Children and the United Nations Convention on the Rights of the Child.

To raise the quality of human resources providing medical services, completing the network planning and further reorganizing health establishments to be streamlined and efficient. To enhance preventive medicine activities, improve the people’s health, and prevent and combat the harms caused by cigarettes, liquors and beer. To focus on directing the early completion of centrally run hospitals as well as grassroots hospitals. To enhance the management of drug quality, and step up concentrated bidding to meet the people’s demands for disease prevention and treatment. To control food safety. To attach importance to preventing and combating malnutrition among children in mountainous and ethnic minority areas and areas with socio-economic difficulties.

To further accelerate the development of physical training and sports activities; to pay attention to, and step up community physical training and sports activities. To properly prevent and combat social evils, particularly those related to drug and superstition.

7. To prioritize the allocation of resources for climate change response and natural disaster prevention and combat; to enhance natural resource management, environmental protection and existing natural forest areas. To continue with the inspection of land fund management and use nationwide; to rectify and severely handle violations in land management; to scrutinize and strictly handle cases in which foreigners are unlawfully transferred land use rights or lease land. To work out solutions to mobilize and efficiently use resources from land and natural resources. To intensify international cooperation on the sustainable use of water sources; to strictly manage, efficiently use and ensure security and safety for, water sources. To harmoniously combine environmental protection with socio-economic development. To closely control waste-discharging sources; to minimize plastic wastes; to collect and recycle solid wastes; to heighten the responsibilities of enterprises and people; to severely handle acts of causing environmental pollution; to promote the environmental industry; to incrementally build the circular economy. To invest state resources and mobilize social resources for modernization and higher quality of natural disaster forecasts and warnings; to speed up and efficiently realize programs and projects on response to climate change, especially sea level rise, river-bank and coastal landslides. To resolutely and effectively apply solutions for sustainable development of the Mekong River delta. To handle environmental pollution and air pollution in Hanoi and big cities; to ensure the quality of daily-life water sources for people. To scrutinize, assess and propose remedies to polluted water sources in a number of big rivers and report thereon to the National Assembly at its 9^thsession.

8. To raise the state management effect and efficiency, stepping up the inspection and examination work and resolutely prevent and fight corruption and waste. To promptly guide and materialize policies on renewing and reorganizing apparatuses and payroll downsizing, ensuring effect and efficiency in association with wage reform. To further step up the decentralization in association with higher management and administration capacity of authorities of all levels and sectors. To enhance administrative disciplines, giving prominence to the responsibility of heads. To concentrate efforts on implementation of the modern and uninterrupted information technology system in the operation of the National Assembly, Government, central agencies, and localities. To effect faster, more resolutely and more substantively the reduction of administrative procedures and business conditions as well as specialized inspections in order to eliminate unofficial expenses for enterprises and citizens; to heighten the sense of responsibility and morality of cadres and civil servants; to severely handle violations in public duty performance, and recruitment and appointment of civil servants and public employees.

9. To consolidate national defense and security potential and frontier protection; to firmly maintain political and social stability; to raise the effectiveness of external activities and international integration. To closely and efficiently combine national defense and security tasks with socio-economic development. To continue with judicial reform and modernization, speeding up the solution of disputes and administrative complaints, judgment execution, and investigation and trial of key criminal cases; to enhance measures to prevent and eliminate crimes of different kinds, particularly dangerous organized crimes, crimes involving foreign elements, and drug-related crimes; to ward off and severely handle “black credit” activities. To strongly fight social vices and immoral phenomena and acts, causing negative and adverse impacts in the society. To further ensure cyberinformation security and safety; to apply synchronous solutions to minimize traffic accidents, ensure traffic safety, prevent and fight fire and explosion, and manage explosives and toxic chemicals.

To persist in the independent, autonomous, multilateral and diversified diplomatic policy; to further consolidate and deepen the relations with other countries and partners. To actively and closely monitor the world and regional situation so as to promptly work out proper solutions to cope with arising problems, particularly in the East Sea; to persistently and resolutely defend the national sovereignty, sovereign rights, national interests and interests of citizens on seas. To disseminate and efficiently effect bilateral and multilateral mechanisms. To properly carry out activities related to overseas Vietnamese and citizen protection; to manage Vietnamese guest workers as well as foreign workers in Vietnam.

10. To intensify information, press and communications activities; to efficiently and healthily develop the press system; to actively and promptly provide and receive information and reports of enterprises and citizens, particularly in the struggle against degeneration in morality and lifestyle, and against corruption and waste; to heighten the sense of respect for law, praising positive elements, advanced models, and exemplary people and deeds. To prevent, and strictly and promptly handle harmful information in social media.

11. To ensure closer coordination between agencies, organizations, Vietnam Fatherland Front committees, and mass organizations at all levels. To promote the spirit of patriotic emulation and innovation in all sectors and at all levels; to successfully organize the 10^thnational congress on patriotic emulation. To properly carry out the work of citizen reception and complaint and denunciation settlement, promptly handling matters arising from the grassroots, ensuring the absolute security and safety and good preparation for the Party congresses at all levels toward the election of deputies to the National Assembly and People’s Councils.

Article 4.Organization of implementation

The Government, local administrations at all levels, Supreme People’s Court, Supreme People’s Procuracy and the State Audit Office of Vietnam shall, within the ambit of their assigned functions and tasks, organize the successful realization of this Resolution.

The Standing Committee, Ethnic Council and Committees of the National Assembly, delegations of National Assembly deputies, and National Assembly deputies shall oversee the implementation of this Resolution.

The Central Committee and member organizations of the Vietnam Fatherland Front shall supervise the implementation of, and mobilize people from all walks of life to implement, this Resolution.

The National Assembly calls upon the compatriots and combatants nationwide and overseas Vietnamese to heighten the spirit of patriotic emulation, unite, promote internal strengths, make full use of opportunities, and surmount all difficulties and challenges to successfully implement the 2020 socio-economic development plan and fulfill the five-year (2016-2020) socio-economic development plan.-

This Resolution was adopted on November 11, 2019, by the XIV^thNational Assembly of the Socialist Republic of Vietnam at its 8^thsession.
