SUMMARY

CHANGE THE ORGANIZATIONAL STRUCTURE OF THE VOICE OF VIETNAM

On May 30, 2014, the Government issued the Decree No. 55/2014/ND-CP defining the functions, tasks, powers and organizational structure of the Voice of Vietnam, allow the Voice of Vietnam to organize two more program-producing units: the VOV National Transportation Channel (VOVGT) and the National Assembly Television Channel.

Accordingly, from July 20, 2014, VOV owns 27 attached units; including 06 units assisting the General Director of the Voice of Vietnam (The Department for Editorial Secretariat and Audience; The Organization and Personnel Department; The Planning and Finance Department;  The International Cooperation Department; The Examination Board and the Office) and 21 program-producing units such as The Ethnic Languages Channel (VOV4); The Voice of Vietnam newspaper (VOV newspaper); The Radio Informatics and Technology Center (RITC);…within that, The Services Channel (VOV5) is re-named as The World Services Channel (VOV5); and other name is changed as The Voice of Vietnam Television Channel (VOVTV), The Center for Advertisement and Multimedia Services (VOV AMS),  The VOV online (VOV.VN).

Also in accordance with this Decree, the Voice of Vietnam has a general director and at most 4 deputy general directors. The General Director is appointed and relieved from office by the Prime Minister and shall take responsibility before the Government and the Prime Minister for all operations of the Voice of Vietnam. The Deputy General Directors are appointed and relieved from the office by the Prime Minister at the request of the General Director and shall assist the General Director and take responsibility before the General Director for their assigned tasks.

This Decree takes effect on July 20, 2014 and replaces the Government’s Decree No. 16/2008/ND-CP dated  February 4, 2008.

DECREE

Defining the functions, tasks, powers and organizational structure of the Voice of Vietnam[1]

Pursuant to the December 25, 2001 Law on Organization of the Government;

At the proposal of the General Director of the Voice of Vietnam;

The Government promulgates the Decree defining the functions, tasks, powers and organizational structure of the Voice of Vietnam.

Article 1.Position and functions

1. The Voice of Vietnam, the national radio station, is a government-attached agency which performs the functions of providing information on and propagating the Party’s line and policies and the State’s laws, contributing to raise the people’s intellectual standards and serve their spiritual life through radio, Internet radio, visual press and printed press.

2. The Voice of Vietnam is its international transaction name, abbreviated to VOV.

Article 2.Tasks and powers

The Voice of Vietnam has the following tasks and powers:

1. To submit to the Government draft decrees defining, modifying or supplementing its functions, tasks, powers and organizational structure.

2. To submit to the Government its long-term, five-year and annual development strategies, master plans and plans and other important projects and plans; to organize the implementation of these strategies, master plans, plans and projects after they are approved.

3. To decide on its production and broadcast programs, time volumes, plans and locations in accordance with law.

4. To produce programs and transmit and broadcast them; to collect news, materials, audio-visual products and multimedia communication products; to observe the law on national archive of radio and television materials.

5. To manage, operate and effectively use its special-use technical system.

6. To organize and direct the research into and application of scientific and technological advances in radio broadcasting.

7. To provide local radio or radio-television stations with guidance on professional training and retraining in radio broadcasting; to provide consultancy on, and apply, radio broadcasting techniques and technologies.

8. To enter into international cooperation on radio and television broadcasting in accordance with law.

9. To manage investment and construction projects within its competence in accordance with law.

10. To participate in formulating programs, plans and projects related to its functions, tasks and powers at the request of the Government or the Prime Minister.

11. To participate in formulating development strategies and master plans of Vietnam’s radio broadcasting system.

12. To exercise the powers of the state owner at state-owned enterprises under its management in accordance with law.

13. To decide on, and direct the implementation of, its administrative reform program according to the objectives and contents of the state administrative reform program approved by the Prime Minister.

14. To manage its organization, apparatus, civil servant payroll, and working positions and structure of public employees based on professional titles and the number of employees of public non-business units; to decide on rotation, secondment, appointment, re-appointment, removal from office, dismissal, commendation and discipline work; to implement regimes and policies and organize training and retraining for its cadres, civil servants, public employees and other employees.

15. To implement its annual budget estimates after they are approved; to manage its assigned finances and assets in accordance with law.

16. To manage and use allocated budgets and assets at home and abroad; to coordinate financial sources among its attached units in accordance with the Law on the State Budget and relevant regulations.

17. To provide services in accordance with law.

18. To comply with regulations on reporting to the Government, the Prime Minister and competent state agencies in accordance with law.

19. To perform other tasks and exercise other powers as assigned by the Government or the Prime Minister or as prescribed by law.

Article 3.Organizational structure

1. Units assisting the General Director of the Voice of Vietnam:

a/ The Department for Editorial Secretariat and Audience;

b/ The Organization and Personnel Department;

c/ The Planning and Finance Department;

d/ The International Cooperation Department;

dd/ The Examination Board;

e/ The Office.

2. Program-producing units:

a/ The News and Current Affairs Channel (VOV1);

b/ The Cultural and Social Affairs Channel (VOV2);

c/ The Music, Information and Entertainment Channel (VOV3);

d/ The Ethnic Languages Channel (VOV4);

dd/ The World Services Channel (VOV5);

e/ The News Center;

g/ The Radio Broadcasting Techniques Center;

h/ The Audio Center;

i/ The Center for Advertisement and Multimedia Services (VOV AMS);

k/ The Radio Informatics and Technology Center (RITC);

l/ The VOV online (VOV.VN);

m/ The Voice of Vietnam newspaper (VOV newspaper);

n/ The VOV National Transportation Channel (VOVGT);

o/ The National Assembly Television Channel;

p/ The Voice of Vietnam Television Channel (VOVTV);

q/ The Resident Office in the Northwestern region;

r/ The Resident Office in the Central Vietnam;

s/ The Resident Office in the Central Highlands;

t/ The Resident Office in Ho Chi Minh City;

u/ The Resident Office in the Mekong delta region;

v/ Foreign-based resident offices established under decisions of the General Director of the Voice of Vietnam after obtaining the Prime Minister’s permission.

3. Units defined in Clauses 1 and 2 of this Article may organize their own divisions.

4. The General Director of the Voice of Vietnam shall define the functions, tasks, powers and organizational structures, and decide to appoint and relieve from office heads and deputy heads, of attached units.

Article 4.Leadership

1. The Voice of Vietnam has a general director and at most 4 deputy general directors.

2. The General Director is appointed and relieved from office by the Prime Minister and shall take responsibility before the Government and the Prime Minister for all operations of the Voice of Vietnam.

3. Deputy General Directors are appointed and relieved from the office by the Prime Minister at the request of the General Director and shall assist the General Director and take responsibility before the General Director for their assigned tasks.

Article 5.Effect and implementation responsibility

1. This Decree takes effect on July 20, 2014.

2. This Decree replaces the Government’s Decree No. 16/2008/ND-CP of February 4, 2008, defining the functions, tasks, powers and organizational structure of the Voice of Vietnam.

3. The General Director of the Voice of Vietnam, ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees shall implement this Decree.-
