RESOLUTION

The 11th plenum of the 13th Party Central Committee

__________

 

The 11th plenum of the 13th Party Central Committee was held from April 10 to April 12, 2025, in Hanoi. After considering and discussing the submissions, schemes, and reports of the Political Bureau, based on the voting results of the Party Central Committee,

RESOLVES

1. To approve the fundamental contents of the following draft documents to be submitted to the 14th Congress:

- The political report of the 13th Party Central Committee at the 14th National Congress of the Party.

- The summary report on certain theoretical and practical issues concerning the socialist-oriented renewal process in Vietnam over the past 40 years.

- The report of the 13th Party Central Committee on the review of the Party building work and implementation of the Party Charter, to be submitted to the 14th National Congress of the Party.

- The report assessing five years of implementation of the 10-year Socio-Economic Development Strategy for 2021-2030; 5-year socio-economic development orientations and tasks for the 2026-2030 period.

To assign the Political Bureau to base on the Central Committee’s discussions and its own report on feedback and explanations, to direct the Sub-committees of the 14th Congress to integrate and finalize the above-mentioned draft documents for consultation at Party congresses at all levels for the 2025-2030 tenure as prescribed.

2. To basically agree on the draft orientations for the personnel work of the 14th Party Central Committee.

To assign the Political Bureau to base on the Central Committee’s discussions and its own report on feedback and explanations, to direct the finalization of the personnel orientation for continued submission to the Party Central Committee.

3. To provide opinions on the nomination of additional personnel for the planning of the 14th Party Central Committee for the Political Bureau to review and decide on the planning for the 2026-2031 tenure in accordance with the competence.

4. To basically agree with the draft orientations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 tenure.

To assign the Political Bureau to base on the Central Committee’s discussions and its own report on feedback and explanations, to issue a Conclusion on electoral orientations and a Directive on leadership of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 tenure; direct the Party Committee to the National Assembly to organize the implementation; lead and direct the preparation and successful organization of the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 tenure.

5. To basically agree with the proposals of the Political Bureau and the Scheme on the plan to merge the provincial-level administrative units, not organize district-level units, merge commune-level units, and establish a two-tier local government model; to rearrange political-social organizations and mass associations assigned with tasks by the Party and the State under the Vietnam Fatherland Front; to streamline the organizational structure of the People’s Courts and the People’s Procuracies; to build the system of local Party organizations; and the policy on amending and supplementing certain provisions of the 2013 Constitution.

To adopt a number of specific contents to continue implementing the tasks and solutions to improve the effectiveness, efficiency, and efficacy of the organizational apparatus of the political system as follows:

- Regarding the organizational apparatus of the two-tier local government: (1) To agree with the policy of organizing the two-tier local government: provincial level (province, centrally-run city), commune level (commune, ward, special zone under the province, centrally-run city); and to terminate the operation of district-level administrative units from July 1, 2025, after the Resolution amending and supplementing a number of articles of the 2013 Constitution and the 2025 Law on Organization of Local Administration (revised) takes effect. (2) To agree with the number of provincial-level administrative units after the merger being 34 provinces and cities (28 provinces and 6 centrally-run cities); the names and political - administrative centers of the provincial-level administrative units after the arrangement shall be determined according to the principles stated in the Submission and Scheme of the Party Committee of the Government (Detailed list attached). (3) To agree with the merger of commune-level administrative units to ensure that the whole country reduces about 60 - 70% of the number of commune-level administrative units compared to the current situation.

- Regarding the Vietnam Fatherland Front and socio-political organizations, mass organizations assigned tasks by the Party and the State: (1) To agree with the policy of arranging, streamlining, and merging the apparatus of the Vietnam Fatherland Front, socio-political organizations, and mass organizations assigned tasks by the Party and the State at the central, provincial, and commune levels as stated in the Submission and Scheme of the Party Committee of the Vietnam Fatherland Front and central mass organizations; such restructuring must be closely aligned with the grassroots level, focus on localities, and ensure the protection of legitimate rights and interests of the people and members of the organizations. (2) To agree on the policy to terminate the operations of the public employee trade union and armed forces trade union; to reduce union membership fee contribution rates.

- Regarding the People’s Court and People’s Procuracy system at all levels: To agree on the policy to rearrange and streamline the organizational apparatus of the People’s Courts and the People’s Procuracies; the system of People’s Courts and the People’s Procuracies shall consist of three levels: the Supreme People’s Court and the Supreme People’s Procuracy, the provincial-level, and the regional-level People’s Courts and People’s Procuracies. Operations of Superior and district-level People’s Courts and People’s Procuracies shall be terminated.

- Regarding the local Party organization system: To agree on the policy to establish Party organizations in line with the new provincial and commune-level administrative system. Operations of the district-level Party Committees (districts, towns, cities, and urban districts under provinces and centrally-run cities) shall be terminated. Party organizations at the provincial and commune levels shall be established in accordance with the Party Charter and regulations of the Central Committee.

The Political Bureau is assigned to base on the Central Committee’s discussions and its report on feedback and explanations, to direct the finalization and promulgation of relevant regulations and guidelines to ensure the stable and uninterrupted operation of the local Party organizational system.

To assign the Political Bureau to direct the Government Party Committee to: Direct to finalize the Scheme on rearrangement and reorganization of administrative units at all levels (including reviewing and refining the criteria for merging communes, wards, and special zones), and develop the model of a two-tier local government; direct functional agencies to coordinate with relevant provinces and centrally-run cities to finalize the dossiers of the Scheme on arranging, merging, and reorganizing provincial- and commune-level administrative units, People’s Councils, and People’s Committees at all levels to be submitted to the National Assembly and the National Assembly Standing Committee for review and decision under its competence; promptly lead and direct competent central agencies to closely coordinate with localities to advise and finalize legal normative documents to promptly implement the reorganization of administrative units at all levels and the operation of the two-tier local government system, in association with enhanced decentralization and devolution to localities, ensuring adequate conditions and resources for implementation, and strengthening the autonomy and accountability of local governments; review regimes, policies, downsizing roadmaps, cost calculations, and budget balance; ensure uniformity, consistency, and close linkage with the effective implementation of the Party Central Committee, Political Bureau, and 13th Secretariat’s policies and resolutions on reorganizing and streamlining the political system’s organizational apparatus.

To assign the standing boards of the provincial Party Committees, municipal Party Committees, and Party Committees under the Central Committee to focus on leadership, direction, and promptly develop the Scheme in accordance with the guidance of competent authorities on the reorganization of provincial-level administrative units, elimination of district-level units, and reorganization at the commune level. Accordingly, based on the criteria and actual conditions of localities, to proactively study and develop plans and report to competent authorities for decision on reorganization, naming, and designation of commune headquarters, ensuring that commune-level governments are streamlined, efficient, effective, close to and serving the people, timely addressing their practical needs while reducing costs. At the same time, to organize the two-tier local government operation in accordance with legal regulations, ensuring progress and timelines, achieving the goals of streamlining, efficiency, effectiveness, and organizing successful Party congresses at all levels towards the 14th National Party Congress; to intensify the prevention and control of corruption, waste, and negative practices in personnel arrangement, management and use of finance and public assets; ensuring that administrative procedures for people and enterprises are not interrupted or delayed.

6. To basically agree on the amendments and supplements to Regulation No. 232-QD/TW dated January 20, 2025, of the Party Central Committee, on implementation of the Party Charter; Regulation No. 22-QD/TW dated July 28, 2021, and Regulation No. 262-QD/TW dated February 3, 2025, of the Party Central Committee, on the Party's inspection, supervision, and discipline.

To assign the Political Bureau to base on the Central Committee’s discussions, and direct the finalization and promulgation in accordance with its competence.

7. To basically agree on the amendments and supplements to Directive No. 35-CT/TW dated June 14, 2024, and Conclusion No. 118-KL/TW dated January 18, 2025, of the Political Bureau, on Party congresses at all levels towards the 14th National Party Congress.

To assign the Political Bureau to base on the Central Committee’s discussions and its report on feedback and explanations, to direct the finalization and promulgation in accordance with its competence.

8. To agree the policy on the amendment and supplementation of the Constitution and laws of the State concerning the Vietnam Fatherland Front and political-social organizations; regulations on local government in service of organizational restructuring of the political system, ensuring completion before June 30, 2025, and effective from July 1, 2025; to provide for a transitional period to ensure smooth and uninterrupted operation, in line with the projected roadmap for arranging and merging.

To assign the Political Bureau to direct the Party Committee to the National Assembly to lead and direct the National Assembly and the National Assembly Standing Committee to coordinate with relevant agencies in, implementing the amendment and supplementation of a number of articles of the 2013 Constitution as prescribed; to promulgate relevant resolutions of the National Assembly and the National Assembly Standing Committee on the rearrangement of administrative units and organization of two-tier local governments on schedule, creating a legal basis convenient for restructuring the political system apparatus, addressing difficulties and obstacles, removing bottlenecks, and mobilizing all resources for development. The Government’s Party Committee shall direct and provide specific guidance on documents, administrative procedures, and seal usage, etc., to avoid confusion and wastefulness.

9. To approve the Political Bureau’s report on important matters resolved by the Political Bureau since the 10th plenum up to the 11th plenum of the 13th Party Central Committee and key tasks from the 11th to the 12th plenum of the 13th Party Central Committee; the report on institutional improvement; the report on preparations for the 14th Party Congress; overview reports on the national situation, emerging security and order threats, the global and regional situation, and directions and tasks for the upcoming time; as well as situations and solutions related to the response to the United States’ new tariff policies.

10. To hear the thematic report on breakthroughs in the development of science, technology, innovation, and national digital transformation.

11. To approve the request for Comrade Nguyen Van Hieu to cease holding the position of Alternate Member of the 13th Central Committee of the Communist Party of Vietnam.

12. To impose disciplinary measures in the form of dismissal from all positions within the Party on Comrade Truong Hoa Binh, former Politburo Member, former Deputy Secretary of the Party Designated Representation of the Government, and former Permanent Deputy Prime Minister.

The Party Central Committee requests the Party committees at all levels, agencies, units, and organizations, especially their leaders, to focus on amending, supplementing, and finalizing institutional frameworks, particularly the regulations on state management, national governance, and social administration in the direction of enhancing decentralization and delegation of powers, with clearly defined functions, duties, powers, responsibilities, and organizational structures at each level, sector, agency, unit, organization, and individual. The tasks in the coming period are very heavy and sensitive but also an opportunity for levels, sectors, and localities to select, arrange, and appoint cadres. To promptly adjust and promulgate synchronously regulations and guidelines for agencies, units, and organizations of the political system to operate smoothly, effectively, efficiently according to the new organizational model.

The Party Central Committee calls on the entire Party, people, and armed forces to maintain unity and consensus, to strive tirelessly to overcome difficulties and challenges, and to successfully implement the task of reorganizing administrative units and streamlining the organizational apparatus of the political system in line with Resolution No. 18-NQ/TW of the 12th Party Central Committee, and the goal of achieving a GDP growth rate of 8% or higher, along with targets for socio-economic development, national defense, security, and foreign affairs in 2025, and the successful organization of the Party Congresses at all levels for the 2025-2030 term, in preparation for the 14th National Party Congress.
