SUMMARY

4 key focal points of tourist investment in Da Nang

This content is prescribed in the Decision No. 393/QD-TTg dated March 18, 2020 of the Prime Minister on approving the adjusted overall master plan on socio-economic development of Da Nang city through 2020, with a vision toward 2030.

Specific objectives on economic by 2020, Da Nang strives to reach economic growth in the 2016-2020 period of 8-9% per year; economic structure: service sector, 64-65%, industry-construction sector, 33-34%, and agricultural sector, 1-2%.

Regarding environment, the rate of collected and treated solid wastes will reach 95%; the rate of domestic wastewater collected and treated up to prescribed standards before being discharged into the environment will reach 60.

Da Nang shall focus on developing sea tourism with diversified resort models; meetings, incentives, conferences and exhibitions (MICE) tourism which is driven by the organization of international events and a highly competitive business environment and ecotourism, and tours to learn regional history and culture...

Especially, four focal points of tourist investment include: Son Tra will become a high-class eco-tourism site, associating tourism with conservation of nature and biodiversity; Da Nang Bay will become a "sea urban center" with unique characteristics; Downtown, shopping streets and traditional restaurants; and Entertainment projects, peripheral tourist sites and regional connectivity activities.

This Decision takes effect on the signing date.

Approving the adjusted overall master plan on socio-economic development of Da Nang city through 2020, with a vision toward 2030[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the November 24, 2017 Planning Law;

Pursuant to the June 15, 2018 Law Amending and Supplementing a Number of Articles of Eleven Laws concerning Planning;

Pursuant to the November 20, 2018 Law Amending and Supplementing a Number of Articles of Thirty-Seven Laws concerning Planning;

Pursuant to Ordinance No. 01/2018/QH14 of December 22, 2018, Amending and Supplementing a Number of Articles of Four Ordinances concerning Planning;

Pursuant to the National Assembly Standing Committee’s Resolution No. 751/2019/UBTVQH14 of August 16, 2019, on explanation of a number of articles of the Planning Law;

Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of overall master plans on socio-economic development;

Pursuant to the Government’s Decree No. 04/2008/ND-CP of January 11, 2008, amending a number of articles of Decree No. 92/2006/ND-CP;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the 2017 Planning Law;

Pursuant to the Government’s Resolution No. 11/NQ-CP of February 5, 2018, on implementation of the 2017 Planning Law;

Pursuant to the Government’s Resolution No. 69/NQ-CP of September 13, 2019, on the Government’s August 2019 regular meeting;

Pursuant to the Government’s Resolution No. 110/NQ-CP of December 2, 2019, promulgating the list of master plans integrated into national-level master plans, regional master plans or provincial-level master plans under Point c, Clause 1, Article 59 of the Planning Law;

At the proposal of the People’s Committee of Da Nang city in Report No. 6046/TTr-UBND of September 6, 2019, approving the adjusted overall master plan on socio-economic development of Da Nang city through 2020, with a vision toward 2030,

 

DECIDES:

Article 1.To approve the adjusted overall master plan on socio-economic development of Da Nang city through2020, with a vision toward 2030 (below referred to as the master plan), with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. The strategy and policies for development of Da Nang city shall be included in the overall strategy for socio-economic development of the whole country, the central key economic region, the northern Central Vietnam region and the coastal Central Vietnam-Central Highlands region, with close links with growth poles, development centers and major cities in Vietnam, Southeast Asia and Asia-Pacific regions, and based on effective exploitation and utilization of all potentials and advantages, especially natural resources, marine economic potential, and important geo-economic and geo-strategic positions of Da Nang city in the region and the country.

2. The building and development of Da Nang city must stem from the basic renovation of the economic development model, focusing on intensive development in reasonable combination with extensive development; to promote the role of all economic sectors; to regard domestic resources as fundamental and decisive while foreign resources as important. To identify and properly promote new growth driving forces, especially the building of urban governments and development of the private economy, while promoting the efficiency of regional connectivity and linkage, hi-tech application, innovation and startups.

3. To develop Da Nang city to be an ecological, modern and smart city up to international standards with its distinct identities; to ensure rapid and sustainable economic development, considering the improvement of people’s living quality the central task; to focus on developing three major pillars being tourism, hi-tech industry and marine economy; to ensure national defense, security, sovereignty over sea and islands, and social order and safety.

II. DEVELOPMENT OBJECTIVES

1. General objectives

To build Da Nang city to become one of the major socio-economic centers of the country and the Southeast Asia region, which will act as a center for startup, innovation, tourism, trade, finance, logistics, hi-tech industry, information technology and supporting industry; one of the country’s culture-sports, education-training, high-quality health and developed science and technology centers; a center for organizing regional and international events; an international seaport and marine urban center as the core of the urban chain and growth pole of the Central Vietnam-Central Highlands key economic region; an ecological, modern and smart city, and a worth-living city with strong party organization and political system, a pioneering government in innovation and development, and friendly, happy and creative people with living standards in the group of the leading localities in the country, and with national defense, security and sovereignty of the sea and islands maintained.

2. Specific objectives(provided in Appendix I to this Decision)

a/ By 2020

- Economically: Economic growth in the 2016-2020 period will be 8-9% per year; economic structure: service sector, 64-65%, industry-construction sector, 33-34%, and agricultural sector, 1-2%.

- Socio-cultural affairs: The population is expected to reach around 1.6 million (including converted residents), of which the official population (excluding visitors) is around 1.17 million. The employment rate will be increased by 4-5% per year, of which the rate of trained labor will reach over 50%.

- Environmentally: The rate of collected and treated solid wastes will reach 95% (80% for Hoa Vang rural district in particular); the rate of domestic wastewater collected and treated up to prescribed standards before being discharged into the environment will reach 60%; the rate of rural population using hygienic water is expected to reach 95-97%; and the forest coverage will be 43-44%.

b/ By 2030

To strive for the economic growth of 12% per year in the 2021-2030 period. In the economic structure, the service sector will account for 67-68%, and the industry construction-industry sector, 31-32%, and agriculture sector, 1%, respectively. The population is forecast to be about 2.5 million (including converted residents), of which the official population (excluding visitors) will be about 1.5 million. The employment rate will rise by 5-5.5% per year, and the rate of trained labor will attain over 70%. All solid wastes will be collected and treated while 80% of wastewater will be collected and treated before being discharged into the environment. The rate of urban greeneries will reach 6-8m2per person; all rural inhabitants will have access to hygienic water. The forest coverage rate is set to be round 45%.

III. SECTOR-BASED DEVELOPMENT ORIENTATIONS

1. Services

- To develop tourism services in association with condotel property, including the study for planning and investment in construction of Da Nang Bay with unique architecture and services to create a highlight for Da Nang, and development of seaports and aviation in association with logistics services;

+ Major tourism product groups: Sea tourism with diversified resort models; meetings, incentives, conferences and exhibitions (MICE) tourism which is driven by the organization of international events and a highly competitive business environment and ecotourism, and tours to learn regional history and culture; and entertainment services integrated with betting activities as prescribed by law.

+ Four focal points of tourist investment: (1) Son Tra will become a high-class eco-tourism site, associating tourism with conservation of nature and biodiversity; (2) Da Nang Bay will become a “sea urban center” with unique characteristics, creating architectural and service highlights; (3) Downtown, shopping streets and traditional restaurants; and (4) Entertainment projects, peripheral tourist sites and regional connectivity activities.

- To maintain the harmonious development of commercial, financial-banking, real estate business, and information and communications activities to meet diversified needs in production, business and social life. To improve the quality of services and products for tourism.

- Among the group of service sectors, (1) professional activities, science and technology, education and training and health care activities; (2) accommodation, food and drink and entertainment services; and (3) transportation and warehousing services will have the highest growth rate of over 10%, contributing 37-38% to growth and accounting for 34-36% in the gross regional domestic product (GRDP) structure of Da Nang city in the 2021-2030 period. Other service sectors such as commerce, finance, banking, real estate business and information and communications will also have relatively high growth rates, creating a harmonious and synchronous development while still giving priorities in the service sectors of Da Nang city.

- In the group of trade sectors, to continue to maintain the growth rate of over 8% by 2020 and 8.4-11% in the 2021-2030 period, accounting for around 12.9% of the city’s GRDP in 2020 and 15.4% in 2030.

2. Industry and construction

- To attach importance to industrial development planning, avoiding the occurrence of conflicts of industrial development and tourism objectives. To promote research for development and innovation of technologies, focusing on developing clean industrial projects in accordance with the city’s strengths. To promote the development of industrial parks and clusters to become eco-industrial parks; to focus on functional zones to facilitate the formation of inter-sectoral clusters, aiming to join global supply chains.

To continue reviewing and adopting more incentive mechanisms and policies for attracting investment, especially for FDI projects from transnational and multinational groups in the top 500 of the world. To apply information technology in production and business; to create mechanisms for closer and more frequent association between business enterprises and information technology enterprises.

- By 2020 and 2030, the industry and construction sector is expected to make up 33-34% and 31-32%, respectively, in the GRDP structure. In particular, Da Nang’s processing and manufacturing industry will continue to be the economic sector with the largest GRDP proportion of the city, with a growth rate of 13.6% per year in the 2021-2030 period, contributing about 30.7% to growth and accounting for 21.3% of GRDP by 2030.

3. Agriculture

- To establish hi-tech and clean agricultural zones and areas to turn out clean and environmentally friendly products. To focus on managing and protecting the areas of ​​3 types of forests, strictly implementing the regulations on planting of substitute forests and development of economic afforestation.

- To comprehensively and sustainably develop offshore fishing activities to fully exploit marine potential, especially in association with the protection of sovereignty over the sea and islands of the Fatherland. To speed up investment progress, improve infrastructure and fishery logistics services, fulfilling the goal of building Da Nang into a fisheries center of the central key economic region.

- By 2020, the agricultural sector contributes 1-2% of the GRDP structure, with an average growth rate of 1.5% per year. It is expected that in the 2021-2030 period, the growth rate of the agricultural sector will reach 2.2%, accounting for about 1% of the GRDP structure of Da Nang in 2030.

4. Orientations for development of urban infrastructure

a/ Transport

- External transport: To relocate Da Nang railway station out of the city center and build a new railway route linked to the North-South high-speed railway project. To upgrade national highway 14B; and the route of East-West economic corridor 2 (on national highway 14D); to expand national highway 14G; to continue investing in the completion of the western belt road; Northwestern trunk road I; roads and bridges crossing Co Co river; and the route planned to run along the new railway. To build as soon as possible Lien Chieu Port into a grade-IA port according to the master plan on the national port system. To expand and convert Tien Sa Port into an international tourist port. To early complete road projects connecting the regions: the expressways of Da Nang-Quang Ngai, and Da Nang-Quang Tri (first of all the La Son-Tuy Loan section). To coordinate in proposing the construction of a high-speed railway route crossing the central key economic region (Hue-Da Nang-Quy Nhon) and the railway tunnel running through Hai Van pass, and the Da Nang-Kon Tum railway route under the Central Highlands railway from Da Nang-Kon Tum-Dak Lak-Buon Ma Thuot-Chon Thanh to Ho Chi Minh City. To connect Da Nang and Hoi An along the Han river-Cam Le-Co Co and Lien Chieu-Cu Lao Cham routes, serving both cargo transport and tourism development. To further invest in expanding, and increasing the capacity of, Da Nang international airport with a maximum capacity of 28-30 million passengers per year.

- Inner-city transport: To re-study the organization of inner-city transport, early studying the solutions for organizing the urban underground transport system. To build a tunnel through Da Nang airport; to upgrade and expand provincial roads, district roads, urban trunk roads and inter-regional roads and invest in the construction of a number of urban trunk roads and inter-regional roads. To build a number of interchanges in the city center; to build a static transport system under planning; to build a control center integrated with intelligent transportation systems and smart car parks. To study the locations for investment in the construction of river-crossing works on the whole route of Han river; to upgrade and renovate the river transport system, renovate ports on Han river to serve traffic and tourism, and open a number of routes to serve both goods transport and tourism development.

b/ Telecommunications

- To develop a synchronous telecommunications infrastructure system serving the building of an e-government and smart city of Da Nang. To fully meet the people’s needs for services and ensure citywide coverage for 3G and 4G mobile information and next-generation technologies.

- To develop Gigabit/Terabit speed transmission networks connecting software parks and information technology zones, on the basis of sharing telecommunications infrastructure among enterprises; to establish an information highway to all urban districts, rural districts, wards and communes in the city by optical cables and other broadband transmission methods; to ensure that all households have broadband connection; to place the city center’s peripheral networks underground.

c/ Electricity supply network: To strongly develop renewable energy and solar energy sources and put medium- and high-voltage power grids in the inner city underground.

d/ Water supply: To formulate projects of Hoa Lien water plant with a capacity of over 250,000m3per day and Hoa Trung lake water plant with a capacity of around 20,000m3per day.

d/ Water drainage and wastewater treatment: To continue investing in building, upgrading and improving urban water drainage systems to overcome inundation and environmental pollution. To invest in expanding, and increasing the capacity and quality of, urban wastewater treatment at 5 urban wastewater treatment stations; to upgrade and renovate concentrated industrial wastewater treatment stations in industrial parks. To upgrade and invest in systems (stations) of wastewater treatment in hospitals and health centers, etc.

e/ Social infrastructure: To allocate land for education, health and cultural institutions; to socialize investment in the development of education, health and culture. To build the Da Nang university urban area as planned; to review, arrange and move colleges and universities in the inner city to the planned area. To intensively upgrade and modernize hospitals in the locality; to attract investment in the building of international hospitals. To organize the embellishment of the Dien Hai Citadel national relic and relocate the Da Nang Museum. To build the city’s cultural center; the city opera house, etc. To coordinate with Thua Thien Hue province to embellish the Hai Van Quan relic.

5. Social issues

a/ Labor, employment: To promote the development of high-quality human resources, especially those in the fields of science, technology, tourism, services, etc. To form and develop the labor market meeting the quantity and quality needs for the city’s socio-economic development and enterprises in the locality.

b/ Education and training: To focus on the development of a modern and comprehensive education and training system toward building a new generation of global citizens for Da Nang city, meeting the needs for high-quality human resources that are capable of satisfying the requirements of the city’s rapid and sustainable development toward 2030.

c/ Health and health care: To build and develop the Da Nang healthcare sector into a high-quality medical examination and treatment center of the Central Vietnam-Central Highlands region, meeting the needs of high-class medical examination and treatment, serving international visitors in the field of medical tourism. To promote the socialization in health and healthcare activities. To control and properly perform preventive healthcare in the city.

d/ Development of culture, information and sports: To form a cultural life of the city dwellers, build a livable, peaceful and friendly city. To strengthen the system of grassroots-level sports institutions to achieve the target that by 2020, 80% of communes and wards in Da Nang city have cultural and sports centers. To allocate land for building of playgrounds, training grounds and sports facilities in commune- and district-level localities. To encourage the development of physical training and sports movements in all walks of life and develop sports in schools; to promote high-achievement sports, focusing on the investment in key and basic sports items. To call for the private sector’s investment in the development of a number of sports such as golf, sea sports, air sports that are suitable to the city’s conditions to serve the people and attract tourists (beach football, beach volleyball, beach handball, sailing, non-motorized parasailing, windsurfing, sea rowing, sea kayak, etc.).

dd/ Other social fields

To promote the development of high-quality human resources, especially human resources in the fields of science, technology, tourism, services, etc. To further implement policies for people with meritorious services; to maintain, promote and build a model of a city with no particularly poor household, no pupil drop-out, no beggar, no drug addict in the community and no murder for robbery, and promote the implementation of the programs on a city with houses, jobs and urban civilized lifestyle), especially the program on houses for all people. To properly control social evils in the locality, properly realize a city with security and order, traffic safety, food safety and hygiene, and social security to make it become a city included in the rankings of “liveable/livable cities” of the world, so that Da Nang will be a reliable and absolutely safe destination for domestic and foreign arrivals.

e/ Development of science and technology: To build Da Nang city to become one of the scientific and technological centers of the central key economic region and the whole country. The index of the Total Factor Productivity (growth value from scientific and technological activities) in GRDP growth will reach 40-45% by 2025 and over 45% by 2030.

g/ Environmental monitoring and protection and climate change response: To upgrade and improve automatic environmental (air, sea, surface water) monitoring stations in the city; to set up an integrated center to control the resilience of green and smart cities in Da Nang to promptly detect and provide information on disasters, manage storm and flood information, and ensure connection with agencies to provide rescue and salvage services when disasters occur.

h/ Assurance of security and national defense: To continue building the entire-people defense and the people’s security system, and finalize the master plan on defense economy in the city. To build a safe city, firmly maintaining political security and social order and safety, creating conditions for economic development.

IV. ORIENTATIONS FOR ORGANIZATION OF TERRITORIAL SPACE

1. Orientations for distribution of industrial production

The city will have 8 concentrated industrial parks (IP): Lien Chieu IP, Hoa Khanh IP, expanded Hoa Khanh IP, Hoa Cam IP - phase 1, Da Nang Seafood Service IP, Hoa Cam IP - phase 2, Hoa Nhon IP and Hoa Ninh IP; 5 industrial clusters (IC): expanded Thanh Vinh IC, Cam Le IC, Hoa Nhon IC, Hoa Khanh Nam IC and Hoa Hiep Bac IC; 4 hi-tech parks and concentrated information technology parks: Da Nang Hi-Tech Park, supporting zone of Da Nang Hi-Tech Park, Da Nang Centralized Information Technology Park - phase 1 and phase 2, and centralized information technology zone.

2. Orientations for distribution of agricultural production

To concentrate on agricultural and forestry production activities mainly in Hoa Vang district; fishing and fisheries logistics activities in Son Tra district; and urban agriculture activities in the remaining districts.

3. Orientations for territorial organization of tourism sectors

Tourism service centers include marine tourism service centers (high-class resorts, hotel systems and tourism services) to be arranged from Son Tra peninsula to the area adjacent to Quang Nam, Da Nang Bay-Nam O mount-Truong Dinh river-Hai Van pass; river and lake eco-tourism centers to be arranged along the Han-Vinh Dien-Cam Le, Co Co, Cu De rivers and Dong Nghe lake. Mountain-based eco-tourism centers to be located in the Ba Na-Suoi Mo tourism complex; south of Hai Van pass, Lang Van tourism zone, and western region. Historical relic tourism centers will be in Ngu Hanh Son cultural and historical park, K20 relic area, Cham sculpture museum, Nghia Trung Khue Trung relic area and Dien Hai citadel relic area. To plan golf courses in Hoa Vang area, Ngu Hanh Son coastal sandy areas and key tourism zones of the city.

4. Urban development orientations

To expand regional links, connecting the city with surrounding areas to create space for urban development. To build the urban center after the model of a smart city with high utilities and unique and humane architectural characteristics. To develop a system of green space, squares and pedestrian streets associated with centers, shopping stores, night markets and public spaces. To build an image of harmonious and lively city, bringing into full play natural values ​​of a city with rivers, mountains, seas and islands. To organize the reconstruction of the old urban center after the compressed urban model. To plan Da Nang Bay into a “marine city” with unique architecture and services.

Da Nang urban development strategies:

- To develop Da Nang with the role of a nuclear city in the chain of urban centers in the central region; to conserve and develop the distinctive identities of the marine-river-mountain city; to sustainably develop Da Nang with a green master plan and green architecture; to develop Da Nang into a modern civilized city, representing Vietnamese urban development in the 21stcentury.

- To develop Da Nang into a livable city.

- To develop Da Nang toward a smart city.

- To develop Da Nang into a global city.

- To develop Da Nang into a startup and innovative city.

5. Orientations for land use

To make land use master plans in conformity with orientations for spatial development of Da Nang city in the long term and land use norms of specific sectors and localities through 2030. To focus on land reserved for development. To zone and manage current land types, propose solutions for using land for the city’s socio-economic development, meet current and future land use demands of sectors and levels. To allocate land to sectors and levels according to the master plans and plans in conformity with urban location and space in the future, and boost economic development. To create legal and scientific bases for land allocation, land acquisition, land use in a lawful, proper and effective manner. To ensure the harmonious relationship between land use exploitation for socio-economic development and sustainable land use and ecological environment protection. Particularly, to attach importance to land areas in such sensitive areas as coastal areas, river buffer zones, hillsides, etc.

V. LIST OF PRIORITY INVESTMENT PROJECTS(provided in Appendix 2 to this Decision)

VI. MAJOR SOLUTIONS TO IMPLEMENT THE MASTER PLAN

1. Solutions on capital and efficient use of investment capital

To properly perform the planning work and call for investment; at the same time, to take specific solutions for mobilizing funding sources, as well as set orientations of using funding sources and raise the use efficiency of investment capital.

2. Solutions on training and improving the quality of human resources

- To help training institutions raise the training quality suitable for the city’s socio-economic structure; to regard the training, further training, planning and employment of cadres, civil servants and public employees as regular tasks. To focus on improving the quality of human resources for managerial and leading cadres; science and technology cadres; and intellectuals and workers, meeting the requirements of integration and development.

- To improve the quality of vocational training, ensure effective cooperation between vocational education institutions and enterprises in training workers and employing trained workers; to effectively implement the scheme on vocational training for rural workers, increase general knowledge and accelerate the restructuring of rural labor.

- For the Da Nang Vocational Training College, to adhere to the principle that vocational training should be included in the city’s development strategy, attaching importance to training workers for motivating projects and labor market needs. To promote the socialization of vocational training, and encourage enterprises to invest in the building of vocational training schools.

3. Solutions on science and technology and environmental protection

- To develop and promote synchronous scientific and technological potential, especially high-quality human resources that the city has attracted and sent for training.

- To strengthen scientific and technological cooperation with other countries, and enter into intensive economic and scientific and technological integration, especially with the regional countries; to cooperate with localities in the region to further promote key scientific and technological activities of the city. To speed up the formation and development of a number of science and technology agencies of the city such as biotechnology center, and software, information technology, energy and new materials parks.

- To encourage production and business establishments to invest in technology renovation to minimize environmental pollution. To prioritize attracting less polluting investment projects. To step by step use clean technology in socio-economic sectors; to ensure ecosystem balance; to upgrade water supply and drainage systems, and solid waste and wastewater collection and treatment systems for urban centers, industrial parks and craft villages.

- To promote the socialization of environmental protection activities, and mobilize the participation of the entire political system and community in these activities. To strengthen the inspection and supervision to prevent polluting activities, and apply severe and strict punishments to acts of causing environmental pollution. To promote the dissemination of and education about environmental protection.

4. Solutions on regional, national and international cooperation

- To strengthen connection and cooperation for developing the following 4 key activities: distribution of production forces; building of connected traffic systems; training of human resources and development of the labor market; and environmental protection.

- To build Da Nang into a logistics service center of the central key economic region, an important traffic hub of the whole country and the main sea gateway of ​​the East-West economic corridor. To strive to form a logistics service supply chain in the Central Vietnam, taking Da Nang as the logistics center with seaports (Tien Sa and Lien Chieu) and Da Nang international airport as a center for cargo and passenger forwarding and transportation with localities in the country and with other countries in ASEAN and the world.

- To develop a mechanism for development connection between the central key economic region and Kon Tum and Gia Lai provinces; to build a strategic coastal road from Thua Thien Hue to Quy Nhon to create a breakthrough for marine economic development and security and national defense purposes.

5. Solutions for organization of implementation

- To organize the publicization and dissemination of the master plan. To mobilize people and enterprises to participate in the implementation of the master plan.

- To concretize the master plan into 5-year and annual plans. To regularly update and review sectoral development master plans and detailed master plans, ensuring the consistency among the local socio-economic development master plans in each period. To study and organize the implementation of construction master plans, land use master plans and sectoral development master plans.

- To enhance the coordination in implementation of the master plan. All levels, sectors, socio-political organizations and people shall take responsibility for inspecting and supervising the implementation of the master plan.

Article 2.The master plan will be studied and considered for preparation, submission, approval and implementation of specialized master plans (construction master plan, master plans of sectors, fields or products of the city, and land use master plan and plans), and investment projects in the locality until the master plan on Da Nang city is approved under the 2017 Planning Law.

Article 3.The Da Nang Municipal People’s Committee shall, based on the master plan, direct the formulation, approval and implementation of the following tasks under regulations:

1. To publicize the master plan, and formulate plans for organizing the implementation of the master plan under regulations.

2. To formulate, submit for approval and organize the implementation of construction and urban master plans; land use master plan and plans; 5-year and annual socio-economic plans and investment projects in the locality under regulations.

3. To balance resources and integrate key economic, cultural and social development programs and specific projects into the city’s annual plans to rationally allocate resources prioritized for investment.

4. To formulate and promulgate or submit to competent authorities for promulgation a number of mechanisms and policies suitable to the city’s development requirements and compliant with the State’s law in each period, in order to attract and mobilize resources for implementation of the master plan.

Article 4.Within the ambit of their functions, tasks and powers, related ministries and central sectors shall:

1. Guide and assist the Da Nang Municipal People’s Committee in the process of implementing the master plan; when necessary, coordinate with the city in formulating or submitting to competent authorities for promulgation mechanisms and policies to efficiently use resources; encourage and attract investment based on socio-economic development objectives and tasks specified in the master plan.

2. Support Da Nang City to allocate and mobilize domestic and foreign investment capital sources for implementation of the master plan.

Article 5.This Decision takes effect on the date of its signing, and replaces the Prime Minister’s Decision No. 1866/QD-TTg of October 8, 2010, approving the overall master plan on socio-economic development of Da Nang city through 2020.

Article 6.The Chairperson of the Da Nang Municipal People’s Committee, ministers, heads of ministerial-level agencies and heads of government-attached agencies shall implement this Decision.-
