SUMMARY

To adjusted general master plan on construction of Van Don economic zone

On February 17, 2020, the Prime Minister issues the Decision No. 266/QD-TTg on approving the adjusted general master plan on construction of Van Don economic zone through 2040.

Accordingly, the scale of the master plan shall cover the natural area of Van Don district on around 2,171.33km2, of which the natural land area is 581.83km2 and sea area, 1,589.5km2.

Forecasts about population size and land that by 2040, the population of Van Don will be 300,000-500,000 (including 180,000-300,000 permanent residents and 120,000-200,000 converted permanent residents). The land area to be used for construction of functional sub-zones will be around 12,050ha.

The spatial development structure of Van Don economic zone will be divided into 2 sub-zones, namely Cai Bau island and Van Hai archipelago, embracing 5 development belts which are: Belt reserved for high-grade eco-convalescence activities; Belt for eco-tourism associated with protection of natural heritages; Belt for service, culture and recreation urban centers (east of Cai Bau island); Belt for service, hi-tech industrial trade and logistics services (west of Cai Bau island); and Belt reserved for expansion of the western area (within the boundaries of Cam Pha city and Tien Yen district).

This Decision takes effect on the signing date.

DECISION

Approving the adjusted general master plan on construction of Van Don economic zone through 2040

Pursuant to the June 19, 2015 Law on the Organization of the Government;

Pursuant to the June 18, 2014 Construction Law;

Pursuant to the Government’s Decree No. 44/2015/ND-CP of May 6, 2015, detailing a number of provisions on construction master plans; and the Government’s Decree No. 72/2019/ND-CP of August 30, 2019, amending and supplementing a number of articles of Decree No. 37/2010/ND-CP of April 7, 2010, on the formulation, appraisal, approval and management of urban master plans, and the Government’s Decree No. 44/2015/ND-CP of May 6, 2015, detailing a number of provisions on construction master plans;

At the proposal of the People’s Committee of Quang Ninh province in Report No. 7077/UBND-TTr of October 24, 2019, and Official Letter No. 8709/UBND-QH of November 29, 2019, and the Ministry of Construction’s Appraisal Report No. 148/BC-BXD of November 21, 2019, and Official Letter No. 2953/BXD-QHKT of December 16, 2019;

Based on opinions of ministries and agencies at the February 7, 2020 meeting,

 

DECIDES:

Article 1.To approve the adjusted general master plan on construction of Van Don economic zone through 2040 (below referred to as the master plan) with the following principal contents:

1. Scope and scale of the master plan

a/ Scope of the master plan: the whole natural area of Van Don district, Quang Ninh province.

b/ Scale of the master plan: The natural area of Van Don district is around 2,171.33km2, of which the natural land area is 581.83km2and sea area, 1,589.5km2.

2. Characteristics

- Van Don will be a multi-sector marine economic zone, and a recreation industry center with casinos, high-grade sea and island tourist services and general services; and serves as an international trade exchange gateway with unique, distinct and modern products of high quality, brands and international competitiveness;

- Van Don will be a green, modern, smart and sustainable sea and island urban center;

-  Van Don will be of national defense and security importance.

3. Forecasts about population size and land

- By 2030, the population of Van Don will be 140,000-200,000 (including 90,000-140,000 permanent residents and 50,000-60,000 converted permanent residents). The land area to be used for construction of functional sub-zones will be around 5,500ha.

- By 2040, the population of Van Don will be 300,000-500,000 (including 180,000-300,000 permanent residents and 120,000-200,000 converted permanent residents). The land area to be used for construction of functional sub-zones will be around 12,050ha.

4. Spatial development orientations

a/ Organization of sub-zones for development

The spatial development structure of Van Don economic zone will be divided into 2 sub-zones, namely Cai Bau island and Van Hai archipelago, embracing 5 development belts which are: (1) Belt reserved for high-grade eco-convalescence activities; (2) Belt for eco-tourism associated with protection of natural heritages; (3) Belt for service, culture and recreation urban centers (east of Cai Bau island); (4) Belt for service, hi-tech industrial trade and logistics services (west of Cai Bau island); and (5) Belt reserved for expansion of the western area (within the boundaries of Cam Pha city and Tien Yen district).

- For Cai Bau island: To develop main functional sub-zones of urban centers and Van Don economic zone. Cai Bau island will be divided into the eastern area (Cai Rong), western area (Van Don airport), and northern area (Mui Chua-Van Hoa port), with the following functions:

+ In the eastern area of Cai Bau island: To develop urban centers and tourist and recreation services; in the long term, to use submerged areas for development of greeneries, public culture center, and urban and tourist services, etc.;

+ In the western area of Cai Bau island: To develop functional sub-zones for transport, logistics, trade, industrial and other support services in association with the operation of Van Don international airport and Ha Long-Van Don-Mong Cai expressway;

+ In the northern area of Cai Bau island: To develop port services, high-grade resorts and hi-tech industrial production. To develop this area in suitability to its hilly conditions.

- For Van Hai archipelago: To develop high-grade convalescence tourism, eco-tourism, and hi-tech agricultural production in tandem with conservation of ecological landscapes and biodiversity. To restrict the development of population on a number of existing islands (Canh Cuoc, Tra Ban, Ngoc Vung, and Cong Dong-Cong Tay). To build a public service center for Canh Cuoc, Ngoc Vung and Tra Ban islands, with the following functional sub-zones:

+ The northern area within Bai Tu Long national park shall be strictly conserved under regulations;

+ On the eastern islands (Canh Cuoc, Ngoc Vung, Van Canh, Tra Ban, Chau Dap, Phuong Hoang, Chang Ngo, and Cai Lim), to build high-grade resorts in combination with recreation services;

+ On the western islands (Dong Chen, Tra Ban and The Vang), to develop eco-tourism sites in combination with hi-tech agricultural production;

+ On rocky islands and eco-islands, to permit tourism exploitation and restrict construction activities.

b/ Spatial development orientations for sub-zones

Cai Bau island will be organized into 6 development sub-zones, including: (1) Cai Rong area; (2) Cong Chao peninsula area; (3) airport area (west of Cai Bau island island; (4) Northern Cai Bau area; (5) Northeastern Cai Bau area; and (6) hilly area of Cai Bau island, specifically as follows:

- Cai Rong area (within the administrative boundaries of Cai Rong township, and Dong Xa, Ha Long and Van Yen communes) will be an urban center, and mixed and tourism service center of Van Don economic zone.

+ The population is expected to reach some 127,000 by 2040 (including around 90,000 permanent residents). The natural area will be around 2,810ha, including some 1,850ha for construction of functional sub-zones and 960ha for other purposes.

+ Development orientations: In the Northern Cai Rong area, to prioritize the development of high-grade marine tourist sites in combination with recreation services. In the central area, to develop public services serving urban centers and tourist activities. In the southern area, to develop trade services and tourism support services. To control multi-story works and coastal landscape space, and restrict construction activities in hilly areas; to develop high-rises along the 58m-wide roads and some seaward central roads; to increase the area of greeneries and public space.

- Cong Chao peninsula area (within the administrative boundaries of Dong Xa commune) will be a trade, financial and cultural center of regional and international importance.

+ The population is expected to reach some 65,000 by 2040 (including around 45,000 permanent residents). The natural area will be around 750ha, including 510ha for construction of functional sub-zones and 240ha for other purposes.

+ Development orientations: To form a new key development area for Van Don economic zone according to the structure of an artificial island with modern multi-story architectural complexes and space reserved for greeneries and water surface. To control coastal landscape space with priority given to public facilities and tourist services, space for squares in coastal areas, etc., after investment has basically been completed for land areas for functional sub-zones. To assess impacts on socio-economic affairs and environmental landscape and comply with the law on environmental protection upon implementation.

- The airport area (within the administrative boundaries of Doan Ket, Binh Dan and Dai Xuyen communes) will be a transport, international trade service, logistics and hi-tech industrial center.

+ The population is expected to reach some 103,000 by 2040 (including around 75,000 permanent residents and some 28,000 converted permanent residents). The natural area will be around 7,130ha, including 3,200ha for construction of functional sub-zones and 3,930ha for other purposes.

+ Development orientations: To form a multi-modal transport center around the airport. To develop a center for trade services in northern area of the airport and for support services in the southern area of the airport. To build a hi-tech industrial park in the northeast and 1 local industrial complex in the south. To control the height of works and ensure obstacle clearance height; to develop functional sub-zones in a low density and with medium-height buildings in harmony with natural landscapes.

-  The northern Cai Bau area (within the administrative boundaries of Dai Xuyen and Van Yen communes) will be a complex for urban, port service and high-grade tourism services and a hi-tech industrial park.

+ The population is expected to reach 80,000-100,000 by 2040 (including around 60,000 permanent residents and 20,000-40,000 converted permanent residents). The natural area will be 5,000ha, including 2,410ha for construction of functional sub-zones and 2,590ha for other purposes.

+ Development orientations: To build a port in the northern area of Cai Bau island for supporting the international transport of cargoes and passengers on a large scale. To develop an urban center for tourism and port services as suitable to hilly conditions in the area. To form a hi-tech park for medicine and pharmacy and science and technology activities. To control areas for construction of urban centers and resorts, maintain natural landscapes and conserve ecosystems.

- The Northeastern Cai Bau area (within the administrative boundaries of Van Yen commune) will be a recreation complex with casinos and high-grade convalescence services, golf courts, and forest eco-parks.

+ The population is expected to reach around 41,000 by 2040 (including around 8,000 permanent residents and some 33,000 converted permanent residents). The natural land area will be 4,250ha, including 860ha for construction of functional sub-zones and 3,390ha for other purposes.

+ Development orientations: To develop resorts with recreation services associated with cultural and artistic activities. To exploit some low-slope hilly areas for construction of small resorts to serve the development of convalescence tourism and recreation tourism. To control the height of buildings in the central area and exploit natural landscapes for building functional sub-zones; to protect forest ecosystems and coastal natural space.

- The hilly area of Cai Bau island (within the administrative boundaries of Doan Ket, Binh Dan, Van Yen, Ha Long and Dong Xa communes, and Cai Rong township) will be an area for forest development combined with development of residents providing tourist services, which is of security and national defense importance.

+ The population is expected to reach 3,000 by 2040 (including around 2,000 permanent residents and some 1,000 converted permanent residents). The natural land area will be around 7,000ha, including 320ha for construction and 6,680ha for other purposes.

+ Development orientations: To protect and develop afforestation activities to create ecological landscapes; to develop residential areas, forest park areas, and recreation, convalescence, and physical training and sports (golf courts) services; and protect reservoirs. To control space areas for tourist services and gold courts; to restrict construction and hill and mountain leveling activities which might affect natural landscapes in the area. To build some public works and sightseeing sites in high places with favorable vision for tourist service development. To exploit valleys and places with good soil conditions for forming fruit-tree farms and developing local specialties.

- For Van Hai archipelago: Islands will be divided into inhabited islands, islands for tourist activities, islands for agricultural activities, and islands for eco-landscape conservation.

+ The population is expected to reach around 79,000 by 2040 (including around 20,000 permanent residents and some 59,000 converted permanent residents). The natural area will be around 25,720ha, including about 2,890ha for construction.

+ Development orientations: To develop forests and diversify forms of tourist services on islands and water surface space, as suitable to practical conditions of islands and areas. To form some residential areas, trade and tourist service centers, tourist ports, and port logistics areas. To control landscape space of islands; to build few-story architectural works in a low density and in harmony with natural conditions in the area; to protect ecological landscapes and biodiversity on islands within Bai Tu Long national park; to restrict construction, forest-cutting and sea encroaching activities.

5. Development orientations for economic infrastructure and social infrastructure

a/ Development orientations for economic infrastructure

- Industry: The area for industrial activities will be 1,400-1,500ha (including the southern area of the airport with 420-450ha; the northern area of the airport of 430-450ha; and the Northern Cai Bau area of 520-550ha). To build an industrial complex of around 50ha in the southern area of the airport and places for cottage industry activities on Canh Cuoc (Minh Chau-Quan Lan) and Tra Ban islands to support production activities of craft villages in the locality, aquatic product processing, fishing and other services.

- Trade services: The area for trade service activities will be 250-300ha. To build mixed trade service centers in the central areas of functional sub-zones (Northern Cai Bau, Northeastern Cai Bau, and Canh Cuoc, Tra Ban and Ngoc Vung islands), in association with transport hubs. To develop special trade service establishments in urban centers, tourist sites and tourist islands to meet tourism development requirements.

- Tourist services: The land area for development of tourist service sites will be 2,700-2,800ha (including around 650ha for construction of accommodation establishments with about 65,000 rooms). To reserve land for tourism in Cai Rong area and Northern Cai Bau area, together with accommodation and recreation services, and in focal-point areas for passenger ports. On Van Hai archipelago, to develop high-grade resorts associated with eco-tourism and recreation sites and experience tours; to form supporting centers on Quan Lan, Ngoc Vung and Tra Ban islands to assist tourist services on the islands.

- To develop agriculture toward application of hi-tech production technologies and aquatic farming and microbiological techniques in adaptation to climate change. To build models of large-scale agricultural production using fewer land areas. To protect and develop local typical farm produce such as orange and Sipunculus nudus. To organizing aquaculture in the bay in compliance with spatial development orientations for Van Don economic zone, limiting adverse impacts on the eco-environment. To exploit and use forest land areas in accordance with the regulations on forest protection. To protect special-use forest areas, ensure the area of protection forests and use land of planted production forests for planting perennial trees to create landscapes and serve tourist activities.

b/ Development orientations for social infrastructure

- Working offices: To build an administration center of 10-20ha in Doan Ket commune; to upgrade existing working offices of agencies to meet short-term demands. To build a new administration center for urban areas and residential units in order to meet expansion and relocation requirements and for existing areas that fail to satisfy urban-center criteria.

- Urban and residential centers: The land area for urban and residential centers will be around 3,500ha; to build concentrated urban centers in the areas of Cai Rong, airport and Northern Cai Bau. To reorganize existing residential areas and new urban centers to create space and infrastructure up to standards of grade-2 urban centers. To restrict the increase of population on the islands of Van Hai archipelago. To develop houses together with projects on tourist urban centers with modern and complete infrastructure; to develop houses for rent and social houses for migrant workers, low-income earners and tourists. To arrange concentrated resettlement areas with complete technical and social infrastructure facilities to serve the relocation of population in areas reserved for projects on infrastructure and socio-economic development and areas with villages of low construction density.

- Education: To build international-standard universities and attract universities and research academies in training high-quality workers and experts for the region. To arrange general education schools as suitable to population distribution, ensuring convenient access by the people.

- Healthcare: To build 1 international-standard hospital on an area of 6-10ha with 300-500 beds. To build a high-quality general hospital with around 300 beds on a land area of 3-5ha in the Northern Cai Bau area. To upgrade Van Don district health center into a regional-level hospital with 300 beds on a land area of 2.8ha and build a new hospital on Canh Cuoc island with 100-200 beds to serve the people and tourists on the islands.

- Culture, physical training and sports: To build a system of cultural works to attract innovation activities, events and services. To arrange cultural works in the Cai Rong-Cong Chao coastal area; to promote projects on development of cultural service centers for the whole Van Don economic zone. To conserve and develop existing cultural and historical relics and works associated with the history of “Van Don commercial port.” To develop water-based sports and recreation activities for tourism development.

6. Land use planning

a/ The exploitation and use of land must adhere to the following principles:

- For land areas planned for tourism development, including land for accommodation establishments within tourist sites, it is required to comply with the Tourism Law and current regulations;

- Land areas planned for functional sub-zones with the use of land of protection forests or special-use forests shall be reserved for special, urgent projects only, the implementation of which must comply with the Law on Forestry;

- To develop construction land in sea-encroaching areas only after the land areas planned for functional sub-zones have been used up; it is necessary to assess impacts on socio-economic and eco-landscape activities, and comply with the law on environmental protection upon implementation;

- To protect existing land areas and security and national defense works and areas to be planned for security and national defense works. The implementation of projects on urban and urban infrastructure development must comply with agreements under coordination regulations, ensuring the achievement of security and national defense objectives.

b/ By 2030:

- The land area for construction of functional sub-zones will be around 5,500ha (making up 9.5% of the total natural land area of the islands), including:

+ 1,600-1,650ha for urban centers and residential areas;

+ 200-230ha for mixed (non-residential) purposes;

+ 100-120has for commercial and service activities;

+ 900-950ha for development of tourist sites (including 150-180ha for accommodation services);

+ 550-600ha for industrial and hi-tech activities;

+ 40-50ha for training activities;

+ 500-600ha for parks and greeneries;

+ Around 550ha for security and national defense purposes;

+ 280-300ha for external transport activities;

+ 500-550ha for technical infrastructure, airports and wharves.

- The land area for other purposes will be around 52,663 ha (accounting for 90.5% of the total natural area of the islands), including:

+ Around 80ha for cemetery parks;

+ Around 1,100ha for agriculture;

+ Around 1,00ha for aquaculture;

+ Around 33,980ha for forestry activities;

+ Around 16,423 ha for other purposes (water surface, canals and ditches, hydraulic work, unused land, other land).

c/ By 2040:

- The land area for construction of functional sub-zones will be around 12,050ha (making up 20% of the total natural land area of the islands), including:

+ 3,400-3,500ha for urban areas and residential areas;

+ 800-910ha for mixed (non-residential) purposes;

+ 250-300ha for commercial and service activities;

+ 2,700-2,800ha for development of tourist sites (including 600-650ha for accommodation services);

+ 1,400-1,500ha for industrial and hi-tech activities;

+ 50-60ha for training activities;

+ 1,250-1,400ha for parks and greeneries;

+ 550-700ha for security and national defense purposes;

+ 600-650ha for external transport activities;

+ 750-800ha for technical infrastructure, airports and wharves.

- The land area for other purposes will be around 46,133 ha (accounting for 80% of the total natural area of the islands), including:

+ Around 150ha for cemetery parks;

+ Around 800ha for agriculture;

+ Around 800ha for aquaculture;

+ Around 32,850ha for forestry;

+ Around 11,533 ha for other purposes (water surface, canals and ditches, hydraulic work, unused land, reserve for development, other land).

7. Orientations for technical infrastructure systems

a/ Transport planning:

- External transport activities

+ Roads: To ensure safety corridors and reserve land areas for expansion of the Ha Long-Van Don-Mong Cai expressway. To additionally connect national highway 4B’s section from Tien Yen to provincial road 334, and upgrade and expand provincial road 334. To build car stations for external transport activities in the airport and Cai Rong areas in order to gather vehicles and restrict personal vehicles moving into the central areas of Van Don.

+ Airways: To reserve land areas for expansion of Van Don airport in the future; to additionally build infrastructure facilities to serve the airport development and operation; to build helicopter parking areas and seaplane wharves in Northern Cai Bau and Northeastern Cai Bau areas, and on Cong Chao peninsula and the islands of Van Hai archipelago.

+ Waterways: To develop Van Hoa-Northern Cai Bau-Mui Chua port complex for accommodating ships of a tonnage of up to 10,000 tons; Northern Cai Bau port will serve high-grade cruise ships. To upgrade and expand Cai Rong port for supporting the development of fishing activities and storm shelter activities of ships and boats. To develop the system of ports of Ao Tien, Van Yen, Cong Chao, Van Hoa, Minh Chau, Quan Lan, Ban Sen, Thang Loi and Ngoc Vung, etc., to serve tourism development and navigation.

+ Railways: To reserve land areas for developing urban railways connecting Van Don, Cam Pha and Ha Long and the high-speed railway along the corridor of Ha Long-Van Don-Mong Cai expressway.

- Internal transport activities

+ To develop roads linking Van Don economic zone with Cam Pha city. To develop the network of belt roads of Cai Bau island and routes directly linking functional sub-zones to support transport development. To prioritize the development of mass transit including urban railways, mass transit systems and eco-vehicles like electric bicycles and bikes.

+ To upgrade and expand existing roads up to standards of grade-2 urban centers. To plan newly built roads according to standards and uniform designs to serve the movement of motor vehicles, vehicles for mass transit and bikes. To build interchanges, overhead bridges and tunnels for connecting the two sides of Ha Long-Van Don-Mong Cai expressway. To build river-crossing bridges and overhead bridges at big crossings.

+ For the islands of Van Hai archipelago: Priority shall be given to electric bikes and bikes while limiting the use of motor vehicles or use of fossil fuel. To build main roads on the islands connecting sub-zones and connecting internal roads to each sub-zone. To build a bridge linking Canh CUoc island and Tra Ban island and a bridge linking Cong Dong island and Cong Tay island. To build a cable line connecting Cai Bau island with Chang Ngo and Tra Ban islands.

+ To arrange parking areas in trade, tourist service and transport centers.

+ To arrange wharves for cruise ships and yachts around Cai Bau island to meet transport demands and sea experiencing tours; and a general port in the southern area of the airport to serve ship repair and fishing activities. On the islands of Van Hai archipelago, to arrange wharves for boats and yachts to serve tourism and cargo transport activities of the people on the islands.

b/ Ground elevation planning:

- On Cai Bau island:

+ For the existing areas and projects with completed ground leveling: To maintain the ground leveling elevation so as not to affect surface water drainage.

+ For hilly areas: To level the ground to an appropriate slope to facilitate the construction and avoid landslides. To additionally build walls and taluses in important areas.

+ For new areas: The construction level (Hxd) must be at least 3.5 meters.

- On Van Hai archipelago: The construction level (Hxd) must be at least 3.5 meters.

- For coastal areas directly impacted by sea waves, to increase the construction level, build houses on poles, and arrange wave-resistance walls of a height of at least 4.6-5m.

c/ Surface water drainage planning:

To facilitate self-drainage of water; to build separate water drainage systems for newly built areas and systems for water drainage and wastewater separation for existing areas.

- For Cai Bau island: To build 3 water drainage basins:

+ Basin 1: the eastern area of Cai Bau island, embracing Cai Rong township: To dredge, solidify, and prevent the encroaching of, existing water drainage systems, facilitating the drainage of water directly into the sea.

+ Basin 2: the northern area of Cai Bau island: To take advantage of natural water slots for draining water directly into the sea.

+ Basin 3: the western area of Cai Bau island: Rainwater will run into Dong Dong, Khe Mai and Khe Ngai reservoirs then into Voi Lon and Ba Che rivers before running into the sea.

- For the islands of Van Hai archipelago: Water will be drained through natural small basins into the sea.

d/ Electricity supply planning:

- The demand for electricity will be around 400MW by 2040.

- Power sources and high-voltage power grids:

+ By 2030: To increase the capacity of the 110kV Van Don station from 1x40MVA to 2x40MVA. To build an 110kV Van Don 2 station of a capacity of 2x63MVA; 110kV Van Don 3 station of a capacity of 1x40MVA; and an 110kV station in the airport area of a capacity of 1x40MVA. To build the following 110kV electricity transmission lines: 110kV sea-crossing Van Don-Van Don 3 line; 110kV line supplying electricity for 110kV Van Don 2 station; and an 110kV line’s branch to the 110kV station of the airport area;

+ By 2040: To increase the capacity of the 110kV Van Don station to 2x63MVA, and of the 110kV Van Don 3 station and 110kV station in the airport area to 2x40MVA. To build a 220kV Van Don 4 station of a capacity of 2x40MVA;

+ To reserve land areas for building a 220kV Van Don station of a capacity of 2x250MVA to meet development demands in the future;

+ To put existing 110kV electric lines underground and build new ones in the central area of Van Don economic zone;

+ To encourage the research and use of renewable energies such as solar energy, wind energy, biomass energy and tidal energy.

- Distribution power grids:

+ Medium-voltage power grids: To use 22kV medium-voltage power grids. To use underground cables for 22kV power lines running through functional sub-zones and use aboveground electric wires for other areas.

+ Low-voltage power grids: To use underground cables in new urban centers and tourist sites and use aboveground electric wires in vicinities.

- Lighting: To arrange lighting electric networks in residential areas on the same poles with those of low-voltage power grids. To use underground cables in central areas and tourist sites. To install automatic and centralized monitor devices for urban public lighting systems.

dd/ Communications planning:

To build and develop a passive telecommunications infrastructure system in synchrony with other infrastructure systems. To complete the construction of wide area networks serving socio-economic activities. To upgrade operating systems of state management agencies and administrative and non-business units, etc. To build an intelligent operation center (IOC) facilitating the long-term processing and storage of information by 2040; to build a smart urban center in Van Don economic zone.

e/ Water supply planning:

- The demand for water by 2040 is 130,000m3per day.

- Water sources:

+ For Cai Bau island: To use surface water sources from existing reservoirs (Khe Mai and Mat Rong); to build a new reservoir (Dong Dong) and use water sources from Cam Pha, Tien Yen and Ba Che. For scattered residential areas, to exploit water from small lakes and groundwater together with building rainwater tanks to meet daily-life needs.

+ For Van Hai archipelago: To use water from Long Dinh lake for supply to Canh Cuoc and tra Ban islands; from Cau Lau lake for supply to Ngoc Vung island; and from Cong Dong lake for supply to Cong Dong and Cong Tay islands. For other islands, to use groundwater thereon and use rainwater, and build systems for filtering seawater into freshwater.

The construction and management of protection corridors for water supply sources (lakes on the islands) must comply with current regulations on construction and management of water source protection corridors.

- Water plants:

+ To upgrade, and increase the capacity of, the following water plants: Cai Rong of a capacity of 3,000m3per day; Ngoc Vung of a capacity of 2,000m3per day; Quan Lan of a capacity of 10,000m3per day; and Cong Dong of a capacity of 1,000m3per day.

+ To build the following water plants: Dong Dong of a capacity of 36,000m3per day; Khe Mai of a capacity of 10,000m3per day; and Tra Ban of a capacity of 4,000m3per day.

+ To add water supply sources from Tien Yen with a capacity of 30,000m3per day, and from Ba Che with a capacity of 40,000m3per day.

- Water supply networks:

+ To use designs of ring networks linking water plants together to ensure water supply safety.

+ To use the water supply network of the whole economic zone for firefighting purpose. In addition, factories and enterprises must have their separate fire prevention and fighting systems.

g/ Wastewater collection and treatment planning:

- The total volume of wastewater will be around 85,000m3per day by 2040, of which the volume of concentrated industrial wastewater is about 17,000m3per day.

- Household wastewater:

To build semi-separate water drainage systems for existing residential areas and build separate wastewater drainage systems for newly built areas.

+ For Cai Bau island: To treat wastewater for every urban cluster and functional sub-zone. To build centralized wastewater treatment stations with a total capacity of around 55,000m3per day.

+ For Van Hai archipelago: To use scattered wastewater collection and treatment systems for different areas. In the long term, depending on demands, to combine these scattered stations and build centralized wastewater treatment stations for areas with large volumes of wastewater.

Treated household wastewater must satisfy standard A under current technical regulations on household wastewater. To reuse treated wastewater to the utmost for activities other than daily-life activities.

- Wastewater from production activities: Wastewater of plants shall be preliminarily treated within the plants before being brought to centralized wastewater treatment stations of industrial parks or complexes to standard A under relevant current technical regulations before being discharged into the environment.

- Healthcare wastewater: Healthcare wastewater shall be collected and treated separately within hospitals up to relevant current technical regulations before being drained into common wastewater collection systems.

b/ Solid waste collection and treatment planning:

To total volume of solid wastes will be around 720 tons per day by 2040, of which the volume of industrial solid wastes is about 215 tons per day.

All types of solid wastes shall be classified at source. Industrial solid wastes and hazardous healthcare solid wastes shall be separately collected and transported.

For Cai Bau island: Solid wastes shall be transported for centralized treatment in the province’s complex for solid waste treatment.

For Van Hai archipelago: To build separate solid waste incinerators up to environmental standards on inhabited islands. For small islands with tourist activities only, solid wastes shall be collected to treatment places.

i/ Cemetery management planning:

- To operate and use existing cemeteries and provincial-level cemeteries in Hoanh Bo district to meet the demand for burial of Van Don people.

- For existing cemeteries without adequate hygienic isolation places: not to expand them and step by step close them and stop receiving corpses.

- To closely control construction and architectural activities for graves so as not to affect landscapes.

- For Cai Bau island: To use cemeteries of Doan Ket and Van Yen communes. To build a cemetery park in Dai Xuyen commune on an area of 50-90ha. Burial technologies include first-time burial, one-off burial, exhumation for reburial, and incineration. To embellish existing funeral homes and build new ones for sub-zones to meet the people’s demands.

- For Van Hai archipelago: To build cemeteries on inhabited islands.

8. Strategic environmental assessment

a/ Main policies on environmental protection:

To use renewable energy; to prioritize the development of green architecture models; to maintain, expand and protect water surface areas; to encourage the use of environmentally friendly technologies in production and daily-life activities; to encourage the use of means of mass transit and clean energy; to rationally use and exploit water sources in accordance with environmental regulations. To build periodical environmental observation and monitoring systems in industrial parks and complexes and areas likely to pollute the environment.

- To implement synchronous solutions to protect the environment in Bai Tu Long bay and Van Don economic zone. To protect and restore ecosystems and biodiversity, especially ecosystems of mangrove forests in coastal areas and estuaries, and coral ecosystems in Bai Tu Long bay.

- To closely control the construction of functional sub-zones, especially projects in areas with the exploitation of wetland and leveling of hilly areas in order to protect landscapes and avoid causing adverse impacts on the urban environment.

- To apply scientific and technological advances; to formulate climate change adaptation plans; to formulate plans on prevention and control of environmental incidents, especially in coastal areas, areas with industrial development activities, and areas where tourist ships operate.

b/ Main solutions for sub-zones:

- For Bai Tu Long bay, rivers and water surface areas: To maintain and protect the values of natural landscapes, increase the area of greeneries and maintain biodiversity; to control wastes from ships and improve water quality.

- For areas for development of functional sub-zones: To build synchronous systems for collection and treatment of wastewater and solid wastes; to maintain and develop greeneries and regulating reservoirs.

- For industrial parks and complexes: To apply environmental management and protection systems according to ISO 14000.

- For upgraded existing residential areas: To install equipment for classification and collection of household waste; to build hygienic water drainage systems; to plan areas for livestock and poultry raising and slaughtering; to apply high and clean technologies in agricultural production.

c/ Solutions for climate change adaptation and reduction: To integrate issues on climate change adaptation into master plans and plans on socio-economic development and urban development of climate change-affected areas. To support sustainable economic development for vulnerable communities as a result of climate change; to solidify houses and storm and flood resistance facilities.

9. Priority projects for investment and construction in the first phase

- Projects to be invested by central authorities in the locality: To build connection infrastructure facilities like Van Don-Mong Cai expressway; extended national highway 4B, a bridge connecting to Mui Chua; Bac Cai Bau port system, electricity supply source from Cam Pha, and water supply source from Tien Yen. To support the completion of framework infrastructure systems on Cai Bau island with links to the islands of Van Hai archipelago.

- Projects to be invested by the province: To use local budget funds and raised funds for completing framework infrastructure systems for Van Don economic zone under planning; to build resettlement areas to serve ground clearance for building functional sub-zones. To complete framework infrastructure systems in Cai Rong and airport areas to attract investment in the immediate future. To develop key infrastructure works serving residents, such as wharves, water supply stations, electricity supply stations, wastewater treatment stations, and cemetery areas.

- Projects calling for investment: Projects on tourist sites, urban centers, and trade and service areas; projects to build and commercially operate infrastructure of industrial parks; projects to build and operate passenger car and bus stations and wharves serving tourism; projects to build and operate marine tourist sites, parks and recreation zones, etc.; projects to upgrade urban roads and build new ones; projects on development of houses (including social houses); projects to build wastewater treatment plants in industrial parks and urban centers; and projects on hi-tech agriculture.

Article 2.Organization of implementation

1. The People’s Committee of Quang Ninh province shall:

- Assume the prime responsibility for, and coordinate with the Ministry of Construction in, publicizing this master plan.

- Approve and promulgate management regulations based on this master plan.

- Formulate programs and plans for implementation of this master plan; review and adjust relevant master plans to ensure their consistency and uniformity with this master plan; organize the formulation of construction master plans on sub-zones, detailed construction master plans and urban designs for functional sub-zones in Van Don economic zone as a basis for management of this master plan and implementation of construction investment projects.

- Formulate and propose mechanisms, policies, financial resources and human resources for implementation of technical infrastructure projects to create a driving force for socio-economic development of Quang Ninh province.

2. Related ministries, sectors and localities shall, based on this master plan, coordinate with the People’s Committee of Quang Ninh province in organizing the implementation of sectoral master plans, construction master plans and master plans on urban centers in the locality to ensure their synchrony and uniformity.

Article 3.This Decision takes effect on the date of its signing.

The Minister of Construction, Chairperson of the People’s Committee of Quang Ninh province, and heads of related agencies shall implement this Decision.
