SUMMARY

Master plan on development of the airport system in the 2021-2030 period

On March 04, 2020, the Prime Minister issues the Decision No. 336/QD-TTg on approving the task of formulating the overall master plan on development of the national system of airports and aerodromes in the 2021-2030 period, with a vision toward 2050.

Accordingly, the Prime Minister approves the task of formulating the overall master plan with scope of research is the whole national boundaries belonging to Vietnam’s sovereignty. The master plan is formulated with the objectives: To study the overall master plan to develop the national system of airports and aerodromes to 2050, and devise an appropriate investment roadmap to meet transport demands and security; concurrently, to study and propose major solutions regarding mechanisms and policies for development of the system of airports and aerodromes.

The master plan must include contents about analyzing and evaluating elements, natural conditions, resources, and context, and evaluate the current situation of the national system of airports and aerodromes nationwide. Besides, the master plan also need to research air transport forecasting methods. Based on that, to forecast the development trends, and determine the relevant demand and requirements, ensuring the country's development. At the same time, evaluating the connectivity among the national system of airports and aerodromes in the civil aviation sector.

This Decision takes effect on the signing date.

DECISION

Approving the task of formulating the overall master plan on development of the national system of airports and aerodromes in the 2021-2030 period, with a vision toward 2050

THE PRIME MINISTER

 

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to Planning Law No. 21/2017/QH14 of November 24, 2017;

Pursuant toVietnam Civil Aviation Law No. 66/2006/QH11 of July 29, 2006, and November 21, 2014 Law No. 61/2014/QH13 Amending and Supplementing a Number of Articles of the Vietnam Civil Aviation Law;

Pursuant to the Government’s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law;

Pursuant to the Prime Minister’s Decision No. 995/QD-TTg of August 9, 2019, assigning ministries to organize the formulation of national sectoral master plans for the 2021-2030 period, with a vision toward 2050;

At the proposal of the Minister of Transport in Report No. 11548/TTr-BGTVT of December 3, 2019, Appraisal Report No. 11549/BC-BGTVT of December 3, 2019, of the appraisal council for the task offormulating the overall master plan on development of the national system of airports and aerodromes in the 2021-2030 period, with a vision toward 2050, and Document No. 1490/BGTVT-KHDT of February 24, 2020, specifying the name and scope of the overall master plan on development of the national system of airports and aerodromes in the 2021-2030 period, with a vision toward 2050,

 

DECIDES:

 

Article 1.To approvethe task of formulating the overall master plan on development of the national system of airports and aerodromes for the 2021-2030 period, with a vision toward 2050 (below referred to as the master plan), with the following principal contents:

1. Name, period and scope of research of the master plan

a/ Name of the master plan: the overall master plan on development of the national system of airports and aerodromes for the 2021-2030 period, with a vision toward 2050.

b/ Period of the master plan: The master plan is formulated for the 2021-2030 period, with a vision toward 2050.

c/ Scope of research of the master plan: the whole national boundaries belonging to Vietnam’s sovereignty.

2. Viewpoints, objectives and principles for formulating the master plan

a/ Viewpoints

- The master plan must conform with the national socio-economic development strategy and the national overall master plan, and help promote the efficiency of the entire transport system and fully bring into full play the advantages of air transport.

- The master plan must satisfy passenger and cargo transport demands associated with national defense and security tasks.

- The master plan shall be formulated while ensuring scientificity and application of modern technologies; and must satisfy relevant standards and technical regulations and the requirements of the country’s development and international integration.

- The master plan’s contents must be consistent and linked with other master plans and shown in planning reports and the system of diagrams, maps and planning databases.

b/ Objectives

- To study the master plan, and devise an appropriate investment roadmap to meet transport demands, ensure sectoral connectivity, and contribute to maintaining national defense and security and limiting environmental pollution.

- To study and propose major solutions regarding mechanisms and policies for development of the system of airports and aerodromes.

c/ Principles

- To comply with the Planning Law and guiding decrees and documents, and relevant laws.

- To ensure the consistency and synchronicity between the master plan and othermaster plans on transport infrastructure. To ensure the continuity, inheritance, stability and order in the national system of master plans.

- To ensure the compliance with relevant technical regulations and compatibility with relevant technical standards; to follow the trends of modern technologies, materials, and management and exploitation methods while ensuring energy efficiency, environmental pollution limitation, and climate change adaptation.

- To ensure the harmony of interests of the nation, regions, localities and people, and national defense and security, in which the national interests are the supreme.

- To ensure the feasibility of the master plan with appropriate resources.

3. Major contents of the task of formulating the master plan

a/ To analyze and evaluate elements, natural conditions, resources, and context, and evaluate the current situation of the national system of airports and aerodromes, and the distribution of airports and aerodromes nationwide. To review and evaluate the implementation of master plans in the previous period (including the master plan on air transport development approved by the Prime Minister in Decision No. 236/QD-TTg).

b/ Forecast of development trends: To research air transport forecasting methods under the guidance of the International Air Transport Association and International Civil Aviation Organization, or learn experience of advanced countries in the world. Based on that, to forecast the development trends, and determine the demand and requirements for civil aviation transport, ensuring national defense and security, the country s socio-economic development and regional and local economic development, and development scenarios directly affecting the national system of airports and aerodromes in the planning period.

c/ To evaluate the connectivity among the national system of airports and aerodromes in the civil aviation sector and regional connectivity; to evaluate the suitability of the master plan to different modes of passenger transport such as railway, road and inland waterway, and maritime transport, etc.

d/ To identify socio-economic development requirements for the national system of airports and aerodromes; as well as opportunities and challenges to the development of this system.

dd/ To determine development viewpoints and objectives, and principles of the formulation of the master plan.

e/ To formulate an overall plan on development of the national system of airports and aerodromes, with the following principal contents:

- Determining the scale and network of air routes of the system of airports and aerodromes.

- Determining the development master plan for each airport and aerodrome, including such contents as type, role, position and scale (including the determination of major airports and transshipment airports of Vietnam); forecasting flight routes to be operated in the airport network; evaluating the expansion of airports, especially existing large airports such as Noi Bai, Cat Bi, Da Nang and Long Thanh to make orientations for reserving land for development purposes (e.g., reserving land to build new runways and service facilities) or for building new airports and aerodromes; studying and reviewing, and proposing the development of, aviation logistics centers; pilot training centers at airports and aerodromes; and  general aviation ; studying, reviewing and developing potential airport urban areas; determining land use demands, and estimating investment costs.

- Reviewing and updating outcomes of researches, and master plans on airports already or being formulated through 2030, with a vision toward to 2050, such as Noi Bai international airport.

- Determining the role of gateway airports and large airports (including orientations for development of airport urban areas (if any).

- Identifying and quantifying criteria for consideration and decision to convert domestic airports into international airports (if any).

g/ To make orientations for allocation of land for development of the national system of airports and aerodromes and for environmental protection, response to climate change, and conservation of ecosystems and landscapes and ranked national relics.

h/ To make the list of national important projects and projects prioritized for investment of the national system of airports and aerodromes and priority order for implementation, analyzing and setting criteria to identify projects prioritized for investment (demand, economic feasibility, financial feasibility, impacts on sectors and regional socio-economic conditions, and conformity with national development policies and higher-level master plan, etc.).

i/ To seek solutions and resources for implementing the master plan: solutions regarding raising and allocation of investment capital; solutions regarding sector-based mechanisms and policies; solutions regarding environment, science and technology; solutions regarding human resources development; solutions regarding international cooperation; solutions regarding organization and supervision of the implementation of the master plan; solutions regarding assurance of social security for people affected by the use of land and land with water surface under the master plan.

k/ To conduct strategic environmental assessment and process and integrate it into the report on the master plan.

l/ Composition of a dossier: To comply with the Government s Decree No. 37/2019/ND-CP of May 7, 2019, detailing a number of articles of the Planning Law.

4. Time limit for formulating the master plan: 12 months after the task of formulating the master plan is approved.

5. Expenses for formulating the master plan

- Expenses for formulating the master plan shall be covered by public investment funds of the Ministry of Transport which are approved under regulations.

- The Minister of Transport shall decide on specific expenses for formulating the master plan under the Ministry of Planning and Investment’s guidance on norms for formulation of master plans, the law on public investment and relevant laws.

6. Organization of implementation

- Agency approving the master plan: Prime Minister.

- Agency organizing the formulation of the master plan: Ministry of Transport.

- Agency formulating the master plan: to be decided by the Ministry of Transport.

- Organization providing consultancy on the formulation of the master plan: to be selected in accordance with law.

Article 2.Responsibilities for organizing the formulation of the master plan

1. The Ministry of Transport is the agency organizing the formulation of the master plan , ensuring compliance with the planning law and other relevant laws. During the process of formulating the master plan, depending on the requirement for in-depth study, the Minister of Transport shall decide on, and take responsibility for, the performance of specific tasks to ensure the quality and progress of the formulation of the master plan.

2. Ministries, sectors and provincial-level People s Committees shall coordinate with the Ministry of Transport in formulating the master plan in accordance with law and as assigned by the Government and Prime Minister.

Article 3.This Decision takes effect on the date of its signing.

Article 4.Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies shall implement this Decision.-
