SUMMARY

04 criteria for identifying projects applying high technologies in agriculture

On December 18, 2019, the Prime Minister issues the Decision No. 34/2019/QD-TTg on prescribing criteria for identifying production or business projects and plans applying high technologies in agriculture and supplementing the list of high technologies prioritized for development investment promulgated together the Prime Minister’s Decision No. 66/2014/QD-TTg of November 25, 2014.

Accordingly, a production or business project or plan applying high technologies in agriculture is a production or business project or project that fully satisfies the following criteria: Technologies used in the project or plan must be of clear origin and on the list of high technologies prioritized for development investment; Products turned out from the project or plan must be conformable with national standards or international standards on product quality; The project or plan must obtain a certificate of quality management system, or commits to applying a quality management system according to Vietnam’s standard TCVN ISO 9001:2015, Good Agriculture Practices (GAP), etc.; The project or plan must satisfy national standards or national technical regulations on environment.

In additional, the Decision also adds the ordinal number from 63 to 82 to the List of high technologies prioritized for development.

This Decision takes effect on February 03, 2019.

DECISION

Prescribing criteria for identifying production or business projects and plans applying high technologies in agriculture and supplementing the list of high technologies prioritized for development investment promulgated together the Prime Minister’s Decision No. 66/2014/QD-TTg of November 25, 2014[1]

 

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the November 13, 2008 Law on High Technologies;

Pursuant to the Government’s Decree No. 55/2015/ND-CP of June 9, 2015, on credit policies for agricultural and rural development; and the Government’s Decree No. 116/2018/ND-CP of September 7, 2018, amending and supplementing a number of articles of the Government’s Decree No. 55/2015/ND-CP of June 9, 2015, on credit policies for agricultural and rural development;

Pursuant to the Government’s Decree No. 57/2018/ND-CP of April 17, 2018, on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas;

At the proposal of the Minister of Agriculture and Rural Development;

The Prime Minister promulgates the Decision prescribing criteria for identifying production or business projects and plans applying high technologies in agriculture and supplementing the list of high technologies prioritized for development investment promulgated together the Prime Minister’s Decision No. 66/2014/QD-TTg of November 25, 2014.

 


Article 1.Scope of regulation

1. This Decision prescribes criteria for identifying production or business projects and plans applying high technologies in agriculture for entitlement to the policies prescribed in Clause 6, Article 9 of the Government’s Decree No. 57/2018/ND-CP of April 17, 2018, on mechanisms and policies to encourage enterprises to invest in agriculture and rural areas, and Clause 2a, Article 15 of the Government’s Decree No. 55/2015/ND-CP of June 9, 2015, on credit policies for agricultural and rural development (supplemented under Clause 8, Article 1 of the Government’s Decree No. 116/2018/ND-CP of September 7, 2018, amending and supplementing a number of articles of the Government’s Decree No. 55/2015/ND-CP of June 9, 2015, on credit policies for agricultural and rural development).

2. To supplement the list of high technologies prioritized for development investment promulgated together with the Prime Minister’s Decision No. 66/2014/QD-TTg of November 25, 2014, approving the list of high technologies prioritized for development investment and the list of hi-tech products encouraged for development (below referred to as Decision No. 66/2014/QD-TTg).

Article 2.Subjects of application

1. Organizations having production or business projects and plans applying high technologies in agriculture.

2. Agencies, organizations and individuals involved in the implementation of this Decision.

Article 3.Criteria for identifying production or business projects and plans applying high technologies in agriculture

A production or business project or plan applying high technologies in agriculture is a production or business project or project that fully satisfies the following criteria:

1. Technologies used in the project or plan must be of clear origin and on the list of high technologies prioritized for development investment prescribed in Article 4 of this Decision and the list of high technologies prioritized for development investment promulgated together with Decision No. 66/2014/QD-TTg and the Prime Minister’s Decision No. 13/2017/QD-TTg of April 28, 2017, amending and supplementing the list of high technologies prioritized for development investment and list of hi-tech products encouraged for development promulgated together with the Prime Minister’s Decision No. 66/2014/QD-TTg of November 25, 2014.

2. Products turned out from the project or plan must be conformable with national standards or international standards on product quality.

3. The project or plan must obtain a certificate of quality management system, or commits to applying a quality management system according to Vietnam’s standard TCVN ISO 9001:2015, Good Agriculture Practices (GAP), Good Manufacturing Practices (GMP) or an equivalent international standard on quality management systems.

4. The project or plan must satisfy national standards or national technical regulations on environment; or must comply with the law on environmental protection pending the issuance of applicable national standards or national technical regulations.

Article 4.Supplementation of the list of high technologies prioritized for development investment promulgated together with Decision No. 66/2014/QD-TTg

To supplement the list of high technologies prioritized for development investment as follows:

1. To add No. 63: Information technology in production and tracing the origin of agricultural, forestry and fishery products; in forecast, reservation and exploitation of water resources; and in collection and reservation of water for stable and efficient water supply serving multi-target agricultural production.

2. To add No. 64: Satellite and remote-sensing technologies and geographic information systems serving the management and administration of hydraulic structures, exploitation of aquatic resources, animal husbandry, aquaculture, crop monitoring and evaluation, forest fire prevention and fighting monitoring, forest resource management, coastal erosion prevention, and prevention and control of pests to agricultural crops and forest plants.

3. To add No. 65: Breeding technologies combined with molecular biology technologies to create new plant varieties, and animal and aquatic breeds with preeminent characteristics (high yield, good quality, disease resistance, and climate change adaptability).

4. To add No. 66: Biological, molecular biology, immunology, and microorganism technologies in prevention and treatment of pests and harmful diseases; in examination and diagnosis of diseases harmful to plants, domestic animals and aquatic animals; in production of reagents, test strips, primers and antibodies for rapid diagnosis of diseases harmful to plants, domestic animals and aquatic animals.

5. To add No. 67: Soilless culture technologies including hydroponics, aeroponics, seedling and growing media and nutrient film techniques.

6. To add No. 68: Intensive cultivation and integrated crop management (ICM) technologies; technologies for production of plants, domestic animals and aquatic animals ensuring food safety; super-intensive aquaculture technologies.

7. To add No. 69: Automation or semi-automation technologies in production of growing media, agricultural supplies, preservatives, preservation films for agricultural, forestry and fishery products, agricultural films, auxiliary materials for membrane houses, greenhouses, net houses and irrigation systems; automated or semi-automated greenhouse, net house and membrane house technologies.

8. To add No. 70: Automation or semi-automation technologies in animal husbandry, intensive aquaculture, and industrial-scale plantation; automation technologies in slaughtering of animals and processing and preservation of animal husbandry products, and in control and treatment of the aquaculture environment.

9. To add No. 71: Mechanization and automation technologies in exploitation and classification of planted forest products, fishing activities, and production, harvest and post-harvest preservation of agro-forestry products.

10. To add No. 72: Irradiation technologies, steam-heat treatment technologies, hot-water treatment technologies, low-temperature drying technologies, freeze-drying technologies, and vacuum drying technologies in processing and preservation of agricultural products.

11. To add No. 73: New technologies in preservation and processing of agricultural products, including controlled atmosphere packaging technologies, quick-freezing preservation technologies with the use of ethylene absorbers for preservation of fresh vegetables, flowers and fruits; film fabrication technologies in preservation of vegetables, fruits, meats and eggs.

12. To add No. 74: Cell alive system (CAS) technologies for preservation of raw meats; hydrostatic pressure technologies for meat processing; and hydrodynamic pressure technologies for meat processing.

13. To add No. 75: Biotechnologies for disposal of agricultural, forestry and fishery discarded products and by-products and empty pesticide containers.

14. To add No. 76: Nano technologies in production of preparations being environmental treatment substances, fertilizers, pesticides, nutrient preparations for plants and domestic animals, wood glues, and wooden surface-coating substances.

15. To add No. 77: Wood modification technologies, bio-drying technologies, wood preservation technologies including dipping and soaking; biotechnologies for production of preservatives and new-generation termiticides for wood products.

16. To add No. 78: New material technologies to create high-quality composite wood products.

17. To add No. 79: Water-efficient irrigation technologies (sprinkler irrigation, drip irrigation and subsurface irrigation), in combination with nutrient provision in cultivation with an automated or semi-automated control system.

18. To add No. 80: Water-efficient, water-reusing, and recirculating animal husbandry technologies.

19. To add No. 81. Technologies for construction of hydraulic structures, technologies for purification and supply of fresh water for salt-affected areas, coastal areas and offshore islands.

20. To add No. 82: New material technologies, structural solutions and equipment serving the construction of hydraulic structures.

Article 5.Implementation provisions

1. This Decision takes effect on February 3, 2019.

2. Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees shall implement this Decision.-
