SUMMARY

Development of Vietnam’s expressway network

On March 01, 2016, the Prime Minister signed the Decision No. 326/QD-TTg approving the master plan on development of Vietnam’s expressway network through 2020, with orientations toward 2030; to rapidly form the national expressway network, ensuring linkage between key economic centers, major border gates and important traffic hubs with great demand for high-speed transport. To focus on the building of the North-South expressway with priority given to routes linked to big cities (Hanoi, Ho Chi Minh City and Da Nang city) and routes to big seaports.

Accordingly, based on transport demand forecasts, national socio-economic development orientations through 2030, economic development orientations of 4 key economic regions, and the strategy for transport development through 2020, with orientations toward 2030, the master plan sets up Vietnam’s expressway network consisting of 21 routes with a total length of 6,411 km, the North-South expressway consist of 2 routes with a total length of around 3,083 km, including the eastern North-South route of a total length of 1,814 km and the western North-South route of a total length of 1,269 km. The expressway system in the northern region consists of 14 radial routes linked with Hanoi capital with a total length of 1,368 km, including Hanoi-Bac Giang-Lang Son expressway, 143 km long; Hanoi-Hai Phong expressway, 105 km long; Hanoi-Viet Tri (Phu Tho province)-Lao Cai expressway, 264 km long; Hanoi-Thai Nguyen expressway, 62 km long; Thai Nguyen-Cho Moi (Bac Kan province)-Bac Kan expressway, 43 km long;  Lang (Hanoi)-Hoa Lac (Hanoi) expressway, 30 km long…

The total land area for building of expressways under the master plan is around 42,043 ha, of which the land area occupied by existing expressways and expressways under construction is around 8,688 ha and the land area to be additionally used is 33,355 ha (including around 16,402 ha of agricultural land).

This Decision takes effect on the date of its signing, and replaces the Prime Minister’s Decision No.1734/QD-TTg of December 1, 2008.

DECISION

Approving the master plan on development of Vietnam’s expressway network through 2020, with orientations toward 2030[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Considering the Minister of Transport’s proposal for a master plan on development of Vietnam’s expressway network through 2020, with orientations toward 2030,

DECIDES:

Article 1.To approvethe master plan on development of Vietnam’s expressway network through 2020, with orientations toward 2030, with the following principal contents:

1. Viewpoints:

- The master plan on the national expressway network must conform with socio-economic development orientations and the national transport development strategies and master plans, thus meeting requirements for national long-term development.

- The expressway network, including major arterial roads with high traffic flows, shall be linked with the road network and infrastructure facilities of other modes of transport in order to synchronously, proactively and effectively exploit transport services for economic development and, at the same time, linked with expressway networks of regional countries so as to take the initiative in regional and international cooperation and integration.

- To step up the application of scientific and technical advances, new technologies and new materials in the fields of consultancy, construction, management and operation with a view to mitigating environmental pollution and saving energy.

- To mobilize to the utmost domestic and overseas resources for investment in the expressway network in various forms.

- The master plan on the national expressway network shall serve as a basis for determination of investment capital sources, land areas and construction schedules of expressway projects from now to 2020, 2030 and following years.

2. Objectives:

- To rapidly form the national expressway network, ensuring linkage between key economic centers, major border gates and important traffic hubs with great demand for high-speed transport. To focus on the building of the North-South expressway with priority given to routes linked to big cities (Hanoi, Ho Chi Minh City and Da Nang city) and routes to big seaports.

- To develop capacity for a strong linkage between road transport and other modern transport modes as well as for regional and international integration.

- The expressway network shall be build separately while still ensuring linkage with the existing road network and protection of the environment and landscape.

- To contribute to tackle traffic congestion, firstly in such big cities as Hanoi and Ho Chi Minh City.

- The expressways mentioned in the master plan shall be designed at the full scale. However, the construction may be phased in to suit traffic flows and capital raising capacity, while planned land areas must be managed in order to minimize ground clearance costs in the future.

3. Planning on development of Vietnam’s expressway network:

Based on transport demand forecasts, national socio-economic development orientations through 2030, economic development orientations of 4 key economic regions, and the strategy for transport development through 2020, with orientations toward 2030, the master plan sets up Vietnam’s expressway network consisting of 21 routes with a total length of 6,411 km, including:

a/ The North-South expressway

To consist of 2 routes with a total length of around 3,083 km, including:

- The eastern North-South route of a total length of 1,814 km.

- The western North-South route of a total length of 1,269 km.

b/ The expressway system in the northern region

To consist of 14 radial routes linked with Hanoi capital with a total length of 1,368 km, including:

+ Hanoi-Bac Giang-Lang Son expressway, 143 km long;

+ Hanoi-Hai Phong expressway, 105 km long;

+ Hanoi-Viet Tri (Phu Tho province)-Lao Cai expressway, 264 km long;

+ Hanoi-Thai Nguyen expressway, 62 km long;

+ Thai Nguyen-Cho Moi (Bac Kan province)-Bac Kan expressway, 43 km long;

+ Lang (Hanoi)-Hoa Lac (Hanoi) expressway, 30 km long;

+ Hoa Lac (Hanoi)-Hoa Binh expressway, 26 km long;

+ Noi Bai (Hanoi)-Bac Ninh-Ha Long (Quang Ninh province) expressway, 176 km long;

+ Ha Long (Quang Ninh province)-Mong Cai (Quang Ninh province) expressway, 128 km long;

+ Ninh Binh-Hai Phong-Quang Ninh expressway, 160 km long;

+ Dong Dang (Lang Son privince)-Tra Linh (Cao Bang province) expressway, 144 km long;

+ Doan Hung (Phu Tho province)-Tuyen Quang expressway, 18 km long;

+ Cho Ben (Hoa Binh province)-Yen My (Hung Yen province) expressway, 35 km long;

+ Phu Ly (Ha Nam province)-Nam Dinh expressway, 25 km long.

c/ The expressway system in Central Vietnam and the Central Highlands

To consist of 3 routes with a total length of 264 km, including:

+ Hong Linh (Ha Linh)-Huong Son (Ha Tinh province) expressway, 34 km long;

+ Cam Lo (Quang Tri province)-Lao Bao (Quang Tri province) expressway, 70 km long;

+ Quy Nhon (Binh Dinh province)-Pleiku (Gia Lai province) expressway, 160 km long.

d/ The expressway system in the southern region

To consist of 7 routes of a total length of 983 km, including:

+ Bien Hoa (Dong Nai province)-Phu My (Ba Ria-Vung Tau province)-Vung Tau (Ba Ria-Vung Tau province) expressway, 76 km long;

+ Dau Giay (Dong Nai province)-Lien Khuong (Lam Dong province)-Da Lat (Lam Dong province) expressway, 208 km long;

+ Ho Chi Minh City-Thu Dau Mot (Binh Duong province)-Chon Thanh (Binh Phuoc province) expressway, 69 km long;

+ Ho Chi Minh City-Moc Bai (Tay Ninh province) expressway, 55 km long;

+ Chau Doc (An Giang province)-Can Tho-Soc Trang expressway, 200 km long;

+ Ha Tien (Kien Giang province)-Rach Gia (Kien Giang province)-Bac Lieu expressway, 225 km long;

+ Can Tho-Ca Mau expressway, 150 km long.

dd/ The system of high-speed ring roads of Hanoi and Ho Chi Minh City

- In Hanoi:

+ Ring road No. 3: 54 km long;

+ Ring road No. 4: 125 km long;

+ Ring road No. 5: 246 km long (Hanoi ring road No. 5 has a total length of 331.5 km).

- In Ho Chi Minh City:

+ Ring road No. 3: 89 km long;

+ Ring road No. 4: 198 km long.

In the course of implementation of the master plan, based on actual resource  needs and transport demand, the building of a number of expressways will be considered with priority given to the following routes: Ha Giang-Tuyen Quang; Lai Chau-Bao Ha (Lao Cai province); Hoa Binh-Son La-Dien Bien; Pleiku (Gia Lai province)-Le Thanh border gate (Gia Lai province); Chon Thanh (Binh Phuoc province)-Hoa Lu border gate (Binh Phuoc province); Thanh Thuy (Nghe An province)-Ro (Nghe An province); and Cao Bo intersection (Ninh Binh province)-Thinh Long (Nam Dinh province).

4. List, scale and construction schedules of expressways

The list, scale, estimated total investment and construction schedules of expressways are provided in Appendix I.

5. Planned land areas

The total land area for building of expressways under the master plan is around 42,043 ha, of which the land area occupied by existing expressways and expressways under construction is around 8,688 ha andthe land areato be additionally used is 33,355 ha (including around 16,402 ha of agricultural land). The specific land area of each route is listed in Appendix II.

6. Mechanisms and policies

a/ Mechanisms for raising investment capital

Capital for investment in construction of the expressway network will be raised from the following sources:

- To use investment capital from the state budget in forms of government loan, government-guaranteed loan, and project bond, etc. To prioritize state budget capital for works which are financially unattractive but effectively contribute to socio-economic development and national defense and security.

- To mobilize to the utmost all resources, further improve mechanisms and policies for raising investment capital from all economic sectors, including also foreign investors, for development of expressways in the various forms of public-private partnership (PPP) such as BOT, BT, BTO, etc. To amend and supplement policies on financial support, tax, price, charge, fee and franchise in order to increase commercial value of projects and users’ responsibility for contribution, ensuring proper interests of investors.

- To step up the mobilization of ODA from donors for expressway development, especially works which have spillover effects so as to create great breakthroughs. To take careful consideration and appropriate steps in order to promote the efficiency of the mode of PPP between foreign-invested enterprises and ODA of foreign countries and international organizations.

b/ Application of advanced sciences and technologies

- To formulate and complete regulations, standards and technical-economic norms regarding expressway survey, design, construction, acceptance test, maintenance, etc.

- To encourage the application of modern technologies and new materials in expressway construction. To apply advanced expressway management-construction-operation technologies: traffic safety facilities, information technology in administration, management and operation.

- To build capacity of research institutes and testing centers in the transport sector.

c/ Management

- The Ministry of Transport shall act as the state management agency in charge of construction investment and operation of the expressway network nationwide.

- To establish 3 administration centers in the northern, central and southern regions for management of the expressway network. These administration centers shall coordinate with the administrators of expressway sections in administrating and monitoring operation of Vietnam’s expressway network.

d/ Formulation of synchronous policies for mater plan implementation

- Polices for creation of an equal competitive environment for investors.

- Policies for environmental protection in expressway development.

- Policies for human resources development: To expand forms of domestic and overseas training in expressway construction, management and operation.

Article 2.Organization of implementation

1. The Ministry of Transport shall:

- Manage and organize the implementation of the master plan on development of Vietnam’s expressway network through 2020, with orientations toward 2030.

- To receive opinions of the Ministry of Natural Resources and Environment and related ministries, sectors and localities on solutions for environmental protection in the course of implementation of the master plan.

- To study and form appropriate organizational models in management of investment in and construction and operation of the expressway network.

2. Related ministries and sectors shall, within the ambit of their functions, tasks and powers, coordinate with the Ministry of Transport and provincial-level People’s Committees in accomplishing the objectives of the master plan, ensuring conformity and synchronicity with the implementation of the Vietnam’s socio-economic development strategy through 2020, with orientations toward 2030, and sectoral and local socio-economic development plans.

3. Related provincial-level People’s Committees shall:

- Coordinate with the Ministry of Transport and related ministries and sectors in the construction of expressways.

- Review and adjust master plans and projects in their localities in conformity with this master plan.

- Approve and decide according to their competence on change of land use purposes for construction of expressway in accordance with the Land Law; and strictly manage land areas reserved for implementation of the mater plan.

Article 3. This Decision takes effect on the date of its signing, and replaces the Prime Minister’s Decision No.1734/QD-TTg of December 1, 2008.

Article 4.Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of related provincial-level People’s Committees shall implement this Decision.-
