SUMMARY

By the end of 2020, 25% of administrative procedures related to health insurance policies will be reduced

On December 31, 2019, the Prime Minister promulgate the Decision No. 1939/QD-TTg on approving the Scheme on intensification of provision of level-4 online public services in the insurance sector and public services on the basis of data connection and sharing between the Vietnam Social Security and related sectors.

Accordingly, to strive for the target that by the end of 2020, level-4 online public services of the insurance sector will account for at least 70% of total services; and by 2021, level-4 online public services will account for at least 85% of total services and half of persons entitled to pension, social insurance allowances, and funeral and survivorship allowances will be able to use cashless payment instruments in urban areas.

In addition, the Government also set the objective that to strive for the target that by the end of 2020, 25% of administrative procedures related to health insurance policies, 25% of administrative procedures concerning payment of social insurance allowances, and at least 20% of the set criteria, dossier documents and forms will be reduced as compared to 2018. 

To archive those objectives, the Government requires to improve the electronic system for collection and payment of social insurance premiums and payment of social insurance sums on the platform of applied e-payment methods with advanced and modern technologies geared toward automation and diversification of payment methods to serve cashless payment service users in paying social insurance and health insurance premiums, receiving social insurance and health insurance sums and paying health service charges.

This Decision takes effect on the date of its signing.

DECISION

Approving the Scheme on intensification of provision of level-4 online public services in the insurance sector and public services on the basis of data connection and sharing between the Vietnam Social Security and related sectors[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the November 29, 2005 Law on E-Transactions;

Pursuant to the June 29, 2006 Law on Information Technology;

Pursuant to the November 20, 2014 Law on Social Insurance;

Pursuant to the November 14, 2008 Law on Health Insurance, and the June 13, 2014 Law Amending and Supplementing a Number of Articles of the Law on Health Insurance;

Pursuant to the Government’s Decree No. 61/2018/ND-CP of April 23, 2018, on implementation of the single-window mechanism and interdisciplinary single-window mechanism for performance of administrative procedures;

In furtherance of the Government’s Resolution No. 125/NQ-CP of October 8, 2018, promulgating the Government’s Action Program on implementation of - Resolution No. 28-NQ/TW of May 23, 2018, of the 7thplenum of the Central Committee of the Communist Party of Vietnam (the 12thNational Congress), on reform of social insurance policies;

In furtherance of the Government’s Resolution No. 17/NQ-CP of March 7, 2019, on a number of major tasks and solutions to develop the e-government during 2019-2020, within orientations toward 2025;

At the proposal of the General Director of the Vietnam Social Security,

 

 DECIDES:

Article 1.To approve the Scheme on intensification of provision of level-4 online public services in the insurance sector and public services on the basis of data connection and sharing between the Vietnam Social Security and related sectors (below referred to as the Scheme) with the following principal contents:

I. ORIENTATIONS

1. To intensify the provision of level-4 online public services, considering it an indicator of substantial progress of administrative reform associated with application of information technology which centers on people and aims at satisfying the needs of individuals and organizations.

2. To regard the national database on insurance as a common asset which the Government and Prime Minister assign the Vietnam Social Security to build, manage and operate, and which contains essential information about social insurance, unemployment insurance and health insurance and other information about health care and social welfare and security for implementing insurance policies and concurrently serving the state management by the health, and labor, invalids and social affairs sectors.

3. To use the national database on insurance, which is mutually connected and shared with specialized databases and related national databases, in a uniform and synchronous manner and within the ambit of functions and tasks of related ministries, sectors and agencies. Special cases of data use shall be decided by the Prime Minister.

4. To apply measures to ensure cyber safety and security for the national database on insurance. Information on the national database on insurance may be shared with competent state agencies and provided for organizations and individuals in accordance with law. The collection, update and use of information must comply with the law on protection of personal information.

II. OBJECTIVES

1. General objectives

To devise and implement solutions to intensify the provision of level-4 online public services. To improve and expand the national database on insurance to ensure that data are collected, verified and managed in an adequate and accurate manner for the purpose of connecting and sharing data with specialized databases and related national databases.

2. Specific objectives

a/ To intensify e-payment (particularly payment methods which are accessible and usable for the majority of the population) and create conditions for ensuring the provision of level-4 online public services. To strive for the target that by the end of 2020, level-4 online public services of the insurance sector will account for at least 70% of total services; and by 2021, level-4 online public services will account for at least 85% of total services and half of persons entitled to pension, social insurance allowances, and funeral and survivorship allowances will be able to use cashless payment instruments in urban areas; to conduct e-transactions for individuals and organizations in the fields of social insurance, health insurance and unemployment insurance.

b/ To fruitfully realize indices and targets under management of the Vietnam Social Security as set forth in the Government’s Resolution No. 02/2019/NQ-CP, on improvement of the business environment and national competitiveness. To review, reduce and remove cumbersome and overlapping procedures that cause difficulties to businesses; to simplify administrative procedures toward understandability, higher accessibility and feasibility, thus facilitating business activities of individuals and organizations. To strive for the target that by the end of 2020, 25% of administrative procedures related to health insurance policies, 25% of administrative procedures concerning payment of social insurance allowances, and at least 20% of the set criteria, dossier documents and forms will be reduced as compared to 2018.

c/ To improve legal grounds for building, updating, maintaining, operating and using the national database on insurance to serve professional operations of the social insurance, health, and labor, invalids and social affairs sectors and related sectors in synchrony with specialized databases and related national databases, thus helping form foundation for developing an e-government.

d/ To establish technical regulations on structure of data messages which enable organizations’ and citizens’ exchange with the information system managing the national database on insurance and information systems connected with the national database on insurance.

dd/ To strive for the target that by 2020, the e-database on management of social insurance will be completely built and operate nationwide and the national database on insurance (containing data on health insurance and health care) will be established up to technical regulations and relevant regulations to provide data services so as to connect and share data in a widespread and standardized manner with information systems of related ministries, sectors, localities and units, meeting the requirement on exploitation of data for the purpose of reforming and simplifying administrative procedures.

III. TASKS AND SOLUTIONS

1. To intensify the application of information technology and connection and exploitation of databases of ministries and sectors; to intensify e-payment and ensure conditions for providing level-4 online public services

a/ To review and simplify administrative dossiers, processes and administrative procedures in association with intensified application of information technology and connection and exploitation of databases of ministries and sectors. To implement the tentative plan on exploitation of specialized databases and national databases for providing public services.

b/ To review and improve legal grounds for applying e-payment methods, especially those that help the majority of the population access insurance, health and education services, before proposing competent agencies to issue documents regulating these issues (if any).

c/ To step up public communication and take other measures to mobilize and encourage people to use online public services, receive pension and social insurance allowances, pay hospital fees and health and education service charges via cashless payment instruments.

d/ To implement solutions to ensure information technology infrastructure conditions; to carry out e-transactions for individuals and organizations in the fields of social insurance, health insurance and unemployment insurance via different online channels and means, such as portals, apps on smart devices, multi-media text messaging systems, etc.; to provide online public services for different administrative procedures; to step by step implement compulsory e-payments.

dd/ To improve the electronic system for collection and payment of social insurance premiums and payment of social insurance sums on the platform of applied e-payment methods with advanced and modern technologies geared toward automation and diversification of payment methods to serve cashless payment service users in paying social insurance and health insurance premiums, receiving social insurance and health insurance sums and paying health service charges, thus speeding up the transaction processing, modernizing payment activities of the social security sector and raising this sector’s capacity to provide online public services.

e/ To improve the public service portal of the Vietnam Social Security under current regulations; to connect, integrate and share data with the National Public Service Portal.

g/ To evaluate and determine information security levels of important information systems of the Vietnam Social Security under regulations, and organize activities to ensure information security.

2. To step up the building of the national database on insurance

a/ Improving legal grounds

- To issue legal documents on creation, management and sharing of data, protection of personal information and e-identification to serve the building, connection and sharing of national databases according to the tasks assigned under the Government’s Resolution No. 17/NQ-CP of March 7, 2019, on a number of major tasks and solutions to develop the e-government during 2019-2020, with orientations toward 2025.

- To elaborate and finalize regulations on responsibilities and competence of agencies involved in the creation, management, collection, maintenance, update, modification, connection, sharing, exploitation and use of information in the national database on insurance.

- To elaborate and finalize documents on standards, technical regulations and structure of data to serve the connection and sharing of information by the national database on insurance with other national databases and specialized databases.

b/ Building technical infrastructure facilities

- To build the national database on insurance under regulations:

+ To build the system managing information in the national database on insurance and expand data warehouses:

. To add platform apps to enable the system to provide identification, authentication and data services on the national scale.

. To set up platforms to store and mine big data; to add and expand data warehouses to meet requirements of mining reporting data outside the insurance sector and provide data services for information planning systems and the Government’s management of health care and social security, etc.

+ To expand information technology infrastructure facilities to meet requirements of the national database on insurance: To scale up servers to meet caching and confidentiality requirements of the national database on insurance on the existing and upgraded infrastructure platforms suitable to the structure of the e-government.

+ To completely build and operate an e-database on management of social insurance nationwide, ensuring interconnectivity, availability and accuracy of data to be provided to the national database on insurance.

+ To ensure information safety and security under regulations applicable to national databases.

- To connect databases of ministries, sectors and localities with the national database on insurance in order to provide information to and exploit these databases, prioritizing connection and sharing of data on health care, labor, invalids and social affairs, taxation, finance and banking.

+ To review needs for data on insurance and request connections with the national database on insurance; to review, supplement and adjust information systems of ministries, sectors and localities to make them qualified for being connected with the national database on insurance under regulations.

+ To connect information systems of ministries, sectors and localities with the national database on insurance based on the publicized regulations, standards and technical documents.

+ To exploit information from the national database on insurance; to provide, update and add information to the national database on insurance under regulations.

- To research and apply electronic cards that integrate information of card holders for shared use in insurance, health care, social security and related fields.

c/ To carry out public communication and training to raise the public awareness about the national database on insurance

- To publicize information in the mass media, on websites/portals, at conferences and workshops or under training programs in order to raise the public awareness about the national database on insurance for the purposes of facilitating administrative reform and increasing labor productivity.

- To organize training courses for civil servants and public employees in exploiting the national database on insurance; to attract skilled technical workers to participate in the application of information technology in administrative reform, building of databases and operation of the national database on insurance.

IV. FUNDS FOR IMPLEMENTATION

1. For ministries, central agencies and localities, funds for performance of the tasks set forth in the Scheme to serve the state management work shall be allocated from the state budget within their regular expenditure estimates in accordance with regulations on decentralization of powers for state budget management, and come from other lawful funding sources.

2. For the tasks assigned to the Vietnam Social Security, funds shall be set aside from expenses for management of social insurance, health insurance and unemployment insurance and other lawful funding sources.

V. ORGANIZATION OF IMPLEMENTATION

1. Responsibilities of the Vietnam Social Security:

a/ To assume the prime responsibility for organizing activities under the Scheme.

b/ To perform its assigned tasks as required by solutions and as assigned in the Scheme regarding the national database on insurance.

c/ To connect and share information with, and provide support to, ministries, sectors and localities in connecting with the national database on insurance.

d/ To receive and process requests of agencies and units for data connectivity, sharing and exploitation.

2. Responsibilities of ministries, sectors and localities:

a/ To upgrade and improve specialized databases and national databases under their respective management, making them able to receive connections for exploitation of data of ministries, sectors and localities under regulations, and provide guidance on connection with information systems and databases with the national database on insurance.

b/ To coordinate with the Vietnam Social Security in connecting and sharing data under their management with the national database on insurance.

c/ The Ministries of Health; Labor, Invalids and Social Affairs; Information and Communications; Finance; Public Security; and Justice shall, within the ambit of their functions and tasks, improve regulations related to the national database on insurance.

d/ The Ministry of Information and Communications shall assume the prime responsibility for, and technically coordinate with the Vietnam Social Security and related agencies in, connecting and sharing data between the national database on insurance and information systems of ministries, sectors and localities.

dd/ The Ministry of Health and Ministry of Labor, Invalids and Social Affairs shall coordinate with the Vietnam Social Security in:

- Creating, providing, updating, adding, and directing the update and addition of, necessary relevant information for the national database on insurance; connecting and sharing data in the fields of health, and labor, invalids and social affairs with the national database on insurance.

- Considering application of electronic cards that store card holders’ information for shared use in the fields of insurance, health care and social security.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies and units shall implement this Decision.-
