DECISION
Approving the target program on development of tourism infrastructure during 2016-2020
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the June 18, 2014 Law on Public Investment;
Pursuant to the June 25, 2015 Law on the State Budget;
Pursuant to the Government’s Resolution No. 92/NQ-CP of December 8, 2014, on a number of measures to promote development of Vietnam’s tourism in the new period;
Pursuant to the Government’s Resolution No. 73/NQ-CP of August 26, 2016, approving the policy on investment in target programs during 2016-2020;
Pursuant to the Prime Minister’s Decision No. 175/QD-TTg of January 27, 2011, approving the overall strategy for development of Vietnam’s service sector through 2020;
Pursuant to the Prime Minister’s Decision No. 2473/QD-TTg of December 30, 2011, approving the strategy for development of Vietnam’s tourism through 2020, with a vision toward 2030;
Pursuant to the Prime Minister’s Decision No. 201/QD-TTg of January 22, 2013, approving the master plan on development of Vietnam’s tourism through 2020, with a vision toward 2030;
Pursuant to the Prime Minister’s Decision No. 40/2015/QD-TTg of September 14, 2015, promulgating the principles, criteria and norms for allocation of state budget funds for development investment during 2016-2020;
Considering proposals of the Minister of Culture, Sports and Tourism and Minister of Planning and Investment,
DECIDES:
Article 1.To approve the target program on development of tourism infrastructure during 2016-2020, with the following principal contents:
1. Program name and program management agency:
a/ Program name: Target program on development of tourism infrastructure during 2016-2020 (below referred to as the program).
b/ Program management agency: Ministry of Culture, Sports and Tourism.
2. Program objectives:
a/ General objectives: To develop synchronous and modern tourism infrastructure and ensure technical conditions, thus creating favorable conditions for tourists and attracting domestic and foreign investment in national tourist sites, especially key tourism development areas and deep-lying and remote areas with tourism potential in order to establish regionally and internationally competitive tourism sites and turn tourism into a spearhead economic sector of Vietnam.
b/ Specific objectives by 2020:
- To ensure synchronous infrastructure facilities for 3 to 5 national tourist sites, thus creating favorable conditions for tourists and attracting domestic and foreign investment.
- To support investment in transport infrastructure and create favorable conditions for access to a number of fundamental infrastructure facilities and tourism infrastructure facilities of 30 national tourist sites.
3. Infrastructure facilities covered by, and scope of support of, the program
a/ Infrastructure facilities covered by the program:
- Roads from main routes to tourist sites and strategic areas for regional tourism development.
- Main routes and waste treatment systems in tourist sites.
- Projects on construction of waste treatment and environment protection facilities of national tourist sites.
- Embankment or dredging of lakes and reservoirs for protection and embellishment of tourism resources in tourist sites and strategic areas for regional tourism development.
b/ Scope of implementation:
Localities planned as strategic areas for regional tourism development; localities having tourist sites, attractions and routes as determined in the master plan on development of Vietnam’s tourism through 2020, with a vision toward 2030; priority shall be given to poor provinces that have no budgets for tourism development.
4. Principles of program incorporation
To adhere to the principles and criteria for allocation of funds for the target program on development of tourism infrastructure set out in the Prime Minister’s Decision No. 40/2015/QD-TTg of September 14, 2015, promulgating the principles, criteria and norms for allocation of state budget funds for development investment during 2016-2020, with priority given to development investment in major, key and pervasive-effect projects, first of all interconnected infrastructure projects in strategic areas for regional tourism development under plans approved by the competent authority.
Projects eligible for support must be on the list of national tourist sites under the master plan on development of Vietnam’s tourism through 2020, with a vision toward 2030 approved by the Prime Minister in Decision No. 201/QD-TTg of January 22, 2013, and incorporated in the construction master plan or master plan on development of national tourist sites approved by the competent authority, and for which the capital construction investment procedures have been completed under the current regulations.
5. Support level for each project
- For new projects commenced during 2016-2020: The central budget shall consider a support level equal to their total investment approved by a competent authority.
- For transitional projects receiving support from the central budget during 2011-2015: Support shall continue to be provided at the current level. Provincial-level People’s Committees shall set aside local budgets and mobilize other lawful capital sources to complete these projects under decisions approved by the competent authority.
- For investment projects in the form of public-private partnership: To provide support at the level specified in their project contracts in accordance with the State’s current regulations on investment in the form of public-private partnership.
6. Program implementation period: 2016 to 2020.
7. Total budget for program implementation
The total budget for program implementation is VND 30,664,551 billion, which may be increased whenever there is an additional funding source but must not exceed VND 35,000 billion, including:
- Development investment capital from the central budget: VND 3,802.551 billion, which may be increased whenever there is an additional funding source but must not exceed VND 8,138 billion;
- Development investment capital from local budgets: VND 1 trillion;
- Official development assistance (ODA): VND 3,662 billion;
- Other lawfully mobilized sources: VND 22,200 billion.
8. Organization of program implementation
a/ The Ministry of Culture, Sports and Tourism shall:
- Assume the prime responsibility for organizing the implementation of the program.
- Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and Ministry of Finance in, providing guidance to organizations and individuals in implementing the program.
- Summarize data and formulate medium-term and annual plans for the program objectives and tasks and submit them to the Ministry of Planning and Investment and Ministry of Finance for summing up in accordance with the Law on Public Investment, Law on the State Budget and relevant legal documents.
- Inspect and supervise the implementation of the program; regularly conduct preliminary and final reviews on the implementation results of the program.
- Assume the prime responsibility for, and coordinate with related ministries and sectors in, amending, supplementing and formulating policies to ensure the achievement of the objectives set forth in the program.
- Coordinate with the Ministry of Planning and Investment and Ministry of Finance in allocating resources and appraising funding sources and ability to arrange funds for of the program’s projects.
b/ The Ministry of Planning and Investment shall:
- Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the program management agency in, arranging development investment capital under medium-term and annual plans to implement the program.
- Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment and the program management agency in, appraising funding sources and ability to arrange funds for the central budget-funded projects, national public debentures, government bonds, ODA and concessional loans of foreign donors for the program.
- Coordinate with the program management agency in inspecting and supervising the program implementation results.
c/ Provincial-level People’s Committees shall:
- Assume the prime responsibility for organizing the implementation of the program in their localities.
- Approve, arrange funds for, manage the progress of, and supervise, the program’s projects, ensuring the achievement of objectives, efficiency and economy and avoiding waste in the program implementation.
- Make regular or irregular reports (when necessary) on the program implementation in their localities.
- Organize preliminary and final reviews on the program implementation in their localities under regulations.
Article 2.The mechanisms for management and execution of the program must comply with the Regulation on management and execution of implementation of national target programs during 2016-2020 approved by the Prime Minister.
Article 3.This Decision takes effect on the date of its signing.
Article 4.Ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People’s Committees shall implement this Decision.-
