RESOLUTION
On growth targets for sectors, fields and localities to ensure the national growth target of 8% or higher in 2025

THE GOVERNMENT
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the Government’s Decree No. 39/2022/ND-CP of June 18, 2022, promulgating the Working Regulation of the Government;
Pursuant to the 13th Party Central Committee’s Conclusion No. 123/KL-TW of January 24, 2025, on the supplementary scheme on the 2025 socio-economic development with a growth target of 8% or higher;
Pursuant to Government’s Resolution No. 01/NQ-CP of January 8, 2025, on major tasks and solutions to implement the 2025 socio-economic development plan and state budget estimates;
At the proposal of the Minister of Planning and Investment in Document No. 805/BKHDT-TH of February 4, 2025, and Document No. 824/BKHDT-TH of February 5, 2025;
Based on unanimous opinions of the cabinet members,
RESOLVES:
The year 2025 holds special significance as a year of acceleration, breakthroughs and finish, the final year of the 2021-2025 five-year socio-economic development plan, the year of carrying out a revolution in downsizing the organizational apparatus, the year of organizing Party Congresses at all levels proceeding to the 14th National Party Congress, and preparing and consolidating fundamental factors, paving the way for the nation to stay confident for stepping into a new era - the era of the nation's rise for strong development and prosperity, toward successfully implementing the goals of the 2021-2030 ten-year socio-economic development strategy. Meanwhile, the global and regional situation is forecast to see complicated and unpredictable developments; the global economy is recovering slowly, unevenly and not firmly with increasing risks. The country’s economy is forecast to maintain positive growth momentum, though opportunities and advantages are interwoven with difficulties and challenges, while challenges outweigh opportunities, especially from external negative impacts and prolonged internal limitations and shortcomings, storms, floods, drought, and seawater intrusion, etc.
In that context, in order to successfully achieve the national growth target of 8% or higher in 2025, serving as a solid foundation to attain a double-digit growth rate for the 2026-2030 period, the Government requests:
1. Ministers, heads of ministerial-level agencies and heads of government-attached agencies assigned to take charge of monitoring and evaluating the indicators provided in Appendix I to this Resolution, and chairpersons of provincial-level People’s Committees to focus on directing the implementation of the following tasks:
a/ To closely monitor, firmly grasp the situation, closely coordinate, and synchronously, comprehensively and effectively implement the tasks and solutions set out in all fields; to promote the spirit of solidarity and unity in direction and administration; to adopt innovative and breakthrough thinking with high determination, great efforts and resolute actions to ensure timely, flexible and effective implementation so as to achieve the growth targets and indicators of sectors and fields, and GRDP growth targets of localities as provided in Appendix I and Appendix II to this Resolution.
b/ To urgently develop monthly and quarterly growth scenarios of sectors and fields; for GRDP growth targets, to direct specialized agencies to closely coordinate with statistical offices, based on the announced GRDP data of 2024, review and develop GRDP growth scenarios for level-1 economic sector and 3 economic regions and taxes less subsidies on products on a quarterly basis to serve leadership, direction and administration tasks. Ministries, sectors and localities shall send growth scenarios to the Ministry of Planning and Investment in February 2025 for synthesis and monitoring.
c/ To proactively implement tasks and solutions within the ambit of their competence, and study and propose specific mechanisms, policies, tasks and solutions in cases falling beyond their authority, and send reports thereon to the Ministry of Planning and Investment for synthesis and reporting to the Government and Prime Minister to promptly remove difficulties and obstacles.
d/ To report and evaluate monthly and quarterly implementation, update growth scenarios (if any), and propose solutions to achieve growth targets and send them to the Ministry of Planning and Investment before the 25th of every month.
2. Provincial-level People's Committees shall urgently direct the study and review of new resources, driving forces and capacity for growth and implementation solutions, and send reports thereon to provincial-level People’s Councils in February 2025 to adjust the GRDP growth targets of localities in case a People’s Council has resolved a growth target lower than the target set out in this Resolution in order to ensure comprehensive and effective implementation.
3. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, synthesizing, monitoring and evaluating the implementation and make proposals (if any), and report thereon to the Government at its monthly meetings.
4. The Ministry of Information and Communications shall assume the prime responsibility for, and coordinate with the Party Central Committee’s Commission for Information, Education and Mass Mobilization, news and press agencies, ministries, central sectors and localities in, disseminating this Resolution.
5. The Government Office shall, within the ambit of its assigned functions and tasks, monitor and urge the implementation of this Resolution.-
