DECISION
Promulgating the National Action Plan on development of digital economy in the 2024-2025 period

THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the June 22, 2023 Law on E-Transactions;
Pursuant to the Government’s Decree No. 137/2024/ND-CP of October 23, 2024, on e-transactions of state agencies and information systems serving e-transactions;
To implement the National Strategy for development of digital economy and digital society through 2025, with orientations toward 2030, approved under the Prime Minister’s Decision No. 411/QD-TTg of March 31, 2023;
At the proposal of the Minister of Information and Communications,
DECIDES:
Article 1. To promulgate together with this Decision the National Action Plan on development of digital economy in the 2024-2025 period.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies shall implement this Decision.-

NATIONAL ACTION PLAN ON DEVELOPMENT OF DIGITAL ECONOMY IN THE 2014-2025 PERIOD
(Promulgated together with the Prime Minister’s Decision No. 1437/QD-TTg of November 20, 2024)
I. VIEWPOINTS AND OBJECTIVES
1. Viewpoints
- Digital transformation and digital economy constitute a new task; therefore, leaders of authorities at all levels must have profound knowledge of digital transformation, and personally direct and perform, and be proficient in applying, digital transformation in order to successfully lead digital transformation and digital economy. The outcomes of digital transformation and digital economy development shall be used as the basis for evaluating cadres and leaders of authorities.
- To develop a digital economy on the basis of four pillars, namely the information and communications technology (ICT) digital economy, sector-based digital economy, digital governance, and digital data, as an important driving force to ensure fast, green and sustainable socio-economic development.
- The ICT digital economy will serve as an important driving force and be intensively integrated in order to make comprehensive changes in all activities of industries and sectors of the real economy.
- To identify a new space for the development of digital economy as the sector--based digital economy, focusing on a number of key industries and sectors in which Vietnam has advantages for development.
- To develop and synchronously organize digital platforms as a new space for economic activities. To develop digital data not only as a new resource but also as new and important inputs of production of the economy.
- To develop the digital economy in association with ensuring national security and protecting the national digital sovereignty; to ensure that Vietnam will be able to master digital platforms and digital data to be autonomous and self-reliant in the cyberspace.
2. Objectives
To boost the development of digital economy to achieve the objectives set out in Decision No. 411/QD-TTg of March 31, 2022, approving the National Strategy for development of digital economy and digital society through 2025, with orientations toward 2030 (below referred to as the Strategy). In particular, sector-based development of digital economy will serve as the main growth spaces of Vietnam's digital economy, gradually turning digital technology and digital data into important inputs of production and business activities in each industry and sector, thereby improving the overall efficiency and competitiveness of the economy.
II. TASKS AND SOLUTIONS
1. Development of the ICT digital economy
To develop the ICT into a platform industry to promote digital economy. Strong digital technology enterprises will become advanced productive forces for developing the ICT digital economy and boosting the development of digital economy in industries and sectors.
a/ To develop digital infrastructure and mobile broadband infrastructure toward the universalization of broadband networks and improvement of connection quality. To continue to review and make a list of emerging villages where mobile broadband networks are unavailable or available but inaccessible and establish mobile broadband networks in the other villages where mobile broadband networks are unavailable or available but inaccessible;
b/ To develop such digital utility infrastructure and digital technology facilities as services, focusing on the following platforms: digital identity; digital authentication; digital payment and digital invoicing; data integration and sharing; digital document authentication; digital signature and digital signature certification to provide soft infrastructure for the people and enterprises, performing core functions of digital transactions to promote consumption of products and services in the digital environment;
c/ To study amending and supplementing the Government’s Decree No. 154/2013/ND-CP to facilitate development of information technology parks, creating development space for enterprises in the field of digital technology, especially in localities with good human resources for information technology, green and renewable energy infrastructure and convenient climate conditions and traffic infrastructure.
2. Development of digital data
a/ Accelerating the readiness of high-quality datasets and promoting data circulation, sharing and opening
To formulate and promulgate regulations on lists of databases of ministries, ministerial-level agencies, government-attached agencies and provincial-level People's Committees; such a list must have the following contents: name of database; purpose, scope and content of database; mechanism for data collection and updating, and collected data sources; and listing of data categories, including open data and shared data.
b/ Promoting data opening, integration, reuse and circulation and efficiency improvement through data-based innovation
To study updating national standards on data quality; to study and propose the implementation of a regulatory sandbox for establishing ownership rights, and managing, processing and distributing data.
c/ Studying and implementing on a pilot basis the scenarios for data exploitation and use and development of digital applications
To formulate a pilot scheme for a data exchange in order to proceed with data marketing; to study and implement typical scenarios and applications on data mining and use to serve the development of industries and sectors, ensuring compliance with law.
d/ Periodically evaluating data quality to ensure “correct, sufficient, clean, and alive” data
Ministries, sectors and localities shall perform data management activities, including: (i) Annually inventorying and reporting on the current status of data, and evaluating quality of data lists; (ii) Evaluating compliance with standards, technical regulations and regulations on data; (iii) Evaluating data quality, covering the accuracy, integrity, completeness, availability, timeliness, ability for inventory, usability, and uniqueness of data, and unusual data; and (iv) Evaluating data maintenance, operation, updating, and data updating and mining logs.
3. Development of digital economy in industries and sectors
a/ General tasks
To carry out digital transformation in all industries and sectors, focusing on enterprises, thus creating a driving force to promote growth based on data, digital technology and innovation, improving the capacity for governance, management of operation of socio-economic infrastructure systems, and governance of operation of enterprises in order to develop new business models. To promote consumption demand for products and services in the digital environment.
To prioritize a number of key industries and sectors in which Vietnam has great potential and room for digital economy development, including wholesale and retail trade; agriculture; processing and manufacturing industry; tourism; and logistics.
- Promulgating a set of criteria for measuring the level of digital transformation in prioritized sectors; periodically updating the criteria for measuring the level of digital transformation in conformity with the development reality, and proposing solutions to promote the level of digital transformation associated with the criteria for measurement;
- Implementing on a pilot basis the breakthrough policies, focusing on key industries and sectors of digital economy; building databases and data warehouses and increasing data opening to promote innovation in industries and sectors; . courageously exploring, experimenting and renewing digital economy models, promptly reviewing practical experiences for universalizing and replicating successful models;
- Promulgating policies and regulations to mobilize organizations, businesses and the people, etc., to use digital platforms to meet the requirements of shifting operation from the real environment to the digital environment;
- Encouraging and supporting digital technology enterprises to establish shared digital platforms in each prioritized industry and sector, multi-sector digital platforms, and ecosystems with diverse digital applications on digital platforms; formulating contents on training in digital skills on digital platforms to freely provide basic digital knowledge and skills to the people;
- Carrying out activities of guiding, urging, inspecting, evaluating, and certifying cyberinformation security and cyber security for digital platforms and digital applications in industries and sectors; requiring digital platforms and digital applications to comply with regulations on cyberinformation security and cyber security before putting such platforms and applications into use and during the operation and exploitation process to build consumer trust in online transactions;
- Building databases; measuring and announcing digital economy growth indicators, and proportions of new products and services in industries and sectors; opening data of industries and sectors to facilitate innovation and socio-economic development.
b/ Specific tasks
- To develop digital economy in the field of wholesale and retail trade through transforming the operation models of enterprises, business households and shops in the field of wholesale and retail based on digital technology and digital data.
- To promote the use of digital transformation platforms for enterprises, business households and shops in the field of wholesale and retail sector, creating consumption channels and new business models to stimulate demand in the digital environment;
- To formulate a national overall plan on e-commerce development for the 2026-2030 period so as to increase the sale of Vietnamese products at home and abroad through e-commerce.
c/ Developing digital economy in the field of agriculture, focusing on smart agriculture and precision agriculture, and increasing the proportion of digital technology-based agriculture in the economy
- To organize the building of databases and data warehouses on smart agriculture and precision agriculture; to increase data openness to promote innovation and connect farmers with buyers nationwide;
- To develop and promote the use of digital data platforms in agriculture and farm produce traceability platforms.
d/ Developing digital economy in the field of processing and manufacturing industries toward applying advanced and modern technologies to make plants become smart in line with the green development trend in the world
- To build an architectural framework on digital transformation and smart production development to support enterprises in carrying out self-evaluation of their readiness for digital transformation and smart production, while helping them realize and set their implementation roadmap;
- To develop and promote the use of digital transformation platforms for smart plants;
- To apply digital technology and connect industrial parks and export processing zones to form industrial clusters and connect the entire industrial value chain.
dd/ Developing digital economy in tourism on the basis of applying technologies to optimize the governance, operation, exploitation, and business activities of tourist accommodation establishments, tour operators, tourist areas, tourist attractions, entertainment and recreational areas, scenic spots, and conservation areas for cultural heritage imbued with national identity.
- To form real-time databases and data warehouses on tour operators to effectively deal with distribution and business issues on digital channels through a network of domestic and foreign online travel agents. To enhance data openness to promote innovation and develop the model of sharing economy, thus engaging more people in tourism service provision, creating jobs, and promoting digital economy development;
- To build databases and data warehouses on tourists and their consumption behaviors; to enhance the openness of data on tourism programs and tourism resources to serve the shared exploitation and use for tourism development;
- To develop and promote the use of tourism governance and business platforms.
e/ Developing digital economy in the field of logistics toward applying technologies to optimize end-to-end logistics costs throughout the entire process of transporting goods from seaports, border gates, and warehouses/yards/ports to consumers and vice versa.
- To organize the collection and development, and strengthen the connection, exchange and openness of data on logistics and supply chains, meeting the increasing demand of people and enterprises for delivery, warehousing and logistics;
- To develop and promote the use of digital seaport platforms and transport governance and business platforms.
4. Digital governance
a/ To implement on a pilot basis in ministries, sectors and localities, and then expand virtual assistant platforms to support cadres and civil servants in formulating legal documents and performing official duties; to provide citizens with support on legal issues and other virtual assistant platformss.
b/ To complete the data-based operating model through the Intelligent Operations Center (IOC) for dissemination to localities.
III. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Information and Communications shall urge ministries, sectors and localities to implement the Action Plan, and synthesize the implementation results for reporting to the Government and integrate them into the digital transformation reports to be presented at the meetings of the National Committee for Digital Transformation; carry out preliminary review of the implementation of the Action Plan in 2025 and assume the prime responsibility for formulating an action plan of this kind for the 2026-2030 period; and perform tasks and solutions as assigned in the Appendix to this Decision and other contents in conformity with its functions and tasks.
2. The Ministry of Industry and Trade shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, performing the tasks specified at Point b, Clause 3; perform the tasks on building the architectural framework and developing and promoting the platforms specified at Point d, Clause 3; and the tasks of collecting, developing and enhancing the connection, exchange and openness of, logistics data as specified at Point e, Clause 3, Section II; and perform the tasks and solutions as assigned in the Appendix to this Decision and other contents in conformity with its functions and tasks.
3. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with the focal-point agencies managing industrial parks and export processing zones in, performing the tasks of applying digital technology and connecting industrial parks and export processing zones specified at Point d, Clause 3, Section II; and perform the tasks and solutions as assigned in the Appendix to this Decision and other contents in conformity with its functions and tasks.
4. The Ministry of Agriculture and Rural Development shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, performing the tasks specified at Point c, Clause 3, Section II; and perform the tasks and solutions as assigned in the Appendix to this Decision and other contents in conformity with its functions and tasks.
5. The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, performing the tasks specified at Point dd, Clause 3, Section II; and perform the tasks and solutions as assigned in the Appendix to this Decision and other contents in conformity with its functions and tasks.
6. The Ministry of Transport shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, performing the tasks on developing and promoting the use of the digital seaport platforms specified at Point e, Clause 3, Section II; and perform the tasks and solutions as assigned in the Appendix to this Decision and other contents in conformity with its functions and tasks.
7. The Ministry of Public Security shall formulate, complete and report to the Government for submission to the National Assembly for promulgation the Law on Personal Data Protection and Law on Data; and assume the prime responsibility for guiding, and coordinate with ministries, sectors and localities in, performing the task of security for digital economy activities; and protect data and ensure data security.
8. Other ministries and sectors shall carry out digital economy development in the industries and sectors under their management; integrate the contents on digital economy development into digital transformation schemes in their ministries and sectors according to the Prime Minister’s Directive No. 34/CT-TTg of September 16, 2024; issue a set of criteria for measurement of the level of digital transformation and digital economy development of industries and sectors; and organize the building and formation of specialized databases and data warehouses and increase data openness to promote innovation.
9. The People's Committee of Ho Chi Minh City shall assume the prime responsibility for, and coordinate with the Ministry of Information and Communications in, researching and implementing on a pilot basis a data exchange and typical scenarios and applications on data exploitation and use to serve the development of industries and sectors.
10. Provincial-level People's Committees shall establish and consolidate their local data infrastructure; build local databases and data warehouses in combination with data openness to promote innovation; coordinate with the Ministry of Information and Communications and ministries and sectors in building digital platforms on the basis of taking over the available information systems and databases in ministries, sectors and localities to avoid overlapped investment, and maximize the use of available data sources to ensure the effective exploitation of data under the localities’ management.
11. The Central Committee of the Vietnam Fatherland Front, the Central Committee of the Ho Chi Minh Communist Youth Union, the Central Committee of the Vietnam Women's Union and social organizations shall, within the ambit of their functions and tasks, participate and mobilize the society to participate in implementing the objectives, norms, tasks and solutions set out in the Action Plan.
12. The Vietnam Television, the Voice of Vietnam, the Vietnam News Agency and media and press agencies shall assume the prime responsibility for, and proactively coordinate with the Ministry of Information and Communications and ministries, sectors and localities in, formulating and approving their plans on organization of public communication about the Action Plan to all sectors, authorities at all levels and people as well as the experience and models of digital economy development of countries around the world that have recorded achievements in order to raise the public awareness about, and create consensus for implementing, digital economy development nationwide.
IV. RESOURCES FOR IMPLEMENTATION
Resources for implementation of the tasks and activities set out in the Action Plan include the state budget (central budget and local budget funds as decentralized); and other funding sources in accordance with law.
