RESOLUTION
Regarding the extension of the pilot duration for using telecommunications accounts to pay for small-value goods and services

THE GOVERNMENT
Pursuant to the Law on Organization of the Government dated February 18, 2025;
Pursuant to Decree No. 39/2022/ND-CP dated June 18, 2022, of the Government, promulgating the Working Regulation of the Government;
Pursuant to Resolution No. 192/NQ-CP dated November 18, 2023, of the Government, regarding the extension of the pilot duration for using telecommunications accounts to pay for small-value goods and services (Mobile-Money);
Considering the proposal of the Governor of the State Bank of Vietnam in Submission No. 46/TTr-NHNN dated March 25, 2025, regarding the extension of the pilot duration for the Mobile-Money service,
RESOLVES:
Article 1. To extend the pilot duration for using telecommunications accounts to pay for small-value goods and services specified in Decision No. 316/QD-TTg dated March 09, 2021, of the Prime Minister, on approval of the pilot application of using telecommunications accounts to pay for small-value goods and services (Mobile-Money), as follows: “Enterprises approved by the State Bank of Vietnam to implement the pilot use of telecommunications accounts to pay for small-value goods and services shall continue the pilot implementation from January 01, 2025, until the end of December 31, 2025”.
Article 2. To assign the State Bank of Vietnam to continue presiding over, coordinating with the Ministry of Science and Technology, the Ministry of Public Security, the Ministry of Justice, and relevant Ministries and agencies in developing and advising the Government to issue a Decree regulating the Mobile-Money service in accordance with the provisions of the Law on Promulgation of Legal Documents.
Article 3. This Resolution takes effect from the date of its signing and promulgation.
Article 4. The Prime Minister, the Governor of the State Bank of Vietnam, the Minister of Public Security, the Minister of Science and Technology, the Minister of Justice, and the Heads of relevant agencies and units shall be responsible for the implementation of this Resolution./.
