DECISION

On approving the electricity generation price bracket applicable to
solar power plants

THE MINISTER OF INDUSTRY AND TRADE

Pursuant to the Electricity Law dated November 30, 2025;

Pursuant to the Government’s Decree No. 40/2025/ND-CP dated February 26, 2025, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;

Pursuant to the Circular No. 09/2025/TT-BCT dated February 01, 2025 of the Minister of Industry and Trade, on the dossier, order, procedures, and methods for determining and approving the electricity generation price bracket; dossier, order, procedures for developing and approving the electricity import price bracket;

At the proposal of the Vietnam Electricity in the Document No. 1771/EVN-TTD dated March 20, 2025, Document No. 1996/EVN-TTD dated March 28, 2025 and proposal of the Director of the Electricity Authority.

DECIDES:

Article 1. To promulgate the electricity generation price bracket in 2025

The electricity generation price bracket in 2025 applicable to solar power plants defined at Point a Clause 2 Article 1 of the Circular No. 09/2025/TT-BCT dated February 01, 2025 of the Minister of Industry and Trade, on the dossier, order, procedures, and methods for determining and approving the electricity generation price bracket; dossier, order, procedures for developing and approving the electricity import price bracket shall be as follows:

1. Maximum price (excluding value-added tax) of the electricity generation price bracket for non-storage battery solar power plants (VND/kWh):

2. Maximum price (excluding value-added tax) of the electricity generation price bracket for solar power plants with battery energy storage system (VND/kWh):

The specifications of the battery energy storage system used to calculate the maximum price level in the electricity generation price bracket for solar power plants with battery energy storage system shall be as follows:

- Capacity: at least 10% of the installed capacity of the solar power plant.

- Storage/discharge duration: 02 hours.

- Proportion of charging electricity output: 5% of the solar power plant's output.

Article 2. Implementation organization

Based on the electricity generation price bracket specified in Article 1 of this Decision, the Vietnam Electricity and the power generation unit shall sign a power purchase agreement in accordance with regulations.

Article 3. Implementation provisions

1. This Decision takes effect on the signing date.

2. The Chief of the Ministry Office, the Director of the Electricity Authority of Vietnam, the Director General of the Legal Department, the General Director of the Vietnam Electricity, and relevant organizations and individuals shall be responsible for the implementation of this Decision./.
