SUMMARY

Strive to produce around 40 animated films per year

On May 15, 2023, the Prime Minister issues Decision No. 515/QD-TTg approving the Overall Program on development of Vietnam’s culture for the 2023-2025 period. Bellows are main tasks and solutions of the Program:

1. Strive to produce around 45 feature films; 90 documentary-scientific films and 40 animated films per year (of which about 30% of films are produced under orders placed with state budget funds); around 45 fine-art sculpture works, and about 60 fine-art and photographic works on national history, revolutionary struggle and national renewal cause.

2. Train and further train 100 experts and professional staffs in screenwriting, theory and criticism, curatorship and assessment in the fields of cinematography, fine arts, performing arts and antique assessment.

3. Create and publish 30-45 quality theoretical and critical research works on culture, performing arts, cinematography, fine arts and photography; around 35 new-model large-scale performing-arts works and programs; and around 35 experimental performing-arts works with the combination of traditional arts and contemporary arts.

4. Provide support for prevention of degradation and urgent repair of around 150 national-level relics. Implement programs and tasks on preservation, renovation, restoration and embellishment of some 2 cultural and natural heritages recognized by the UNESCO and around 15 valuable special national relics currently suffering serious degradation.

This Decision takes effect on the date of signing.

DECISION

Approving the Overall Program on development of Vietnam’s culture for the 2023-2025 period[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

Pursuant to the June 25, 2015 Law on the State Budget;

Pursuant to the June 13, 2019 Law on Public Investment;

Pursuant to the Political Bureau’s Resolution No. 23/NQ-TW of June 16, 2008, on continuing to build and develop literature and arts in the new period;

Pursuant to Resolution No. 33-NQ/TW of June 9, 2014, of the 9th plenum of the 11th Party Central Committee, on building and development of Vietnam’s culture and people to meet the requirements of sustainable national development;

Pursuant to the Political Bureau’s Conclusion No. 76-KL/TW of June 4, 2020, on continued implementation of Resolution No. 33-NQ/TW of the 9th  plenum of the 11th Party Central Committee, on building and development of Vietnam’s culture and people to meet the requirements of sustainable national development;

Pursuant to Resolution No. 572/NQ-UBTVQH15 of August 18, 2022, of the 15th National Assembly Standing Committee, on questioning activities at the 14th session;

Pursuant to the Government’s Resolution No. 102/NQ-CP of December 31, 2014, promulgating the Government’s Program of Action to implement Resolution No. 33-NQ/TW of June 9, 2014, of the 9th plenum of the 11th Party Central Committee, on building and development of Vietnam’s culture and people to meet the requirements of sustainable national development;

Pursuant to the Government’s Resolution No. 50/NQ-CP of May 20, 2021, on the Government’s Program of Action to implement the Resolution of the 13th National Party Congress;

Pursuant to the Government’s Resolution No. 01/NQ-CP of January 8, 2022, on major tasks and solutions to implement the 2022 socio-economic development plan and state budget estimates;

At the proposal of the Minister of Culture, Sports and Tourism,

 

DECIDES:

Article 1. To approve the Overall Program on development of Vietnam’s culture for the 2023-2025 period (below referred to as the Program) with the following contents:

I. SCOPE AND OBJECTS OF THE PROGRAM

1. Scope of the Program

a/ The Program shall be implemented nationwide and in a number of countries that have long-term cultural relations with Vietnam; in particular, the Program’s resources shall be invested first of all in key and pivotal tasks in identified target groups.

b/ The Program will focus on activities in specific fields, including: cultural heritages; grassroots culture; performing arts; fine arts, photography and exhibition; cinematography; library; training; national culture; external culture; cultural industry, etc.

c/ The Program does not cover activities that have been approved and for which funds have been allocated by competent authorities for regular activities of state management agencies and for other programs, schemes and tasks.

2. Objects of the Program

a/ World cultural heritages, and relics recognized as special national relics or national-level relics.

b/ Intangible cultural heritages recognized by the United Nations Educational, Scientific and Cultural Organization (UNESCO); intangible cultural heritages having typical values or being at risk of falling into oblivion.

c/ Cultural institutions and creative cultural spaces; mobile communication teams; border guard posts; facilities and entertainment spots for children.

d/ Writers and artists, intellectuals, and personnel engaged in management, training and scientific research in the field of culture.

dd/ Enterprises, organizations and individuals operating in the field of culture and arts.

II. TASKS AND SOLUTIONS

1. Completing the system of policies and laws on culture, improving the awareness of the entire political system and the whole society about the position and role of the cause of building and development of Vietnam’s culture and people, and carrying out public communication to improve the awareness about the Program

a/ To make the legal system on cultural development more consistent, ensuring the prompt institutionalization of the Party’s resolutions and guidelines.

- To formulate special mechanisms and policies on investment, finance and public-private partnership for the development of culture and cultural industries.

- To continue improving mechanisms and policies for conservation of special cultural heritages and resources: studying and amending the Law on Cultural Heritages and the Law on Advertising.

b/ To build cultural institutions in a digital society; to improve regulations on copyright; to renew policies on preferential treatment of talented people and recognize dedications of the contingent of writers and artists and persons engaged in cultural activities.

c/ To intensify public communication about the position and role of culture, the Party’s guidelines and policies and the State’s laws on cultural development, the 1943 Outline on Vietnam’s Culture, and the important speech of Party General Secretary Nguyen Phu Trong at the 2021 National Cultural Conference.

d/ To intensify public communication about and wide dissemination of the Program’s key tasks among authorities at all levels as well as all sectors, people of all strata and people engaged in cultural activities, thereby clearly defining the role of each entity in implementing the Program.

2. Conserving and sustainably promoting cultural values of the nation

a/ To implement programs and tasks on preservation, renovation, restoration and embellishment of some 2 cultural and natural heritages recognized by the UNESCO and around 15 valuable special national relics currently suffering serious degradation; to provide support for prevention of degradation and urgent repair of around 150 national-level relics.

b/ To step up the compilation of scientific dossiers of intangible cultural heritages of typical value or at risk of falling into oblivion and in need of urgent protection for inclusion in the List of National Intangible Cultural Heritages and World Heritages.

c/ To accelerate the collection of ancient and precious and rare documents of special historical, cultural and scientific values.

d/ To upgrade and renovate a number of national-level public museums; to study establishing national-level specialized museums on contemporary arts and photographic art; and the National Center for artifact preservation.

dd/ To study and implement solutions on information technology application and digital transformation in conserving and promoting the value of tangible and intangible cultural heritages; to develop virtual-reality experience applications, and research and exploit values of traditional arts in existing data warehouses.

e/ To support activities of handing down and conserving intangible cultural heritages recognized by the UNESCO, and conserve and promote spoken and written languages of ethnic minorities at risk of falling into oblivion.

3. Improving the operational efficiency of the system of cultural institutions

a/ To build the capacity of physical foundations, and facilitate the construction of grassroots cultural-sports institutions, 50 recreation and entertainment zones for children in industrial parks, ethnic minority areas, extremely disadvantaged areas and localities unable to balance budget funds on their own.

b/ To study developing the Complex of National Performing-Arts Centers; to establish the Vietnam National Folk Orchestra.

c/ To build the capacity of physical-technical foundations of the cinematographic industry in conformity with the development trend of the region and the world; to operate the Online Film Distribution and Dissemination Center.

d/ To build the capacity of digital library activities; to complete the shared-used database system, Vietnam Library Database, open information resources and the National Center for Preservation of Digital Information Resources that are capable of being connected with domestic and foreign libraries.

4. Building a healthy cultural environment and improving the people’s spiritual life and aesthetic capacity

a/ To study building the national value system, the system of values and standards of conduct of Vietnamese people; cultural standards in the workplace, of civil servants and in the community; and the code of cultural and civilized conduct in the digital environment.

b/ To build, and support the development of, modern multimedia book experience spaces serving the development of reading culture in communities at provincial-level libraries and community libraries in localities where no commune-level libraries are available.

c/ To plan and carry out art education activities for raising the aesthetic capacity for Vietnamese youth and adolescents, and implement art education programs in schools.

d/ To build a digital cultural environment suitable to digital economy, digital society and digital citizens in Vietnam in the 2023-2030 period, with a vision toward 2045.

dd/ To promote activities of, and provide equipment support for, mobile information and communication teams in border, island, ethnic minority and extremely disadvantaged areas.

5. Developing a contingent of writers, artists, intellectuals and high-quality human resources for management, training and scientific research in the field of culture

a/ To formulate scientific programs on basic research into culture, culture in digital society, special cultures of ethnic groups, top-notch arts and traditional arts.

b/ To build capacity and formulate training and further training programs for basic cultural research and strategic-level cultural management staffs, and formulate, and advise on formulation of, sectoral development policies.

c/ To train and further train 100 experts and professional staffs in screenwriting, theory and criticism, curatorship and assessment in the fields of cinematography, fine arts, performing arts and antique assessment.

d/ To select young writers, artists, artisans and intellectuals with capacity and creativity to join in long-term training and short-term advanced training courses at home and abroad.

dd/ To preferentially treat and recruit scientists, talented writers and artists and artisans of traditional crafts to participate in training and teaching activities in the fields of culture and arts.

e/ To build the capacity of physical-technical and technological foundations and conditions to ensure the training quality up to international standards for 2 higher education institutions, 4 vocational education institutions and a number of specialized culture-art research institutes up to the world’s advanced model, including at least 1 unit for research and consultancy on development policies and strategies of the cultural industry.

6. Developing Vietnamese cultural and artistic products of top-notch artistic and ideological values

a/ To formulate and implement the Program on creation of Vietnamese cultural and artistic works to celebrate 95 years under the Party’s leadership.

b/ To create and publish 30-45 quality theoretical and critical research works on culture, performing arts, cinematography, fine arts and photography; around 35 new-model large-scale performing-arts works and programs; and around 35 experimental performing-arts works with the combination of traditional arts and contemporary arts.

c/ To strive to produce around 45 feature films; 90 documentary-scientific films and 40 animated films per year (of which about 30% of films are produced under orders placed with state budget funds); around 45 fine-art sculpture works, and about 60 fine-art and photographic works on national history, revolutionary struggle and national renewal cause.

d/ To promote the distribution, dissemination, advertising and export of typical Vietnamese films and performing-arts and fine-arts works to the world; to disseminate films to serve ethnic minority people and people living in areas meeting with difficult or extremely difficult socio-economic conditions or in island communes and districts; to screen more Vietnamese films in cinemas.

dd/ To develop the cultural industry in association with cultural and creative spaces in such key fields as cinematography, contemporary art, media entertainment and fashion in localities and big cities.

e/ To develop the set of national cultural indicators for sustainable development and the cultural industry map; to create an environment for linkage and interaction between artists, creative practitioners, cultural spaces and enterprises, creating markets for cultural industries to develop.

g/ To promote the development of different genres of contemporary arts; to increase performances of world-famous works in the field of symphony, ballet, opera and choirs; to broadcast television theaters and online theaters on digital platforms.

h/ To provide legal aid and support for small- and medium-sized enterprises engaged in cultural activities for producing, advertising and promoting cultural and art projects of high artistic and ideological value.

i/ To develop tools to help detect copyright and related rights infringements in the digital environment and the Internet.

7. Promoting the image of the Vietnamese country, culture and people to the world

a/ To raise the operational capacity of Vietnamese cultural centers in Laos and France; to organize the teaching of Vietnamese language and culture, promoting traditional cultural values among overseas Vietnamese communities.

b/ To assist localities, socio-political organizations and enterprises in organizing communication, promotion and advertising activities in the mass media, on digital platforms and social networks on the image of the Vietnamese country, culture and people as well as Vietnamese cultural products and local potential and strengths to international friends.

c/ To host and organize international cultural and art events of large scale and prestige; to form and develop 3-5 brands of quality international cultural and art festivals, festivities and events in Vietnam.

d/ To organize quality cultural and artistic activities to serve overseas Vietnamese communities; to attract investment in the production of films to promote Vietnamese culture abroad; to increase Vietnam’s presence at cultural, sports and tourism events of regional and international scale and prestige.

8. Mobilizing resources for and managing the implementation of the Program

a/ To diversify resources for the implementation of the Program, in which state budget funds are important and decisive; to prioritize the concentration of the state budget’s resources for the performance of key and focal tasks in accordance with the laws on public investment and the state budget; to formulate mechanisms to mobilize social resources for implementation of the Program, defining the responsibility of infrastructure investors for cultural development.

b/ To increase the mobilization of other resources such as land resources and high-quality human resources, etc.; to ensure resources based on the state budget-balancing capacity in each period.

c/ To promote artistic innovation of young generations and, at the same time, formulate mechanisms and policies on investment support and attraction of domestic and international artists to create cultural and artistic products meeting the development requirements and trends in the era of the Fourth Industrial Revolution.

d/ To delegate and decentralize powers to localities for formulating plans on and organizing the implementation of the Program as suitable to local conditions, advantages and cultural identities, thereby ensuring the efficiency of the Program.

dd/ To delegate powers for management and organization of implementation of the Program in accordance with the law-specified order and procedures and provisions of the laws on the state budget and public investment; to clearly define responsibilities of localities, ministries and ministerial-level agencies for participation in the implementation of the Program; to intensify inspection, monitoring and evaluation of progress and efficiency of, and promptly prevent and strictly handle violations at all levels and in all sectors during, the implementation of the Program.

e/ To build and consolidate the apparatus for management and organization of the implementation of the Program in accordance with current regulations, ensuring efficient, uniform and synchronous implementation of the Program in the entire system; to assign a focal-point body for coordinating the implementation of the Program so as to ensure proactivity at all implementing units and unanimity in the implementation process, ensuring the achievement of the set objectives.

The List of specific projects under the Program is provided in the Appendix to this Decision.

III. FUNDS FOR IMPLEMENTATION OF THE PROGRAM

Funding sources for implementation of the Program include:

a/ State budget sources (central budget and local budget funds), which must ensure conformity with the state budget-balancing capacity and budget management decentralization in accordance with the Law on the State Budget, the law on public investment and relevant laws.

b/ To mobilize investment and donation sources from enterprises, organizations, individuals and communities and other lawful funding sources.

c/ The formulation and implementation of financial plans for the tasks of the Program must comply with the Law on the State Budget, the Law on Public Investment and current regulations on medium-term public investment plans and medium-term financial plans of the State.

 

 

IV. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Culture, Sports and Tourism, as the agency in charge of implementation of the Program, shall:

a/ Assume the prime responsibility for, and coordinate with related ministries, sectors and provincial-level People’s Committees in, formulating plans and organizing the implementation of tasks and solutions of the Program; and take responsibility for data, implementation progress, results and efficiency of the Program.

b/ Guide and organize the implementation of the Program, ensuring efficiency; and make annual reviews and final review of the implementation of the Program, and report thereon to the Prime Minister.

c/ Assume the prime responsibility for, and coordinate with related agencies in, summarizing plans and proposing needs for central budget funds for the implementation of the Program on an annual and periodical basis and send them to competent agencies.

d/ Propose budget estimates and manage and use state budget funds allocated to the Ministry to perform tasks and solutions of the Program in accordance with the laws on public investment and the state budget.

dd/ Sum up recommendations and propose measures to solve problems in terms of mechanisms, policies, management and monitoring mechanisms, and mechanisms for mobilizing and managing social resources during the implementation of the Program.

e/ Provide training and further training, disseminate information and carry out public communication in appropriate forms in order to improve awareness and way of thinking of grassroots cadres and officers in charge of management and implementation of the Program.

g/ Assume the prime responsibility for, and coordinate with related agencies in, monitoring and evaluating, and making reports on, the implementation of the Program.

2. The Ministry of Planning and Investment shall, based on the state budget-balancing capacity, consider and allocate development investment capital for performance of a number of tasks set in the Program in accordance with the current laws on public investment and the state budget and relevant laws.

3. The Ministry of Finance shall, based on the law on the state budget, consider and allocate non-business budget funds for the implementation of the Program in accordance with law and in conformity with the state budget-balancing capacity in each period.

4. Related ministries and sectors shall, within the ambit of their assigned functions, tasks and powers, coordinate with the Ministry of Culture, Sports and Tourism and provincial-level People’s Committees in performing the tasks and solutions set in the Program, thereby ensuring implementation schedule and efficiency and compliance with law.

5. Provincial-level People’s Committees shall, within the ambit of their assigned competence and tasks:

a/ Take the initiative in balancing and allocating sufficient counterpart funds from local budgets under regulations, and adopt solutions to effectively mobilize lawful resources other than state budget funds for the implementation of the Program in localities.

b/ In the course of formulation of land use master plans, specify the demand for land areas and locations for the construction of cultural works; reserve reasonable land areas in favorable locations for investment in new cultural works within the framework of the Program; for new urban areas, prioritize the allocation of land areas and locations for the construction of cultural works within the framework of the Program.

c/ Issue mechanisms and policies and guide the implementation of the Program in localities according to their assigned competence and tasks; promulgate regulations on integration of capital sources from other programs and projects with the same contents and tasks for the implementation of the Program in localities, preventing overlap or duplication in terms of scope, objects and contents with other national target programs, and striving to fulfill the tasks of the Program.

d/ Direct and assign responsibilities to different levels and departments and sectors in organizing the implementation of the Program on the principles of intensifying the delegation of powers and enhancing the sense of responsibility of the grassroots.

dd/ Formulate detailed annual plans and estimates and allocate budget funds for the implementation of the Program in localities; and send them to the Ministries of: Culture, Sports and Tourism; Finance; and Planning and Investment for summing up and monitoring the implementation.

e/ Take responsibility for organizing the implementation and use of funds of the Program in accordance with the process, procedures and provisions of the laws on public investment and the state budget, ensuring correct tasks, objects and efficiency and avoiding loss, and take responsibility for failure to perform tasks in localities.

g/ Inspect and supervise the implementation of the Program at the grassroots level, and strictly handle cases of loss or waste of funds for implementation of the Program.

h/ Monitor and take responsibility for data, implementation progress and contents; and send periodical and unscheduled reports on the implementation of the Program in localities to the Ministry of Culture, Sports and Tourism for synthesis and reporting to the Prime Minister.

Article 2. This Decision takes effect on the date of signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies and units shall implement this Decision.-
