RESOLUTION
Ratifying the Treaty Supplementing the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty, and the Protocol on Land Border Demarcation and Marker Planting between the Socialist Republic of Vietnam and the Kingdom of Cambodia[1]
THE NATIONAL ASSEMBLY
Pursuant to the Constitution of the Socialist Republic of Vietnam;
Pursuant to Law No. 108/2016/QH13 on Treaties;
At the proposal of the President in Report No. 03/TTr-CTN-tm of October 24, 2019, on ratification of the Supplementary Treaty to the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty, and the Protocol on Land Border Demarcation and Marker Planting between the Socialist Republic of Vietnam and the Kingdom of Cambodia;
After considering the Government’s Explanatory Report No. 45/BC-CP of October 25, 2019; the National Assembly’s Committee for External Relations’ Verification Report No. 4203/BC-UBDN14 of November 8, 2019, and opinions of National Assembly deputies;
RESOLVES:
Article 1.Ratification of Treaty
To ratify the Supplementary Treaty Supplementing the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty, and the Protocol on Land Border Demarcation and Marker Planting between the Socialist Republic of Vietnam and the Kingdom of Cambodia, which was concluded on October 5, 2019, in Hanoi Capital, the Socialist Republic of Vietnam. The full text of the Treaty is provided in the Appendix to this Resolution.
Article 2.Application of Treaty
To directly apply all provisions of the Supplementary Treaty Supplementing the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty and the Protocol on Land Border Demarcation and Marker Planting between the Socialist Republic of Vietnam and the Kingdom of Cambodia.
Article 3.Organization of implementation of Treaty
1. The Prime Minister shall organize the implementation of the Treaty Supplementing the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty and the Protocol on Land Border Demarcation and Marker Planting between the Socialist Republic of Vietnam and the Kingdom of Cambodia; approve the implementation plan, organize wide and deep dissemination of the Treaties in the political system and among the population, particularly residents in the 10 provinces of Vietnam sharing the borderline with Cambodia in order to create a consensus in the process of implementing these two legal instruments; and promptly review and supplement policies to support people whose production and livelihood are affected by the land border demarcation and marker planting.
2. The Government shall direct related ministries and sectors in completing procedures for exchanging ratified documents to ratify the Treaty Supplementing the 1985 Treaty on the Delimitation of National Boundaries and the 2005 Supplementary Treaty, and the Protocol on Land Border Demarcation and Marker Planting between the Socialist Republic of Vietnam and the Kingdom of Cambodia, notify the effective date and register the above-mentioned two legal instruments with the United Nations at a proper time.
3. The Government shall continue negotiating and addressing problems for the remaining borderline sections in order to complete as soon as possible the work of land border demarcation and marker planting between the Socialist Republic of Vietnam and the Kingdom of Cambodia.
Article 4.Supervision of implementation of the Resolution
The National Assembly, National Assembly Standing Committee, Ethnic Council, and National Assembly Committees, delegations and deputies shall, within the ambit of their tasks and powers, oversee the implementation of this Resolution.
This Resolution was adopted on November 27, 2019, by the XIVthNational Assembly of the Socialist Republic of Vietnam at its 8thsession.-
