THE MINISTRY OF EDUCATION AND TRAINING
PlanNo. 212/KH-BGDDT dated March 20, 2019 of the Ministry of Education and Training for provision of advanced training for implementation of new general education program 2019
Pursuant to Decision No.544/QD-BGDDT dated March 04, 2019 of the Minister of Education and Training approving the Action plan 2019 of the Management Board of Renovation of General Education Project (RGEP); Decision No.581/QD-BGDDT dated March 11, 2019 approving the Action plan 2019 of the Management Board for Enhancing Teacher Education Program (ETEP); for the purpose of implementing Plan No.791/KH-BGDDT dated September 12, 2018 of the Ministry of Education and Training providing details of education and advanced training provided for general education school teachers for implementation of new general education program, the Ministry of Education and Training promulgates a Plan for provision of advanced training for implementation of new general education program 2019 with the main contents below:
I. OBJECTIVES AND REQUIREMENTS
1. Objectives: Enhance the capacity of teachers and education managers with the aim of meeting requirements for implementation of new general education program (NGEP).
2. Requirements: Prepare and implement the plan for provision of advanced training meeting demand of each subject received the training in a practical and efficient manner.
II. SUBJECTS
Subjects receiving advanced training include:
1. Key pedagogical lecturers
2. General education school teachers
3. General education school principals
4. Managers of Departments and Divisions of Education and Training
III. CONTENTS OF ADVANCED TRAINING PROGRAM
The advanced training course is to provide guidelines for implementing the NGEP suitable for functions and duties of each subject mentioned above. Including:
1. Implementation of the NGEP and requirements applied to each subject mentioned above
a) Objectives, teaching methods, methods and forms for NGEP-based assessment of learning outcomes;
b) Plan and duties of each subject according to the requirement for running the NGEP; (i) Education and advanced training provided by key pedagogical lecturers; (ii) Teaching activities performed by general education school teachers; (iii) Organization and management of professional activities by general education school principals; (iv) Guidelines and management provided by managers of departments and divisions of education and training.
2. Enhancement of capacity of each subject in order to meet the requirement for NGEP implementation
a) Enhancement of capacity to train general education school teachers of key pedagogical lecturers;
b) Enhancement of capacity for renovating teaching methods, examination and evaluation methods of general education school teachers;
c) Enhancement of capacity for organizing and managing professional activities of general education school principals;
d) Enhancement of capacity for providing guidelines and implementing NGEP of managers of Departments and Divisions of Education and Training.
IV. PLAN FOR PROVISION OF ADVANCED TRAINING
1. For key pedagogical lecturers
a) Number: 200 internal speakers including 120 pedagogical lecturers; 80 departmental experts, general education school principals and teachers; 800 key pedagogical lecturers/education managers.
b) Duration:
- For stage 1 advanced training provided for internal speakers: 3 days of online training and 5 days of direct training in April 2019;
- For stage 2 advanced training provided for internal speakers: 5 days of online training and 5 days of direct training between April and May 2019 (advanced training program for primary school teachers);
- For stage 3 advanced training provided for internal speakers: 5 days of online training and 5 days of direct training between April and May 2019 (advanced training program for lower secondary school teachers);
- For stage 4 advanced training provided for internal speakers: 5 days of online training and 5 days of direct training between April and May 2019 (advanced training program for upper secondary school teachers);
For advanced training provided for key pedagogical lecturers: 3 days of online training and 5 days of direct training in April 2019.

2. For general education school teachers
a) Number: 6,956 heads of departments, 28,000 core teachers; advanced training is widely provided for various-level teachers in local authorities.
b) Duration:
- For advanced training provided for 6,956 heads of departments: 3 days of online training and 5 days of direct training between April and May 2019;
- For advanced training for 28,000 core teachers: 3 days of online training and 5 days of direct training between June and December 2019;

3. For general education school principals
a) Number: 4,000 principals; advanced training is widely provided in local authorities.
b) Duration: 3 days of online training and 5 days of direct training between June and December 2019.

4. For managers of Departments and Divisions of Education and Training
a) Number: 1,028 persons including 713 Heads of Education and Training Divisions, 63 Directors of Education and Training Departments, 252 Heads/Deputy Heads of Secondary Education Divisions and Primary Education Divisions affiliated to Departments of Education and Training.
b) Duration: 3 days of online training and 5 days of direct training in April 2019.

VI. IMPLEMENTATION
1. The Department of Teachers and Education Managers shall take charge and cooperate with Secondary Education Department, Primary Education Department and Continuing Education Department for providing guidelines; ETEP Management Board and RGEP Management Board shall act as focal points for implementation.
2. Pedagogy universities and National Academy of Education Management shall cooperate with Education and Training Departments in implementing the Plan.
3. Education and Training Departments shall proactively prepare plans for provincial provision of advanced training suitable for the plan of the Ministry of Education and Training, appoint teachers and education managers to enroll in advanced training courses and provide advanced training for teachers and education managers of general education schools on schedule.
Above is the plan for provision of advanced training for NGEP implementation. Entities concerned shall implement the plan in a serious and efficient manner./.

APPENDIX 1
PLAN TO PROVIDE ADVANCED TRAINING FOR KEY PEDAGOGICAL LECTURERS FOR NGEP IMPLEMENTATION
(Issued together with Plan No.212/KH-BGDDT dated March 20, 2019)
I. CONTENTS OF ADVANCED TRAINING PROGRAM
1. Contents of the advanced training program for pedagogical lecturers and education managers include:
a. Instructions on NGEP implementation, including:
- Studying objectives and requirements for renovation of teaching methods, examination and assessment and material facilities when implementing the NGEP;
- Studying science bases and governing ideas of proposals of curriculums included in the NGEP;
- Analyzing differences between the new curriculum and the previous one;
- Determining capacity requirements applied to teachers and education managers of general education schools for NGEP implementation;
b. Development of teaching material and training methods for teachers and education mangers meeting the demand for capacity to implement the NGEP;
- Determining and analyzing the demand for provision of advanced training for teachers and education managers of general education schools;
- Developing the advanced training program suitable for the demand of teachers and education managers in the course of NGEP implementation;
- Preparing training material (multi-forms of material) used in advanced training provided for teachers and education managers of general education schools;
- Establishing procedures for training methods, giving priority to information technology integration methods (blended learning, flipped classroom) and renovating methods for examining and assessing advanced training provided for teachers and education managers.
2. Implementation:
- Pedagogy universities/National Academy of Education Management shall propose details of the plan upon consideration of the aforementioned contents.
- The ETEP Management Board shall gather proposals and send them to Secondary Education Department, Primary Education Department, Continuing Education Department, Ethnic Minority Education Department, Department of Teacher and Education Manager, Information Technology Department, Quality Management Department and Material Facility Department for them to select the suitable proposal then send report to the ministerial leader for assigning the appropriate entity to write the training material;
- Pedagogy universities/National Academy of Education Management that are assigned to write training material shall finish the material and appraise it before March 31, 2019.
II. ADVANCED TRAINING PLAN
1. Subjects receiving training:
a. Provide advanced training for 200 internal speakers including 120 lecturers of pedagogy universities and 80 excellent secondary school teachers and managers for developing training material.
- Stage 1:Provide advanced training in instructions on NGEP implementation.
- Stage 2, 3 and 4:Provide advanced training in teaching method and performance-based examination and evaluation.
b. Provide advanced training for 800 core pedagogical lecturers for them to participate in teaching of core general education school teachers and assist in large-scale provision of advanced training for teachers including 700 experts in teacher advanced training and 100 experts in education manager advanced training(Stage 5).
2. Entities providing advanced training:
The RGEP Management Board (the department assigned to write the training material) and international consultants of the RGEP shall provide advanced training.
3. Form and roadmap for provision of advanced training:
a) Stage 1 advanced training:
Provide advanced training through combination of online training and direct training methods. To be specific:
- Students shall enroll in a 3-day online self-study course in April 2019.
- Students shall participate in a 5-day training course held in Hanoi in April 2019.
b) Stage 2, 3 and 4 advanced training:
Provide advanced training through combination of online training and direct training methods. Internal speakers are RGEP international consultants in advanced training. For each stage of advanced training provision:
- Students enroll in a 3-day online self-study course in April 2019.
- Students participate in a 5-day training course held in Hanoi between April and May 2019.
c. Stage 5 advanced training:
- Students enroll in a 3-day online self-study course in April 2019.
- Students participate in regional 5-day training courses held by 7 pedagogy universities joining the ETEP in April 2019.
III. PREPARATION OF ONLINE TRAINING SYSTEM
The Information Technology Department shall instruct the entities responsible for provision of advanced training to cooperate with relevant pedagogy universities in areas in preparing the learning management system (LMS) foundation and equipment and infrastructure for assistance in combination of online training and direct training methods.
Online self-study material shall be set up by relevant pedagogy universities from April 01, 2019.
IV. FUNDING
Funding for provision of advanced training course shall be allocated from the funds of the RGEP Management Board.
V. ASSIGNMENT
1. Relevant departments shall provide guidelines and select entities (groups of entities) to develop the training material meeting the defined requirements; appoint representatives to participate in training material appraisal; supervision and assessment of the provision of advanced training.
2. The RGEP Management Board shall act as a focal point for providing advanced training, prepare the advanced training plan and send reports to pedagogy universities and National Academy of Education Managers for them to making the student list.
3. Pedagogy universities/National Academy of Education Management participating in the ETEP shall appoint suitable teachers/education managers to participate in advanced training courses; provide advanced training for core lecturers through blended learning and send reports on advanced training results under the guidance of the Ministry of Education and Training.
4. Departments of Education and Training shall appoints suitable staffs to participate in advanced training courses and cooperates with the organization board in managing the students./.
APPENDIX 2
PLAN TO PROVIDE ADVANCED TRAINING FOR VARIOUS-LEVEL GENERAL EDUCATION SCHOOL TEACHERS FOR NGEP IMPLEMENTATION
(Issued together with Plan No.212/KH-BGDDT dated March 20, 2019)
I. CONTENTS OF ADVANCED TRAINING PROGRAM
1. Contents of the advanced training program for various-level general education school teachers include:
a. Instructions on NGEP implementation and implementation of subject-based general education program. To be specific:
- Studying objectives and requirements for renovation of teaching methods, examination and evaluation methods and material facilities of overall general education program;
- Analyzing differences between the new general education program and the previous one;
- Analyzing requirements for quality and capacity of students in the NGEP; orienting education program (subjects/educational activities), teaching method and measure to assess the learning outcome of the NGEP;
- Studying objectives and requirements for renovation of the teaching method, examination and evaluation method and material facilities of the subject-based general education program;
b. Renovation of teaching method, performance-based evaluation:
- Presenting the meaning of the NGEP;
- Presenting teaching features and teaching methods with the aim of developing capacity and quality of the students;
- Developing the curriculum based upon the learning topic/theme and preparing plans for cooperation of education forces in implementation of the program;
- Distinguishing performance-based evaluation and knowledge-based evaluation;
- Preparing questions and homework for assessing the students’ capacity; Presenting steps of performance-based examination and evaluation;
- Preparing teaching plans based upon the learning topic with the aim of developing the capacity and quality of the students.
2. Implementation:
- Pedagogy universities shall propose details of the plan upon consideration of the aforementioned contents.
- The ETEP Management Board shall gather proposals and send them to Secondary Education Department, Primary Education Department, Continuing Education Department, Ethnic Minority Education Department, Department of Teacher and Education Manager, Information Technology Department, Quality Management Department and Material Facility Department for them to select the suitable proposal then send report to the ministerial leader for assigning the appropriate entity to write the training material;
- Pedagogy universities that are assigned to write training material shall finish the material and appraise it before March 31, 2019.
II. ADVANCED TRAINING PLAN
1. Subjects receiving training:
- Stage 1: Provide advanced training for 6,956 heads of departments of various training levels.
- Stage 2: Provide advanced training for 28,000 core general education school teachers, including 14,937primary school teachers; 10,939 core lower secondary school teachers and 2,834 core upper secondary school teachers.
- Stage 3: Provide advanced training for various-level teachers nationwide (prioritize 100% of first grade teachers)
2. Entities providing advanced training:
Entities (groups of entities) assigned to write training material shall take charge of providing advanced training.
3. Form and roadmap for provision of advanced training:
a. Stage 1 advanced training:
Provide advanced training through combination of online training and direct training methods.
- Students enroll in a 3-day online self-study course in April 2019.
- Students participate in regional 5-day training courses held by 7 pedagogy universities joining the ETEP in April 2019.
b. Stage 2 advanced training:
Provide advanced training through combination of online training and direct training methods.
- Departments of Education and Training shall finish the selection of core general education school teachers by June 2019.
- Schools joining the ETEP shall provide stage 2 advanced training from July to August 2019. (Detailed plan will be informed afterward).
c. Stage 3 advanced training:
Provide advanced training through combination of online training and direct training methods.
- Departments of Education and Training shall promulgate advanced training plans suitable for local conditions by July 2019.
- Schools joining the ETEP shall cooperate with Departments of Education and Training in proving stage 3 advanced training.
Pedagogy universities joining the ETEP shall appoint their lecturers to participate in advanced training courses and stabilize the LMS system to assist in provision of local advanced training.
III. PREPARATION OF ONLINE TRAINING SYSTEM
The Information Technology Department shall instruct the entities responsible for provision of advanced training to cooperate with relevant pedagogy universities in areas in preparing the learning management system (LMS) foundation and equipment and infrastructure for assistance in combination of online training and direct training methods.
Online self-study material shall be set up by relevant pedagogy universities from April 15, 2019.
IV. FUNDING
Funding for provision of stage 1 advanced training shall be allocated from the funds of the RGEP Management Board.
Funding for provision of stage 2 advanced training shall be allocated from the funds of the ETEP Management Board.
Funding for provision of stage 3 advanced training shall be allocated from the local government budget.
V. ASSIGNMENT
1. Relevant Departments shall provide guidelines and select entities (groups of entities) to develop the training material meeting the defined requirements; appoint representatives to participate in training material appraisal; supervision and assessment of the provision of advanced training.
2. The ETEP Management Board and RGEP Management Board shall act as focal points for preparing training plans; send notice to Departments of Education and Training for them to make a list of students; allocate students to pedagogy universities joining the ETEP that provide advanced training courses.
3. Pedagogy universities joining the ETEP shall provide advanced training courses as assigned, ensure the information technology system is always accessible for efficient assistance in provision of advanced training; appoint their core lecturers to participate in the teaching to ensure the quality of online training and direct training; send reports of advanced training results under the guidance of the Ministry of Education and Training.
4. Departments of Education and Training shall appoint suitable staffs and staff managers to participate in stage 1 and 2 training and cooperate with pedagogy universities in preparing training plans and providing stage 3 advanced training in local authorities./.
APPENDIX 3
PLAN TO PROVIDE ADVANCED TRAINING FOR GENERAL EDUCATION SCHOOL PRINCIPALS FOR NGEP IMPLEMENTATION
(Issued together with Plan No.212/KH-BGDDT dated March 20, 2019)
I. CONTENTS OF ADVANCED TRAINING PROGRAM
1. Contents of the advanced training program for general education school principals include:
a. Instructions on NGEP implementation, including:
- Studying objectives and requirements for renovation of teaching method, examination and evaluation method; material facilities and staffs when implementing the NGEP;
- Determining requirements for organization and management of professional activities of the school for the purpose of successfully implementing the NGEP.
b. Organization and management of professional activities suitable for the NGEP:
- Developing school education program and curriculum/educational activities;
- Instructing departments to implement the NGEP; determining which education programs required to be integrated to the curriculum/educational activities (history, local culture; education about life skills and life value); adding new teaching contents to the learning topic of the curriculum/educational activities meeting the requirements for students’ quality and capacity;
- Providing guidelines for preparing training plans of the school according to academic year-based period arrangement; providing guidelines (personnel organization) for teaching combined subjects and organizing experiential activities;
- Complying with regulations on financial management, material facilities, equipment and technology serving teaching and educational activities of the school; mobilizing legal funding sources as regulated with the aim of enhancing the education quality.
2. Implementation:
- Pedagogy universities/National Academy of Education Management shall propose details of the plan upon consideration of the aforementioned contents.
- The ETEP Management Board shall gather proposals and send them to Secondary Education Department, Primary Education Department, Continuing Education Department, Ethnic Minority Education Department, Department of Teacher and Education Manager, Information Technology Department, Quality Management Department and Material Facility Department for them to select the suitable proposal then send report to the ministerial leader for assigning the appropriate entity to write the training material;
- Pedagogy universities/National Academy of Education Management that are assigned to write training material shall finish the material and appraise it before March 31, 2019.
II. ADVANCED TRAINING PLAN

- Stage 1: Provide advanced training for 4,000 core education managers of general education schools nationwide.
- Stage 2: Provide advanced training for 100% of core education managers of general education schools nationwide.
2. Entities providing advanced training:
Entities (groups of entities) assigned to write training material shall take charge of providing advanced training courses.
3. Form and roadmap for provision of advanced training:
Provide advanced training through combination of online training and direct training methods.
- Departments of Education and Training shall finish the selection of core general education school managers by June 2019.
- Pedagogy universities/National Academy of Education Management joining the ETEP shall provide stage 1 advanced training from July to August 2019. (Detailed plan will be informed afterwards).
- Pedagogy universities/National Academy of Education Management joining the ETEP shall provide stage 2 advanced training from September to December 2019. (Detailed plan will be informed afterwards).
Pedagogy universities/National Academy of Education Management joining the ETEP shall appoint their lecturers and stabilize the LMS system to assist in provision of local advanced training.

PLAN TO PROVIDE ADVANCED TRAINING FOR MANAGERS OF DEPARTMENTS AND DIVISIONS OF EDUCATION AND TRAINING FOR NGEP IMPLEMENTATION

I. CONTENTS OF ADVANCED TRAINING PROGRAM
1. Contents of the advanced training program for managers of Education and Training Departments/Divisions include:
a. Instructions on NGEP implementation, including:
- Studying objectives and requirements for renovation of teaching method, examination and evaluation method; material facilities and staffs when implementing the NGEP;
- Determining requirements for management methods for the purpose of successfully implementing the NGEP;
b. Preparation for the NGEP implementation:
- Analyzing effects and proposing local and school solutions when implementing the NGEP;
- Defining rights and duties of each management authority in the program development and implementation;
- Reviewing and arranging teachers and staffs of schools in the areas under management for preparation for NGEP implementation;
- Determining requirements applied to the staffs, material facilities and quality assurance conditions when implementing the NGEP;
- Preparing plans for developing education programs of schools and orienting the education subjects in local authorities;
- Carrying out supervision and assessment of implementation of education programs in local education institutions.
2. Implementation:
- Pedagogy universities/National Academy of Education Management shall propose details of the plan upon consideration of the aforementioned contents.
- The ETEP Management Board shall gather proposals and send them to Secondary Education Department, Primary Education Department, Continuing Education Department, Ethnic Minority Education Department, Department of Teacher and Education Manager, Information Technology Department, Quality Management Department and Material Facility Department for them to select the suitable proposal then send report to the ministerial leader for assigning the appropriate entity to write the training material;
- Pedagogy universities/National Academy of Education Management that are assigned to write training material shall finish the material and appraise it before March 31, 2019.

Provide advanced training for 1,028 education managers who are heads of nationwide Education and Training Departments and Divisions, including 713 Heads of Education and Training Divisions, 63 Directors of Education and Training Departments, 252 Heads and Deputy Heads of Primary Education Divisions affiliated to the Department of Education and Training.
2. Entities providing advanced training:
Entities (groups of entities) assigned to write training material shall take charge of providing advanced training courses.
3. Form and roadmap for provision of advanced training:
Provide advanced training through combination of online training and direct training methods.
- Students enroll in a 3-day online self-study course in April 2019.
- Students participate in regional 5-day training courses held by 7 pedagogy universities joining the ETEP in April 2019.

The Information Technology Department shall instruct the entities responsible for provision of advanced training to cooperate with relevant pedagogy universities in areas in preparing the learning management system (LMS) foundation and equipment and infrastructure for assistance in combination of online training and direct training methods.

4. Departments of Education and Training shall appoint suitable staffs to participate in the training, cooperate with schools in managing the students both through online training and direct training and allocate appropriate financial supports for the students.
