DECISION
On assignment of strategic technology development tasks[1]
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organisation of the Government;
Pursuant to the February 19, 2025 Law on Organisation of Local Administration;
Pursuant to the June 27, 2025 Law on Science, Technology and Innovation;
Pursuant to the Prime Minister’s Decision No. 21/2026/QD-TTg of April 30, 2026, promulgating the List of strategic technologies and the List of strategic technology products;
Pursuant to the Prime Minister’s Decision No. 769/QD-TTg of April 29, 2026, on the establishment of the Government’s Working Group on Strategic Technology Development;
At the proposal of the Minister of Science and Technology in Report No. 85/TTr-BKHCN of May 4, 2026, on the Prime Minister’s Decision on assignment of strategic technology development tasks;
DECIDES:
Article 1. To assign ministries and central agencies to perform science, technology and innovation tasks to develop strategic technologies (below referred to as strategic technology development tasks) on the List of strategic technology development tasks associated with major problems provided in this Decision (below referred to as the List).
Article 2. Implementation responsibility
1. The Ministry of Science and Technology shall:
a/ Report to the Government’s Working Group on Strategic Technology Development for consideration and submission to the Prime Minister for deciding, or for authorising the Minister of Science and Technology to decide, on the approval, adjustment, extension, suspension or termination of strategic technology development tasks proposed to be included in the List by ministries and central agencies.
b/ Guide ministries and central agencies in formulating strategic technology development tasks on the List.
c/ Monitor, inspect and evaluate the performance of the approved strategic technology development tasks; and periodically or upon request, report on implementation results to the Government’s Working Group on Strategic Technology Development.
d/ Assume the prime responsibility for, and coordinate with related ministries and agencies in, conducting periodic review and evaluation of adjustments and supplementations to the List and submit them to the Prime Minister for consideration and decision.
2. The Ministries of Agriculture and Environment; Industry and Trade; Health; Construction; Education and Training; National Defence; Public Security; and Science and Technology; the State Bank of Vietnam and the Vietnam Academy of Science and Technology shall:
a/ Assume the prime responsibility for, and coordinate with enterprises, research institutes, higher education institutions and localities in, formulating strategic technology development tasks based on the List, clearly defining outputs, which shall be completed before June 30, 2026.
b/ Organise the performance of strategic technology development tasks, diversify and effectively utilise resources, and bear responsibility for implementation progress and outputs.
c/ Report on issues falling beyond their competence arising during the performance of strategic technology development tasks to the Government’s Working Group on Strategic Technology Development for consideration and submission to the Prime Minister for decision.
Article 3. Funds for implementation
1. Funds for the performance of strategic technology development tasks shall be covered by the state budget for science, technology, innovation and digital transformation according to decentralisation; capital sources of organisations, enterprises and the private sector participating in the performance of these tasks, and other lawful funding sources as specified by law.
2. The Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with the Ministry of Finance in, allocating funds for the performance of strategic technology development tasks through the National Foundation for Science and Technology Development, the National Technology Innovation Fund, and science, technology and innovation development funds of ministries and central agencies; or allocate such funds in the annual state budget estimates of ministries and central agencies to perform strategic technology development tasks.
3. In case a strategic technology development task requires special requirements on funds that exceed those provided by current regulations, the Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with ministries and central agencies in, reporting thereon to the Government’s Working Group on Strategic Technology Development and submitting thereof to the Prime Minister for consideration and decision.
Article 4. Effect
1. This Decision takes effect on the date of its signing.
2. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, members of the Government’s Working Group on Strategic Technology Development, and heads of related agencies and organisations shall implement this Decision.-

LIST OF STRATEGIC TECHNOLOGY DEVELOPMENT TASKS ASSOCIATED WITH MAJOR PROBLEMS
(To the Prime Minister’s Decision No. 808/QD-TTg of May 6, 2026)
1. To develop next-generation plant varieties, animal breeds and aquatic species using genetic, cellular and biological technologies
a/ Managing agency: The Ministry of Agriculture and Environment.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To master genetic technology, gene technology, cellular technology, gene editing, precision breeding and genomic selection to create high-yielding, high-quality, disease-resistant, climate-resilient and low-emission plant varieties, animal breeds and aquatic species.
d/ Strategic technologies: advanced biotechnology and biomedical technology.
dd/ Strategic technology products: next-generation plant varieties, animal breeds and aquatic species created using cellular technology, gene editing and biotechnology.
2. To master next-generation veterinary vaccines, biologicals and agricultural biologicals
a/ Managing agency: The Ministry of Agriculture and Environment.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To achieve autonomy in technologies and capacity for manufacturing veterinary vaccines and biologicals for livestock production, animal health, fisheries, crop production and plant protection; to enhance rapid response to diseases and reduce reliance on imports.
d/ Strategic technologies: advanced biotechnology and biomedical technology.
dd/ Strategic technology products: next-generation vaccines and biologicals for livestock production, animal health, fisheries, crop production and plant protection.
3. To build and operate the agricultural product traceability system
a/ Managing agency: The Ministry of Agriculture and Environment.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To effectively organise the traceability of agricultural, forestry and aquatic products (below referred to as agricultural products), especially food-related agricultural products, ensuring that products satisfy quality, safety and traceability requirements under regulations.
d/ Strategic technology: Digital technology.
dd/ Strategic technology products: traceability systems (agricultural product traceability systems built and operated for consumers, producers and enterprises in the agricultural production chain, and management agencies at all levels to trace agricultural product origins).
4. To ensure energy security for rapid growth; to modernise a green, smart and autonomous power-fuel system
a/ Managing agency: The Ministry of Industry and Trade.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To ensure a sufficient, stable and safe energy supply for rapid growth; to raise autonomy, storage and operation capacity of the national energy system; to modernise the power-fuel system towards flexibility, smart operation, low emission, efficient integration of renewable energy and gradual mastery of key technologies.
d/ Strategic technologies: Energy and advanced materials technologies; digital technology; robotics and automation technology; marine, oceanic and earth technologies.
dd/ Strategic technology products: Digital twin platforms; sector-specific AI; advanced batteries and accumulators and integrated battery energy storage systems (BESS); systems for the production, storage, transportation and distribution of green hydrogen and biofuels; high-voltage and ultra-high-voltage electrical equipment; electric machines, electric motors, and modern high-performance electric transmission and drive systems; carbon capture, utilisation and storage systems; equipment, services and systems for deep-sea, marine works and offshore energy exploration; systems for extraction and deep processing, and products derived from deep processing, of oil and gas.
5. To achieve industrial autonomy, raise the localisation rate and upgrade green, smart production value chains with high added value
a/ Managing agency: The Ministry of Industry and Trade.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To promote autonomy in foundational, key and supporting industries as well as major manufacturing and export sectors; to master core stages in materials, design, fabrication, system integration, smart manufacturing and deep processing; to raise the localisation rate, added value and capacity to satisfy green-digital standards and the ability to participate more deeply in global value chains.
d/ Strategic technologies: digital technology; robotics and automation technologies; energy and advanced materials technologies; advanced biotechnology and biomedical technology; marine, oceanic and earth technologies; high-speed railway and urban railway technologies.
dd/ Strategic technology products: sector-specific AI; edge AI cameras; digital twin platforms; blockchain network infrastructure and traceability systems; autonomous mobile robots and industrial robots; systems, platforms and solutions for smart manufacturing; advanced and high-performance functional materials for the processing and manufacturing industries; systems for the production, harvest, and deep processing of agricultural products and by-products, and biomass; systems for extraction and deep processing, and products derived from deep processing, of minerals, oil, gas, and rare earths; industrial platforms, vehicles, equipment and integrated systems for high-speed railways and urban railways.
6. To modernise domestic and foreign trade through data, smart logistics and reliable supply chains
a/ Managing agency: The Ministry of Industry and Trade.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To build national trade administration capacity based on real-time data; to ensure uninterrupted, transparent, safe and reliable circulation of goods; to reduce logistics costs, improve compliance and traceability capacity, expand markets and increase the competitiveness of Vietnam’s goods and enterprises.
d/ Strategic technologies: digital technology; robotics and automation technologies.
dd/ Strategic technology products: sector-specific AI; edge AI cameras; digital twin platforms; blockchain network infrastructure and traceability systems; autonomous mobile robots and industrial robots.
7. To proactively prepare and supply sources of next-generation human vaccines
a/ Managing agency: The Ministry of Health.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To receive, master and localise next-generation vaccines and form a domestic development-testing-production capacity chain; to gradually shift from technology receipt to co-development and self-development of products.
d/ Strategic technologies: advanced biotechnology and biomedical technology.
dd/ Strategic technology products: Next-generation human vaccines.
8. To master cellular therapies (immune cells, stem cells) for the treatment of cancer and chronic illnesses and terminal illnesses
a/ Managing agency: The Ministry of Health.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: (i) To standardise and master immune cell and stem cell production technologies, including standard technologies for producing cells and cell-derived products; (ii) To master applied cellular therapies in treating cancer, chronic illnesses and terminal illnesses.
d/ Strategic technologies: advanced biotechnology and biomedical technology.
dd/ Strategic technology products: cellular therapies (stem cells, immune cells) for human use.
9. To develop personalised medicine and 3D-printed medical devices
a/ Managing agency: The Ministry of Health.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To develop personalised medical products, tissue grafts and 3D-printed medical devices; to improve the precision of treatment, diagnosis, monitoring and personalised healthcare.
d/ Strategic technologies: advanced biotechnology and biomedical technology.
dd/ Strategic technology products: a system for manufacturing personalised medical products applying 3D printing technology.
10. To develop construction technologies for high-speed railway works
a/ Managing agency: The Ministry of Construction.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To gradually master technologies for building high-speed and electrified railway infrastructure in Vietnam, ranging from survey, design and execution to component manufacturing, as suitable to local geological and climatic conditions and domestic industrial capacity; to build capacity for the self-construction, maintenance and repair of railway works to reduce dependence on foreign technologies, consultants and contractors, thus contributing to the development of a modern railway construction industry and national strategic infrastructure.
d/ Strategic technologies: high-speed railway and urban railway technologies.
dd/ Strategic technology products: high-speed railway construction works.
11. To develop the national smart education platform applying controlled AI and cyber-physical systems
a/ Managing agency: The Ministry of Education and Training.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To develop the national smart education platform applying controlled AI; to build digital learning materials, learning assistants, teaching assistants, simulation platforms and human resource training infrastructure for strategic technology sectors.
d/ Strategic technology: digital technology.
dd/ Strategic technology products: Vietnamese large language models, virtual assistants and sector-specific AI (including interactive cyber-physical systems).
12. To research and develop a national unmanned traffic management (UTM) system to serve airspace management and low-altitude economic development
a/ Managing agency: The Ministry of National Defence.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To develop a UTM system and test solutions serving the low-altitude economic ecosystem, thereby validating technologies, processes, standards, operational models, and real-world deployment capabilities to ensure that products satisfy dual-use requirements, help maintain national defence and security and create an environment for development of services and applications for state management agencies, enterprises and end-users in the low-altitude economy.
d/ Strategic technologies: digital technology and aerospace technology.
dd/ Strategic technology products: counter-unmanned aerial systems (C-UAS).
13. To build and develop a domestic cloud computing platform to serve national digital transformation and to ensure data sovereignty
a/ Managing agency: The Ministry of Public Security.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To master core technologies of domestic cloud computing platforms; to ensure national data sovereignty and cybersecurity for the digital government and critical digital economic infrastructure; to establish a centralised, safe and reliable digital infrastructure and data infrastructure for national digital transformation; to gradually replace foreign cloud services in state agencies and mitigate the risk of leaks and disclosure of data and state secrets.
d/ Strategic technology: digital technology.
dd/ Strategic technology products: cloud computing platforms.
14. To develop security and cybersecurity platforms for national digital infrastructure
a/ Managing agency: The Ministry of Public Security.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To master foundational technologies in cybersecurity and ensuring the confidentiality of information and data; to develop solutions for detecting and preventing cyberattacks, cyber espionage, malware, ransomware and targeted attacks; to build capacity for designing, fabricating and deploying core security systems and next-generation cybersecurity monitoring-operation systems, thus contributing to the protection of national digital infrastructure and critical information systems.
d/ Strategic technologies: cybersecurity and quantum technologies; digital technology.
dd/ Strategic technology products: security and cybersecurity solutions for critical infrastructure and national databases (next-generation firewalls; anti-malware and endpoint detection and response (EDR); next-generation security information and event management (SIEM) systems; AI-integrated security operations center (SOC) platforms; real-time cyberattack monitoring and detection systems; data security and encryption platforms; quantum-resistant cryptography; user and entity behaviour analytics systems).
15. To develop unmanned aerial vehicles (UAV) and C-UAS for the assurance of national security and order and to serve dual-use objectives
a/ Managing agency: The Ministry of Public Security.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To gradually master technologies for designing, fabricating and integrating core UAV components; to develop variants of UAVs for reconnaissance, surveillance, fire protection, search and rescue and dual-use objectives; and to master low-altitude C-UAS, satisfying requirements to ensure security and order and protect important targets.
d/ Strategic technologies: aerospace technology; robotics and automation technologies; digital technology; energy and advanced material technologies.
dd/ Strategic technology products: UAVs (reconnaissance UAV variants, fire protection and search-and-rescue UAVs, dual-use UAVs); C-UAS (including UAV interception domes for fixed target protection).
16. To build the national sovereign AI capacity
a/ Managing agency: The Ministry of Science and Technology.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To establish the national capacity in AI towards autonomy, reliability and safety, with the ability to deploy AI on a large scale in a number of priority sectors; to gradually master a number of core models, platforms and tools for AI, primarily Vietnamese large language models, virtual assistants, sector-specific AI, edge AI and platforms serving AI research, training, evaluation and deployment.
d/ Strategic technology: digital technology.
dd/ Strategic technology products: Vietnamese large language models, virtual assistants and sector-specific AI.
17. To strengthen the capacity to master core technologies and raise the localisation rate of Strategic Technology Products
a/ Managing agency: The Ministry of Science and Technology.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To master core technologies and raise the localisation rate of a number of foundational, intersectoral strategic technology products; to comprehensively master core technologies in the rare earths deep-processing chain, from ore concentrates to separate oxide and metal products.
d/ Strategic technologies: digital technology; semiconductor chip technology; aerospace technology; robotics and automation technologies; marine, oceanic and earth technologies.
dd/ Strategic technology products: special-use chips; edge AI cameras; UAVs; autonomous mobile robots; systems for extraction and deep processing, and products derived from deep processing, of minerals, oil and gas and rare earths (technological systems for cracking and decomposition to obtain total rare earth oxides (TREO); technological systems for solvent extraction, separation and purification into individual rare earth elements; and naturally occuring radioactive material (NORM) processing and management systems.
18. To master next-generation mobile network infrastructure and develop the 5G ecosystem
a/ Managing agency: The Ministry of Science and Technology.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To master technologies, equipment, software and core components of next-generation mobile networks; to build capacity for designing, integrating, testing, and commercialising the domestic 5G/5G-Advanced ecosystem and preparing for 6G in Vietnam, thus contributing to the achievement of the objective of expanding 5G coverage to 99% of the population by 2030.
d/ Strategic technology: next-generation mobile network technology.
dd/ Strategic technology products: 5G/5G-Advanced telecommunications equipment and network systems.
19. To raise the banking AI-based supervision and risk governance capacity
a/ Managing agency: The State Bank of Vietnam.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To build and gradually master technologies, platforms and processes necessary for supervising banking activities, managing credit risks, detecting financial frauds and exploiting interbank data in a real-time, safe and secure manner. This will help raise the supervision and governance capacity of the State Bank, improve the safety and stability of the financial-banking system; and expand credit accessibility for micro-, small- and medium-sized enterprises, rural areas and underserved customer segments.
d/ Strategic technology: digital technology.
dd/ Strategic technology products: virtual assistants and sector-specific AI (smart banking supervision and AI-applied credit risk governance platforms).
20. To develop Earth observation satellites and constellations and spatial data infrastructure
a/ Managing agency: The Vietnam Academy of Science and Technology.
b/ Period of implementation: From 2026 to 2030.
c/ Objectives: To develop and gradually master technologies, infrastructure and processes necessary for designing, integrating, testing, operating and effectively exploiting Earth observation satellites and constellations, thereby forming a space technology platform and autonomous, secure, high-revisit-frequency, near-real-time remote sensing data capacity to address the national problems in natural resources, the environment, disasters, seas and islands, critical infrastructure, national security and defence.
d/ Strategic technology: aerospace technology.
dd/ Strategic technology products: low earth orbit (LEO) satellites and constellations for earth observation.
