DECISION

Promulgating the List of strategic technologies and the List of strategic technology products

Pursuant to the Law on Organization of the Government No. 63/2025/QH15;

Pursuant to the Law on Organization of Local Administration No. 72/2025/QH15;

Pursuant to the Law on High Technologies No. 133/2025/QH15;

At the proposal of the Minister of Science and Technology in Report No. 80/TTr-BKHCN dated April 29, 2026, deciding on promulgation of the List of strategic technologies and the List of strategic technology products;

The Prime Minister hereby promulgates the Decision on the List of strategic technologies and the List of strategic technology products.

Article 1. To promulgate together with this Decision the List of strategic technologies and strategic technology products.

Article 2. Based on the socio-economic development in each period, the Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related ministries and ministerial-level agencies in, conducting periodic reviews and assessments and submitting to the Prime Minister for updating and promulgation of the Decision on the List of strategic technologies and the List of strategic technology products.

Article 3. Effect

1. This Decision takes effect from July 01, 2026.

2. This Decision replaces the Prime Minister’s Decision No. 1131/QD-TTg dated June 12, 2025, promulgating the List of strategic technologies and strategic technology products.

3. Ministers, heads of ministerial-level agencies, chairpersons of People’s Committees of provinces and centrally-run cities, and heads of related agencies, organizations and individuals shall implement this Decision.

LIST OF STRATEGIC TECHNOLOGIES

6. 5G/5G-Advanced mobile network equipment and system.

7. Autonomous mobile robot and industrial robot.

8. Platforms, solutions, and models serving smart manufacturing.

9. Cybersecurity and security solution for critical infrastructure systems and national databases.

10. New-generation vaccines for human use.

11. Cell-based therapy (stem-cell therapy, immune cell therapy) for human use.

12. Manufacturing systems for personalized medical products applying 3D printing technology.

13. Intelligent biosensor system.

14. New-generation vaccines and biological products used in livestock production, veterinary medicine, aquaculture, crop cultivation, and plant protection.

28. Low Earth orbit Earth observation satellites and satellite constellations.

29. High-speed railway construction works.
