DECISION
Promulgating the List of strategic technologies and the List of strategic technology products[1]
Pursuant to Law No. 63/2025/QH15 on Organisation of the Government;
Pursuant to Law No. 72/2025/QH15 on Organisation of Local Administration;
Pursuant to Law No. 133/2025/QH15 on High Technology;
At the proposal of the Minister of Science and Technology in Report No. 80/TTr-BKHCN of April 29, 2026, on the Decision promulgating the List of strategic technologies and the List of strategic technology products;
The Prime Minister promulgates the Decision on the List of strategic technologies and the List of strategic technology products.
Article 1. To promulgate together with this Decision the List of strategic technologies and the List of strategic technology products.
Article 2. Based on the socio-economic development situation in each period, the Ministry of Science and Technology shall assume the prime responsibility for, and coordinate with related ministries and ministerial-level agencies in, conducting periodic review and evaluation for submission to the Prime Minister for updating and promulgation the decision on the List of strategic technologies and the List of strategic technology products.
Article 3. Effect
1. This Decision takes effect on July 1, 2026.
2. This Decision replaces the Prime Minister’s Decision No. 1131/QD-TTg of June 12, 2025, promulgating the List of strategic technologies and strategic technology products.
3. Ministers, heads of ministerial-level agencies, Chairpersons of provincial-level People’s Committees, heads of related agencies, and organisations and related individuals shall implement this Decision.-

LIST OF STRATEGIC TECHNOLOGIES

1. Digital technologies (artificial intelligence (AI), big data, digital twins, cloud computing, edge computing, the Internet of Things, and blockchain).
2. Next-generation mobile network technologies.
3. Robotics and automation technologies.
4. Advanced biotechnology and biomedical technology.
5. Advanced energy and material technologies.
6. Semiconductor chip technology.
7. Cybersecurity and quantum technologies.
8. Marine, oceanic and earth technologies.
9. Aviation and aerospace technologies.
10. High-speed railway and urban railway technologies.

LIST OF STRATEGIC TECHNOLOGY PRODUCTS

Group 1: Market-ready strategic technology products capable of generating significant and direct impacts on economic development
1. Vietnamese large language models, virtual assistants, and sector-specific AI.
2. Edge AI cameras.
3. Digital twin platforms.
4. Cloud computing platforms.
5. Blockchain network infrastructure and traceability systems.
6. 5G/5G-Advanced mobile network equipment and systems.
7. Autonomous mobile robots and industrial robots.
8. Platforms, solutions and models for smart manufacturing.
9. Security and cybersecurity solutions for critical infrastructure and national databases.
10. Next-generation vaccines for human use.
11. Cellular therapies (stem cell and immune cell therapies) for human use.
12. Systems for manufacturing personalised medical products applying 3D printing technology.
13. Intelligent biosensor systems.
14. Next-generation vaccines and biological products for animal husbandry, animal health, fisheries, cultivation and plant protection.
15. Systems for the production, harvesting, and deep processing of agricultural products, by-products, and biomass.
16. Next-generation plant varieties, animal breeds and aquatic species created using cellular technology, gene editing and biotechnology.
17. Advanced and high-performance functional materials for the processing and manufacturing industries.
18. Advanced batteries and accumulators, and integrated battery energy storage systems (BESS).
19. Systems for the production, storage, transportation and distribution of green hydrogen and biofuels.
20. High-voltage and ultra-high-voltage electrical equipment; electric machines, electric motors, and modern high-performance electric transmission and drive systems.
21. Carbon capture, utilisation and storage (CCUS) systems.
22. Unmanned aerial vehicles (UAV); counter-UAV systems.
Group 2: Technology products that create new growth drivers, foundational technologies for the future, and technologies that ensure self-reliance in the field of national security and defence
23. Specialised chips.
24. Quantum communications, quantum computing, and quantum sensors.
25. Systems for extraction and deep processing, and products derived from deep processing, of minerals, oil, gas, and rare earths.
26. Systems, equipment, services, and technological solutions for subsurface, deep-sea, marine works and offshore energy exploration.
27. Small modular reactors (SMRs).
28. Low earth orbit (LEO) satellites and constellations for earth observation.
29. High-speed railway infrastructure works.
30. Industrial platforms, vehicles, equipment, and integrated systems for high-speed railways and urban railways.
