THE MINISTRY OF LABORS, INVALIDS AND SOCIAL AFFAIRS

Decision No. 403/QD-LDTBXH dated March 30, 2014 of the Ministry of Labors, Invalids and Social Affairs on promulgation of the action plan 2011- 2015  in response to climate change

Pursuant to the Government s Decree No. 186/2007/ND-CP dated December 25, 2007 regarding regulation on functions, tasks, powers and organizational structure of the Ministry of Labors, Invalids and Social Affairs (MOLISA);

Pursuant to the Prime Minister s Decision No. 158/2008/QD-TTg dated December 12,2008 regarding granting approval to the National Target Program to respond to Climate Change;

At the Request of the General Director of the Department of Planning – Finance and of the Director of ILSSA

HEREBY DECIDES

Article 1:To issue the Climate Change Response Action Plan 2011 – 2015 (hereinafter referred as to the “CCRAP) of the MOLISA, with the following major contents:

1. Viewpoints:

1.1. The climate change adaptive activities should give priority to address the issues that affect the human security, particularly the most vulnerable groups such as the poor, ethnic minority, children, the elderly and women, and the people living in the remote, mountainous and island areas.

1.2. Attaching importance to the self-adaptive capacity of the citizens against the impact of climate change combined with the assistance of the State and the community participation.

1.3. Diversifying the resources in order to respond to climate change, including technical and financial assistance, and involving the participation of the State agencies (central and local), international organizations, social and political organizations, professional associations, businesses and communities.

2. Objective

2.1. Overall Objective

To assess the impact of climate change toward the target groups; to propose and apply the responsive solutions to mitigate the risks caused by climate change in the sector’s domains of management, and positively contributing to the implementation of the National Target Program to Respond to Climate Change.

2.2. Specific Objectives

- To complete researches on and impact assessments and forecasts of climate change toward the development of the sector’s domains; to propose CC responsive solutions for such domains of the sector.

- To research, develop, pilot and replicate the climate change responsive projects and models.

- To complete the review and integration of climate change issues into the sector’s strategies, master plans, plans, programs and projects.

- To raise awareness for the staff and officers across the sector on the impact of climate change and responsive solutions.

- To initially establish a professional team and a network of collaborators in response to climate change domestically and internationally.

- To attract the resources of the international community in catering to climate change adaptive actions of the sector.

3. Main Tasks

3.1. Task Group No.1:Research, survey; assess, forecast and propose CC responsive solutions toward the domains of the sector.

a) Survey to gather, process and store the information, and establish baseline data on the impact of climate change in the fields of Labors, National Devotees and Affairs

b) Analyze, assess and forecast the impact of CC in the domains administered by the Ministry in accordance with the published CC scenarios.

c) Promote the labor and social issue related scientific researches in the context of climate change.

d) Propose solutions to ensure employment and social security for the people living in the areas heavily affected by the CC; and propose CC responsive solutions appropriate to each regions, areas, localities and objects under the sector’s administration.

3.2. Task Group No.2: Implement the CC responsive projects and models

a) Develop the models, and implement the pilot the models in response to climate change in all domains of the sector that are community-based and with the participation of the authorities at all levels, mass organizations and the participation of the people in response and self-response to the climate change and sea level rise.

b) Organize for pilot implementation in accordance with the specific characteristics of the geographical area and/or of the groups most vulnerable to the climate change.

c) Roll out the successful CC responsive models after having been piloted.

3.3. Task Group No.3:Integrate the CC responsive solutions into the sector’s development strategies, master plans, plans, programs, projects and policies.

a) Review the contents of the strategies, master plans, plans, programs and projects of each domains relating to response to climate change

b) Research, develop, revise, amend and supplement the legal documents and policies to establish the legal framework for the implementation of the CC responsive activities.

c) Integrate the CC responsive solutions into the sector’s strategies, master plans, plans, policies, programs and projects.

3.4. Task Group No.4:Propagate and disseminate information, training for awareness raising, human resource training and international cooperation

a) Propagate and disseminate the Party’s direction and guidelines and the State’s policies to all staff, civil servants and officers of the sector about the climate change and the responsive measures.

b) Develop training programs and materials, and implement training to raise awareness, sense of responsibility and capacity for staff at all levels.

c) Develop the contingent of cadres with in-depth knowledge in the field of environmental protection and climate change through various in-country and overseas training programs; mobilize the participation of the national and international organizations to the programs on research, consultants and provision of support for implementation of the action plan.

d) Organize the seminars and workshops domestically and internationally to share experience on the impact of climate change and the responsive measures in the fields of labor and social affairs.

e) Expand international cooperation, and attract resources from international organizations catering to the CC responsive activities of the sector. Strengthen and establish the network of bilateral and multilateral cooperation forum, and with NGOs; attract resources, technical and financial assistance, and international experience in response to climate change. Integrate these into the cooperation activities under the ASEAN’s general plan.

4. Implementation Funds

Budget for implementation of this Action Plan are allocated from the following sources:

ü   Funds from the National Target Program to Respond to Climate Change;

ü   The proceeds from the Official Development Aids (ODA) and other international aids;

ü   Other legitimate sources of funds.

5. Organize for Implementation

a) The Department of Planning – Finance:

- Take the lead, and in coordination with other concerned units, to prepare plans, cost estimation and budget allocation for implementation of the National Target Program to Respond to Climate Change.

- Integrate the climate change adaptive measures into the sector’s development strategies and plans.

- Provide guidance and supervise the implementation, consolidate the status on implementation of the Climate Change Responsive Action Plan in accordance with the requirements.

b) The Institute of Labor Science and Social Affairs:

- Take the lead, and in coordination with other concerned units of the Ministry, to carry out scientific researches, surveys, and impact assessments of climate change on various fields of the sector.

- Participate with other concerned units of the Ministry to research, develop, implement and replicate pilot models on response to climate change.

c) The Department of Personnel and Organization: take the lead, and in coordination with other concerned units of the Ministry, to organize for the training and fostering courses to enhance the capacity and qualification for the officers working in the labors – invalids – social affairs sector in response to climate change.

d) The General Department of Vocational Training, the Department of Employment, the Department of Social Protection, the Department of Child Care and Protection, the Department of Gender Equality:

- Take the lead, and in coordination with other concerned units, to develop, implement and replicate pilot models.

- Direct and integrate the climate change adaptive measures into the policies, programs and projects under their jurisdiction of management

e) The Department of International Cooperation:

- Take the lead, and in coordination with other concerned units, to mobilize international financial assistance for the implementation of various tasks in response to climate change.

- Organize for and participate in international cooperation activities in relation to climate change.

g) The Office of Ministry: take the lead, and in coordination with other concerned units, to organize for dissemination of the directions and guidelines of the Party and of the policies of the State regarding climate change and the adaptive measures

h) Provincial/Central-managed Municipal Department of Labors, Invalids and Social Affairs (DOLISA):

- Take the initiative in research, integration and propose to integrate solutions in response to climate change into the local socio-economic development strategies, master plans, plans, policies, programs and projects.

- In coordination with other agencies and units of the Ministry, carry out pilot implementation and roll-out of models in response to climate change.

Article 2.This Decision shall take effect from the date of signature. In the course of implementation, should any revision or supplementation deemed necessary, the units shall take the initiative to report it to the Minister for consideration and decision.

Article 3.The Administrator of the Office of Ministry; Chief Inspector of the Ministry; the General Directors of HQ Departments, the General Director of General Department of Vocational Training; the Directors of HQ Directorates; the Directors of Provincial/Central-Managed Municipal Department of Labors, Invalids and Social Affairs (DOLISA); and Heads of the concerned agencies and units – are liable to implement this Decision./.
