DECISION
Approving the adjusted master plan on socio-economic development of Kien Giang province through 2020, with orientations toward 2030[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government;
Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on formulation, approval and management of socio-economic development master plans, and Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of Decree No. 92/2006/ND-CP of September 7, 2006;
At the proposal of the People’s Committee of Kien Giang province,
DECIDES:
Article 1.To approve the adjusted master plan on socio-economic development of Kien Giang province through 2020, with orientations toward 2030, with the following principal contents:
I. DEVELOPMENT VIEWPOINTS
1. The adjusted master plan on socio-economic development of Kien Giang province through 2020, with orientations toward 2030, must be in line with the national socio-economic development strategy, marine strategy and international integration strategy, and ensure consistency and conformity with the Mekong River delta’s master plan and major sectoral master plans.
2. To enhance linkage and cooperation with the provinces and cities in the Mekong River delta key economic region on the principle of consensus, responsibility and harmony of interests in order to optimize the distribution of resources in the construction and operation of the socio-economic infrastructure system, goods and service supply and demand, adaptation to climate change, saltwater infiltration, environmental protection, thus contributing to raising the role and position of the Mekong River delta in the country.
3. To closely combine economic development with cultural development, environmental protection and sustainable development, realization of social progress and justice, step by step raising the living standards of local people; to alleviate poverty and social development gaps between regions; to train high-quality human resources and associate human resource development with science and technology development; to build a strong political system, strengthen national defense and security and firmly preserve the sovereignty over the borderline, seas and islands; to ensure social order and safety; to boost the friendship with neighborly provinces of Cambodia, Thailand and Malaysia.
II. DEVELOPMENT OBJECTIVES
1. General objectives
To build Kien Giang into a dynamically and comprehensively developing province attaining a fairly high development level in the whole country; to have comprehensive infrastructure facilities; a majority of its population capable of adapting to climate change and changing environmental conditions; to enable its enterprises to make the best of opportunities from the international integration process. The province will make important contributions to building a prosperous Mekong River delta on par with the national level, with a stable socio-political situation and firm national defense and security.
2. Specific objectives
a/ Economically:
- The average gross regional domestic product (GRDP) in the 2016-2020 and 2020-2030 periods will increase by 7.5-8% and 8-9% (based on the comparative prices of 2010), respectively;
- By 2020 and 2030, the per-capita income (at the current prices) will be USD 2,855-2,930 and USD 8,100 -9,300, respectively;
- The proportion of agriculture, forestry and fisheries will be 35-36%, industry-construction, 23-24%, and services, 40-41%, in the economic structure by 2020. By 2030, the proportion of non-agriculture sectors will be over 75% of the GRDP;
- Export value will reach USD 780-1,000 million and budget revenues will be VND 10,000 billion, including VND 6,500 billion of domestic revenues, by 2020.
b/ Culturally and socially:
- The average population growth rate will be around 0.7%/year, with the natural growth rate of 0.95%/year. By 2020, the population will reach 1,835,000;
- To create 35,000-40,000 jobs/year. By 2020, the rate of trained laborers will be 67%, 50% of whom will possess degrees or certificates. To strive to reduce by 1-1.5% a year the number of poor households according to the multi-dimensional poverty line so as to reduce the rate of poor households to 3% by 2020;
- By 2020, 90% of total communes will attain the national health standards, with 9 medical doctors and 27.36 patient beds per 10,000 people, the malnutrition rate of under-five children will be 12%, and over 85% of the population will be covered by health insurance;
- To increase the schooling rates of children of nursery, pre-school, and primary, lower secondary and upper secondary education age to 5%, 65%, 99%, 96% and 40%, respectively by 2020;
- To increase the rate of communes attaining the new national countryside standards to 50%, that of communes and wards attaining the cultural standards to 35%, that of households having access to electricity to 99%, and the urbanization rate to 32% by 2020;
c/ Environmentally: By 2020, 90% of households will have access to clean and hygienic water, the forest coverage rate will be 12%, and 75% of industrial parks and clusters will have a hazardous waste treatment system;
d/ By 2030, the urbanization rate will be over 50%.
III. ORIENTATIONS FOR DEVELOPMENT OF SECTORS AND FIELDS
1. Agriculture, forestry and fisheries
To build a large-scale, concentrated commodity agriculture efficiently producing quality and competitive products along with restructuring the sector under the clime change conditions; to manage the exploitation of soil, water and forest resources, particularly coastal mangrove forests, protect the eco-environment, conserve biodiversity, and develop sustainable agriculture, forestry and fisheries.
To form commodity rice growing areas with complete infrastructure systems, thus facilitating the quick mechanization and application of scientific and technological advances in production, and using rice varieties suitable to ecological conditions of different areas; to study and apply the model of rotational cultivation of rice and other crops such as maize, soybean, legume vegetables, or aquaculture on rice fields.
To step by step shift small-scale, scattered household-based husbandry to concentrated hi-tech husbandry; to plan concentrated husbandry zones distant from urban centers and residential areas.
To protect and develop special-use forests in the Upper U Minh and Phu Quoc national parks and Hon Chong nature reserve; to restore and protect coastal mangrove forests and banks and indigo forest ecosystem in combination with protecting aquatic resources and wild fauna.
To develop offshore fishing, fishery logistics services and coastal and island aquaculture. To further complete fisheries infrastructure facilities along the coast and on big islands. To form for high-tech commodity aquaculture zones.
2. Industry and construction
To strongly develop the agricultural and aquatic product and food processing; mechanical engineering serving agriculture, ship building and repair; supporting industries; and labor-intensive industries in rural areas. To stably develop the construction material industry which can efficiently use natural resources and protect the eco-environment.
In the 2016-2020 period: To concentrate on building complete infrastructure facilities and attracting investment in Thanh Loc-Chau Thanh and Thuan Yen-Ha Tien industrial parks, and develop another one in Xeo Ro-An Bien; to form Vinh Hoa Hung Nam-Go Quao, northeastern Vinh Hiep-Rach Gia, Ha Giang-Giang Thanh industrial clusters and some others in areas where conditions permit.
To develop the construction sector on the basis of mobilizing the participation of all economic sectors. To work out a plan to implement the Scheme on restructuring and renewal of growth models of the construction sector for higher quality, efficiency and competitiveness.
3. Services
To concentrate on developing services of high value and added value, thus creating a new driving force for economic growth and restructuring; to strongly develop trade, tourism, transport-warehouse-logistics, finance, banking, insurance and information technology.
To promote trade via Ha Tien international border gate and Giang Thanh national border gate connected to Phu Quoc island and Kien Luong and Rach Gia urban centers in order to form the province’s dynamic growth poles with spillover effects on their surrounding areas.
To completely and synchronously build infrastructure facilities in the four key tourist zones. To consolidate the linkage between the province’s tourism with international tourism and tourism in other provinces and cities in the Mekong River delta and the whole country. To implement tourism development tasks and measures so that by 2020 tourism will account for a high proportion in the economic structure and create numerous jobs for local people.
To develop financial, banking and insurance services with more diverse products; to raise the service quality to meet the demand for capital for local socio-economic development and concentrate credit capital on prioritized fields. To encourage new, breakthrough insurance products to flexibly meet insurance needs of people.
To develop professional transport and warehousing services and provide package services; to raise the quality of supporting services so as to increase the connectivity between different modes of transport and reduce service providers. To bring into full play the province’s advantages in geographical position and natural conditions for developing effective land, sea and air transport systems.
4. Development of cultural and social fields
a/ Population, labor and employment
To further implement the family planning policy; to raise the people’s living standards, average life expectancy and human development index; to shift occupations and trades and create many jobs in the service sector for laborers, particularly rural laborers; and to reduce the urban unemployment rate;
b/ Education, training and vocational training
To basically and comprehensively renovate education and training, making vigorous improvements in quality and meeting the requirement for raising the people’s intellectual standards, training human resources and fostering talents.
To invest in building sufficient schools and classrooms meeting the requirement for larger scale and higher quality of education. To ensure state budget investments while mobilizing additional non-state budget resources for education and training development.
To strengthen and improve the professional education system, especially building high-quality professional schools; to intensify job training for ordinary laborers to meet the needs of production and business enterprises and establishments in the locality;
c/ Medicine and public health care
To develop medicine and public health care toward professional medicine and higher medical examination and treatment quality in combination with ensuring equity in the people’s health care; to further invest in medical infrastructure facilities, equipment and human resources for deep-lying, remote and border areas and islands.
To intensify the mobilization of social resources to provide medical services, facilitating the development of non-public medical and pharmaceutical establishments to meet the people’s higher needs for health protection and care; to improve the people’s physical strength and living quality and increase their life expectancy. To promote the provision of primary health care services toward the target of providing health care for all the population;
d/ Culture, physical training and sports
To effectively carry on the movement “All people unite to build a cultured life”, build civilized and progressive lifestyles and cultured families, and eliminate social vices.
To mobilize and properly use social resources for building and completing grassroots cultural institutions; to build a number of central cultural centers in major cities. To upgrade and replenish cultural and historical relics and scenic landscapes; to preserve and promote traditional cultural values and intangible cultural heritages.
To step up the mass physical exercise and sports movement as well as physical training and sports activities in schools and agencies. To invest in developing a number of high-achievement sports which are the province’s strengths; to mobilize social resources for building physical training and sports facilities.
dd/ Social issues
To create jobs, alleviate poverty and ensure social security. To fully implement social security and care policies for eligible beneficiaries, people with meritorious services to the country and people in need of social relief.
5. Science, technology, management of natural resources and environmental protection
a/ Science and technology
To encourage and create conditions for enterprises to invest in the development and application of science and technology in their production and business activities; to develop science and technology enterprises and market; to raise the quality of human resources for science and technology.
To intensify the application of science and technology in major sectors and fields including agriculture, fisheries, processing industry, construction materials, marine economy, environment and state management;
b/ Management of natural resources and environmental protection
To well protect forests of all types, marine and coastal environment and special bio-system reserves so as to adapt to climate change. To carry out public communication to improve public awareness about environmental protection and at the same time intensify the inspection and handling of environmental violations; to build garbage and wastewater collection and treatment facilities in urban centers and densely populated rural areas, tourist zones, industrial parks and clusters and craft villages.
To protect the environment in mineral survey, exploration and mining activities; to constantly monitor the quality of surface water to serve agricultural production and aquaculture, and developments in reserves and quality and depletion of groundwater sources in order to take measures to effectively and promptly address them; to strictly manage groundwater sources.
6. Development of technical infrastructure facilities
a/ Transport
To coordinate with the Ministry of Transport and other ministries and central sectors in upgrading existing national highways and building new ones running through the province, such as national highways 61, 63, 80, N1, Ho Chi Minh Road, coastal roads and border corridor roads.
To upgrade and expand existing provincial and district roads and build new ones under planning. To further invest in completely building the transport system on Phu Quoc island. To completely build the transport system on Kien Hai and Kien Luong islands, Ha Tien town.
To upgrade major inland waterways routes; to coordinate with the Ministry of Transport in expanding the national waterways route of Rach Gia - Ha Tien, and to consider building the coastal transport route from Vietnam to Cambodia and Thailand to tap the potential of the ASEAN economic community.
To upgrade and expand the terminal and taxiways of Phu Quoc airport up to 4E grade.
b/ Hydraulic work
To develop the hydraulic work system suitable to the natural conditions and socio-economic characteristics of different sub-regions, including Long Xuyen quadrangle, western Hau river, Upper U Minh and islands, in order to exploit and efficiently use and protect fresh water sources; to harmoniously combine structural solutions with non-structural solutions; to mitigate adverse effects caused by water, particularly flood and saltwater infiltration under the conditions of climate change and sea level rise;
c/ Telecommunications communication
To build modern and large-capacity telecommunications communication infrastructure facilities. To expand the service coverage of 3G and 4G mobile telecommunications networks and develop next-generation networks. To ensure information safety and security for the application and development of information technology;
d/ Electricity grid
To develop the electricity supply system in line with the national electricity development master plan; the province’s electricity development master plan for the 2016-2020 period, with a vision toward 2035, and electricity development schemes for Phu Quoc island and other islands of the province.
7. National defense, security and external relations
To combine national defense, security and external relation tasks with socio-economic development tasks; to stably arrange and distribute the population in border areas and on islands; to consolidate all-people national defense and people’s security posture; to firmly safeguard the borderline and island; to firmly maintain the political security and social order and safety. To well implement the foreign policy, especially with the neighboring provinces of Cambodia.
8. Orientations for organization of development space
a/ Development sub-regions
- Long Xuyen quadrangle: To develop industrial, tourist, trade and service urban centers, including the existing urban centers such as Rach Gia, Ha Tien, Kien Luong, Hon Dat and Soc Son, and new ones such as Dam Chit, Tan Khanh Hoa, Vinh Phu, Tho Son and My Lam. These urban centers are located mainly along the economic corridor on the western sea coast and the northern border economic route along the border line;
- Western Hau river: To develop industrial, trade and service urban centers, agricultural and aquatic product processing centers, including such existing urban centers as Minh Luong, Giong Rieng, Tan Hiep, Go Quao and new ones of Thanh Dong A, Thuan Hung, Dinh An. These urban centers are located mainly along national highways 80 and 61. To prioritize the development of Minh Luong urban center as a general economic center of the sub-region, Tan Hiep urban center as the transshipment service center connecting Rach Gia with other Mekong River delta provinces; and develop Giong Rieng urban center into a big agricultural product processing center of the province;
- Upper U Minh: To develop industrial urban centers for agricultural, forest and aquatic product processing, trade, services and tourism, including the existing urban centers of Thu Ba, Thu Muoi Mot, Vinh Thuan, and new ones of Thu Bay, Xeo Nhau, Upper U Minh and Binh Minh. These urban centers are located mainly along the coastal economic corridor. To prioritize the development of Thu Bay urban center into a general economic center being the development core of the whole sub-region, and Upper U Minh urban center for tourist service development linked with special-use forests and the Upper U Minh former resistance base;
- Islands: To develop urban centers for high-class marine and island eco-tourism, including such existing urban centers as Phu Quoc and Hon Tre. To build Phu Quoc island into a national and regional marine and island eco-tourism center; to form and develop Tho Chu, Hon Tre and An Son urban centers to promote the development of islands in combination with the development of the mainland areas.
b/ Orientations for urban development
By 2020: The province will have a total of 19 urban centers, including 2 grade-II ones (Rach Gia and Phu Quoc), 1 grade-III one (Ha Tien), 5 grade-IV ones (Kien Luong, Minh Luong, Giong Rieng, Tan Hiep and Vinh Thuan), and 11 grade-V ones (Hon Dat, Soc Son, Go Quao, Thu Ba, Thu Muoi Mot, Hon Tre, Thu Bay, Upper U Minh, Dam Chit, Tac Cau and Tho Chu).
By 2025: The province will have a total of 23 urban centers, including 2 grade-II ones (Rach Gia and Phu Quoc), 1 grade-II one (Ha Tien), 1 grade-III one (Kien Luong), 5 grade-IV ones (Minh Luong, Giong Rieng, Tan Hiep, Vinh Thuan and Thu Bay), and 14 grade-V ones (Hon Dat, Soc Son, Go Quao, Thu Ba, Thu Muoi Mot, Hon Tre, Upper U Minh, Dam Chit, Tac Cau, Tho Chu, Thuan Hung, Xeo Nhau, An Son and Lai Son).
By 2030: To build 11 more urban centers, bringing the total number of urban centers to 34.
c/ Orientations for rural development
To develop rural areas in line with the program on building the new countryside; to step by step improve and complete technical infrastructure facilities, first of all those for intra-field irrigation, rural transport, education, health and environmental protection.
d/ Orientations for development of Phu Quoc island
To build and develop Phu Quoc island into a special econo-administrative zone serving as a growth pole and having spillover effect on other areas of the province; to formulate breakthrough mechanisms and policies to attract big, long-term investors to develop the island into a major tourist and service center of the whole country and region with 3 main sectors: entertainment and resort industry, financial and banking services, and marine economy.
9. Development of marine and island economy
Marine and island economy is an important breakthrough of the province’s development strategy aimed at building a developed marine economy in the province. Efforts will be concentrated on 5 sectors: fishing and aquatic product processing; marine and island tourism; coastal economic zones and urban centers; energy industry associated with the O Mon-lot B gas project; and maritime sector.
IV. LIST OF PROJECTS PRIORITIZED FOR INVESTMENT STUDY

V. MAJOR SOLUTIONS TO IMPLEMENT THE MASTER PLAN
1. Development investment capital solutions
- Carrying out administrative reforms, strongly improving the investment environment in order to encourage and mobilize capital from the population, foreign-invested enterprises and foreign investors for investment in production, business and services in the province in appropriate forms.
- Rationally and efficiently using investment funds from the state budget and funds from the central budget allocated through development programs and under preferential mechanisms and policies. Taking the initiative in reasonably planning and phasing out investment in order to ensure sufficient funds for key works and projects. Formulating infrastructure projects to assist the development of production, business and services based on efficiency calculations in order to attract the State’s credit loans.
2. Human resource development solutions
- Raising the quality of vocational training in the province by building high-quality professional schools; combining vocational training with job creation; adopting policies to attract high-quality human resources and highly skilled workers into agriculture, fisheries, marine economy, processing industry and tourism.
- Intensifying training and retraining of officials and civil servants in the political system from the grassroots to provincial level; attaching importance to training young officials as a reserve force.
3. Infrastructure system development solutions
- Concentrating funds on synchronously building and completing the socio-economic infrastructure system, focusing investment in appropriate forms on key and strategic projects planned by the province.
- Fully and properly implementing the mechanisms and policies adopted by the central government in investing in capital-intensive projects and sectors and fields in which investment is encouraged by the province.
- Restructuring investment funding sources toward reducing public investment and increasing investment from non-public economic sectors; creating conditions for all economic sectors to invest in the fields in conformity with the socio-economic infrastructure development master plan, particularly the transport network and hydraulic works adaptable to climate change, and infrastructure facilities to serve the restructuring of agriculture, urban development, electricity supply and telecommunications.
4. Science, technology, natural resources and environment management solutions
- Developing science and technology in the direction of tapping the potential and advantages of the province, and stepping up the economic restructuring aimed at achieving the set targets.
- Strictly protecting forests of all types, marine and coastal environment, and special ecosystem reserves; remedying pollution and improving environmental sanitation in tourist sites and mining and aquaculture areas.
- Implementing action programs to adapt to climate change; reviewing and revising master plans on development of sectors and fields and infrastructure facilities in coastal urban centers; building the western sea dikes combined with roads and culverts and dams at river estuaries to prevent saltwater infiltration.
5. Cooperation, linkage and market expansion solutions
- Formulating and implementing mechanisms for coordination and cooperation between the province and the ministries, sectors and other provinces in the whole country, and creating conditions for market expansion and linkage in production, business and services.
- Undertaking cooperation and creating linkages for comprehensive socio-economic development with other provinces in the Mekong River delta key economic region on the basis of bringing into full play their special advantages for rapid and sustainable development.
- Expanding the traditional export markets and seeking new markets so as to reduce the overdependence on a single market.
Article 2.Organization of implementation of the adjusted master plan
The adjusted master plan on socio-economic development of Kien Giang province through 2020, with orientations toward 2030, serves as a basis for the formulation, approval and implementation of major sectoral master plans and investment projects in the province.
1. To assign the People’s Committee of Kien Giang province to:
- Publicize the adjusted master plan among the province’s Party committees, administrations, sectors, mass organizations, enterprises and people as soon as it is promulgated by the Prime Minister.
- Base itself on the contents of the adjusted master plan to work out specific action programs and plans to fruitfully implement the master plan.
- Step up investment promotion activities, introduce and advertize the local potential and advantages to investors, focusing on calling for investment in prioritized projects.
- The province’s authorities, sectors, socio-political organizations and people shall inspect and supervise the implementation of the adjusted master plan.
2. Related ministries and sectors shall:
- Guide and assist the People’s Committee of Kien Giang province in implementing the adjusted master plan.
- Coordinate with the province in reviewing and revising sectoral master plans to ensure their consistency with the adjusted master plan; consider and provide support for the province in mobilizing domestic and foreign investment capital for implementing the adjusted master plan.
Article 3.This Decision replaces the Prime Minister’s Decision No. 1255/QD-TTG of July 26, 2011, approving the master plan on socio-economic development of Kien Giang province through 2020.
This Decision takes effect on the date of its signing.
Article 4.The chairperson of the People’s Committee of Kien Giang province, ministers, heads of ministerial-level agencies, and heads of government-attached agencies shall implement this Decision.-
