SUMMARY

To approve the List of 151 Programs, Schemes and Projects about Vinh Long province

On December 25, 2018, the Prime Minister issues the Decision No. 1824/QD-TTg on approving the adjusted master plan on socio-economic development of Vinh Long province through 2020, with a vision toward 2030.

Accordingly, the List of 151 Programs, Schemes and Projects prioritized for investment research is promulgated together with the Planning. In which, there are 03 projects invested by the Government, 48 programs and projects managed by the province, 100 projects calling for foreign investment. These programs and projects are carried out in 2 phases: 2016-2020 period and 2020-2030 period. Depending on the needs, ability to balance and mobilize investment resources of each stage to determine the location, scale, area, total investment and investment capital of the above Programs, Schemes and Projects.

DECISION

Approving the adjusted master plan on socio-economic development of Vinh Long province through 2020, with a vision toward 2030[1]

 

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on the formulation, approval and management of socio-economic development master plans; and Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of Decree No. 92/2006/ND-CP;

At the proposal of the People’s Committee of Vinh Long province,

 

DECIDES:

Article 1.To approve the adjusted master plan on socio-economic development of Vinh Long province through 2020, with a vision toward 2030 (below referred to as the master plan), with the following principal contents:

I. DEVELOPMENT VIEWPOINTS

1. The master plan must help make breakthroughs in economic restructuring and production restructuring in each sector or field; promote the development of hi-tech and large-scale agriculture, and strong development of industry to create a motive force for economic growth, especially in processing of agricultural products; and bring into play comparative advantages for tourism development.

2. To bring into play internal resources and attract domestic and international resources for construction of complete and gradually modern infrastructure facilities, with a focus on urban, transport, electricity, hydraulic work, and information and communication technology; to combine agriculture and tourism development in the relationship with the provinces in the Mekong River delta and Greater Mekong Sub-region; to develop urban centers into core areas for promoting the development of areas in the province.

3. To attach importance to development of high-quality human resources; to improve occupational and working skills for employees; to train technological experts and entrepreneurs; to create an environment for attracting high-quality human resources to work in the province.

4. To combine socio-economic development with adaptation to climate change and sea level rise as suitable to each sector or field, ensuring the attainment of multiple objectives, effectiveness and sustainable development. To closely combine economic development with social development; to build a strong political system, and maintain national defense and security and social order and safety.

II. DEVELOPMENT OBJECTIVES

1. General objectives

To focus on economic development, striving to narrow the development gap and level between the province and the country; to build Vinh Long into a province with comprehensive development of agriculture, industry and modern services, tourism services, and gradually synchronous socio-economic infrastructure facilities linked with the Mekong River delta and the whole country; to effectively manage and utilize natural resources and protect the environment, take the initiative in adapting to climate change, and improve people’s lives; to maintain national defense and security and social order and safety.

2. Specific targets

a/ Economic targets:

- By 2020, the gross regional domestic product (GRDP) will account for 6%-7% of the Mekong River delta region and 1%-2% of the country; the annual average growth rate will rise 6.5% in the 2016-2020 period, 7.5% in the 2021-2025 period, and 7% in the 2026-2030 period.

- The per-capita income will reach about USD 1,950 by 2020, around USD 2,500 by 2025, and around USD 3,600 by 2030. The value made per employee will reach VND 95 million by 2020, USD 137 million by 2025, and VND 192 million by 2030.

- By 2020, agriculture, forestry and fisheries will make up 28%, construction-industry, 25.6%, and services, 46.4% in the economic structure. These figures will be 23%, 28.5%, and 48.5% by 2025, and 17.8%, 32.6%, and 49.6%, by 2030.

- By 2020, the export turnover will reach around USD 530 million, representing 2%-3% of the export revenue of the Mekong River delta and around 1% of the country; this figure will be USD 730 million by 2035 and around USD 1 billion by 2030.

b/ Socio-cultural targets:

- To stabilize the natural population growth rate at 1% per year.

- By 2020, the rate of trained labor will reach 75%, 50% of whom possess diplomas or certificates; these rates will be 80% and 65% by 2025, and 85% and 75%, by 2030.

- By 2020, the numbers of medical doctors and patient beds for every 10,000 people will reach 12-15 and 30, respectively; these figures will be 15.5 and 33 by 2025, and 17 and 35-40 by 2030.

- By 2020, the rate of children of prescribed age going to preschool classes, primary schools, lower secondary schools, and upper secondary schools will reach 98%, 100%, 99% and 80%, respectively; these rates will be maintained by 2025 and 2030. By 2020, 55% of schools will meet the national standards; this rate will be 80% by 2025 and 2030.

- The urbanization rate will reach 20-25% by 2020, and 25-35% by 2030. To strive for the target that Vinh Long will have 11 urban centers meeting the prescribed criteria.

c/ Environmental targets: By 2020, 96% and 75% of residential solid wastes in urban areas and rural areas, respectively, will be collected. These rates will be 98.5% and 88% by 2025, and 100% and 90%, respectively, by 2030.

d/ Regarding national defense and security and social order and safety: To consolidate national defense and security in combination with the socio-economic development; to launch the movement “All the people safeguard national security and maintain political stability and social order and safety” in the province.

III. ORIENTATIONS FOR SECTORAL DEVELOPMENT

1. Agriculture, forestry and fisheries

To strive for the production value growth rate (at the 2010 comparative prices) at an average of 1.8%, 2.7%, and 2.6% per year, respectively, in the 2016-2020, 2021-2015, and 2026-2030 periods, specifically as follows:

To develop hi-tech agriculture and organic agriculture in adaptation to climate change and effectively use  land and water resources; to develop high-quality paddy products, sweet potato and citrus plants; pigs, cows (including milch cows), andTracatfish.

To convert land areas for paddy production which are inefficient into those for other crops and fruits; to reduce the paddy land area of 71,760 hectares in 2015 to 64,500 hectares by 2020, and around 50,000 hectares by 2030.

To shift from small-scale animal husbandry to large-scale and centralized one; to well control epidemics, ensure the satisfaction of food safety and hygiene standards and linkage with outlets based on sustainable value chains; by 2020, to stably keep a pig herd of 350-400 thousand, and a cow herd of 80-90 thousand, and a poultry flock of around 8 million.

To continue effectively tapping the existing advantages of fisheries so as to restore and develop this sector into a sector with strengths; by 2020, the output of aquatic products will reach around 126,650 tons.

2. Industry and construction

To effectively exploit potential and advantages of the industrial sector in order to ensure its rapid growth with the application of advanced technologies in order to create products which are of high quality and added value and competitive in domestic and overseas markets, while protecting the environment; to improve infrastructure facilities of industrial parks and complexes; to step by step affirm the position of this sector and ensure its significant contribution to industrial development of the Mekong River delta and the country.

Regarding major industries:

- To develop and expand the industries of processing of farm produce, food and beverages; production of construction materials; textile and garment and footwear; and chemicals, pharmaceuticals and medical equipment.

- To develop supporting industries for textile and garment and footwear products, and for animal feed production; mechanical repair and manufacture of equipment and machinery for production and civil-use purposes; metal production; and electronics.

- To develop industries serving agricultural production, including mechanical engineering and repair; cottage industry and handicrafts, and traditional crafts.

3. Trade and services

To develop civilized and modern services and trade sectors with the engagement of different economic sectors; to bring into play the role of trade in setting orientations for and promoting the development of production so as to meet the diversified needs of consumers, thus helping stabilize the economy and ensure social security. To increase the service ratio in the economic structure to 46.4% by 2020 and 49.6% by 2030, specifically as follows:

- To upgrade central marketplaces and trade centers in Vinh Long city, Binh Minh town and districts; to develop rural marketplaces and establish goods and service distribution channels in rural areas; to gradually increase the ratio of retail sales through modern distribution systems, thus raising the ratio of their contributions to the province’s economic growth.

- To boost export with a high, stable and sustainable growth rate; to expand markets for and diversify export goods; to develop export products with a high technological content and added value.

- To develop eco-tourism, diversify tourism products and types, and develop links for tourism development; to strive for the average annual growth rate of tourism turnover of 15%, 25% and 30%, respectively, for the 2016-2020, 2021-2025, and 2026-2030 periods.

- To develop in a synchronous manner other services such as finance, insurance, banking, transport, post and telecommunications, information technology, and consultancy, etc.

4. Social domains

a/ Education and training

To renew methods and contents of education and training with a radical shift from mainly providing knowledge to all-rounded education in knowledge, morality, aesthetics and practice; to improve people’s intellectual standards and quality of human resources; to increase investment in physical foundations and equipment for schools, and standardize teachers and education administrators.

By 2020, all students of primary schools, lower secondary schools and upper secondary schools will study English under new curricula; 98%, 100%, 99%, and 80%, respectively, of children of prescribed age will go to preschool classes, primary schools, lower secondary schools and upper secondary schools. These rates will be maintained by 2025 and 2030. By 2020, 55% of schools will satisfy the national standards; this rate will be 80% by 2025 and 2030.

b/ Medicine and healthcare

To increase investment in building hospitals and health centers and in medical equipment; to reduce the infection rate and prevent and effectively control epidemics, ensuring that all people are provided with basic medical services and can access high-quality ones. To improve the quality of medical examination and treatment, ensuring fairness in the provision of people’s healthcare services. To step up the mobilization of all social resources for medical services and enable different economic sectors to invest in medical services. To increase physical health and life expectancy of local people while improving their quality of life and population.

By 2020, over 99% of communes will meet the national standards on health; the rate of health insurance coverage will reach over 90%. By 2025 and 2030, these rates will be over 99% and over 95%.

c/ Culture, physical training and sports

To build a healthy cultural environment among residential communities, agencies, enterprises, schools and families; to create substantial changes in awareness and sense of respect for law and personal responsibility; to prevent and stop deteriorations in morality and lifestyle in residential communities. To build key cultural works, cultural institutions and entertainment and recreation areas for children; to properly organize cultural and artistic activities; to conserve and promote the value of tangible and intangible cultural heritages. To develop different types of physical training and sports, develop mass physical training and sport movements, and encourage and regularly organize sports competitions among local people.

d/ Poverty reduction, creation of jobs and implementation of social policies

To rationally distribute social resources and effectively exploit and use social labor sources through economic restructuring; to properly implement policies on creation of jobs, and improve the quality of labor in terms of health and professional skills and ethics in order to satisfy economic development and integration  requirements. To attach importance to job training, especially for rural labor, in association with creation of jobs; to create condition for enterprises and investors in developing production, business and service sectors and creating more jobs, especially for workers in industrial parks and complexes (lines) and tourism zones, etc. To properly carry out the poverty reduction work and limit relapse into poverty. To provide proper care for policy beneficiaries, people with meritorious services to the country and social relief beneficiaries. To pay attention to ethnic minority people; to properly implement policies on social insurance, unemployment insurance and accident insurance.

To strive to reduce the poverty rate by 1-1,5% and 0.5% per year, respectively, for the 2016-2020 period and for the 2021-2025 and 2026-2030 periods.

5. Science and technology: To study and apply solutions for effective and sustainable exploitation and use of natural resources; to widely apply new sciences and technologies and create breakthroughs in plant varieties and animal breeds of high value and with the application of new technologies to serve the mechanization in each stage of the agricultural production process; to support enterprises in renewing technologies and increasing the scientific and technological content in branded products; to develop the technological market.

6. Infrastructure development: To mobilize all resources for investment in order to basically satisfy urgent and essential needs, and complete a synchronous economic infrastructure system linked with the region and the whole country with a view to meeting the requirements on socio-economic development, national defense and security maintenance, environmental protection, and adaptation to climate change. In the immediate future, to focus on investment in projects of breakthrough nature and with spillover effects for the attainment of socio-economic development objectives and orientations, particularly those meeting the requirements on development of industry, hi-tech agriculture, tourism, etc.

a/ Transport:

- To coordinate with the Ministry of Transport in implementing projects on expressways and upgrading national highways and weak bridges in the province (national highways 53, 54 and 57, etc.); to renovate and upgrade provincial roads up to the standards and roads to commune centers and residential areas. To invest in upgrading transport systems in urban areas and develop rural transport.

- To upgrade, manage and effectively exploit existing river ports (Vinh Long, Binh Minh and An Phuoc ports) to satisfy the needs for cargo loading and unloading and for good production and transportation, especially through industrial parks and lines.

- To build or upgrade car terminals and stops as planned with sufficient functional zones (land area for a car stop, ticket office, lounge, toilet, and fire extinguishing and water drainage systems, etc.) and physical foundations for administration; to build sufficient major car parks in urban centers.

b/ Hydraulic work: To step by step improve the hydraulic-work system for supply of sufficient water for daily life and production activities, especially in Vung Liem, Tra On and Mang Thit districts. To improve the capacity to proactively regulate floods and control saltwater intrusion in order to increase safe areas in case of inundation or saltwater intrusion. To upgrade the system of river dikes meeting the requirements of the protected areas; to prevent landslides and increase safety levels in protecting and stabilizing river, canal and ditch banks. To gradually increase the efficiency of the management and operation of hydraulic structures and hydraulic-work systems.

c/ Information and communications: To develop complete information technology infrastructure facilities to support the implementation of the program on renovation and modernization of the administrative system; to provide public services and build an e-administration; to ensure information safety and security meeting the socio-economic development requirements.

d/ Electricity: To build or renovate medium- and low-voltage power grid systems and transformer stations or build new ones, ensuring that they are safe and non-interrupted and satisfy production demands in industrial parks and complexes (lines), and craft villages, and daily-life needs of people, in tandem with electricity saving and waste reduction.

dd/ Water supply and drainage

To build or upgrade and expand residential water supply systems for urban areas and residential areas, ensuring the satisfaction of needs for clean water for daily life and production. To further invest in water supply and drainage systems in association with the planning for construction, upgrading and development of urban areas, centralized residential areas, hospitals and schools.

7. Environmental protection; natural disaster prevention and control; adaption to climate change

a/ To manage and treat environmental pollution in centralized agricultural and fisheries production areas and tourist zones and protect biodiversity; to intensify the treatment of pollution caused by wastewater, industrial wastes and urban wastewater, and take the initiative in natural disaster prevention and control and timely response to environmental incidents.

b/ To improve the quality of forecasting, and take the initiative in responding to and minimizing damage caused by, natural disasters and impacts of climate change and sea level rise; to study and adjust the structure of plant varieties and animal breeds in adaptation to climate change; to conduct public communication and education for raising the sense and responsibility of the community for environmental protection and sustainable development; to raise the capacity and responsibility of the community for preventing, controlling and mitigating natural disasters and adapting to climate change.

c/ To build the capacity of environment management apparatuses at all levels; to step up the examination and supervision by specialized agencies in charge of environmental protection. To manage, exploit and effectively use land and water resources, ensuring sustainability and environmental protection in the context of climate change and sea level rise; to properly handle environmental issues related to air, soil and garbage, etc.

d/ To carry out population redistribution in areas likely to be highly affected by natural disasters and climate change and areas prone to landslides; to secure livelihood and improve and stabilize the lives of people in affected areas.

8. Development linkage

To effect region- and sector-based linkage in order to tap to the utmost potential and advantages of the province in the region, adhering to the principle of ensuring harmony of interests and responsibilities and equality, thus helping affirm the role and position of Vinh Long province in the Mekong River delta.

In the 2016-2020 period, to give priority to effecting region-based linkage in the following 3 sectors: (i) production, processing and sale of products based on value chains for farm produce, with a focus on building brands of key products of the region, such as rice, fruits and aquatic products; (ii) construction and upgrading of transport infrastructure; and (iii) construction and upgrading of hydraulic-work systems.

To effect more frequent linkages with adjacent localities, especially Can Tho city, in agricultural production, fisheries, tourism, investment promotion, environmental protection, and adaptation to climate change.

9. National defense and security: To closely combine socio-economic development with maintenance of national defense and security; to build the all-people national defense posture in association with the people’s security posture; to build solid defensive zones; to maintain political security and social order and safety in all circumstances; to build the army forces that are regular, elite and gradually modern, attaching importance to building the self-defense and militia forces and reserve forces. To build the people’s public security forces that are clean and strong, raise the effectiveness of preventing and fighting crimes, and create substantial changes in social order and safety.

IV. ORIENTATIONS FOR ORGANIZATION OF DEVELOPMENT SPACE

1. Division of development zones

- The central zone for dynamic economic development, embracing Vinh Long city and Long Ho and Mang Thit districts, of which Vinh Long city is core and dynamic for general economic development and is central in ensuring linkage within the province and with the western key zone and southeastern urbanized zone through national highways 1 and 53, and roads running alongside Tien and Co Chien rivers to the southeastern urbanized zone.

- The western key zone, embracing Binh Minh town and Tam Binh and Binh Tan districts. Binh Minh town is central and dynamic, while Tam Binh district serves as a bridge promoting trade development between Vinh Long city and Can Tho city and acts as a farm produce hub of Vinh Long province.

- The southeastern urban zone, embracing Vung Liem and Tra On districts with Vung Liem and Tra On townships acting as dynamic areas.

To focus on the development of trade in urban areas of the region; in the 2021-2030 period, to further invest in developing a trade urban area to the eastern urban area of the province linked with Vung Liem urban center.

2. Space for development of key sectors

a/ Agriculture and fisheries development zones

- Zones intensive cultivation of specialty rice for export and cash crops: To focus on exploiting favorable conditions in such districts as Tam Binh, Vung Liem and Tra On and some communes of Mang Thit, Long Ho and Binh Tan districts and Binh Minh town. The area of land for rice cultivation in these districts will account for around 75% of the province’s land area for rice cultivation.

- Zones specialized in fruit tree growing: To form fruit tree zones in high-elevation areas in districts along Tien and Hau rivers; to focus on traditional trees which have brands and are highly exportable, such as orange banks (in Tam Binh and Tra On districts); longan (in Long Ho district); grapefruit (in Binh Minh town); and rambutan (in Long Ho and Tra On districts). At the same time, to develop also tourism services in these zones in order to increase incomes and improve the lives of people.

- Zones for commodity aquaculture: Zones specialized in aquaculture should be built in riverside alluvial grounds and distributed as follows: (i) zones along Tien and Hau river banks and islands of Long Ho, Vung Liem and Tra On districts and Binh Minh town; (ii) zones for fish farming combined with 2 rice crops in Tra On and Vung Liem districts; and (iii) zones of aquaculture ponds and sunken gardens in Binh Minh town and the districts of Tam Binh, Tra On, Long Ho, and Mang Thit.

b/ Industrial production zones

To build 2 new industrial parks and 2 new centralized industrial complexes, including Binh Tan industrial park (400 hectares) in Binh Tan district, and Dong Binh industrial park (350 hectares) in Binh Minh town; Vinh Long city industrial complex (around 50 hectares) in Tan Hoi commune, Vinh Long city, and Phuoc Tuong-Phuoc Tho industrial complex (around 48.7 hectares) in Vung Liem district. If conditions permit, to build more industrial parks and complexes that have been planned.

- Industrial zone 1 (located alongside Tien and Co Chien rivers), embracing Vinh Long city and Long Ho, Mang Thit and Vung Liem districts located alongside Tien river with an area of around 710.6 km2and a population of about 567,543, accounting for 46.7% of the area and 54.3% of the population, respectively, of the province. To develop industries of processing farm produce, food, beverages and livestock feed; producing construction materials (cement, and bricks of all kinds); pharmacy; garment; leather and footwear; and mechanical engineering, etc.

- Industrial zone 2 (located along Hau river), embracing Binh Tan, Tam Binh and Tra On districts and Binh Minh town with an area of 809.57 km2and a population of 477,657, accounting for 53.3% of the area and 45.7% of the population, respectively, of the province.

3. Urban and rural development

a/ Urban space: To develop urban areas to facilitate the development of non-agricultural sectors and step by step build civilized and modern infrastructure systems.

Development orientations are as follows:

- By 2020: To focus resources for upgrading and developing Vinh Long city into a grade-II urban center and Binh Minh town into a grade-III urban center. To establish Tan Quoi township of Binh Tan district; to upgrade 4 communes (Tan Hoa, Tan Hoi, Truong An, and Tan Ngai) of Vinh Long city into wards.

- By 2030: To upgrade 2 urban centers (Tra On and Vung Liem townships) into grade-IV ones and establish 3 new urban centers of grade V (Phu Quoi, Cai Ngang, and Huu Thanh). By 2030, Vinh Long will have 11 urban centers, including one grade-II urban center being Vinh Long city, one grade-III urban center being Binh Minh town, 2 grade-IV urban centers being Tra On and Vung Liem townships, and 7 grade-V urban centers being the townships of Long Ho, Tam Binh, Cai Nhum, Tan Quoi, Phu Quoi, Cai Ngang, and Huu Thanh.

b/ Rural socio-economic space

- To form rural residential areas in lines and clusters in areas specialized in rice cultivation; to associate these areas with the model of community-based tourism; to plan the construction of new-countryside communes with essential social and technical infrastructure facilities; to build large areas exclusively for cultivation with agricultural mechanization as suitable to the process of industrialization, modernization and economic restructuring in rural areas.

- To organize centralized residential areas in commune centers and centralized residential spots. To relocate population residing in a scattered manner in intra-field areas and along canals and ditches in deep-lying areas into centralized residential areas; to plan, renovate and build social and technical infrastructure facilities, particularly those for transport, water supply and electricity supply, in order to acquire the urban lifestyle; to form rural residential lines along major roads linked with urban centers in order to use existing infrastructure facilities.

V. LIST OF PROGRAMS, SCHEMES AND PROJECTS PRIORITIZED FOR INVESTMENT STUDY(specified in the Appendix, not translated)

VI. MAJOR SOLUTIONS TO IMPLEMENT THE MASTER PLAN

1. Raising investment capital from the entire society

- To create a favorable investment and business environment and encourage the attraction of different economic sectors to invest in production and business development and build infrastructure facilities; to call for more official development assistance (ODA) loans and foreign direct investment capital, paying attention to investors with great potential and capable of rapidly implementing projects; to diversify forms of investment, such as BOT, BT, BTO and PPP, etc.

- To develop the capital market and forms of investment association and partnership; to raise capital from people and enterprises for investment in production and business development; at the same time, to implement mechanisms and policies to mobilize to the utmost all sources for investment in the province.

- To improve the investment climate and support investors and enterprises in developing production and business; to intensify and renew investment promotion work and properly implement administrative reform, and create favorable conditions for attracting investors in production and business; to provide support for startups.

- To mobilize and effectively use investments from the state budget; to make the best use of support funds from the central budget through target programs and programs to develop preferential mechanisms and policies for development of the region. To attach importance to selecting and prioritize the implementation of key and dynamic projects; at the same time, to phase out investment as suitable to the province’s capacity to raise funds and balance budget funds every year.

2. Training human resources and attracting talented people

- To mobilize all social resources for education and vocational training and attract investment in schools and training institutions with modern equipment; to expand training association and cooperation with high-quality universities, research institutes and training institutions to train high-quality human resources with high occupational skills and working style and discipline.

- To encourage enterprises to enter into association in training their employees so as to satisfy their needs for labor and effectively use trained labor.

- To renew training methods through bringing into play the activeness and creativity of trainees; to build training programs that meet the society’s needs and are practical; to survey and assess the quality of trained human resources and assess the level of satisfaction of the market’s requirements in order to take appropriate renovation methods.

- To train and retrain the contingent of corporate managers and administrators meeting the requirements on application of science and technology and international economic integration.

- To properly implement policies on preferential treatment and attraction of talented people and highly qualified laborers; to create favorable working conditions for attracting scientific and technological workers to work in the province for a long term, especially in the fields of education and training, health, and scientific research.

3. Improving the investment and business environment and raising competitiveness

- To drastically implement solutions to raise provincial competitiveness index (PCI); to focus on improving component indexes which remain low in the province, such as transparency, dynamics, business support, and labor training. To build an e-administration with a modern and transparent administrative system and application of information technology in management and administration work. To provide high-level public services in settlement of administrative procedures.

- To amend, supplement or annul documents with inappropriate contents; to adopt mechanisms and policies to encourage the founding of private enterprises; to encourage, and create favorable conditions for, investors, enterprises and business households to feel secure to invest in or expand production and business activities, raise operation efficiency, support business households to join hands to establish cooperation organizations of different forms to operate as enterprises; to carry out innovation and provide support for startup ecosystems; to build a level playing field for enterprises of all economic sectors, especially in their access to information, land and support policies, etc.

4. Scientific and technological development and environmental protection solutions:

- To renew scientific and technological activities and increase the dissemination of scientific and technical information and economic and market information; to create conditions for scientists, enterprises and producers to join hands to perform scientific researches and trial production projects; to encourage the use of new plant varieties and animal breeds of high yield and quality.

- To increase the research and application of scientific and technical advances; to create substantial changes in the application of scientific and technological achievements, especially in information technology, biotechnology, material technology, variety and breed production, and preservation; in the industrial sector, to give priority to the selection of technologies appropriate for agricultural and aquatic product processing.

- To protect and improve the environment for sustainable development, focusing on management and remediation of environmental pollution in centralized agricultural production, fisheries and animal husbandry zones, and tourist zones. To intensify the treatment of pollution of wastewater, industrial wastes and urban wastewater; to take the initiative in natural disaster prevention and control; to control environmental pollution; to improve the industrial and urban wastewater disposal system; to carry out public communication to raise the awareness about and responsibility for preservation and protection of the environment and sustainable development.

5. Renewing investment mechanisms and policies

- To formulate and effectively implement investment support policies, lists of projects calling for investment, and policies to support and develop enterprises and cooperatives, etc., as conformable with orientations for attracting investment in the province.

- To formulate programs and projects calling for investment: Based on this master plan, to formulate projects capable of bringing about high production and business efficiency; to implement open policies as suitable to the province’s conditions to attract investment from different economic sectors in the province as well as in the country and overseas; to attract investment from overseas Vietnamese in the province.

- To study and propose special mechanisms (related to tax and land, etc.) for investors in infrastructure of industrial parks and infrastructure for tourism and trade development, etc.

6. Increasing cooperation and coordination

- To coordinate with ministries, sectors and localities in the region in determining each field and job, facilitating market expansion and production and business linkage among enterprises; to coordinate in the planning of and investment in building works managed by ministries and sectors in the province.

- To carry out development cooperation and linkage in the region, the country and the world, giving priority to issues related to climate change adaptation, development of transport and hydraulic-work infrastructure, construction and development of production chains, development of outlets for industrial, agricultural, scientific and technological, and tourist products, etc.

- To promote links among different economic sectors in production and distribution with a view to ensuring the timely supply of goods and provision of services to satisfy production and consumption needs and sale of farm produce; to enter into joint ventures with foreign partners for production and sale of products.

7. Consolidating national defense and security

To combine socio-economic development with consolidation of national defense and security and maintenance of political security and social order and safety; to increase national defense potential and advisory role of local national defense and security agencies.

 

Article 2.Organization of implementation of the master plan

1. To assign the People’s Committee of Vinh Long province to:

- Publicize the master plan to Party Committees and local administrations at all levels, sectors, mass organizations, enterprises and people in the province right after it is signed by the Prime Minister. Based on the contents of the master plan, formulate a specific action program for effective implementation of the master plan.

- Intensify investment promotion activities, introduce local potential and advantages to investors; introduce programs and projects prioritized for investment, attaching importance to calling for investment in key projects that may turn out key products.

- Concretize this master plan’s objectives into medium-term and annual plans for implementation and assess their results.

- All levels, sectors, socio-political organizations and people in the province shall examine and supervise the implementation of this master plan.

2. Related ministries and sectors shall:

- Guide and assist the People’s Committee of Vinh Long province in the implementation of this master plan.

- Coordinate with Vinh Long province in reviewing, adjusting or supplementing sectoral master plans to ensure their conformity with this master plan; and assist the province in mobilizing domestic and foreign investment capital sources for implementation of this master plan.

Article 3.This Decision replaces the Prime Minister’s Decision No. 195/QD-TTg of February 16, 2012, approving the master plan on socio-economic development of Vinh Long province through 2020. This Decision takes effect on the date of its signing.

Article 4.The chairperson of the People’s Committee of Vinh Long province, ministers, heads of ministerial-level agencies, and heads of government-attached agencies shall implement this Decision.-
