SUMMARY

By 2030, remote sensing image data shall cover all over Vietnam’s territory

On February 1, 2019, the Prime Minister issues the Decision No. 149/QD-TTg on approving the Strategy for development of national remote sensing up to 2030, with a vision toward 2040.

Accordingly, the Prime Minister carries out the goal on building and developing a remote sensing image data receiving system toward 2030, with the vision toward 2040. To be specific:

- To set up and regularly update the national remote sensing image database, in which high-resolution remote sensing image data are updated annually while  super-high-resolution remote sensing image data of Vietnam’s territory are updated every five years and of urban areas are updated every year;

- To buy remote sensing data from overseas if necessary to serve socio-economic development;

- To incorporate remote sensing data received at stations and from other sources into the national remote sensing image database…

This Decision takes effect on the signing date.

THE PRIME MINISTER

Pursuant to the November 13, 2008 Law on High Technologies;

Pursuant to the January 1, 2014 Law on Science and Technology;

Pursuant to the June 19, 2015 Law on Organization of the Government;

Pursuant to the June 14, 2018 Law on Survey and Mapping;

At the proposal of the Minister of Natural Resources and Environment,

DECIDES:

Article 1:To approve “The Strategy for development of national remote sensing up to 2030, with a vision toward 2040” (below referred to as the Strategy) with the following principal contents:

I.      VIEWPOINTS

1.     To develop remote sensing with advanced, modern equipment and technologies with focuses suitable to requirements of socio-economic development.

2.     The State will focus investment on the remote sensing image data receiving system, the national remote sensing database, developing remote sensing technologies, observation and monitoring in a number of fields by remote sensing; to encourage and effectively mobilize social resources for development of remote sensing applications.

3.     Remote sensing information, data and products must satisfy technical standards and regulations and be shared and used effectively in sectors and fields.

II.      OBJECTIVES

1.     From now until 2030

a/ To master technologies to manufacture remote sensing satellites, the system of remote sensing data receiving and processing stations, remote sensing control stations, taking photographs of the earth s surface by drones and balloons;

b/ To build the system of data receiving stations, the data processing system, the national remote sensing image database to meet socio­economic development requirements and serve national defense-security;

c/ To widely apply remote sensing technologies, use remote sensing products and data in sectors and fields, especially in natural resources basic survey, observation and monitoring, environment, search and rescue, natural resources prevention and control, climate change resilience; to promote international cooperation in remote sensing;

d/ To provide training to remote sensing human resources with professional qualifications to satisfy the management, application and development of remote sensing technologies.

2.   Vision toward 2040

To take initiative in manufacturing technologies and complete the construction of the cluster of remote sensing satellites, the system of remote sensing data receiving and processing stations, the remote sensing satellite control station, the system of photographing the earth s surface by synchronous and modern drones and balloons in order to supply sufficient remote sensing data and to ensure the application of remote sensing technologies in socio-economic development and safeguarding national defense and security; to raise the standard of Vietnam s remote sensing technology application to be equivalent to that of other regional countries and developing countries in the world.

III.    TASKS AND SOLUTIONS

1. To improve legal institutions and policies, standards and technical regulations of remote sensing. By 2020, to complete the list of public non­business remote sensing services and mechanism for receiving and sharing remote sensing information and data.

2.   To improve the capacity of state management of remote sensing with focus on strengthening the organization of the state management apparatus and improving the quality of state administration human resources in remote sensing.

3.   To build and develop a remote sensing image data receiving system

a/ To invest in manufacturing a super-high-resolution optical remote sensing satellite, the high spectral resolution lidar and a cluster of small­sized remote sensing satellites; to boost investment in remote sensing hardware, software to serve the update, sharing and exploitation of remote sensing data;

b/ To build and complete the network of remote sensing data receiving stations (mobile, immobile and virtual stations and meteorological remote sensing data receiving stations), control stations; the remote sensing data archive and processing system and remote sensing data transfer network to supply remote sensing data to ministries, sectors and localities;

c/ To develop drones and balloons to provide remote sensing data to serve natural resources and environment monitoring and hydro-meteorological forecasting;

d/ To accelerate the socialization of remote sensing technology application.

4.    To set up the national remote sensing image database

a/ To set up and regularly update the national remote sensing image database, in which high-resolution remote sensing image data are updated annually while super-high-resolution remote sensing image data of Vietnam s territory are updated every five years and of urban areas are updated every year;

b/ To incorporate remote sensing data received at stations and from other sources into the national remote sensing image database;

c/ To buy remote sensing data from overseas if necessary to serve socio­economic development.

5.    To promote the utilization of remote sensing information, data, products a/ To provide remote sensing information and data, periodically disclose national remote sensing superdata;

b/ To enhance the coordination and sharing of remote sensing information, data and production between data managing agencies with ministries, sectors, localities, organization and individuals having demands;

c/ To accelerate the use of remote sensing information, data and products in sectors and fields.

6.    Scientific research and international cooperation

a/ To implement remote sensing research programs with focus on cutting­edge technology renewal and transfer;

b/ To study the design of and master technologies to manufacture small- and medium-sized remote sensing satellites, drones and balloons, remote sensors, data receiving stations and remote sensing satellite control stations, transfer network, remote sensing data processing hardware and software;

c/ To encourage and mobilize domestic and foreign experts and scientists to take part in remote sensing research and technology development, especially observation and monitoring by remote sensing;

d/ To promote international cooperation in building and exploiting remote sensing data receiving and processing infrastructure, sharing remote sensing data, accelerating the application and transfer of such technologies with other countries in the region and the world.

IV.    PROGRAMS, SCHEMES, PROJECTS AND TASKS PRIORITIZED FOR INVESTMENT

To implement the Strategy, it is a necessity to implement programs, schemes, projects and tasks in the enclosed Appendix (not translated).

V.    FUNDING SOURCES FOR IMPLEMENTATION

1. Mobilized funds include:

a/ State capital sources allocated under current regulations;

b/ Funds incorporated in national target programs, target programs and other programs and projects;

c/ Official Development Assistance (ODA) capital (if any);

d/ Other capital sources.

2. Efficient use of investments in remote sensing

a/ The State budget prioritizes the development of remote sensing technologies, technical infrastructure and products;

b/ To accelerate socialization of investment in remote sensing activities by encouraging domestic and foreign organizations to invest in the field in accordance with law.

Article 2.Organization of implementation

1. The Ministry of Natural Resources and Environment shall:

a/ Organize and guide the implementation of the Strategy; guide ministries, sectors and localities, within the ambit of their functions and tasks, to elaborate and organize the implementation of programs, plans, schemes and projects in line with viewpoints, objectives, contents and solutions of this Strategy;

b/ Review, summarize, evaluate and coordinate with related ministries, sectors and localities in proposing schemes, projects and tasks prioritized for investment so as to formulate specific programs and define key schemes, projects and tasks for each period for submission to the Prime Minister for consideration and decision;

c/ Assume the prime responsibility for, and coordinate with related ministries, ministerial-level agencies, government-attached agencies and provincial-level People s Committees, in inspecting the implementation of this Strategy; review, evaluate and draw lessons from the implementation of this Strategy every five years; and submit to the Prime Minister for decision to adjust the Strategy in case of necessity.

2. The Ministry of Finance and the Ministry of Planning and Investment shall, within their functions and tasks, coordinate with related ministries and sectors in presenting to competent authorities the allocation of expenses for implementing the Strategy in accordance with the Law on State Budget, the Law on Public Investment and other relevant laws.

3.    Ministries, ministerial-level agencies, government-attached agencies, and provincial-level People s Committees shall, within the ambit of their functions and tasks, implement the Strategy s parts relating to their ministries, sectors and localities.

Article 3.This Decision takes effect on the date of its signing.

Article 4.Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairperson of provincial-level People s Committees, and related agencies, organizations and individuals shall implement this Decision.-
