DECISION
Approving the Strategy for external cultural services through 2030, with a vision towards 2045[1]
THE PRIME MINISTER
Pursuant to the February 18, 2025 Law on Organisation of the Government;
Pursuant to the Politburo’s Resolution No. 59-NQ/TW of January 24, 2025, on international integration in the new situation;
Pursuant to the Politburo’s Resolution No. 80-NQ/TW of January 7, 2026, on the development of Vietnamese culture;
Pursuant to the Politburo’s Resolution No. 06-NQ/TW of May 19, 2026, on the foreign policy orientations set by the 14th National Party Congress;
Pursuant to the National Assembly’s Resolution No. 28/2026/QH16 of April 24, 2026, on the development of Vietnamese culture;
Pursuant to the Government’s Resolution No. 153/NQ-CP of May 31, 2025, on promulgation of the Government’s Programme of Action to implement the Political Bureau’s Resolution No. 59-NQ/TW of January 24, 2025, on international integration in the new situation;
Pursuant to the Government’s Resolution No. 30/NQ-CP of February 24, 2026, on promulgation of the Government’s Programme of Action to implement the Political Bureau’s Resolution No. 80-NQ/TW of January 7, 2026, on the development of Vietnamese culture (amended and supplemented by the Government’s Resolution No. 155/NQ-CP of June 19, 2026);
Pursuant to the Government’s Resolution No. 20/NQ-CP of June 11, 2026, on promulgation of the Government’s Programme of Action to implement the Political Bureau’s Resolution No. 06-NQ/TW of May 19, 2026, on the foreign policy orientations set by the 14th National Party Congress;
At the proposal of the Minister of Culture, Sports and Tourism in Reports No. 351/TTr-BVHTTDL and No. 352/TTr-BVHTTDL of June 30, 2026.
DECIDES:
Article 1. To approve the Strategy for external cultural services through 2030, with a vision towards 2045 (below referred to as the Strategy) with the following contents:
I. VIEWPOINTS
1. External cultural services constitute a particularly important segment of the national culture that demonstrates the country’s endogenous resources and soft power, plays a major role in international integration, consolidates the peaceful environment, enhances national competitiveness and contributes to elevating the country’s position in the international arena.
2. Viet Nam’s external cultural services are based on the values of peace, friendship, cooperation and sustainable development, reflecting an advanced culture imbued with national identity, unified in diversity and based on the systems of national values, cultural values and family values as well as the standards of Vietnamese people.
3. External cultural services development is the cause of the entire people and the entire political system under the leadership of the Party and the unified management of the State in which the State plays the role of directing, guiding, adopting support mechanisms and policies, building brands, and crafting national messages; the people are the creative subjects who directly participate in these activities, and benefit from achievements thereof; and the contingent of intellectuals, artists, entrepreneurs and the overseas Vietnamese form the core and pioneering force.
4. External cultural services development is associated with domestic cultural development closely linked to the tasks of building and comprehensively developing Vietnamese culture and people, meeting the requirements of the country’s sustainable development.
5. External cultural services development is linked with the country’s foreign relations tasks. It shall be implemented in a synchronous and comprehensive manner across external activities of the Party, diplomatic activities of the State and people-to-people diplomatic activities, with extensive application of science and technology, innovation, digital transformation, artificial intelligence and cross-border digital platforms in order to enhance the effectiveness and reach of external cultural services.
II. OBJECTIVES
1. Overall objectives
To proactively and actively integrate internationally in culture to widely promote the Vietnamese cultural values to the world while absorbing human quintessence; to build an advanced Vietnamese culture imbued with national identity which will become a soft power driving rapid and sustainable national development; to elevate Viet Nam’s status, prestige and influence on the international arena; and make worthy contributions to the diversity of human civilisation.
2. Specific objectives
a/ Objectives for the 2026-2030 period
To expand and improve the effectiveness of international cultural cooperation with countries, territories, cultural organisations and agencies, and economic conglomerates operating in the cultural industry in the region and the world at large, creating new developmental momentum for the fields of culture and cultural industry, focusing on key strengths (cinematography, performing arts, cultural tourism, heritage, etc.).
Specific targets:
- To strive to win at least 5 prestigious international awards in culture and arts (focusing on music, cinematography and literature).
- To form and stably operate 5 international arts festivals bearing the distinctive brand of key localities, becoming major cultural destinations in the region.
- To have at least 5 more heritage sites/cultural titles recognised/inscripted by international organisation (the United Nations Educational, Scientific and Cultural Organization (UNESCO) and other specialised international organisations).
- To strive to develop at least 10 cultural-heritage tourism destinations into nationally branded attractions with global competitiveness and international recognition.
- To form 1-3 new Viet Nam Cultural Centres in strategic overseas locations.
b/ Vision towards 2045
Viet Nam will become one of the region’s leading centres for culture and creativity; create a breakthrough in harnessing cultural soft power on the foundation of digital economy and digital society; affirm its stature as a nation with rich cultural traditions as well as capacity and credibility for managing and organising regional and international events and playing a proactive role in shaping global cultural trends in the new era.
Specific targets:
- To win at least 15 more prestigious international awards in culture, arts and cultural industry.
- To successfully host at least 1 world-class event (such as a World EXPO, specialised EXPO or global sports/cultural event).
- To form at least 5 more Viet Nam Cultural Centres in foreign countries that are comprehensive strategic partners in line with the Party’s and the State’s foreign affairs requirements.
- To have at least 15 more heritage sites or cultural titles recognised/inscripted by international organisations (UNESCO and other specialised international organisations).
- To strive to place Viet Nam among the top three countries in the Association of the Southeast Asian Nations (ASEAN) and the world’s top 30 in the Global Soft Power Index.
III. TASKS AND SOLUTIONS
1. Improving legal institutions and framework and breakthrough mechanisms/policies on external cultural services
a/ To fully, consistently institutionalise, and effectively implement the Party’s guidelines on external cultural services; to proactively conclude treaties and international agreements; to actively engage in multilateral and regional cultural mechanisms; to bolster the capacity to fulfil commitments, especially those concerning copyright and related rights under new-generation free trade agreements (FTAs) to which Viet Nam is a contracting party.
b/ To adopt specific mechanisms and policies to support the export of “Made in Viet Nam” cultural products and services, especially digital cultural products and services, contributing to converting soft power into a tangible economic value.
c/ To formulate specific mechanisms and policies to support and encourage international content creators to exploit Viet Nam’s fine cultural values.
d/ To introduce preferential tax and credit policies to foster public-private partnership in external cultural services; to encourage domestic and foreign enterprises and individuals to showcase Vietnamese cultural values globally; to give priority to strategic locations and locations with geographical difficulties and limited international transport connectivity.
dd/ To formulate breakthrough mechanisms and policies to encourage private corporations and enterprises to host, sponsor and organise world-class, large-scale cultural and international art events. The State shall play the role of setting strategic orientations, administering national brands and using its prestige to provide sponsorship for world-class activities such as the Design Week, International Creative Festival, etc.
e/ To formulate and operate a mechanism for close, synchronised inter-agency coordination among external cultural services, cultural diplomacy, and external information services; to study, build and replicate the integrated model “Viet Nam Culture-Trade-Tourism-Investment” promotion event from central to local levels with a consistent national promotional message; to enhance localities’ proactive role in introducing their unique brands and products.
- To strengthen mechanisms to protect copyright, trademarks and geographical indications for Viet Nam’s major cultural brands, products and services in international markets.
2. Developing high-quality human resources to be engaged in external cultural services at home and abroad
a/ To assign officials at Vietnamese overseas diplomatic missions to take charge of cultural affairs on a concurrent basis in conformity with requirements and conditions in the host countries, and in compliance with the Party’s and the State’s policies of further renovating, reorganising and streamlining the apparatus for more efficient and effective operation without forming new units, focal points or increasing the number of civil servants seconded abroad; to step-by-step deploy cultural counsellors/cultural attachés at diplomatic representative missions in strategic partner countries, with priority given to comprehensive strategic partner countries by 2030 and countries that are strategic partners or partners at higher levels by 2045.
b/ To take the initiative in planning and providing training and upskilling courses for external cultural service personnel at both central and local levels for them to have a deep understanding of Viet Nam’s culture and broad knowledge of world cultures, prioritising the further training of negotiation capacity, knowledge of international law and intellectual property, skills in event organisation, multimedia communications, and capabilities for carrying out cultural governance in digital space and mastering modern technological tools (AI, big data, VR/AR, etc.), and attaching importance to assigning qualified officials to hold positions in regional and international cultural organisations.
c/ To pay attention to training and updating knowledge on the nation’s history, culture and communication and promotional skills for overseas students, postgraduates, workers, and experts before they go abroad to study or work; at the same time, to promote aesthetic education, foster political stance and nurture pride in the nation’s cultural heritage among the youth so as to cultivate a generation of global citizens capable of standing firm against the challenges posed by international integration and globalisation.
d/ To strengthen scientific research on culture, external cultural services, the cultural industry and foreign cultural policies; to conduct studies on international public audience and overseas Vietnamese communities; to exchange and send personnel to learn from top countries in creative industries; to associate theoretical training with practical management of international-scale cultural projects.
dd/ To formulate programmes to directly support and send artists and artisans abroad for international exchanges and cooperation; to send young talents and artists to attend prestigious international competitions, awards and art/cultural festivals, etc.
e/ To implement special mechanisms to attract, and provide special treatment to, experts, intellectuals, outstanding graduates, reputable artists and overseas Vietnamese engaged in culture, external cultural services and international cultural integration. To promote the role of Vietnamese artists, culture and arts organisations, content creators, key opinion leaders (KOLs) and the overseas Vietnamese community; to establish and promote the title of “Vietnamese Cultural Ambassador” which will be given to individuals with capacity and influence in promoting Vietnamese culture abroad who make outstanding contributions to external cultural services.
3. Renovating mindsets, raising event stature and diversifying methods of promoting and conducting communications on national cultural brands on the global scale
a/ To improve the quality and constantly renew contents of external cultural services and cultural diplomacy within the framework of overseas working trips by senior Vietnamese Party and State leaders abroad as well as visits to Viet Nam by foreign senior leaders.
b/ To renew and enhance the effectiveness of the organisation of the Vietnamese Culture Week/Culture Day in foreign countries, expand joint cooperation and joint art performance programmes with host countries, increase audience outreach and boost media coverage of cultural events; to encourage integrating live demonstrations, competitions and hands-on experiences of traditional sports, martial arts and folk games imbued with Vietnamese identity.
c/ To increase Viet Nam’s presence at prestigious, major international art/cultural events: international exhibitions; prestigious and long-established film festivals, fine art exhibitions and international book fairs; themed cultural events and events introducing Vietnamese culture and the nation’s image at major international political and economic events.
d/ To intensify sports-external cultural services by hosting, proactively organising and participating in major international sports tournaments and regional and continental games. To introduce and promote Viet Nam’s distinctive traditional sports and arts through exchange programmes, festivals, fairs and exhibitions; to leverage the role of prominent coaches, athletes and artists as “cultural-sports ambassadors”; to strengthen the linkage between sports-cultural activities and tourism promotion, driving people-to-people diplomacy and sustainable socio-economic cooperation.
dd/ To bring into play the role of leading media agencies that assume the prime charge of organising well-structured, large-scale media campaigns across the globe to tell the story of Viet Nam in its new development era as a peaceful, stable, innovative, culturally rich and dynamic country; to collaborate with international content creators to reach young global audiences; to promote Vietnamese symbols and brands at airports, railway stations, central squares and public spaces in foreign capitals and major cities; to develop multilingual mobile applications and online platforms offering information on Vietnamese culture.
e/ To focus on formulating projects and schemes to introduce the unique values of cultural identities, literature and arts of Viet Nam’s 54 ethnic groups at international art festivals and culture weeks, sending a message of a unified, diverse, equal and culturally rich Viet Nam. To promote the organisation of exhibitions and displays of Viet Nam’s cultural heritages, museum artifacts, relics, antiques and national treasures at reputable international museums, cultural institutions and exhibition spaces; to enhance cooperation in exchanging and lending artifacts for international exhibitions in line with laws and international practices.
g/ To establish inter-disciplinary mechanisms to promote multi-modal integrated approaches in developing key national cultural products (such as ao dai, traditional costumes, signature cuisine and cultural symbols); to connect networks of overseas Vietnamese restaurants with cinematography, literature, music, fine arts and international media campaigns to create synergy and raise the recognisability of Vietnamese brands in the international market; to build and shape Vietnamese brands, goods and products imbued with distinctive cultural values.
h/ To step up the introduction of the value system of Vietnamese culture and people through cultural figures and national heroes; particularly, to honour the Ho Chi Minh thought with values shared by the international community, such as promoting peace and equality among nations, sovereign independence and international cooperation.
i/ To implement a large-scale scheme on translation and publication of Viet Nam’s classic literary, historical and philosophical works into popular languages; to produce Vietnamese scientific and cultural journals and publications of high academic value in foreign languages.
k/ To enhance cultural cooperation and exchanges between border localities and neighbouring countries, contributing to the effective implementation of external cultural services and building of the borderline of peace and friendship.
l/ To organise external cultural services activities celebrating the “Viet Nam Culture Day” on November 24 every year.
4. Intensifying the application of science and technology, digital transformation and the development of digital culture; accelerating the promotion of Vietnamese culture abroad
a/ To develop a system of national digital databases on Vietnamese culture integrated into a shared multilingual digital content repository (comprising e-publications, documentaries, images, articles and virtual exhibition materials); to comprehensively digitalising cultural resources and authorise access to these resources in a flexible and secure manner, enabling ministries, sectors, local authorities, businesses, press and media agencies and Vietnamese overseas missions to easily access and efficiently utilise them for external activities.
b/ To increase investment in building and developing a multilingual digital media ecosystem for Vietnamese culture and tourism that strongly and deeply apply AI, virtual reality (VR), augmented reality (AR), alongside global digital platforms and modern technologies to innovate ways of showcasing the country’s image, people, heritage and prominent tourism attractions; to create Vietnamese digital cultural products capable of reaching a broad international audience.
c/ To invest in building synchronous technical infrastructure for virtual exhibition platforms, digital museum systems and online creative spaces; to closely link infrastructure investment with strategies for development of diverse, engaging, regularly updated and highly interactive digital content. At the same time, to place strong emphasis on building an online user culture and enhancing digital literacy for the public, ensuring the optimisation of operational efficiency, attracting high web traffic and maintaining the long-term sustainability of platforms after the investment phase.
d/ To take appropriate educational, technical and legal measures to identify, warn against, restrict and handle cross-border online cultural contents that show signs of violating Viet Nam’s law, or is toxic, anti-cultural, contrary to fine customs and traditions, harmful to children, inciting violence, distorting history, violating national sovereignty or infringing upon copyright.
5. Converging human cultural quintessence; building an international creative ecosystem in Viet Nam
a/ To develop Viet Nam into a destination for regional and global cultural events; to proactively host international music and art festivals, celebrations and awards in Viet Nam; to focus on developing cultural and art event brands linked with the UNESCO Creative Cities Network, turning Viet Nam into a hub where contemporary art flows converge, thereby creating breakthrough momentums for national cultural industries.
b/ To promote the proactive role of localities, particularly those possessing UNESCO-inscribed cultural and natural heritages; to build and develop local cultural brands associated with international titles such as creative city, world heritage city, and cultural figure, traditional art genres and regional signature cultural values tied to national image promotion strategies; to invest in the development of regional and international cultural, artistic and tourism events.
c/ To organise programmes to invite foreign journalists, foreign celebrities and young content creators to visit Viet Nam to learn and experience Vietnamese culture, share global cultural values and exchange experiences with other countries in applying technology and producing cultural products; while providing a platform to attract domestic and international young creators to showcase their ideas.
6. Promoting the role of the overseas Vietnamese community, Viet Nam’s network of cultural institutions abroad, and the international community of Vietnamese culture enthusiasts in promoting Vietnamese culture
a/ To diversify activities to support the overseas Vietnamese in preserving and learning the Vietnamese language, and promoting national identity and fine traditions; to encourage and create conditions for overseas Vietnamese to look towards their homeland, and to proactively organise and participate in activities promoting Vietnamese culture in host countries.
b/ The State pays attention to, and make investment in, Viet Nam Culture Centres abroad for them to conduct regular and continuous external cultural activities in host countries; to renew these centres toward modern and multi-functional operation, acting as nuclei to connect the community and spread core values of Vietnamese culture to the world and promote tourism.
c/ To develop a multilingual knowledge portal on Vietnamese studies, expand digital learning materials and formulate online training programmes in Vietnamese and foreign languages covering Vietnamese history, culture and arts for foreign nationals and the overseas Vietnamese community; to encourage domestic training institutions to provide open digital resources for online training, supporting training and upskilling for Vietnamese language teachers serving the overseas Vietnamese community; to build a global network of Viet Nam studies research centres, offering high-quality knowledge service packages from Viet Nam to overseas Vietnamese and international scholars.
d/ To strengthen connections between the overseas Vietnamese community and domestic localities through cultural promotion, tourism and trade promotion and people-to-people exchanges; to increase the frequency and number of “Back to the Roots” programmes, summer camps and cultural knowledge contests for overseas Vietnamese youth.
dd/ To support the replication of models such as Vietnamese streets, Vietnamese villages, traditional cultural and art clubs, martial arts clubs, Vietnamese language classes and international-standard Vietnamese culinary ecosystems in countries with large overseas Vietnamese communities.
e/ To proactively connect, gather and leverage the talent of artists and intellectuals of Vietnamese origin abroad; to study, pilot and gradually establish overseas Vietnamese literary and artistic associations and clubs.
g/ To implement programmes on the Vietnamese language and customs tailored for multicultural families; to take traditional family values as the foundation to spread love for Vietnamese culture to international friends.
h/ To study and promulgate open, attractive policies to encourage and expand the network of foreign nationals participating in the promotion of Vietnamese culture; to establish “Friends of Vietnamese Culture” networks in key locations; to study suitable measures to encourage international tourists to act as media ambassadors to actively spread Vietnamese cultural values worldwide.
i/ To provide timely commendations and encouragement to overseas Vietnamese individuals and organisations for their positive and effective contributions to preserving the identity of and promoting Vietnamese culture to the world.
IV. FUNDING FOR THE STRATEGY IMPLEMENTATION
1. Funding for the implementation of the Strategy shall be allocated from the state budget (central and local budgets) in accordance with the state budget decentralisation and other legally mobilised sources.
2. Ministries, sectors and People’s Committees of provinces and centrally run cities shall ensure resources to efficiently carry out the tasks and solutions set in the Strategy every year; effectively integrate implementation with the approved national target programmes under regulations.
3. To step up the mobilisation of donations and voluntary contributions of domestic and foreign organisations, individuals and enterprises; to bring into play social resources for the organisation of events and the operation of cultural institutions in compliance with law.
Article 2. Organisation of implementation
1. The Ministry of Culture, Sports and Tourism shall:
a/ Assume the prime responsibility for, and coordinate with ministries, sectors, localities, and relevant organisations in, implementing the Strategy; formulate detailed action plans for each period.
b/ Guide and urge agencies and units in implementing the Strategy; organise professional training and further training for external cultural service staff nationwide.
c/ Direct and guide media and press agencies, and grassroots information systems to conduct communications about external cultural services alongside external information work effectively.
d/ Assume the prime responsibility for conducting annual evaluations (reporting to the Prime Minister before December 15 every year); conduct a preliminary review in 2028 and a final review in 2030; promptly propose to the Prime Minister adjustments or supplementary measures or solutions based on practical circumstances.
dd/ Bear responsibility under regulations for the content, reports and recommendations, and proposals in Reports No. 351/TTr-BVHTTDL and No. 352/TTr-BVHTTDL of June 30, 2026.
2. The Ministry of Foreign Affairs shall:
a/ Coordinate closely with the Ministry of Culture, Sports and Tourism in integrating external cultural services and cultural diplomacy into programmes on external work of the Party’s and the State’s senior leaders.
b/ Direct overseas Vietnamese representative missions to serve as focal points in conducting cultural promotion activities in host countries; manage and uphold the roles of cultural counsellors and cultural attachés in strategic partner countries.
c/ Link external cultural services activities with overseas Vietnamese affairs.
3. The Ministry of Industry and Trade shall:
Assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism in, promoting Vietnamese cultural products, services and brands in national brand programmes, trade promotion campaigns, industrial exhibitions, international fairs and overseas trade forums.
4. The Ministry of Ethnic and Religious Affairs shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism and related ministries and sectors in, formulating mechanisms and policies to promote the unique cultural values of Viet Nam’s 54 ethnic groups worldwide; leverage cultural resources tied to forms of lawful, progressive religious beliefs in order to solidify the great national unity bloc; uphold the roles of religious dignitaries and influential figures among ethnic groups to join art, cultural and humanistic exchanges within the framework of international events while ensuring political and external relations requirements.
b/ Guide religious organisations and prestigious figures in ethnic groups to proactively participate in and integrate art cultural and humanistic exchanges under the framework of international events.
5. The Ministry of Finance shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism and related ministries and sectors in, allocating recurrent expenditures from the state budget for the Strategy’s programmes, schemes and projects in accordance with the Law on the State Budget and guiding documents.
b/ Coordinate with relevant entities in studying and improving financial mechanisms and policies and tax incentives to attract social resources and donations from domestic and foreign organisations and individuals for external cultural services.
6. The Ministry of Science and Technology shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Culture, Sports and Tourism in, guiding and supporting compliance with the law on protection of intellectual property and registration of trademarks and geographical indications for Vietnamese cultural and art products and brands and signature cultural symbols in foreign markets.
b/ Coordinate with relevant entities in setting orientations, transferring and applying scientific and technological advances in developing a digital cultural ecosystem.
7. The Ministry of Education and Training, higher education institutions, research institutes and science and technology organisations shall:
a/ Participate in providing training and further training for the staff engaged in external cultural services; and conducting research, advising on policies, and building databases on external cultural services.
b/ Develop teaching curricula and digital materials on the Vietnamese culture, Vietnamese studies and Vietnamese language for international learners and overseas Vietnamese.
8. Ministries, ministerial-level agencies, and People’s Committees of provinces and centrally run cities shall:
a/ Based on their functions and tasks, formulate specific implementation plans; or integrate tasks concerning external cultural services into sectoral and local working programmes and socio-economic development plans; step up the decentralisation, delegation of powers and raise the accountability of their heads.
b/ Proactively allocate resources and the state budget funds and promote the socialisation to organise local and sectoral signature external cultural service activities.
c/ Make periodic reports on results of external cultural services and plans of the following year and send them to the Ministry of Culture, Sports and Tourism before November 30 every year for summarisation; conduct preliminary and final reviews under the ministry’s guidance.
9. To request Vietnam Television, Voice of Vietnam, Vietnam News Agency and press and media agencies to:
a/ Coordinate with ministries, sectors and localities in conducting public communications about the contents of the Strategy;
b/ Build multilingual external affairs sections, columns and programmes; apply digital technology to transmit contents on Vietnamese culture to the world.
c/ Promote international cooperation in producing and exchanging media products.
10. The Vietnam Union of Literature and Arts Associations and central specialised literature and arts associations shall:
a/ Organise the creation, staging, publication, and introduction of literary and artistic works of high artistic and ideological value for foreign relations; select and nominate representative authors, artists and works for prestigious international arts festivals and awards.
b/ Coordinate with ministries, sectors, localities and overseas Vietnamese representative missions in, organising international creative camps, exhibitions, performances and cultural exchanges; serve as a bridge connecting the network of domestic artists with overseas Vietnamese artists and international friends.
c/ Provide social consultation, criticism and assessment for external cultural services programmes, schemes and products in arts and literature.
11. Socio-political organisations, socio-professional organisations, economic institutions, social organisations and other organisations/individuals shall:
Based on their functions and tasks, proactively and actively participate in implementing the Strategy; conduct communication and social oversight and mobilise lawful resources for external cultural services activities.
Article 3. Implementation provisions
This Decision takes effect on the date of its signing.
Ministers, heads of ministerial-level agencies, chairpersons of People’s Committees of provinces and centrally run cities and related organisations and individuals shall implement this Decision.-
