CIRCULAR
Guiding the English translation of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the political system
Pursuant to the Law on Organization of the Government No. 63/2025/QH15;
Pursuant to the Law on Organization of Local Administration No. 72/2025/QH15;
Pursuant to the National Assembly’s Resolution No. 09/2026/QH16 dated April 07, 2026, on organizational structure of the Government for the XVI National Assembly;
Pursuant to the National Assembly’s Resolution No. 178/2025/QH15 on organization of the National Assembly’s agencies;
Pursuant to the Government’s Decree No. 28/2025/ND-CP defining the functions, tasks, powers and organizational structure of the Ministry of Foreign Affairs, amended and supplemented under Decree No. 109/2025/ND-CP;
At the proposal of the Director of the Directorate of State Protocol and Interpretation;
The Minister of Foreign Affairs hereby promulgates the Circular guiding the English translation of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the political system.
Article 1. Scope of regulation
This Circular prescribes the English translation of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the political system.
Article 2. English translation of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the political system
1. English translation of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the political system is prescribed in the Appendix to this Circular.
2. The English abbreviations of ministries (for examples, MOFA for the Ministry of Foreign Affairs, MERA for the Ministry of Ethnic and Religious Affairs), and ministerial-level agencies are those already used by these agencies in their foreign-language documents.
3. Agencies, and units shall translate their names and titles of leaders, cadres and civil servants in the political system not yet included in the Appendix to this Circular and shall be responsible for the accuracy of such translations.
Article 3. Implementation responsibility
1. Heads of units under the Ministry of Foreign Affairs, and concerned organizations and individuals shall implement this Circular.
2. Any difficulties arising in the course of implementation should be reported to the Directorate of State Protocol and Interpretation - the Ministry of Foreign Affairs for reference.
Article 4. Effect
1. This Circular takes effect from August 15, 2026.
2. This Circular replaces the Minister of Foreign Affairs’ Circular No. 03/2009/TT-BNG dated July 09, 2009, guiding the English translation of the official name of the country, names of agencies and units and titles of leaders, cadres and civil servants in the state administrative system for use in foreign relations./.
