DECISION
Approving the Program on development of human resources for the semiconductor industry through 2030, with orientations toward 2050[1]
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;
Pursuant to the Government’s Resolution No. 111/NQ-CP of July 22, 2024, promulgating the Government’s Program of Action to implement Resolution No. 29-NQ/TW of November 17, 2022, of the 6th plenum of the XIIIth Party Central Committee, on further acceleration of national industrialization and modernization through 2030, with a vision toward 2045;
Pursuant to Conclusion No. 64-KL/TW of October 18, 2023, of the 8th plenum of the XIIIth Party Central Committee, on socio-economic affairs in the two years of 2023 and 2024;
Pursuant to the Government’s Resolution No. 50/NQ-CP of May 20, 2021, on the Government’s Program of Action to implement the Resolution of the XIIIth National Party Congress;
Pursuant to the Government’s Resolution No. 124/NQ-CP of August 7, 2023, on the Government’s July 2023 regular meeting;
At the proposal of the Minister of Planning and Investment in Reports No. 2274/TTr-BKHDT of March 27, 2024, No. 4068/TTr-BKHDT of May 28, 2024, No. 5537/TTr-BKHDT of July 12, 2024, No. 6857/BC-BKHDT of August 27, 2024, No. 7571/TTr-BKHDT of September 18, 2024, and No. 7670/TTr-BKHDT of September 21, 2024, enclosed with the Scheme on development of human resources for the semiconductor industry through 2030, with orientations toward 2050,
DECIDES:
Article 1. To approve the Program on development of human resources for the semiconductor industry through 2030, with orientations toward 2050 (below referred to as the Program), with the following contents:
I. VIEWPOINTS
1. To develop human resources for the semiconductor industry in line with the Party’s guidelines, national socio-economic development strategies, the semiconductor industry’s development strategy, Vietnam’s orientations for the development of high-quality human resources, and the world’s development trends.
2. Training of human resources for the semiconductor industry is a “breakthrough of breakthroughs” in the training of high-quality human resources; is given the top priority for developing the semiconductor industry in Vietnam; is eligible for application of specific, breakthrough and competitive mechanisms and policies on investment incentives, use of the state budget and public assets, attraction of experts and talents, and provision of financial support for lecturers and students.
3. To develop human resources for the semiconductor industry in sync with the development of the semiconductor industry ecosystem, in association with training in basic science and specialized science, in conformity with roadmaps and fields in which Vietnam has advantages; to promote the tripartite relationship of the State, schools, and enterprises, in which the State plays the facilitative role, schools play the central role, and enterprises play the accompanying and supporting role, in order to improve the training quality and meet the market demand.
4. To diversify training forms (formal training, transformational training, retraining, and advanced training) and training levels (bachelor’s, master’s, and doctorate).
5. To diversify resources for training to serve the semiconductor industry, including resources of the State, enterprises and the society; to promote public-private cooperation in training. The State shall make initial investment and ensure resources for the implementation of tasks and solutions within the scope of the Program, and, at the same time, adopt mechanisms and policies to mobilize non-state resources, especially from enterprises and private higher education institutions, for the training of human resources for the industry.
6. International cooperation plays an important role throughout the process of development of human resources for the semiconductor industry. The process of international cooperation to develop human resources for the semiconductor industry needs to be carried out in a systematic, effective, selective and focused manner and in line with key priorities in each development period of Vietnam and advantages of each specific partner.
II. OBJECTIVES
1. General objectives
a/ By 2030, Vietnam will train and develop high-quality human resources for the semiconductor industry, focusing on the stage of semiconductor integrated circuit (IC) designing, packaging and testing; step by step master technology in the stage of semiconductor manufacturing, training at least 50,000 people possessing university or higher degrees to serve the semiconductor industry in all stages of the value chain in the semiconductor industry.
b/ By 2050, Vietnam will have a strong contingent of human resources capable of joining the global semiconductor industry’s value chain and meeting qualitative and quantitative requirements for the development of Vietnam’s semiconductor industry.
2. Specific targets
a/ By 2030:
- To train at least 50,000 people possessing university or higher degree to serve the semiconductor industry, in which:
+ To train at least 42,000 engineers and bachelors, including at least 7,500 master’s students and 500 doctoral students;
+ To train at least 15,000 people to work in the designing stage, and at least 35,000 people in the stages of manufacturing, packaging and testing and other stages of the semiconductor industry;
+ To train at least 5,000 people with in-depth expertise in artificial intelligence (AI) to serve the semiconductor industry.
- To provide intensive training in the semiconductor industry to 1,300 Vietnamese lecturers teaching at research institutes, higher education institutions, training support institutions and enterprises.
- Based on its balancing capacity, the state budget shall provide investment support for the establishment, upgrading and modernization of 4 national-level shared-use semiconductor laboratories and in-house semiconductor laboratories to serve the training of human resources for the semiconductor industry at around 18 public higher education institutions in the northern, central and southern regions.
b/ By 2050:
- To meet Vietnam’s qualitative and quantitative requirements on human resources for the semiconductor industry in all stages of the value chain;
- Vietnam’s training institutions, particularly higher education institutions, will be capable of training high-quality human resources for the development of the country’s semiconductor industry.
III. TASKS AND SOLUTIONS
1. Group of tasks and solutions to study, formulate and improve special mechanisms and policies
a/ Studying and formulating special mechanisms and policies to promote the tripartite cooperation between the State, schools and enterprises, with the following policy orientations:
- To simplify administrative procedures and provide investment, finance, accounting and tax incentives in order to ensure convenience in investment in, and support and financing for, training, research and development, and commercialization of technologies, and incubation of technologies and enterprises in order to develop human resources for the semiconductor industry at research institutes, innovation centers, higher education institutions, and training support institutions;
- To build a model of efficient tripartite cooperation between the State, schools and enterprises, which clearly specifies rights and responsibilities in the training and development of human resources;
- To formulate mechanisms and models of public-private cooperation so as to combine state budget funds and private sector’s funds at home and abroad, clarifying the mechanism for operation of national shared-use semiconductor laboratories as public assets; to adopt a favorable mechanism to encourage the private sector to participate in management, bringing into the fullest play the proactivity and creativity of the private sector in the operation and sharing of infrastructure and finance in the operation and use of public assets;
b/ Studying and formulating mechanisms and policies to attract talents at home, overseas Vietnamese, and international experts in the semiconductor and AI industries to work in Vietnam:
- To adopt a salary and bonus mechanism that can compete with that of the countries in the region.
- To provide personal income tax incentives;
- To provide support in terms of long-term work visas; to simplify administrative procedures for international experts;
- To provide support in terms of education, health, social welfare and accommodation for relatives of highly qualified human resources, lecturers and senior experts working in the semiconductor industry in Vietnam.
c/ Studying, formulating and implementing talent training programs to serve the semiconductor industry; adopting a mechanism for output-based order placement from agencies and enterprises for higher education institutions.
d/ Studying, formulating and improving a special mechanism for provision of financial support for students, including scholarships, or tuition fee exemption or reduction for training programs approved by the Ministry of Education and Training and competent agencies for the implementation of the Program.
dd/ Studying and formulating special mechanisms to facilitate the establishment and operation of semiconductor laboratory facilities:
- To simplify procedures and processes for investment, bidding and selection of supply partners for procurement of equipment for training, incubation, research and development activities, especially for national shared-use semiconductor laboratories and in-house semiconductor laboratories for training human resources for the semiconductor industry;
- To formulate criteria for selection of partners and operation mechanisms to ensure convenience and enhance the proactivity and accountability of managing agencies and owners of semiconductor laboratory investment projects;
- To formulate a mechanism for shared use of physical foundations, equipment and laboratories as public assets.
e/ Studying and formulating mechanisms for provision of incentives or tax and charge exemption or reduction in order to attract domestic and foreign investment in the training of human resources for the semiconductor industry.
2. Group of tasks and solutions regarding investment in infrastructure, physical foundations and technologies for training activities
a/ Higher education institutions, training support institutions and related organizations shall take the initiative in providing or mobilizing lawful resources for investment in the development of semiconductor laboratories to meet their own training and research demands.
b/ The central budget shall provide pat of funds for the installation of equipment and licensed software in order to form, upgrade and modernize in-house semiconductor laboratories to serve the training of human resources for the semiconductor industry at 18 public higher education institutions. Public higher education institutions listed in Appendix 02 to this Decision shall be prioritized for investment consideration. In the course of implementation, the aforementioned list of public higher education institutions may be adjusted depending on practical conditions and proposal dossiers.
c/ The central budget shall provide part of funds for the investment, construction, upgrading and modernization of 4 national-level shared-use semiconductor laboratories at the Vietnam National Innovation Center, the Vietnam National University, Hanoi, and the Vietnam National University, Ho Chi Minh City, and in Da Nang city. These laboratories will enjoy a mechanism for operation and convenient use of public assets, specifically as follows:
- The national-level shared-use laboratory located at the Vietnam National Innovation Center on the basis of coordination with the Hanoi University of Science and Technology in its operation will focus on IC designing, packaging and testing stages and serve training and technology and enterprise incubation and AI application activities;
- The national-level shared-use laboratory located at the Vietnam National University, Hanoi, will focus on the stage of IC and semiconductor equipment manufacturing;
- The national-level shared-use laboratory located at the Vietnam National University, Ho Chi Minh City, will focus on all stages of IC designing, manufacturing, packaging and testing;
- The national-level shared-use laboratory located in Da Nang city will be operated by the People’s Committee of Da Nang city as the in-charge agency in coordination with the University of Da Nang and focus on IC designing and testing stages;
- Based on practical needs, stakeholders including central and local agencies, higher education institutions and training support institutions shall allocate resources for organizing the operation and installation of equipment and software of these laboratories.
d/ National-level shared-use semiconductor laboratories and in-house semiconductor laboratories serving the training of human resources for the semiconductor industry shall make full use of existing physical foundations, organizational apparatuses and human resources of agencies in order to limit the establishment of new apparatuses, and ensure economical and efficient use of funds as support from the state budget.
dd/ In addition to the central budget’s funds, localities shall take the initiative in allocating funds from local budgets or mobilizing social resources and other lawful capital sources for building semiconductor laboratories to meet their practical demands in an efficient manner, avoiding waste.
3. Group of tasks and solutions regarding training organization
a/ Granting scholarships to students enrolled under talent training programs and students under programs on training in the semiconductor industry under regulations of higher education institutions.
b/ Training human resources at university level:
- To review, formulate and promulgate, and guide the implementation of, standard training programs on semiconductor IC;
- To develop training majors and disciplines related to IC designing, semiconductor technology, AI, etc., to serve the semiconductor industry in the higher education system;
- To formulate and develop talent training programs with the participation of international lecturers;
- To develop training programs up to international standards;
- To mobilize and connect with domestic and international partners in order to grant scholarships to engineers and bachelors who study majors related to the semiconductor industry.
c/ Training human resources at postgraduate level:
- To formulate and implement exchange programs and grant scholarships to those wishing to participate in postgraduate training programs at home and abroad;
- To intensify coordination between research institutes, higher education institutions and enterprises in the implementation of master’s and doctoral training programs.
d/ Providing short-term training courses:
- To cooperate with reputable international partners in providing short-term training courses, and granting IC designing, semiconductor technology and AI certificates to students and personnel trained in the majors close to the expected majors who wish to change their occupations;
- To implement retraining, transfer training, advanced training and on-the-job training programs and grant certificates to IC designers, semiconductor technology professionals or graduates of appropriate majors through linking enterprises with higher education institutions and training support facilities in the semiconductor industry.
dd/ Training lecturers:
To organize training, research and working programs for lecturers at higher education institutions, training support institutions, research institutes and large enterprises in the semiconductor industry at home and abroad, specifically as follows:
- The state budget shall provide part of funds to higher education institutions, training support institutions and research institutes for intensive training of their lecturers;
- To prioritize the selection and appointment of lecturers as doctoral candidates in the semiconductor industry under the Scheme approved under the Prime Minister’s Decision No. 89/QD-TTg of January 19, 2019, who enjoy scholarships under international agreements and other scholarships;
- To encourage lecturers to proactively participate in intensive training programs, and scientific research subjects and projects in the semiconductor industry in order to improve their capacity meeting lecturing requirements;
- To coordinate with domestic and international organizations and enterprises in providing intensive training for lecturers;
- To prioritize the selection of scientific research proposals of lecturers in the semiconductor industry.
e/ Formulating contents, framework programs, standards for lecturers, and output quality standards for students participating in specialized training related to the semiconductor industry; formulating a mechanism for management and accreditation and intensifying the examination and supervision of education and training institutions in the semiconductor industry in order to standardize and improve the training quality.
g/ Promoting the study of science, technology, engineering and mathematics (STEM), specialized English, soft skills, innovative startup thinking and AI to serve as a foundation for study of majors related to the semiconductor industry.
h/ Encouraging enterprises in the fields related to the semiconductor industry and private higher education institutions to participate in the training of human resources for the semiconductor industry.
4. Group of tasks and solutions regarding the mobilization and diversification of resources
a/ In addition to the central budget’s funds, diversifying funding sources for the implementation of the Program, ensuring full and timely mobilization of funds as structured; intensifying the mobilization of funds from local budgets, lawful capital contributions of enterprises and donations of organizations and individuals at home and abroad.
b/ Promoting public-private cooperation in the training of human resources for the semiconductor industry; encouraging enterprises and private training institutions to set up a human resource training and development fund for the semiconductor industry.
c/ Ministries, central agencies, local authorities, higher education institutions, research institutes, and related agencies and organizations shall integrate other programs and projects using domestic funding sources, ODA, and concessional loans of foreign donors as approved by competent authorities and other lawful capital sources in order to perform their tasks, solutions, programs and projects within the scope of the Program.
d/ Local authorities shall take the initiative in allocating local budgets, and mobilizing social resources and other lawful funding sources to support the implementation of tasks, solutions, programs and projects within the scope of the Program as assigned and to carry out training and development of human resources for the semiconductor industry in their localities.
dd/ Enterprises, training institutions, public and private training support institutions and related agencies and organizations shall take the initiative in allocating funds from their budgets or mobilizing social resources for training of human resources for the semiconductor industry to meet their needs.
e/ Enterprises intending to participate in the development of the semiconductor industry shall closely coordinate with higher education institutions in the development and use of human resources.
5. Group of tasks and solutions regarding the building of an ecosystem, employment of human resources, and provision of enterprise development support
a/ Incubating enterprises and promoting startups in the semiconductor industry, facilitating the development of enterprises that support the semiconductor industry; helping enterprises access labor, financial and technological resources to facilitate rapid and sustainable development of the innovation ecosystem in the semiconductor industry.
b/ Attracting talents and mobilizing senior personnel in large semiconductor corporations to participate in lecturing and research activities at higher education institutions, research institutes, training support institutions, and in incubating and developing domestic enterprises.
c/ Developing an innovation network of the semiconductor and AI industries, which consists of overseas Vietnamese experts and intellectuals, foreigners with deep expertise and capable of contributing to the development of Vietnam’s semiconductor industry.
d/ Encouraging and facilitating forms of cooperation between schools, research institutes, innovation centers and organizations and enterprises at home and abroad in order to improve the quality of human resource training for the semiconductor industry, providing support for students and lecturers who act as interns or work at organizations, enterprises and research institutes, and forming scholarship funds to support training for the industry.
6. Group of tasks and solutions regarding research and development
a/ Promoting the development of research groups and strong research groups, strengthening the association of postgraduate human resource training with research and development of technologies in the semiconductor industry through the performance of scientific and technological tasks at all levels.
b/ Prioritizing the allocation of resources and annual state budget funds to support and finance programs and tasks of research and development of semiconductor IC products at research institutes, higher education institutions, innovation centers and enterprises.
7. Group of other tasks and solutions
a/ Communicating, and raising the awareness of agencies, organizations, enterprises and the entire society about the role and significance of the Program, the semiconductor industry and STEM majors, thereby launching a emulation movement in the development of human resources for the semiconductor industry and the contents of the Program.
b/ Intensifying international cooperation, especially with countries and territories with the developed semiconductor industry, in order to exchange experiences on training and research in the semiconductor industry; encouraging Vietnam’s education institutions to formulate and implement training cooperation programs, and exchange lecturers and students with the semiconductor industry’s prestigious education and research institutions in the world.
c/ Commending agencies, organizations and individuals that have breakthrough and creative ideas, initiatives and methods in the development of human resources for the semiconductor industry.
V. FUNDING FOR IMPLEMENTATION OF THE PROGRAM
Funds for the implementation of the Program shall be allocated from the state budget, including the central budget and local budgets, in conformity with the state budget’s fund-balancing capacity, ensuring compliance with the Law on the State Budget and the law on public investment, and from investment and donation sources from enterprises, organizations and individuals, and other lawful funding sources. In particular, the state budget shall allocate funds to support the implementation of the following tasks and solutions:
1. Development investment capital for the establishment, upgrading and modernization of 4 national-level shared-use semiconductor laboratories at the Vietnam National University, Hanoi, the Vietnam National University, Ho Chi Minh City, and the Vietnam National Innovation Center, and in Da Nang city, and in-house semiconductor laboratories to serve the training of human resources for the semiconductor industry at 18 public higher education institutions; and the provision of support for procurement of equipment, machinery and software of laboratories serving development of human resources for Vietnam’s semiconductor industry must comply with the law on public investment.
2. Recurrent expenditures for the performance of training tasks; repair, maintenance and operation of semiconductor laboratories; research and development activities; building of an ecosystem and employment of human resources; and public communication and commendation must comply the law on the state budget.
V. ORGANIZATION OF IMPLEMENTATION
1. The Ministry of Planning and Investment shall:
a/ Act as the focal point for coordinating, monitoring and evaluating the implementation of the Program; annually report to the Prime Minister and the National Steering Committee for the development of the semiconductor industry, proposing solutions to remove difficulties and obstacles (if any); propose the Prime Minister to consider and adjust objectives, tasks and solutions in the Program in order to meet requirements for the development of the semiconductor industry in Vietnam.
b/ Establish a professional council to provide consultancy, evaluate and propose the selection of investment projects in semiconductor laboratories.
c/ Based on viewpoints, objectives, tasks and solutions set out in the Program, review results and proposals of ministries, central agencies, local authorities and professional councils, assume the prime responsibility for summarizing the list of tasks and projects expected to use public investment capital from the central budget and plans on fund allocation (from medium-term and annual public investment funding sources and other funding sources for development investment), and report to competent authorities for consideration and decision on notification of funds, allocation of fund estimates and plans on allocation of public investment funds to ministries, central agencies and local authorities in order to complete investment procedures and allocate funds for the implementation of projects in accordance with the law on public investment and other relevant laws.
d/ Form a working group for the implementation of the Program with its head being the Minister of Planning and Investment and members being leaders of a number of concerned ministries, sectors, localities, research institutes, universities, organizations and enterprises.
dd/ Promote the formation and development of the ecosystem, innovation and incubation centers, and innovation network of the semiconductor industry in order to facilitate the development of semiconductor industry enterprises.
e/ Assume the prime responsibility for, and coordinate with the Ministry of Education and Training, Ministry of Information and Communications, Ministry of Science and Technology, experts, scientists and related agencies in, evaluating and selecting projects prioritized for phased investment as suitable to the market demand and reporting such to competent authorities in accordance with law.
g/ Assume the prime responsibility for implementing the tasks and solutions assigned to it as specified in Appendix 01 to this Decision.
h/ Guide and urge ministries, provincial-level People’s Committees and related agencies in implementing the tasks and solutions set forth in the Program; summarize the situation and results of the implementation of the Program by agencies according to their assigned functions and tasks and report them to the Prime Minister before December 20 every year.
2. The Ministry of Information and Communications shall:
a/ Carry out public communication to raise the awareness of agencies, organizations, enterprises and the entire society about the development of human resources for the semiconductor industry; formulate and implement a program on public communication to raise the awareness about the importance of STEM majors and career opportunities in the semiconductor industry.
b/ Coordinate with the Ministry of Planning and Investment in implementing the contents of the Program in order to ensure adherence to the objectives of the Strategy for the development of Vietnam’s semiconductor industry through 2030, with a vision toward 2050.
3. The Ministry of Education and Training shall:
a/ Direct and guide higher education institutions in formulating schemes on proposals on training of high-quality human resources for the development of the semiconductor industry; and select training programs of higher education institutions and promulgate training plans based on the Program’s objectives.
b/ Assume the prime responsibility for formulating, promulgating, and guiding the application of, standards for semiconductor IC training programs; and organize the implementation of talent training programs to serve the semiconductor industry at higher education institutions.
c/ Assume the prime responsibility for, and coordinate with the Ministry of Planning and Investment in, researching, proposing, and organizing the implementation of, the model of association between the State, schools and enterprises in the training of human resources for the semiconductor industry.
d/ Act as the focal point for summarizing and coordinating the implementation of 5-year and annual training plans of higher education institutions for training programs with issuance of diplomas; and promptly propose adjustments to the objectives, tasks and solutions regarding the training of human resources for the semiconductor industry set forth in the Program.
dd/ Assume the prime responsibility for the implementation of the tasks and solutions assigned to it as specified in Appendix 01 to this Decision.
4. The Ministry of Science and Technology shall:
a/ Assume the prime responsibility for, and coordinate with the Ministry of Information and Communications and related agencies, organizations and enterprises in, promoting technology research and transfer in association with the development of human resources for the semiconductor industry.
b/ Assume the prime responsibility for, and guide the performance of, scientific and technological tasks in the semiconductor industry; and approve the list and allocate funds for the performance of national scientific and technological tasks in the semiconductor industry.
c/ Promote the development of strong research groups, strengthen the association of postgraduate human resource training with technology research and development activities in the semiconductor field through the performance of scientific and technological tasks at all levels.
d/ Assume the prime responsibility for summarizing and reporting to competent authorities on proposals on the annual allocation of state budget funds in support of the implementation of tasks and solutions for research and development of semiconductor IC products at research institutes, universities, innovation centers and enterprises.
5. The Ministry of Finance shall:
a/ Based on proposals of ministries, central agencies and localities and the central budget’s fund-balancing capacity, summarize and submit such proposals to competent authorities for inclusion of funds in recurrent expenditure estimates of such ministries, central agencies and localities for the implementation of the Program’s tasks and solutions in accordance with the law on the state budget.
b/ Study, summarize and report on proposals of related ministries and agencies to competent authorities for consideration and amendment and supplementation of preferential tax, charge, fee and credit policies for students in order to attract and train human resources for the semiconductor industry.
c/ Study and summarize proposals of related ministries and agencies in order to review and amend or supplement existing documents or promulgate new ones guiding the management and use of recurrent expenditures from the state budget for the implementation of the Program.
6. The Ministry of National Defense shall direct related units, such as research institutes, higher education institutions, affiliated national defense enterprises, etc., in participating in the implementation of programs on training and development of human resources for the semiconductor industry, particularly applications to serve national defense and security.
7. The Ministry of Public Security shall:
a/ Study and propose visa mechanisms and policies, thereby creating favorable conditions for attracting foreign experts and scientists to Vietnam to participate in training and research activities or work in the semiconductor industry.
b/ Direct related units, such as research institutes, affiliated higher education institutions, etc., in participating in the implementation of programs on training and development of human resources for the semiconductor industry, particularly applications to serve national defense and security.
c/ Assume the prime responsibility for organizing dissemination of guidelines and policies of foreign countries on the semiconductor industry in order to study and advise the leaders of the Party, the State and the Government on promulgation of proper external relation guidelines and policies, improvement of the legal system, mechanisms and policies for attracting foreign investment in the semiconductor industry on the basis of assurance of national defense and security and social order and safety; carry out technology research, development and transfer activities with a view to mastering semiconductor IC technology and maintaining national defense and security.
8. The Ministry of Foreign Affairs shall:
a/ Monitor, update and exchange experiences of foreign countries, trends of investment in, and development of human resources for, the semiconductor industry in the world; promote economic diplomacy while researching and focusing on selectively attracting human resources for training in the semiconductor industry.
b/ Organize external relation activities, support the promotion of international cooperation in training, attracting donations, aid and scholarships to serve training activities; and connect potential employers for human resources of Vietnam’s semiconductor industry in countries around the world.
9. The Ministry of Labor, Invalids and Social Affairs shall:
a/ Study and propose mechanisms and policies on work permits for foreigners in order to create conditions for attracting foreign experts and workers to Vietnam to work in the semiconductor industry in general and in training human resources for the semiconductor industry in particular.
b/ Direct vocational education institutions in training human resources for the semiconductor industry in order to meet the market demand.
10. The State Bank of Vietnam and the Vietnam Bank for Social Policies shall study, review or propose special mechanisms and policies on savings and money remittance/transfer for international experts working in Vietnam in the semiconductor industry.
11. Related ministries, ministerial-level agencies, government-attached agencies and provincial-level People’s Committees shall:
a/ Within the ambit of their assigned functions and tasks, proactively coordinate with the Ministry of Planning and Investment in implementing the tasks and solutions set forth in the Program; formulate and implement plans on implementation of the tasks and solutions set forth in the Program for the Program’s period and annual plans, ensuring conformity with the functions, tasks, potential and advantages of localities.
b/ Base themselves on viewpoints, objectives, tasks and solutions set forth in the Program to take the initiative in reviewing or formulating estimates, lists and funding level to be allocated for each task or project under the Program, and send them to the Ministry of Planning and Investment, for development investment expenditures, or to the Ministry of Finance, for recurrent expenditures, and other ministries and related agencies for summarization and reporting to competent authorities under regulations.
c/ Promote international cooperation, especially with countries and territories with strengths in the semiconductor industry.
d/ Review, study and decide according to their competence or submit to competent authorities for decision the allocation of budget funds for granting scholarships and implementing preferential policies for local students studying the semiconductor major; and organize the implementation of the tasks and solutions set forth in the Program.
dd/ Localities shall prioritize the allocation of local budget funds to support the implementation of the tasks and solutions and projects within the scope of the Program, and provide part of funds for training of human resources for the semiconductor industry to higher education institutions in accordance with the law on the state budget, law on public investment law and relevant laws.
e/ Promote the organization of contests and giving of awards and commendations in order to honor agencies, organizations and individuals that have breakthrough and creative ideas, initiatives and methods in development of human resources for the semiconductor industry, thereby bringing about high efficiency in their operation and benefits to the community.
g/ Formulate or propose to competent agencies the solutions to tackle difficulties and problems, formulate or amend and supplement mechanisms, policies and solutions to implement programs, tasks and projects under the Program, and support, encourage and promote the development of human resources for the semiconductor industry under their management.
h/ Summarize, evaluate and report on results of the implementation of the Program and send them to the Ministry of Planning and Investment no later than November 30 every year for summarization and reporting to the Prime Minister.
Article 2. This Decision takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and heads of related agencies shall implement this Decision.-
