CIRCULAR

Prescribing major contents to be inscribed in higher education diplomas and diploma supplements^[1]

Pursuant to the June 18, 2012 Law on Higher Education; and the November 19, 2018 Law Amending and Supplementing a Number of Articles of the Law on Higher Education;

Pursuant to the Government’s Decree No. 69/2017/ND-CP of May 25, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Education and Training;

At the proposal of the Director of the Quality Control Department;

The Minister of Education and Training promulgates the Circular prescribing major contents to be inscribed in higher education diplomas and diploma supplements.

Article 1.Scope of regulation, subjects of application

1. Scope of regulation

This Circular prescribes major contents to be inscribed in higher education diplomas and diploma supplements, including bachelor’s diploma, master’s diploma, doctor’s diploma and diplomas of equivalent levels.

2. Subjects of application

This Circular applies to higher education institutions and organizations and individuals involved in higher education.

Article 2.Major contents to be inscribed in diplomas

1. Heading:

THE SOCIALIST REPUBLIC OF VIETNAM

Independence - Freedom - Happiness

2. Title of the diploma based on the level of training (bachelor’s diploma, master’s diploma, doctor’s diploma or diploma of an equivalent level).

3. Training discipline.

4. Name of the diploma-granting higher education institution.

5. Full name of the grantee.

6. Date of birth of the grantee.

7. Degree classification (if any).

8. Place and date of grant of the diploma.

9. Title, signature, and full name of the person competent to grant the diploma, and the seal under regulations;

10. Serial number and reference number of the diploma.

Article 3.Major contents to be inscribed in diploma supplements

1. Information on the grantee: full name and date of birth.

2. Information on the diploma: name of the diploma-granting higher education institution, sub-discipline of training, day of enrollment, language of training, training period, level of training according to the Vietnamese Qualifications Framework, and form of training.

3. Information on academic contents and results (if any): name of study modules or subjects; number of credits of each study module or subject; grade of each study module or subject; total cumulative credits; grade point average; title and grade of the graduation thesis; and grade for degree classification. In case the diploma is granted with credits accumulated in different training institutions, it is necessary to inscribe names and number of credits of study subjects recognized for consideration of graduation and names of training institutions.

4. Reference information: student’s, trainee’s or graduate student’s identity number; serial number of the diploma.

Article 4.Other contents to be inscribed in diplomas and diploma supplements

1. Higher education institutions may add other contents to diplomas of higher education in accordance with law.

2. Higher education institutions may design forms of diploma supplements and add other contents in accordance with law.

3. The language used in the supplement to a diploma is that used in the diploma.

Article 5.Effect and implementation responsibility

1. This Circular takes effect on March 1, 2020.

2. This Circular replaces the Minister of Education and Training’s Circular No. 19/2011/TT-BGDDT of May 24, 2011, promulgating forms of higher education diploma; Circular No. 23/2009/TT-BGDDT of August 12, 2009, promulgating forms of master’s diploma; and Circular No. 24/2009/TT-BGDDT of August 12, 2009, promulgating forms of doctor’s diploma.

3. The Chief of the Office, the Director of the Quality Control Department, and heads of related units under the Ministry of Education and Training; directors of general universities and academies; and rectors of universities shall implement this Circular.-
