RESOLUTION

Adjusting the 2019 law- and ordinance-making program^[1]

THE NATIONAL ASSEMBLY STANDING COMMITTEE

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 57/2014/QH13 on Organization of the National Assembly;

Pursuant to Law No. 80/2015/QH13 on Promulgation of Legal Documents;

Considering the Government’s Report No. 524/TTr-CP of October 25, 2018, proposing the adjustment of the 2019 law- and ordinance-making program; the State Audit Office’s Report No. 1767/TTr-KTNN of December 5, 2018, proposing the formulation of the draft Law Amending and Supplementing a Number of Articles of the Law on State Audit; the Supreme People’s Court’s Report No. 16/TTr-TANDTC of November 29, 2018, proposing the formulation of the Law on Mediation and Dialogues at the Court; the Committee on Legal Affairs’ Report No. 1923/BC-UBPL14 of December 7, 2018, verifying and proposing the adjustment of the 2019 law- and ordinance-making program,

RESOLVES:

Article 1.To add to the 2019 law- and ordinance-making program

1. To submit to the National Assembly for discussion at the 7^thsession (in May 2019) and passage at the 8^thsession (in October 2019):

a/ The Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Organization of Local Administration;

b/ The Law Amending and Supplementing a Number of Articles of the Law on Cadres and Civil Servants and the Law on Public Employees;

c/ The Law Amending and Supplementing a Number of Articles of the Law on State Audit.

2. To submit to the National Assembly for discussion and passage at the 8^thsession (in October 2019): the Law Amending and Supplementing a Number of Articles of the Law on Organization of the National Assembly.

3. To submit to the National Assembly for discussion at the 8^thsession (in October 2019):

a/ The Law on Investment in the Form of Public-Private Partnership;

b/ The Law on Mediation and Dialogues at the Court.

Article 2.To assign agencies to propose, and agencies to take the prime charge of, and participate in verification of, drafts to be added to the 2019 law-and ordinance-making program

Article 3.Organization of implementation

1. The Government, the Supreme People’s Court, the State Audit Office of Vietnam and related agencies shall promptly prepare the drafts prescribed in Article 1 of this Resolution, closely adhering to requirements of resolutions of the Party Central Committee, the National Assembly, directions of competent agencies, provisions of the Law on Promulgation of Legal Documents and ensuring the quality of drafts so as to submit them to the National Assembly Standing Committee and the National Assembly in accordance with the prescribed schedule.

2. The Committees on Legal Affairs; Judicial Affairs; Economic Affairs; and Financial and Budgetary Affairs shall closely coordinate with proposing agencies, urge the preparation of drafts, coordinate with the Ethnic Council and  other Committees of the National Assembly in verifying drafts as assigned in Article 2 of this Resolution, and report to the National Assembly Standing Committee.

Article 4.Effect

This Resolution takes effect on the date of its signing.-
