RESOLUTION

On accession to the International Labor Organization’s Convention No. 105 concerning the Abolition of Forced Labor^[1]

THE NATIONAL ASSEMBLY

Pursuant to the Constitution of the Socialist Republic of Vietnam;

Pursuant to Law No. 108/2016/QH13 on Treaties;

At the proposal of the President in Report No. 03/TTr-CTN of April 20, 2020, on accession to the International Labor Organization’s Convention No. 105 concerning the Abolition of Forced Labor;

In consideration of the Government’s Explanatory Report No. 170/BC-CP of April 27, 2020, the National Assembly Committee for External Relations’ Appraisal Report No. 4683/BC-UBDN14 of May 13, 2020, and opinions of National Assembly deputies,

RESOLVES:

Article 1.Accession to the treaty

To accede to the International Labor Organization’s Convention No. 105 concerning the Abolition of Forced Labor (below referred to as Convention No. 105), which was adopted by the General Conference of the International Labor Organization on June 25, 1957 in Geneva, Switzerland. The fulltext of Convention No. 105 in English and its Vietnamese translation are provided in the Appendix to this Resolution.

Article 2.Application of the treaty

To directly apply the contents of Convention No. 105.

Article 3.Organization of implementation of the treaty

1. The Prime Minister shall organize the implementation of Convention No. 105; approve and direct related central and local agencies and organizations in organizing the implementation of Convention No. 105; improve the legal system, timely and fully disseminate Convention No. 105 and relevant contents to create unanimity in the awareness and action of the political system, enterprises and citizens.

2. The Government shall direct related ministries and sectors in completing diplomatic procedures regarding accession to Convention No. 105 and notify the date Convention No. 105 become effective in Vietnam.

Article 4.Oversight of the implementation of the Resolution

The National Assembly, National Assembly Committee Standing Committee, Ethnic Council, and National Assembly Committees, deputies’ delegations and deputies shall, within the ambit of their tasks and powers, oversee the implementation of this Resolution.

This Resolution was adopted on June 8, 2020, by the XIV^thNational Assembly of the Socialist Republic of Vietnam at its 9^thsession.-
