The Ministry of Finance issued the Circular No. 264/2016/TT-BTC dated November 14, 2016 on providing for diplomatic service fees and charges collected by overseas representative missions of Vietnam, and the collection, transfer and management thereof. Accordingly, the charges of acquisition of citizenships is USD 250/person; of resumption of citizenship is USD 200/person; the charges of Issuance of a new laissez-passer is USD 20/stamp, of re-issuance due to loss or damage of laissez-passer is USD 40/stamp. The charges of issuance of a new passport; renewal of diplomatic passport or official passport; addition or alteration to the passport; gluing child or baby’s photo; re-issuance due to loss or |
damage of passport are in turns USD 70/book; USD 30/book; USD 15/book a and USD 150/book. The fees for visa are from USD 5 – USD 155/visa; within that, the fee of Single entry visa is USD 25/visa; the fees for multiple entry visas with a validity of up to 03 months is USD 25/visa; with a validity of over 03 months up to 06 months is USD 95/visa; with a validity of over 06 months up to 01 year is USD 135/visa; with a validity of over 01 year up to 02 years is USD 145/visa; with a validity of over 02 years up to 05 years is USD 155/visa; the fee for transfer of visa into a new passport is USD 5/visa. This Circular takes effect on January 01, 2017. |

On November 02, 2016, the Government issued the Decree No. 146/2016/ND-CP dated November 02, 2016 of the Government on regulations on publishing of freights and surcharges of ocean container shipping and seaport charges, requires enterprises to declare the seaport charge schedule on publishing of freights and surcharges of ocean container shipping and seaport charges. A price schedule shall specify ports of departure and destination; prices according to shipping routes and transported cargoes. The listed prices are inclusive of extra relevant services, taxes, fees and charges (if any); information on ocean shipping companies or agents authorized to list prices, including: name of such companies, address, telephone number, facsimile and website address. Schedules of seaport charges shall specify information on shipping companies: name of such companies, address, telephone number, facsimile and |
website address. The seaport charge schedule which was declared to the competent authority under regulations of laws. The listed prices are inclusive of extra relevant services, taxes, fees and charges. On validity of price schedules, the Decree prescribes that Freights and surcharges shall apply from the date of the initial listing by the shipping company or authorized agent or enterprise under provisions hereof. Seaport charges shall apply from the date on which the seaport enterprises, seaport service providers declared seaport charges in accordance with regulations of law on prices and published service charge schedule under provisions hereof. In case of increases in listed freights or surcharges, such increases shall apply after at least 15 days from the date on which the increased freights or surcharges are listed. This Decree takes effect on July 01, 2017. |

At the Circular No. 11/2016/TT-BVHTTDL dated November 08, 2016, the Ministry of Culture, Sports and Tourism have specific regulations on conditions for organization of yoga training and competition - is a combination of physical exercises and postures (Asana) and breathing exercises (Pranayama) to promote better health, prevent and cure diseases. Accordingly, organizations and individuals that organize Yoga training and competition in Vietnam must satisfy the conditions such as floors shall be flat and slip resistant; the distance from the floor to the ceiling shall be not lower than 2.7 m; ventilated workout space and a necessary luminance of at least 150 lux shall be provided; there are restrooms, dressing rooms, personal storages, medical cabinets and first aid instruments; there are internal regulation boards at least containing: Training hours, entities eligible for workout . An |
entities ineligible for workout, outfits, safety assurance measures and other regulations… On equipment, each learner is provided an individual yoga mat or a big common yoga mat on the floor; with regard to Yoga fly (antigravity yoga): Silk hammock shall support at least 300 kg of weight and is hung down on a hanging system capable of ensuring safety of the learner. The length of the hammock can be adjusted to fit each learner’s postures; instrument supporting yoga exercises must be safe and not dangerous for learners. Particularly, each person shall be provided at least 2.5 m2 of floor and each instructor shall cover no more than 30 learners in a class. This Circular takes effect on January 01, 2017. |

On November 07, 2016, the National Assembly passed the Resolution No. 23/2016/QH14 on socio-economic development plan (2017), requires Government, Supreme People’s Procuracy, Supreme People’s Court and the State Auditors….to implement proactive and flexible monetary policies, continue to restructure credit institutions; develop bond markets, strictly control and tackle bad debts and ineffective credit institutions; ensure financial security and interests of clients. Effectively manage foreign currency and gold markets, increase foreign-exchange reserves. Tighten financial disciplines – state budget; tighten the State budget belt and keep the expenditures within estimation ratified by the National Assembly. At the same time, encourage enterprises of all economic sectors to participate in developing and providing public services and public service markets under administration of the State. Rearrange and restructure public service providers and privatize eligible public service providers under regulations of laws. Continue to review, revise and supplement measures for improving business and investment environment, lift unreasonable barriers. Simplify administrative procedures; apply information technology to facilitate administrative affairs for expansion of markets by citizens and enterprises. Develop labor markets; concentrate on improving vocational education quality and classifying vocational education. Fundamentally and entirely reform education and training, focus on developing student ability, lifestyles, physical fitness and behaviors. Step up the involvement of private sectors and develop high quality schools. Continue to complete social insurance, health insurance and social welfare systems, and implement solutions and policies on assistance for policyholders of social insurance and health insurance. |
Focus on developing medical facilities of communes, reduce hospital overcrowding, enhance quality of medical examination and treatment, preventive healthcare, involvement of private sectors, non-public medical facilities and Public-Private Collaboration on medical examination and healthcare; introduce measures for preventing and dealing with abuse an profiteering of health insurance budgets. Intensify food safety management. Strengthen protection of intellectual property rights, develop science and technology markets. Intensify application of science and technology advances and professional skills to boost the productivity in specific sectors. Accelerate transfer of labors to economic sectors having high added value and boost intra-industry productivity. It’s planned in 2017 that GDP is expected to increase by 6.7%. The total export turnover is expected to increase by 6 – 7%. The ratio of trade deficit to total export turnover is projected to reach approximately 3.5%. The average consumer price is expected to increase by approximately 4%. The total social development investment is projected to account for 31.5% of GDP. The ratio of energy use to unit of GDP is expected to reduce by 1.5%. The percentage of poor households and poor districts according to multidimensional poverty guidelines is expected to reduce by 1 – 1.5% and by 4%, respectively. The urban unemployment rate is expected to go down under 4%. The percentage of trained workers is expected to hit 55 – 57%, including 22.5% certified workers who completed 03-month training courses or longer. The number of sickbeds per ten thousand people is expected to reach 25.5 and it is expected that 82.2 % of population buy medical insurance….. |

On November 01, 2016, the Government issued the Decree No. 144/2016/ND-CP prescribing a number of peculiar mechanism relating to investment, finance, budget and management of Da Nang city, in order to promote the socio-economic development of the City, enable the City to uphold advantages to become one of the great cities of Vietnam… The Decree points out that the Government shall priorly provide an amount from the central budget for the City’s budget to contribute in the conduct of project in form of multi-regional Public-private partnership (PPP) in the City’s area. The Government shall priorly allocate sufficiently and purposefully the supplement capitals to the City’s budget to conduct socio-economic development projects of the City and other regional projects of the Middle of Vietnam and the Central Highlands. At the same time, the Government shall prioritize the raising of Official Development Assistance (ODA) for the City to |
implement important infrastructural investment projects included in the spending of the City’s budget. The allocation of reciprocal capital for such projects shall be ensured by the City’s budget. The Government shall prioritize the allocation of concessional loans in form of on-lending loan to implement PPP projects in the City. The City may reduce a part of loan interests for organizations/individuals that applied for loans to invest in important socio-economic development projects which are recoverable in the scope and capacity of the City’s budget. The City may sell social housing invested by the State budget in form of lump sum payment to re-invest in the construction of other social housing in local area. People’s Committee of the City shall establish and report to the Ministry of Construction a Project in writing before conducting and implementing it. This Decree takes effect on January 01, 2017 and annuls the Decision No. 13/2006/QD-TTg dated January 16, 2006. |
