CONTINUE PAYMENT OF SUPPORT FOR EMPLOYEES AFFECTED BY COVID-19

On August 11, 2022, the National Assembly Standing Committee issues the Resolution No. 24/2022/UBTVQH15 on continuing the payment of support for employees under the National Assembly Standing Committee's Resolution No. 03/2021/UBTVQH15 dated September 24, 2021.

Accordingly, an amount equivalent to VND 1,155 billion from the balance of the Unemployment Insurance Fund shall be used to pay for employees eligible for support under Resolution No. 03/2021/UBTVQH15 dated September 24, 2021, who have submitted dossiers on schedule.

7 CASES WHERE REGISTRATION FOR CHANGE OF
INTERNATIONAL BOND ISSUANCE IS NOT REQUIRED

The State Bank of Vietnam promulgates the Circular No. 10/2022/TT-NHNN guiding the foreign exchange management regarding the issuance of bonds to international market by enterprises not entitled to government guarantee on July 29, 2022.

Accordingly, the issuing organization shall only notify in writing (by postal service or sending directly) to the State Bank (the Department of Foreign Exchange Management), without registering for change in 7 cases, including change in the time of capital withdrawal, principal payment within 10 working days compared to the plan approved by the State Bank; change in address of the issuing organization; change in the trade name of the banks providing account services

where the issuing organization opens foreign loan or payment accounts, etc.

Also in accordance with this Circular, grounds for consideration and certification of registration for international bond issuance include: The value of the international bond issuance must be within the total annual limits of external commercial loans by the mode of self-borrowing and self-payment that are approved by the Prime Minister; The issuing organization must fully comply and satisfy current regulations on conditions for foreign loans, foreign exchange management for foreign borrowing and payment without government guarantee, and current laws on offering of corporate bonds to international market.

This Circular takes effect on September 15, 2022.

VIETNAMESE IMPORT AND EXPORT NOMENCLATURE

The Circular No. 31/2022/TT-BTC on promulgation of the Vietnamese import, export nomenclature is issued on June 08, 2022 by the Ministry of Finance.

The Vietnamese import, export nomenclature shall be used to formulate import and export tariffs; compile lists of goods to serve the state management according to the Government’s regulations and Clause 4 Article 26 of the Customs Law; make state statistics on imports and exports;

TEACHERS OF NON-PUBLIC PRIMARY SCHOOLS
SHALL BE SUPPORTED UP TO VND 3.7 MILLION/PERSON

This content is prescribed in the Government’s Resolution No. 103/NQ-CP dated August 11, 2022, on policies to support managers, teachers and employees in non-public early childhood education and primary education institutions facing difficulties due to the COVID-19 pandemic.

Specifically, managers, teachers, and employees in non-public early childhood education and primary education institutions, not yet entitled to local support policies applicable to groups of employees who do not have labor contracts and a number of other specific subjects as prescribed in Clause 12, Section II of Resolution No. 68/NQ-CP shall be entitled to a one-off support of VND 3,700,000/person. Managers, teachers and employees who have been entitled to local support policies as prescribed in Clause 12, Section II of Resolution No. 68/NQ-CP shall be entitled to a one-off support of VND 2,200,000/person; the support shall be provided until the end of December 31, 2022.

Also in accordance with this Resolution, managers, teachers and employees satisfying the following conditions shall be entitled to the policies:
