FEES FOR ISSUANCE OF WORKING HOLIDAY PERMITS TO NEW ZEALAND
AND AUSTRALIA WORKING HOLIDAY MAKERS IS VND 600,000/ISSUE/PERSON
 

On September 19, 2016, the Ministry of Finance issued the Circular No. 140/2016/TT-BTC dated September 19, 2016 of the Ministry of Finance on collection and payment of fees for issuance of working holiday permits with respect to New Zealand and Australia working holiday makers.

Accordingly, The amount of fees for issuance of working holiday permits to New Zealand and Australia working holiday makers, the initial issuance: VND 600,000/issue/person and the reissuance is VND 500,000/issue/person. The fees for issuance of working

 

holiday permits to New Zealand and Australia working holiday makers shall be collected in Vietnamese dong (VND).

The collecting authority shall pay 100% of total amount of collected fees to the government budget according to the applicable government budget entries.

This Circular takes effect January 1, 2017. This Circular replaces Circular No. 97/2012/TT-BTC dated June 18, 2012.

REGULATIONS ON ORGANIZATION AND PERFORMANCE
OF MICROORGANISM TESTS IN HOSPITALS
 

On September 19, 2016 the Ministry of Health issued the Circular No. 33/2016/TT-BYT providing for organization and performance of microorganism tests in hospitals.

In accordance with this Circular, the Department of Microbiology is a specialized department subject to the direct management of the Hospital’s Director.  Department of Microbiology is functioned to perform testing techniques to identify disease-causing organisms, including bacteria, viruses and parasites, according to specialty and technique-based assigned, and to provide advice to the Hospital’s Director about all microorganism testing activities performed in the hospital for the purposes of improving the quality of medical diagnosis and monitoring medical treatment results.

Department of Microbiology is arranged separately or within the testing area to facilitate its professional activities provided that the following requirements must be satisfied the conditions such as department rooms must be suitably arranged according to one-way rule in order to ensure professional activities and bio-safety as well as prevent the

 

contamination;  places for receiving patient specimens and disinfection must be available; restroom and bathroom must have enough clean water and hot water to serve the wash and disinfection of persons who work in department of microbiology before they leave there; an area for receiving and performing emergency tests must be also available.

Laboratories must be designed and built in conformity with standards providing for bio-safety in laboratories. Personnel protective equipment must be sufficiently provided to persons working in laboratories. Employees must be provided with training in the use and operation of medical machinery and equipment for ensuring safety. Employees must be careful when contacting with biological products which are prone to communicate diseases, and strictly abide by regulations on bio-safety and bacterial contamination control in hospital. All employees working in department must go for periodical check-up. Employees must be trained for response to laboratory accidents….

This Circular takes effect on November 03, 2016.


CASES IN OCCUPATIONAL DISEASE INVESTIGATION
 

On Jun 30, 2016, the Ministry of Health issued the Circular No. 28/2016/TT-BYT dated June 30, 2016 of the Ministry of Health on management of occupational diseases.

Accordingly, first occupational disease investigation shall be carried out in the cases that the investigation is requested by a worker who has not received occupational disease benefits according to regulations of law on occupational hygiene and safety; the investigation is requested by the employer; there are many cases of acute occupational diseases or many people having a disease at the same time in the same workplace; the working environment monitoring result exceeds the permissible limits but no workers are diagnosed with occupational diseases, or working environment monitoring and health checkup for

 

workers are not carried out; and the investigation is requested by a social insurance authority.

Also in accordance with this Circular, the employer shall have responsibilities to cooperate with health facilities capable of occupational disease diagnosis to provide pre-employment health checkup, screening and periodic examinations for workers; complete documents and have workers diagnosed with occupational diseases to undergo assessment within 20 working days after treatment or recovery (for curable occupational diseases) or after screening (for incurable diseases); give tasks suitable for workers’ health.

This Circular takes effect on August 15, 2016.

NAVIGATION SIGNS AND SYMBOLS MUST INSTALL WITHIN 30 DAYS
 

On June 30, 2016, the Ministry of Transport issues the 15/2016/TT-BGTVT dated June 30, 2016 of the Ministry of Transport on inland waterway management, providing that within 30 days from the date of completion of the, the investor or construction contractor shall install navigation signs and symbols under regulation of laws; clear obstacles and objects produced from the construction within and beyond the construction site.

On navigation marks and adjustments to navigation marks, construction works shall be identified and marked within the jurisdiction. Marked construction works shall be numbered and be mark with symbols on the inland waterway route

 

map. After being set up navigation markers shall be managed by the People’s Committee of commune; marker specifications and distance. Navigation marks may be adjusted according to the reality of navigation channel and scope of protection of navigation infrastructures.

Also in accordance with this Circular, Inland waterways are classified into national, local and specialized inland waterways. Specialized inland waterways refer to those connecting to ports, specialized inland wharves, national inland waterways or local inland waterways for the purpose of transport.

This Circular takes effect on September 15, 2016.

This is one of tasks and solution prescribed at the Decision No. 1755/QD-TTg dated September 08, 2016 of the Prime Minister on approving the development strategy of Vietnamese cultural industry by 2020 and with a vision to 2030.

Accordingly, with the general objectives on the development of Vietnamese cultural industries; targets by 2020 is to strive for the revenues of cultural industries to contribute about 3% GDP and create more jobs for society in which the contribution of some industries; and targets by 2030 is to strive for the revenues of cultural industries to contribute about 7% GDP and create more jobs for society in which the contribution of some industries…beside encouraging the foreign and domestic enterprises to strengthen the investment in the cultural creativity, making of cultural products and services; developing the enterprise network particularly forming a number of large groups of cultural industry in the field of communication,

 

Cinematography, radio, television, software and online games; the Prime Minister also suggests some other major tasks and solution such as developing the preferential policies, promoting the propagation and investment and development of cultural industries with their existing advantages and potential such as: Cinematography; performing art; advertising; handicraft; software and entertainment games; television and radio; fashion and cultural tourism; Gradually increasing the proportion of Vietnamese films in theaters; producing cartoon in association with the accompanied products and services; stepping up the autonomy for the public non-business in accordance with the characteristics of each art form; Forming the non-public Center for assessment and auction of fine art works and fashion design Centers and the production linkage network between the enterprises in the industry…

This Decision takes effect on the signing date.
