On June 18, 2014, the Prime Minister issued the Decision No. 37/2014/QD-TTg dated June 18, 2014 of the Government on promulgating the criteria, lists of classification of State-owned enterprises. Accordingly, from June 08, classification of State-owned enterprises shall be divided into three small groups instead of one group in the previous regulations as the State holds 100% of charter capital for the enterprises operating in the following branches and fields; the enterprises carrying out the equitization, the State holds over 70% of the total share and the enterprises carrying out the equitization, the State holds from 65% to under 75% of the total share. Accordingly, the enterprises carrying out the equitization, the State holds over 75% of the total share includes: managing, exploiting, maintaining airports; managing, exploiting national general ports, international gateway ports; managing, exploiting, and maintaining the system of road, local water way; maintaining the infrastructure system |
of the national railway; supplying telecom infrastructure; exploiting the minerals with large scale; exploiting and processing oil and natural gas; The enterprises carrying out the equitization, the State holds from 65% to under 75% of the total share includes processing oil and natural gas; producing cigarette; the enterprises ensure the crucial needs for developing production and improve the material and spiritual life of the ethnic people in the mountain area, remote area; planting and processing rubber, coffee, planting and managing artificial forest at the strategic areas, mountainous and remote areas attached with the national defense and security; the enterprises that have role to ensure major balances of the economy, market stabilization in the following sectors and fields; air transportation and power distribution. This Decision takes effect on August 06, 2014 and replaces the Decision No. 14/2011/QD-TTg dated March 04, 2011. |

This is the content at the Decision No. 3185/QD-UBND dated June 16, 2014 of the People’s Committee of Hanoi on the service charge scale of condominiums in Hanoi. In particular, from June 16, 2014 to June 16, 2015, the max price for condominiums without elevator is VND 5.000/m2 and for condominiums with elevator is VND 16.500/m2, the min price for condominiums without elevator is VND 450/m2 and for condominiums with elevator is VND 800/m2. This charge scale excludes superior service such as water-and-air shower; swimming pool, tennis or other superior services. |
The revenues from other services in the condominium’s common ownership shall be added to make up for condominium’s service charges so as to cut down condominium’s service charges. Within that, the Management Board of Condominiums shall decide the condominium’s service charge, in the case of having no management board, the service charge must be accept by 50% households living in the condominium by written form. This Decision takes effect on the signing date. |

At the Decision No. 1079/QD-BTC dated May 20, 2014 of the Ministry of Finance on measure application to stabilize the prices of dairy products for infants under 6, the Ministry of Finance provides detailed regulations on maximum price applied for 25 dairy products for infants under 6, within that, the price of Dielac Alpha 123 Tin Can 900g is VND 167.000 per can; Dielac Alpha Step 2 Tin Can 900g is VND 188.000 per can; Dielac Alpha 123 Carton Pack 400g is VND 72.000 per can; Dielac Pedia 1+ HT 900g is VND 278.000 per can; Dielac Alpha Step 1 Tin Can 900g is VND 180.000 per can…These prices are included VAT tax. With respect to other dairy products being currently sold on market, organization and individual shall have to refer to the regulation on general pricing method applied for commodity and services issued by the Ministry of Finance, and compare the price of such dairy products with that of those dairy products that have been already publicly fixed with the maximum price in order to define their own maximum price, |
for submission to the competent price management authorities. With respect to new dairy products that have not been marketed yet, organization and individual shall refer to the regulation on general pricing method applied for commodity and services issued by the Ministry of Finance, and compare their price with that of those dairy products that have been currently marketed and have been already publicly fixed with the maximum price in order to define the maximum price of new dairy products, submitted to competent price management authorities. Maximum retailing price shall be defined by the maximum wholesaling price plus other relevant costs, as instructed by competent price management authorities, which do not exceed 15% of maximum wholesaling price. This Decision takes effect on June 01, 2014; the wholesaling and retailing price shall be governed no later than 10 days and 20 days respectively from the effective date of this Decision. |

In accordance with the Decree No. 34/2014/ND-CP dated April 29, 2014 on promulgating the Regulation on land border areas of the Socialist Republic of Vietnam, Vietnamese citizens (except border inhabitants) and foreigners entering land border areas and staying overnight shall register their stay with local commune-level public security offices in accordance with law. Overnight stay in the border belt must be notified in writing to local border-guard posts. At the same time, beside persons allowed to reside in land border areas such as border inhabitants; persons who have permits of competent public security agencies for residence in land border areas; and officers, professional army men, defense officials, defense workers and employees, non-commissioned officers, soldiers of the People’s Army; officers, workers, employees and professional and technical non-commissioned officers of the People’s Public Security Force whose units are stationed in land border areas, this Decree also point out clearly on persons not allowed to reside in land border areas such as persons banned from |
residing in land border areas under decisions of competent agencies, persons not yet permitted to exit or persons suspended from exit; persons banned from traveling outside their places of residence by procedure-conducting agencies; or persons sentenced to imprisonment, against whom judgment execution decisions are not yet issued, serving suspended sentences; or permitted to postpone or suspend the serving of imprisonment sentences; persons under probation. Besides, Vietnamese citizens who enter land border areas must have people’s identity cards or other personal identification papers provided by law. For foreigners who permanently or temporarily reside in Vietnam and enter land border areas must have permits of provincial-level Public Security Departments of localities where they permanently or temporarily reside or of the land border provinces which they enter. This Decree takes effect on June 15, 2014, and replaces the Government’s Decree No. 34/2000/ND-CP of August 18, 2000. |

In accordance with the Decree No. 37/2014/ND-CP providing the organization of specialized agencies under People’s Committees of districts, towns or provincial cities. Specialized agencies under district-level People’s Committees shall perform the functions of advising and assisting district-level People’s Committees in the state management of sectors and fields in localities and a number of tasks and powers as authorized by district-level People’s Committees and as prescribed by law, ensuring uniform management of sectors or working fields in localities. Specialized agencies under district-level People’s Committees shall submit to the direction and management of organization, working positions, payrolls of civil servants, structures of civil servant ranks and working activities by district-level People’s Committees and concurrently submit to the direction, examination and professional guidance by specialized agencies under provincial-level People’s Committees. Specialized agencies organized uniformly in districts, towns and provincial cities are Home Affairs Divisions; Justice |
Divisions; Finance-Planning Divisions; Natural Resources and Environment Divisions; Labor, War Invalids and Social Affairs Divisions; Culture and Information Divisions and Education and Training Divisions; Health Divisions; Inspectorates; Offices of People’s Councils and People’s Committees or Offices. In addition to the 10 specialized agencies organized uniformly in all districts, towns and provincial cities as prescribed in Article 7 of this Decree, a number of specialized agencies shall be organized to suit each type of district-level administrative units. The appointment, transfer, rotation, commendation, disciplining, relief from office, approval of resignation of, and implementation of regimes and policies toward, divisions’ heads and deputy heads shall be decided by chairpersons of district-level People’s Committees in accordance with law. This Decree takes effect on June 20, 2014, and replaces the Government’s Decree No. 14/2008/ND-CP dated February 4, 2008. |
