THE MAXIMUM COEFFICIENT OF ROYALTIES FOR WORKS OF PRINT AND ELECTRONIC PRESS IS 50
On March 14, 2014, the Government issued the Decree No. 18/2014/ND-CP prescribing the regime of royalties in the field of press and publication. Of which, one of the most significant points is the regulation that the maximum coefficient of royalties for works of print and electronic press is 50.
The maximum coefficient of royalties for works of other print and electronic press still keeps the same as before. Specifically, the maximum coefficient of royalties for news report, reply to readers, drawings, photo is 10; for political commentary, reportage, memoir (per issued), interview is 30. The coefficient of royalties for radio and television works ranges from 10 to 50. Of which, the maximum coefficient of royalties for news report, reply to readers, reportage, memoir (per issue), interview, literacy works, scientific and educational research and guidance and talk shows are 10; 30 and 50 respectively. The value of a royalty coefficient unit is equal to 10% of the minimum wage level applicable to cadres, civil servants and armed forces. For press agencies that can self-finance operation expenses, editors-in-chief may base themselves on the quality and genre as well as the royalty bracket, pay royalties higher than the common average level, which, however, must not exceed the maximum coefficient prescribed in the royalty bracket.
Besides, the Decree also regulates on royalties and remuneration for publications. Authors of the lyrics of musical pieces or the words of comic books are entitled to 30-50% of the royalties for those publications. Royalties for re-printed publications are equal to 50-100% of royalties for first-time publication and shall be calculated based on new retail prices; Correctors of translated works are entitled to 5-30% of the royalties for the translated works, depending on the correction extent and quality; Royalties for bilingual publications are equal to half of the royalties for translated publications of the same genre prescribed in the royalty bracket…
This Decree takes effect on June 1, 2014.
