THE PRIME MINISTER
Decision No. 2054/QD-TTg dated November 7, 2013 of the Prime Minister on approving project list “Education and training programs for health care resources to improve health system” to raise fund from World Bank
Pursuant to Law on Organization of the Government dated December 25, 2001
Pursuant to Decree No. 38/2013/ND-CP dated April 23, 2013 of the Government on the management and use of official development aid (ODA) and loan with preferential interest rate from the supporters;
At the proposal of the Ministry of Planning and Investment at the Report No. 8274/BKHDT- KTDN dated October 23, 2013,
DECIDES:
Article 1:To approve project list “Education and training programs for health care resources to improve health system” to raise fund from World Bank with following principal content:
1. Authority in charge: Ministry of Health
2. Implementation time: 2014 – 2019
3. Project Objectives:
a) Common objectives: To improve the quality of education and training of health care resources and enhance the capacity of initial health care as well as implement national strategies and policies set by the Party and the State on health care system , reaching the millennium development goals (MDGs) and new rural area development.
b) Specific objective:
- To comprehensively improve education quality of health care thanks to the new approach of teaching and learning based on ability and enhancement education system to ensure its quality.
- To improve management of health sector and its human resources, focusing on the enhancement and alternative change of skilled staff to difficult areas.
- To improve capability of health care staff in initial care, reaching the national standards in communal medical aid station and contributing to the new rural area program with medical aid stations under national standards and implementing new rural area development program.
4. The project consists of 4 parts:
- Part 1: To improve education quality of health care sector in university and college level through the new approach of teaching and learning based on ability and enhancement of education system to ensure its quality (Estimated value of USD 63 million).
- Part 2: To improve management ability on health care sector and use of human resources in health care sector (Estimated value of USD 12 million).
- Part 3: To improve the effectiveness of initial health care activities though the training and supplement of necessary and synchronous conditions and skills for health care staffs in ward and communal level. (Estimated value of USD 41 million).
- Part 4: Project management (Estimated value of USD 5 million).
5. Total expense to develop the project: USD 121 million, including:
- Borrowing resources from International Development Association from World Bank (IDA): USD 106 million.
- EU’s Official Development Assistance supported through World Bank: USD 10 million.
- Reciprocal capital: USD 5 million.
6. Local financial mechanism: 100% allocation.
Article 2:The Ministry of Health takes over ideas of relevant agencies, completing project documents and take prime responsibility in approving, organization implementing the project as prescribed by law.
Article 3:The State Bank of Vietnam is responsible for completing necessary procedure with World Bank to negotiate funding agreement of the project as scheduled.
Article 4:The Decision takes effect from its signing date.
Ministers of Ministries: Planning and Investment, Health, Finance, Foreign Affairs, Justice, Governor of Vietnam’s State Bank and Heads of relevant units and agencies take responsibility to implement this Decision./.
