SUMMARY

By 2030: The awareness about gender equality will increase by 10%-15% as compared to the 2025’s figure

The Decision No. 1790/QD-TTg on approving the Program on communication about gender equality through 2030 is promulgated by the Prime Minister on October 23, 2021.

To be specific, to strive for the target that by 2030, the awareness about gender equality of different groups of people in the community will increase by 10%-15% as compared to the 2025’s figure; by 2025, 95% and by 2030, 100% of village codes and conventions of the community will be approved without gender-based discrimination.

Additionally, to strive for the target that by 2025, at least 70% of media agencies will apply on a pilot basis and, by 2030, 90% of media agencies will officially apply the Set of gender indicators; by 2025, all ministries, sectors and localities will annually formulate plans on and organize activities of the Action Month on Gender Equality and Gender-based Violence Prevention and Response; etc.

Tasks and solutions defined in this Decision for the realization of the above targets include: renew forms and media of communication, step up the application of digital technologies and platforms, and diversify types and products of communication about gender equality; intensify the socialization of communication activities; expand and step up education about gender equality in families, schools and the community and promote the participation of children; etc.

This Decision takes effect on the signing date.

DECISION

Approving the Program on communications about gender equality through 2030[1]

THE PRIME MINISTER

Pursuant to the June 19, 2015 Law on Organization of the Government; and the November 22, 2019 Law Amending and Supplementing a Number of Articles of the Law on Organization of the Government and the Law on Local Administration;

Pursuant to the November 29, 2006 Law on Gender Equality;

Pursuant to the Government’s Resolution No. 01/NQ-CP of January 1, 2021, on major tasks and solutions for implementation of the 2021 socio-economic development plan and state budget estimates;

Pursuant to the Government’s Resolution No. 28/NQ-CP of March 3, 2021, promulgating the National Gender Equality Strategy for the 2021-2030 period;

Pursuant to the Prime Minister’s Decision No. 622/QD-TTg of May 10, 2017, promulgating the National Plan of Action to implement the 2030 Agenda for Sustainable Development;

At the proposal of the Minister of Labor, Invalids and Social Affairs,

DECIDES:

Article 1. To approve the Program on communications about gender equality through 2030 (below referred to as the Program) with the following contents:

I. OBJECTIVES OF THE PROGRAM

- Every year, agencies, organizations, enterprises and the people will be provided and updated with information on gender equality laws and policies at least twice.

- By 2025, all ministries, sectors and localities will formulate their annual plans on and organize activities of the Action Month for Gender Equality and Gender-based Violence Prevention and Response.

- By 2030, the awareness about gender equality of all walks of life will improve by 10-15% as compared to the 2025’s figure.

- By 2025, at least 70% of media agencies will apply on a pilot basis and, by 2030, 90% of media agencies will officially apply the Set of gender indicators in communications activities.

- By 2025, 95% and by 2030, 100% of approved village codes and conventions of the community will no longer have contents on gender-based discrimination.

II. TASKS AND SOLUTIONS

1. To intensify provision of information to and dissemination of gender equality laws, policies and outcomes among Party Committees and administrations at all levels, agencies, organizations, enterprises and the people. To organize appropriate information and public communications activities for different groups of people on a periodical basis and during peak periods every year.

2. To renew forms and media of communications, intensify the application of digital technologies and platforms, and diversify types and products in communications about gender equality.

3. To intensify the mobilization of social resources for communications activities, mobilize resources, means as well as participation and response of agencies, organizations, enterprises and the people, particularly leaders, managers, heads of agencies and organizations, and persons with prestige and influence in the society.

4. To expand and step up education about gender equality in families, schools and the community and promote the participation of children.

5. To develop and apply the Set of gender indicators in communications activities; to build the capacity of communications officers, correspondents, editors, rapporteurs, communicators and communications collaborators in all sectors and at all levels.

6. To intensify communications about gender equality laws, policies as well as achievements of Vietnam to international partners; to actively fight and refute false information about gender equality and policies of the Vietnamese Party and State.

7. To intensify inspection and supervision of the popularization and dissemination of the law on gender equality and multiply effective models of communications about gender equality.

III. FUNDS FOR IMPLEMENTATION OF THE PROGRAM

- State budget funds shall be included in annual budget expenditure estimates of ministries, sectors and localities under current regulations on state budget management decentralization; and of other related programs, projects and schemes in accordance with law.

- International donations and aid, contributions of the society and community, and other lawful sources (if any).

IV. ORGANIZATION OF IMPLEMENTATION

1. The Ministry of Labor, Invalids and Social Affairs, as the responsible agency, shall:

- Guide and urge ministries, sectors and localities to perform the tasks set forth in the Program.

- Coordinate with related agencies and organizations in preparing materials and documents and organizing the provision, dissemination and updating of information, policies and laws on gender equality to Party Committees and administrations at all levels, agencies, organizations, enterprises and the people.

- Prepare materials and provide training and further training courses for improving capacity, skills and knowledge about gender equality for officers engaged in gender equality and for the advancement of women, communications officers, and gender equality collaborators at all levels.

- Include gender equality contents in official curricula of the vocational education system, and provide gender and gender equality knowledge to Vietnamese guest workers; provide training and further training courses for teachers and trainees of vocational education institutions, officers of enterprises providing the service of sending workers abroad, and officers of local labor management authorities.

- Guide and launch the peak campaign of communications about gender equality during the Action Month on Gender Equality and Gender-based Violence Prevention and Response from November 15 to December 15 every year.

- Guide, coordinate, develop and multiply effective models of communications; promptly praise and commend organizations and individuals that have actively and effectively contributed to the work of communications about gender equality.

- Annually carry out survey and inspection, and sum up and report on results of implementation of the Program by ministries, sectors and localities; organize preliminary review and final review of implementation of the Program.

2. The Ministry of Finance shall, based on the state budget fund-balancing capacity, sum up proposals of ministries and sectors for annually allocating state budget funds reserved for current expenditures for performance of the tasks set forth in the Program in accordance with the Law on the State Budget and current regulations on state budget management decentralization.

3. The Ministry of Information and Communications shall:

- Assume the prime responsibility for, and coordinate with related ministries, sectors, agencies, organizations and localities in, directing press agencies and grassroots information systems to renew forms and media of communications, intensify the application of digital technologies and platforms in communications activities, and disseminate and educate about gender equality guidelines, policies and laws.

- Assume the prime responsibility for, and coordinate with related ministries, sectors and agencies in, preparing materials for training and public communications to build capacity for correspondents, editors and collaborators of press agencies from central to local levels.

- Assume the prime responsibility for using and applying the Set of gender indicators in communications activities of central and local media agencies.

- Assume the prime responsibility for, and coordinate with related ministries, sectors and agencies in, fighting and refuting false information on gender equality and policies of the Vietnamese Party and State; organize inspection and examination and strictly handle acts of publishing publications and information products with contents violating gender equality policies.

4. The Ministry of Education and Training shall assume the prime responsibility for organizing further training courses about sexual health and gender equality to teachers, lecturers and medical workers in schools; and include gender equality contents in official lectures in education institutions at all levels and organize the teaching of such contents for students.

5. The Ministry of Culture, Sports and Tourism shall assume the prime responsibility for carrying out communications and education about ethics and lifestyle in family in adherence to gender equality principles; direct and guide the incorporation of gender equality contents in cultural institutions, village codes and conventions; include gender equality contents in entertainment, sports and artistic programs of agencies and organizations; and launch movements for the advancement and happiness of the people, while respecting diversity and promoting information sharing.

6. The Ministry of Health shall assume the prime responsibility for, and coordinate with related agencies in, directing and organizing the implementation of the Program on communications about population through 2030; and carry out communications about the situation, causes and consequences of sex imbalance at birth, and violations regarding infant gender selection.

7. The Ministry of Foreign Affairs shall assume the prime responsibility for, and coordinate with ministries, sectors and localities in, stepping up international cooperation on gender equality; and coordinate with the latter in organizing public communications about Vietnam’s gender equality activities in foreign countries.

8. The Vietnam News Agency, Voice of Vietnam, Vietnam Television, Nhan Dan (People’s) Newspaper and other mass media agencies shall increase the time volumes for broadcasting and number of news bulletins and articles, and improve the quality of communications about gender equality.

9. The Committee for Ethnic Minority Affairs shall assume the prime responsibility for organizing communications, dissemination and education about, and mobilization for, implementation of gender equality policies and laws among ethnic minority people; set a roadmap for training communications officers who are proficient in ethnic minority languages in localities under their management so as to increase the effectiveness of communications about gender equality; and mobilize ethnic minority people to uphold their fine customs, habits and traditions in conformity with gender equality goals.

10. Ministries, ministerial-level agencies and government-attached agencies shall, within the ambit of their assigned functions and tasks, participate in implementing the Program, and intensify public communications about gender equality in their ministries and agencies.

11. The Central Committee of the Vietnam Women’s Union, the Central Committee of the Ho Chi Minh Communist Youth Union, the Vietnam General Confederation of Labor, the Central Committee of the Vietnam Farmers’ Union, the Central Committee of the Vietnam Fatherland Front, the Central Committee of the Vietnam Association of the Elderly, and other member organizations of the Front shall, within the ambit of their functions and tasks, closely coordinate with the Ministry of Labor, Invalids and Social Affairs in organizing the implementation of the Program; organize communications and dissemination of knowledge about gender equality and gender-based violence, and step up communications and education activities with a view to raising awareness about gender equality for their members and the community.

12. Provincial-level People’s Committees shall:

- Work out plans on and organize the implementation of the Program under guidance of the Ministry of Labor, Invalids and Social Affairs and related ministries and sectors.

- Step up the mobilization of social resources for communications activities, and mobilize resources, means as well as participation and response of agencies, organizations, enterprises and the people, particularly leaders, managers, heads of agencies and organizations, and persons with prestige and influence in the society.

- Monitor and organize the inspection and supervision of implementation of the Program in their localities and send reports on implementation of the Program to the Ministry of Labor, Invalids and Social Affairs before December 20 every year.

Article 2. This Decision takes effect on the date of its signing.

Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, and related agencies, organizations and individuals shall implement this Decision.-
