DECISION
Approving the adjustments and supplements to the adjusted master plan on development of Vietnam’s coal industry through 2020, with prospects toward 2030 taken into consideration
THE PRIME MINISTER
Pursuant to the June 19, 2015 Law on the Organization of the Government;
Pursuant to the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on formulation, approval and management of master plans on socio-economic development;
Pursuant to the Government’s Decree No. 04/2008/ND-CP of January 11, 2008, amending and supplementing a number of articles of the Government’s Decree No. 92/2006/ND-CP of September 7, 2006, on formulation, approval and management of master plans on socio-economic development;
At the proposal of the Minister of Industry and Trade,
DECIDES:
Article 1. To adjust and supplement the Prime Minister’s Decision No. 403/QD-TTg of March 14, 2016 (below referred to as Decision No. 403/QD-TTg), approving the adjusted master plan on development of Vietnam’s coal industry through 2020, with prospects toward 2030 taken into consideration, with the following principal contents:
- The content on planning through 2020 at Point b, Clause 6, Section III, Article 1 is amended as follows:
“- To 2020
To build new coal screening and sorting plants: Vang Danh 2 with a capacity of around 2 million tons/year; Khe Than with a capacity of around 2.5 million tons/year; a centralized coal processing and warehouse center in Hon Gai region with a capacity of around 5 million tons/year (to build module 1 with a capacity of 2.5 million tons/year in Ha Khanh ward and maintain the South Cau Trang sorting plant until the end of 2018; after 2018 to relocate South Cau Trang plant to the site of the then built-up centralized coal processing and warehouse center for assembly into the center’s module 2 with a capacity of 2.5 million tons/year); Khe Cham with a capacity of around 7 million tons/year; and Lep My with a capacity of around 4 million tons/year.”
- The provisions on organization of implementation at Point c, Clause 1, Article 2 are amended as follows:
“- To direct the making of and approve plans on coal supply to thermal power plants and investment projects on coal ports under regulations.”
- To adjust the coordinates of boundaries of closed angles in a number of coal exploration plans provided in Appendix IIb to Decision No. 403/QD-TTg (to be detailed in Appendix I to this Decision).
- To modify the list of coal mine investment projects in Appendices IIIa, IIIb and V to Decision No. 403/QD-TTg (to be detailed in Appendix II to this Decision).
- To adjust the coordinates of boundaries of closed angles in a number of coal mine investment projects provided in Appendix IIIb to Decision No. 403/QD-TTg (to be detailed in Appendix III to this Decision).
- To modify the list of infrastructure investment projects to serve coal industry development in Appendix IV in Decision No. 403/QD-TTg (to be detailed in Appendix IV to this Decision).
- To supplement the list of production maintenance projects (to be detailed in Appendix V to this Decision).
- To add the coordinates of boundaries of closed angles in production maintenance projects (to be detailed in Appendix VI to this Decision).
- To adjust and supplement a number of mine closure plans in Appendix V to Decision No. 403/QD-TTg (to be detailed in Appendix VII to this Decision).
Article 2. This Decision is an inseparable part of the Prime Minister’s Decision No. 403/QD-TTg of March 14, 2016, approving the adjusted master plan on development of Vietnam’s coal industry through 2020, with prospects toward 2030 taken into consideration, and takes effect on the date of its signing.
Article 3. Ministers, heads of ministerial-level agencies, heads of government-attached agencies, chairpersons of provincial-level People’s Committees, the Chairperson of the Members’ Council and Director General of Vietnam National Coal-Mineral Industries Holding Corporation Limited; the Chairperson and Director General of the North East Corporation, and related organizations and individuals shall implement this Decision.-
