CIRCULAR
Amending and supplementing the Minister of Industry and Trade’s Circular No. 22/2016/TT-BCT of October 3, 2016, on the implementation of the Rules of Origin provided in the ASEAN Trade in Goods Agreement[1]
Pursuant to the Government’s Decree No. 98/2017/ND-CP of August 18, 2017, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 31/2018/ND-CP of March 8, 2018, detailing the Law on Management of Foreign Trade regarding origin of goods;
In implementation of the ASEAN Trade in Goods Agreement, which was signed on February 26, 2009, at the 14thSummit in Cha-am, the Kingdom of Thailand, by the member states of the Association of Southeast Asian Nations (ASEAN);
In implementation of the Report of the 50thASEAN Economic Ministers Meeting and the 32ndMeeting of the ASEAN Free Trade Area Council, which were held in Singapore on August 29, 2018;
At the proposal of the Director of the Agency of Foreign Trade,
The Minister of Industry and Trade promulgates the Circular amending and supplementing the Minister of Industry and Trade’s Circular No. 22/2016/TT-BCT of October 3, 2016, on the implementation of the Rules of Origin provided in the ASEAN Trade in Goods Agreement (below referred to as Circular No. 22/2016/TT-BCT).
Article 1.To amend and supplement Article 2 of Circular No. 22/2016/TT-BCT as follows:
1. To annul Appendix II - Product specific rules provided in Clause 2, Article 2 of Circular No. 22/2016/TT-BCT, and replace it with Appendix I to this Circular.
2. To annul Appendix III - Basic change criteria applicable to textile and garment products specified in Clause 3, Article 2 of Circular No. 22/2016/TT-BCT, and replace it with Appendix II to this Circular.
Article 2.Effect
This Circular takes effect on September 5, 2019.-
