CIRCULAR
Prescribing principles of regulation of import tariff quotas for salt and poultry eggs in 2017
Pursuant to the Government’s Decree No. 95/2012/ND-CP of November 12, 2012, defining the functions, tasks, powers and organizational structure of the Ministry of Industry and Trade;
Pursuant to the Government’s Decree No. 187/2013/ND-CP of November 20, 2013, detailing the implementation of the Commercial Law regarding international goods sale and purchase and goods sale, purchase, processing and transit agency activities with foreign countries;
After consulting the Ministry of Agriculture and Rural Development and the Ministry of Finance;
At the proposal of the Director of the Import-Export Department,
The Minister of Industry and Trade promulgates the Circular to prescribe principles of regulation of import tariff quotas for salt and poultry eggs in 2017.

Article 2.Principles of regulation
1. Principles of import tariff quota allocation
The allocation of import tariff quotas for salt and poultry eggs must comply with the Minister of Industry and Trade’s Circular No. 04/2014/TT-BCT of January 27, 2014, detailing a number of articles of the Government’s Decree No. 187/2013/ND-CP of November 20, 2013, detailing the implementation of the Commercial Law regarding international goods purchase and sale and goods purchase, sale, processing and transit agency activities with foreign countries.
2. Subjects eligible for import tariff quota allocation
Salt: Import tariff quota for salt shall be allocated to traders that directly use salt as a material for manufacturing chemicals, medicines and medical products.
Poultry eggs: Import tariff quota for poultry eggs shall be allocated to traders that possess business registration certificate/enterprise registration certificate and need to import this commodity.
3. Time of allocation of import tariff quotas for salt
The time of allocation of import tariff quotas for salt must be proposed by the Ministry of Agriculture and Rural Development so as not to affect the sale of domestically produced salt.
Article 3.Effect
This Circular takes effect from April 17, 2017, through December 31, 2017.-
