COLLECTING FEE FOR REPRESENTATIVE OFFICES’ ESTABLISHMENT
 

This is one of the contents under the Circular No. 187/2012/TT-BTC stipulating regime on collection, remittance and management of fee licensing to establish representative offices of the foreign trade promotion organizations in Vietnam.

COLLECTING CHARGES VALUABLE PAPER’S CUSTODY BEFORE THE NEXT MONTH’S 10TH
 

On November 07, 2012, the State of Bank issued the Circular No. 30/2012/TT-NHNN stipulating on collection, remittance of the charge for custody of valuable papers at the State bank of Vietnam, charges for custody of valuable paper shall be calculated and collected monthly, before the 10th day of the next month.

Under this Circular, charge for custody of valuable papers is collected on total value of valuable papers calculated by nominal value of custody members being deposited directly at the State bank and deposited at accounts of the State bank opening at Vietnam Stock Depository Center (excluding valuable papers having bought and been owning by the State bank).

INCREASE THE TIME TO REGISTER UNEMPLOYMENT WITH LABOR AGENCIES
 

On November 21, 2012, the Government issued the Circular No. 100/2012/ND-CP amending and supplementing a number of articles of the Government’s Decree No. 127/2008/ND-CP, of December 12, 2008 detailing and guiding implementation of a number of articles of the Law on social insurance regarding unemployment insurance.

Under the Circular, to ensure the reasonable time of support for laborers, within 03 months, since losing job or ending labor contract or working contract, if laborers have not yet had job and have demand to enjoy unemployment allowances, they may implement registration of unemployment with labor agencies.

Besides, for dossier for enjoyment of unemployment insurance indemnities, the Government regulated that beside a written request for enjoyment of unemployment

EXPANDING ADDITIONALLY 03 PROVINCES ON HANOI CAPITAL REGION
 

On November 20, 2012, the Prime Minister issued the Decision No. 1758/QD-TTg on approval of task adjusting on Hanoi capital region construction by 2030 and vision till 2050.

Accordingly, with the objective to develop Hanoi Capital and surround provinces on the basis of assignment, cooperation, sharing and combination of motive forces, development opportunities, the demand and supply relation as well as responsibility for solving difficulties, challenges in region in harmonious and sustainable direction, the Prime Minister requested the Ministry of Construction to adjust orientation of planning on Hanoi Capital region construction expanding additionally 03 provinces including Phu Tho, Thai Nguyen and Bac Giang comparing to the Decision No. 490/2008/QD-TTg, of May 05, 2008 including Vinh Phuc, Bac Ninh, Hai Duong, Hung Yen, Ha Nam, Hoa Binh.

PROVIDING 29 FORMS IN COMMERCIAL ARBITRATION
 

On November 07, 2012, the Minister of Justice issued the Circular No. 12/2012/TT-BTP providing 29 forms used in the organization and operation of commercial arbitration.

Of which, some forms enclosed with this Circular include: the Charter of the arbitration center; The application for establishing an arbitration center; The application for establishing a branch/representative office in Vietnam of a foreign arbitral institution; The Certificate of registration of a branch of an arbitration center; The Certificate of registration of a branch in Vietnam of a foreign arbitral institution; The application for reissuing the License for establishment of the arbitration center, branch/representative office in Vietnam of a foreign arbitral institution…

Form users are Vietnamese citizens qualified for being arbitrators that apply for establishing arbitration centers.

PERFORMING PERIODIC INVENTORY ONCE FOR EVERY TWO YEARS
 

On November 21, 2012, the Prime Minister issued the Decision No. 1775/QD-TTg  approving of project of greenhouse gas emission management; management of carbon credit business activities to the world market.

In order to manage greenhouse gas emission, the Prime Minister requested to strengthen the capacity of national greenhouse gas inventory for the ministries, sectors and localities involved in the national inventory system of greenhouse gases; Setting up and operating the national system of greenhouse gas inventory and performing periodic inventory once for every two years under the process; At the same time, disseminating and applying technologies to reduce emissions and increase the capability to absorb potential greenhouse gas in Vietnam;
