FOREIGNERS’FEE FOR TEMPORARY RESIDENCE CARDS INCREASED
BY 20 USD
 

On November 09, 2012, the Ministry of Finance issued the Circular No. 190/2012/TT-BTC amending and supplementing the Circular No.66/2009/TT-BTC, of March 30, 2009 of the Ministry of Finance stipulating the regime on collection, remittance, management and use of fees on passports, visas and papers on entry, exit, transit and residence in Vietnam.
Accordingly, the Ministry of Finance decided to raise the fee level for granting visas, temporary residence cards for foreigners resident in Vietnam. Of which, the fees for granting temporary residence cards increase by 20$. Specifically, the fee for granting the card that is valid up to 1 year is 80$; valid for between over 1 year and 2 years is 100 $; Valid for between over 2 year and 3 years is 120$ ( the previous regulation is 60, 80, 100 $ respectively).

 

Besides, the fee for granting visas is also amended to increase 2 times, specifically, the fee for single-entry visas is 45$ ( the previous regulation is 25$); visas that is valid for less than 01 month is 65$; Valid for less than 06 months is 95 $ (the previous regulation is 50$)…

The other content relating to fees on passports, visas and papers on entry, exit, transit and residence in Vietnam shall be implemented under provisions in the Circular No.66/2009/TT-BTC, of which, the fee level for newly granting is 200,000 VND, re-granting is 400,000 VND, fee for extension is 100,000 VND….

This Circular shall take effect on January 01, 2013.


COLLECTING FEE OF ESTABLISHING REPRESENTATIVE OFFICES
 

This is one of the contents regulated under the Circular No. 187/2012/TT-BTC regime on collection, remittance and management of fee licensing to establish representative offices of the foreign trade promotion organizations in Vietnam.

Accordingly, the foreign trade promotion organizations and other foreign organizations conducting operations relating to trade promotion in Vietnam on the establishment and operation of representative offices of foreign trade promotion organizations in Vietnam when being licensed for establishment of representative offices in Vietnam must pay fee. The fee levels licensing for establishment of

 

representative offices of the foreign trade promotion organizations in Vietnam for newly granting is 3,000,000 dong/license; Re-granting, amending and supplementing, extension is 1,500,000 dong/license.

This Circular does not apply to representative offices in Vietnam of foreign traders, foreign non-governmental organizations, cooperation and research organizations, education and cultural facilities and other foreign organizations.

This Circular shall take effect on January 01, 2013

STIPULATING DECLARATION FORM FOR GOODS IN TRANSIT
 

On November 02, 2012, the Ministry of Finance issued the Circular No. 186/2012/TT-BTC stipulating declaration form, annex declaration for goods in transit and regime of printing, issuance, management, use of declaration, annex declaration for goods in transit.

Under this Circular, declaration for goods in transit is printed bilingually in Vietnamese and English in pink background, sizes of Declaration and Annex declaration are A4. Each type of declaration and Annex declaration includes 02 copies.

 

The customs declarants upon declaring directly on declarations and/or Annex-declarations and customs officers upon registering book of declaration, confirming result of actual inspection for goods, signing on declarations and/or Annex-declarations may use only type of ink, not use red ink, pencil or kinds of easy-fading ink, not clearly presenting content declared, registered, confirmed, not erase, repair content declared, registered, confirmed on declarations and/or Annex-declarations.

This Circular takes effect on December 01, 2012.

Ü TRANSPORT


FROM DECEMBER 25, 2012, CARGO CONTAINER TRANSPORT AFFIXED WITH INSIGNIAS
 

This is one of the contents regulated under the Decree No. 93/2012/ND-CP dated November 08, 2012 of the Government amending and supplementing a number of articles of the Government’s Decree No.91/2009/ND-CP, of October 21, 2009 on road transport business and business conditions.

Accordingly, from December 25, 2012, not only means for passenger transport on fixed routes, passenger transport under contracts, or passenger transport by taxi must be affixed with insignias. Cargo container transport must be also affixed with insignias.

The Decree also regulated that business units may be deprived right to use licenses when breaching the business conditions, seriously affecting the transport service quality and transport safety. Particularly breaching one of following contents: Transport business units have 5% of number of means of transportation

 

on route which drivers breaching their itineraries or 20% of number of means of transportation operating on route which drivers breaching passenger embarkation and disembarkation which being improper stipulated places or 10% of number of means of transportation operating on route which drivers breaching provision on time of driving means of transportation.

Under this Decree, buses operating before the effective date of this Decree but failing to meet the requirements that buses must contain 17 seats or more and flooring space for standing passengers, and be designed in accordance with the standards set by the Ministry of Transport may operate until the end of their prescribed life as prescribed.

This Decree takes effect on December 25, 2012.

CONDITIONS FOR DOCTORAL LEVEL TRAINING TO SCHEME 911
 

On October 12, 2012, the Ministry of Education and Training issued the Circular No. 35/2012/TT-BGDDT regulating doctoral-level training under the scheme on "doctoral training for universities and colleges lecturers during the period 2010-2020" approved by the Prime Minister in the Decision No.911/QD-TTG of June 17, 2010 (the scheme 911).

Accordingly, tenured lecturers, contractual lecturers working in an indefinite or definite term of the universities, institutes which provide tertiary education, the universities and colleges or those who have desire and commitment to become a lecturer at the schools including those who have just graduated from university or got master degree (within 12 months up to the date of application); Researchers working at the Scientific Research Institutes; Those who have the capacity and

 

good professional skills working in organizations apart from schools; Those who do not exceed 45 years up to the year of application.

Specifically, some conditions on qualifications for admission are: the applicants must have BA or MA degrees; with BA degree of good or better grade and MA degree with academic result achieved 8.0 or more (by 10-point scale); to register the discipline in conformity with the discipline graduated from BA or MA level; To be signed contract of commitment for recruitment to work as lecturer after graduation; To have official dispatch issued by the school where applicant is working for the assignment for application or place where signed the contract of commitment to recruit for work as lecturer after graduation……..

This Circular takes effect from November 26, 2012
