October 17, 2012, the Prime Minister issued the Decision No. 1556/QD-TTg approving the Scheme “Supporting the development of medium and small enterprises engaged in ancillary industries”. Under this Decision, the Prime Minister assumed the Vietnam Development Bank to introduce their provisions on capital loan applicable to medium and small enterprises engaged in ancillary industries. At the same time, this Decision also promulgated some solutions related to the policies on medium and small enterprises engaged in ancillary industries in order to boost the quantitative and qualitative growth of medium and small enterprises engaged in ancillary industries; |
ensure that medium andsmall enterprises engaged in ancillary industries may supply approximately 50% of the demand for domesticization of various manufacturing industries. |

On October 08, 2012, the Prime Minister issued the Decision No. 42/2012/QD-TTg on giving support to units, organizations using employees who are ethnic minority people in the mountainous regions, especially difficult areas. |
Besides, the State budget supports employers to pay social insurance, health insurance, unemployment insurance for laborers who are ethnic minority people newly being employed or signed labor contracts. The State will support employers to pay those mentioned above insurance in 5 years for each employee. This Decision is applied for units using employees who are ethnic minority people, legally residing in the Western Highlands, the mountainous areas, especially difficult areas such as Cao Bang, Bac Kan, Lai Chau......and it takes effect as from 01st December 2012. |

On October 12, 2012, the Minister of Natural Resources and Environment issues the Circular No. 10/2012/TT-BTNMT on national technical regulations on the environment, including National Technical Regulation on offshore saltwater quality. This Regulation specifies the limit value of offshore saltwater quality parameters and it is applied to evaluate and control the quality of the offshore saltwater, for the purpose of protecting the marine environment and this is not applied to the islands offshore locations, the exploitation and exploration of oil and gas within a radius of less than or equal to 1 km. |
Besides, the Circular also promulgated the limit value of sediment quality parameters of freshwater, saltwater and brackish water to assess, control sediment quality for the purpose of protecting aquatic life. The State management agencies on environment are responsible for dissemination, guidance, inspection, and monitoring of the implementation of this Regulation. Where the national standards on the method for determination referred in this Regulation are amended, supplemented or replaced, apply the new standards. This Circular takes effect from December 12, 2012. |

October 11, 2012, the Prime Minister issued the Decision No. 1502/QD-TTg approving the master plan of vehicle load checking station on the road till 2020, with a vision to the year 2030. Under this Decision, the Prime Minister requested the Ministry of Transport building 45 fixed vehicle load checking stations on the existing road system before 2020; Funds are expected to be: 6,468.431 billion dong mobilized from the central budget and other lawful sources. Of which, for the period from 2012 to 2015, building 13 fixed vehicle load checking stations equipped with 142 sets of mobile balance with estimated cost is 1,157,174 billion dong; |
Besides, the Decision also regulated in detail the principles to choose location to place vehicle load checking station; of which, restricting the placement of stations within the inner cities and urban areas of urban cities to prevent traffic congestion; placing mobile vehicle load checking station on the road sections and routes, with overloaded and oversized vehicles in traffic without fixed vehicle load checking station or on road sections and routes with vehicles overloaded and oversized vehicles taking roundabout route to avoid the examination and control load testing station of fixed vehicle load checking station. People's Committees of centrally-affiliated provinces and cities assume the responsibility to allocate land reserve to build vehicle load checking stations as planned, coordinating with the Ministry of Transport to issue and implement the "Regulation on the coordination of forces operating at vehicle load checking stations. This Decision takes effect from the date of signing. |

On October 10, 2012, the Ministry of Industry and Trade and the Ministry of Planning and Investment promulgated the Circular No. 31/2012/TTLT-BCT-BKHDT guiding the settlement of industrial complexes established before the Regulation on the management of industrial complexes, promulgated together with the Prime Minister’s Decision No. 105/2009/QD-TTG dated August 19, 2009, takes effect. Accordingly, converting industrial complexes established before the Regulation takes effect into industrial parks must comply with conditions for conversion such as: the investors in developing infrastructure are enterprises operating under law provisions on enterprises; The land area leased or subleased to the projects, that apply for investment and Investment certificates, reaches at least 40% of the total industrial land area of the industrial complex; A concentrated sewage treatment |
A dossier on conversion is made into 07 sets including the written proposal submitted to the Prime Minister, made by the Provincial People’s Committee, for converting local industrial complexes into industrial parks; the scheme for converting industrial complexes into industrial parks with assessment of the implementation and orientation of the local socio-economic and industrial development. Besides, the Circular also regulated in detail on plans for settling industrial complexes established before the Regulation takes effect; making the list of industrial complexes established before the Regulation takes effect. This Circular takes effect on November 26, 2012. |
